Which Runtime Controls Should You Configure Before Deploying an AI Agent?

Configure runtime controls before an agent can reach real tools or data. At minimum, enforce least-privilege authorization outside the model, isolate execution, restrict network egress, require approval for consequential side effects, validate every tool call, centralize audit logs, and cap retries, cost, rate, and tool-chain length. A prompt can describe desired behavior, but it is not an authorization boundary; policy enforcement and downstream services must decide what actually executes.

  • Inventory every tool, MCP server, data source, and downstream action, then allow only the narrow operations and records the task requires.
  • Run code and local tool servers in an isolated environment with an explicit filesystem and network policy.
  • Stop deployment, deletion, external messaging, spending, permission changes, and other hard-to-reverse actions for a human decision.
  • Validate arguments and results at the side-effect boundary, where the tool or downstream service can reject unsafe requests.
  • Record identity, user, session, action, approval, result, and policy decisions in logs the agent cannot alter.
  • Security-test the complete system before launch and after material changes, with operating limits that prevent runaway actions.

What runtime controls are—and why prompts are not enough

An AI agent combines a model with tools, memory, retrieval, code execution, and services that can change the world. Runtime controls are the technical and procedural checks applied while that system is running: which identity may invoke it, which tool and arguments are permitted, where code can execute, which destinations it can contact, when a person must approve, and what evidence is retained.

The model can suggest an action or choose a tool, but it cannot safely be the final authority on authorization. Prompt instructions can be misunderstood, overridden by untrusted content, or changed without changing the surrounding permissions. Put policy in a gateway, proxy, sandbox, tool server, and downstream application. The service that owns a record or resource should enforce the caller’s authorization in that service, not trust a natural-language claim from the model.

Four questions determine how strict a control should be: how much impact the action can have, how reversible it is, how broad the requested access is, and how much untrusted input and operational exposure the run receives. A read-only internal lookup can use a narrower approval path than a production deployment or an external message, but both still need explicit authorization and logging.

1. Inventory capabilities and write an explicit policy

Start with a capability inventory, not a prompt. List every model-accessible function, MCP server, plug-in, retrieval index, database, file path, shell command, API, and downstream action. Include capabilities exposed indirectly through chained agents or tool servers. For each item, record its data scope, identity used, side effects, network destinations, owner, and failure behavior.

Classify each operation

Class Typical examples Runtime treatment
Disabled Unused administration APIs, unrestricted shell access, production credentials in a development run Do not expose the capability or reject every request at the gateway.
Allowed in a narrow scope Read one project’s issues, query an approved dataset, write to a temporary workspace Constrain operation, tenant, record set, path, destination, identity, and rate in policy.
Approval required Deploying or merging code, deleting data, sending an external message, spending money, changing permissions Pause before execution and obtain approval for the exact action and arguments.

Keep read and write operations separate wherever possible. Scope access to the initiating user or an explicitly delegated service identity. A broad “manage everything” token defeats a narrow tool definition because the downstream service can still receive an overpowered request.

Make policy versioned and enforceable

Represent decisions as policy-as-code or an equivalent versioned configuration. A gateway or proxy should evaluate the caller identity, tool name, arguments, resource scope, and current risk state before forwarding a request. Review policy changes like code, require an owner, and retain the version that was active for each run. Reject wildcard permissions, unpinned MCP server dependencies, and configurations that silently add a new tool.

Define a default-deny result for unknown tools, missing arguments, invalid identity context, and policy-service failures. A temporary outage in the policy evaluator should not turn into unrestricted execution.

2. Isolate execution and restrict outbound access

Run agent code and local tool servers in a sandbox or isolated runtime with only the filesystem, processes, secrets, and network access required for the task. Isolation limits the damage from a malicious instruction, a vulnerable dependency, or a model mistake, but its coverage must be verified rather than assumed.

Check what the sandbox actually contains

  • Allow only specific workspace directories; make unrelated host files and device interfaces unavailable.
  • Separate temporary workspaces from production data and use disposable environments for untrusted code.
  • Disable privilege escalation, arbitrary process creation, and host control sockets unless a documented task requires them.
  • Apply CPU, memory, disk, execution-time, and child-process limits so a tool cannot consume the host.
  • Test whether the sandbox covers the model runtime, local MCP servers, subprocesses, and any remote executor; a boundary around one component does not automatically protect the others.

Use an egress allowlist

Permit outbound traffic only to named destinations and ports required by the workflow. Block direct access to cloud metadata endpoints, internal administration planes, and arbitrary internet hosts unless there is a reviewed exception. Treat a request to contact a new destination as a policy event; for a consequential workflow, require approval before opening that connection.

Keep production credentials out of development agent environments. When a credential is necessary, use a dedicated agent identity with the smallest role, a short lifetime, and a narrow audience. Rotate and revoke it independently of human credentials. Do not place static administrator keys in prompts, environment variables visible to arbitrary tools, or shared local configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Put human approval at the side-effect boundary

Approval belongs immediately before the tool call that creates the consequence, not only at the start of a long run. Classify actions by impact and reversibility: a change that is externally visible, expensive, destructive, or difficult to undo deserves a human decision even when earlier steps were low risk.

Actions that normally require approval

  • Deploying code, merging a change, or modifying production configuration.
  • Deleting, overwriting, or bulk-exporting records.
  • Sending messages to customers, regulators, partners, or other external recipients.
  • Spending money, creating a billable resource, or accepting a contract or order.
  • Granting, revoking, or widening permissions and identities.
  • Contacting a network destination that is not already on the approved allowlist.

The approval screen should show the exact tool, identity, destination, command, arguments, affected records, estimated scope, and any generated diff. Bind the approval to a hash or equivalent representation of those values. If the agent changes an argument, target, recipient, or file after approval, invalidate the decision and request approval again. A generic “continue” button is not approval of a specific side effect.

Combine automatic checks with human review

Automatic guardrails should reject malformed or dangerous inputs, redact sensitive output, enforce schemas, and check tool results. Human review supplies a deliberate stop for high-impact actions. Place the check next to the tool that performs the side effect, because an agent-level guardrail may not cover every custom tool in a chained workflow. A run should have explicit continue, pause, reject, and timeout states; an unanswered approval should expire rather than execute.

4. Validate tool calls, results, and downstream authorization

Validate both what the model asks a tool to do and what the tool returns. Use strict schemas for argument types, permitted enum values, path formats, record identifiers, query limits, recipients, and destinations. Reject extra fields and ambiguous values rather than trying to infer intent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Enforce authorization twice when necessary

The runtime gateway can check whether this agent may invoke a tool, while the downstream service checks whether the initiating user may perform the requested operation on the specific resource. Pass the user or delegated identity through the call and preserve tenant boundaries. Never ask the model to decide that a user is entitled to read or change a record.

Handle results as untrusted input

Tool output, retrieved documents, web pages, issue comments, and files can contain prompt-injection instructions. Mark their provenance, constrain how much content enters the context, and keep data separate from control instructions. Validate output before it becomes another tool’s arguments. Redact secrets and personal data before returning or logging results. If validation, authorization, or parsing fails, fail closed and surface a reviewable error instead of silently retrying with broader permissions.

5. Monitor actions, not only service health

Infrastructure metrics such as CPU and latency cannot explain why an agent changed a file or contacted a host. Create an append-only or otherwise protected audit record for every meaningful decision.

Minimum audit fields

  • Agent and policy version, model or provider identifier, and runtime environment.
  • Initiating user, delegated identity, tenant, session, and run correlation ID.
  • Tool or MCP server name, operation, exact arguments or a protected representation, and resource scope.
  • Approval request, approver, timestamp, decision, expiry, and the action version approved.
  • Validation and authorization results, tool output status, generated diff, and final outcome.
  • Network-policy decision, destination, and reason for an allow or deny.
  • Retries, timeouts, policy errors, and any escalation to a human.

Centralize these records outside the agent’s control and apply your retention and access rules. Do not log secret values, complete tokens, or unnecessary personal data; store references, hashes, or redacted fields when investigators can work without the raw secret. Ensure clocks are synchronized enough to reconstruct the order of events.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Alert on behavior that deserves investigation

  • Attempts to read credential files, private keys, metadata endpoints, or unrelated tenants.
  • Unexpected destinations, repeated egress denials, or a newly introduced MCP server.
  • Bulk reads, unusual file writes, permission changes, or edits to instruction and CI configuration.
  • Repeated approval requests, rapid retry loops, tool-chain growth, or a sudden change in normal scope.

Agent-aware telemetry can connect prompts, tool approvals, tool results, MCP use, and network allow/deny events. That context helps an investigator determine both what happened and why, but telemetry features are platform-specific and should not be treated as a universal guarantee.

6. Test the changing system and set operating limits

Test the assembled application, not only the model in isolation. Before production, run structured security tests for prompt injection, indirect instruction attacks, excessive agency, cross-tenant access, unsafe tool arguments, secret exposure, sandbox escape attempts, and approval bypasses. Include denial, timeout, malformed-result, policy-service outage, and partial-failure cases.

Retest after material changes

Repeat the relevant tests whenever prompts, tools, memory, retrieval sources, policies, model providers, MCP servers, or execution environments change materially. Preserve the tested versions, abuse cases, expected outcomes, approval and denial behavior, observed results, and accepted residual risks. A model upgrade or a new retrieval index can change behavior even when application code is untouched.

Tools such as promptfoo and a containerized MCP mediation layer are examples of implementation approaches for agent and MCP testing; evaluate their current capabilities and fit for your environment rather than treating a named tool as a control by itself.

Bound resource use and chaining

  • Set token and cost budgets per run, user, tenant, and time period.
  • Limit retries and backoff; a failed side effect must not be repeated indefinitely.
  • Apply rate limits to expensive tools, bulk reads, messages, and external APIs.
  • Cap the number and depth of tool calls and delegated-agent hops.
  • Set wall-clock and idle timeouts and cancel outstanding subprocesses when a run stops.
  • Require an explicit approval or policy transition before a workflow can move from read-only discovery to writes.

A practical configuration sequence

  1. Map the capability graph. Record every tool, server, data source, identity, path, destination, and side effect, including indirect calls made by chained agents.
  2. Set default-deny policy. Disable unused capabilities, split read and write operations, scope records and paths, pin dependencies, and version the policy.
  3. Build the execution boundary. Create a disposable or isolated runtime, apply filesystem and process restrictions, and verify which components are actually covered.
  4. Configure egress and credentials. Allowlist destinations, block metadata and administrative endpoints, and issue short-lived tokens to dedicated agent identities.
  5. Add boundary validation. Enforce schemas, identity and resource authorization, output checks, redaction, and fail-closed behavior in the gateway and the side-effecting tool.
  6. Implement approval. Classify impact, display exact arguments and diffs, bind approval to the action, expire unanswered requests, and invalidate approval when parameters change.
  7. Instrument centrally. Emit the audit fields for identity, user, session, tool, arguments, approvals, results, and network decisions to protected storage.
  8. Exercise abuse cases. Test injections, unauthorized reads and writes, secret access, egress violations, sandbox boundaries, retries, timeouts, and approval bypasses.
  9. Apply operating limits. Configure cost, token, rate, retry, timeout, and tool-chain ceilings, then verify cancellation and recovery.
  10. Record the launch decision. Keep the tested versions, evidence, owners, monitoring rules, and explicitly accepted residual risks.

Launch gate

Do not deploy until each answer is yes, or an accountable owner has documented the exception:

  • Is every tool and operation explicitly allowed, narrowly scoped, and authorized outside the model?
  • Are filesystem access, code execution, credentials, and network egress limited to the task?
  • Do high-impact or hard-to-reverse actions stop for a human decision before execution?
  • Are arguments and results validated where side effects occur, with fail-closed behavior?
  • Can protected logs reconstruct user intent, agent identity, tool activity, approvals, results, and policy decisions?
  • Have prompt-injection and tool-abuse scenarios been tested before launch and after meaningful changes?
  • Are retry, rate, cost, timeout, and tool-chain limits configured and observed?

How current standards fit

The OWASP Agent Control Standard initiative describes runtime inspectability, traceability, instrumentation, and portable policy enforcement. Its resource page is dated September 1, 2026; treat it as an emerging standard initiative, not a finalized universal compliance requirement.

NIST’s COSAiS project is developing SP 800-53 control overlays for AI systems, including single-agent and multi-agent use cases. The project is under development, so its agent overlays should not be represented as final requirements. Use the projects to structure controls while mapping the actual obligations that apply to your sector, geography, data, and deployment.

The practical objective is captured by the OWASP initiative’s description: “Agents must be inspectable, traceable and instrumentable—providing visibility into what they are, what they can access, what they did and why, and the ability to control their behavior at runtime.” In implementation terms, that means a policy decision at each capability boundary, an isolated and constrained execution environment, explicit approval for consequential effects, and evidence that remains trustworthy after the run.
