Polyethylene (HDPE and LDPE) and polypropylene (PP) are common targets for chemical-conversion processes; polystyrene (PS) is also studied for pyrolysis. PET and PVC need more process-specific handling, and no resin code guarantees that a local program or industrial plant will accept an item. Identify the plastic, check its form and condition, then follow the receiving facility’s specification.
What “chemical feedstock” means
Mechanical recycling sorts, cleans, shreds, and melts plastic without changing its chemical building blocks. Chemical or thermal conversion processes break down or transform polymers, but their outputs vary: they may include purified polymers, monomers, oligomers, other chemical feedstocks, hydrocarbons, syngas, or fuels. These outputs are not interchangeable. In particular, making fuel is not the same outcome as recovering material for new plastic. The U.S. Environmental Protection Agency (EPA) describes these distinctions in its overview of advanced recycling of plastics.

EPA groups technologies such as pyrolysis, hydrothermal treatment, and gasification under conversion approaches. The route affects both the acceptable input and the resulting product. A material’s theoretical suitability for one process does not show that a particular facility accepts it or that its output meets a specification for making new plastic.

EPA identifies polypropylene, HDPE, and LDPE as usual feedstocks for conversion. A 2016 review discusses pyrolysis studies involving polyethylene, polypropylene, and polystyrene. That evidence describes studied materials and process chemistry; it is not a current acceptance list for plants.

The familiar seven resin identification categories label material classes; they are not a universal sorting or acceptance rule. EPA’s 2023 report on sustainable end-of-life management of plastics describes the categories, while EPA’s guidance on international requirements for plastic recyclables and waste illustrates how specific a receiving stream can be. Its Basel-related guidance discusses pre-sorted, clean scrap categories; a specified category containing mixed PE, PP, and PET must be destined for separate recycling. Those cross-border criteria should not be mistaken for household collection instructions.
Why PET and PVC need separate consideration
In its 2016 review, Kumagai and Yoshioka describe concerns in pyrolysis studies involving PVC and PET. PVC can generate corrosive gases; PVC- and PET-related byproducts can also affect product quality or equipment. The review discusses pretreatment and catalytic approaches, so these concerns are reasons for separation and process-specific evaluation—not proof that either resin is impossible to convert by every technology.

The review concerns pyrolysis research, not current plant policies. EPA also describes technologies with different routes and outputs, so acceptance must be checked against the specific process rather than inferred from a general statement about a resin.

How to sort plastic for a receiving facility
- Identify the resin. Check the item’s marking for PET/PETE, HDPE, PVC, LDPE, PP, PS, or #7. Treat #7 as an “other” category, not a single material.
- Check the item’s construction. A single-resin item is not equivalent to a multilayer or mixed-material package. Follow instructions for composites or items whose materials cannot be separated.
- Note its physical form. Rigid items, films, foam, and small pieces may belong to different streams. For example, APR’s 2024 glossary defines separate commercial categories for PP rigids, mixed rigid plastics, and polyethylene films.
- Check condition and contamination rules. Food, oil, grease, labels, closures, and other residues can affect whether material meets a specification. Do not assume that “advanced” processing removes every contamination problem: EPA says incoming quality and quantity need monitoring and resulting oils or monomers must meet product specifications.
- Match the material to the actual destination. Use the local collection program’s list for household sorting, the processor’s specification for a commercial stream, or the plant’s documented input list for conversion. These rules are not interchangeable.
- Confirm the intended output. Ask whether the route is intended to produce monomer or another chemical feedstock, hydrocarbons, syngas, or fuel. The word “conversion” alone does not tell you the product.
EPA notes that some conversion technologies may handle plastics too contaminated or complex for mechanical recycling. That capability is not a blanket acceptance promise: the same EPA overview emphasizes monitoring inputs and meeting product specifications. Sorting infrastructure and consistent incoming quality still matter.

Can mixed plastics be turned into chemical feedstocks?
Some technologies may process complex or contaminated plastics, but “mixed plastic” is not a dependable feedstock description. A mixture can contain different resins, multilayer packaging, varied physical forms, and contaminants; a particular plant’s tolerance depends on its process, pretreatment, and product requirements. EPA’s Basel guidance also shows that even a defined mixed-PE, PP, and PET scrap category can require separate recycling rather than unrestricted mixed processing.
For a useful sorting decision, find out which materials the receiving facility accepts together, whether it requires clean or pre-sorted material, and what output it produces. Do not combine materials merely because each carries a plastic resin code.

Keep three different questions separate
- Can the polymer be converted in some process? Polyolefins are common targets, and PS has been studied for pyrolysis; other resins may require specific routes or pretreatment.
- Does this facility accept this item? That depends on its documented feedstock specification, the item’s construction and form, and contamination limits.
- Does the local program collect it? Household rules depend on local infrastructure and are not established by the resin code or by an industrial technology’s capabilities.
EPA says mechanical recycling remains the predominant method of plastic recycling in its overview, last updated May 22, 2026. That context is a reminder to treat chemical conversion as a process-specific route, not as a substitute for checking the established collection and sorting rules where an item is discarded.
