The safest setup is to check your carrier’s international terms before departure, turn off data roaming on any line you do not intend to use, and prepare Wi-Fi and offline alternatives. On iPhone, go to Settings > Cellular (or Cellular Data) > Cellular Data Options, select the relevant line if prompted, and switch Data Roaming off. On Android, search Settings for data roaming because the menu path differs by manufacturer and Android version. Remember that this switch controls cellular data; it does not automatically block every voice, SMS, daily-pass, ferry, cruise or aircraft-network charge.
Check your carrier before changing settings
International pricing depends on your carrier, plan, destination and the action that starts billing. Apple’s travel guidance says: “Before you go: To avoid fees and higher rates, contact your carrier by phone or online to shop international roaming plans.” Ask specifically:

- Is your destination included in your plan, and which countries or territories are excluded?
- What data allowance, speed limit or fair-use rule applies?
- Are outgoing calls, incoming calls, voicemail and SMS charged separately?
- Does merely registering on a foreign network start a pass, or is qualifying data, calling or texting required?
- What happens after the allowance is consumed?
- Can the carrier block international roaming, premium SMS, calls, or data at the account level?
Some plans include roaming, while others use pay-as-you-go rates or activate a daily pass after qualifying use. Do not disable a setting that an included travel feature requires until you understand its instructions. Conversely, do not assume that turning off one toggle prevents every international fee.
Turn off cellular data roaming
iPhone
- Open Settings.
- Tap Cellular or Cellular Data.
- If you use two lines, tap the phone number you want to configure.
- Tap Cellular Data Options.
- Switch Data Roaming off.
With data roaming off, that line should not use a foreign cellular network for internet data when the carrier does not support roaming or you do not want to use it. Menu wording can vary by region and iOS version. Check the setting again after inserting a SIM, activating an eSIM or changing which line supplies cellular data.

To reduce accidental use further, open Settings > Cellular and review the app list. Turn cellular access off for large or nonessential apps, such as video, cloud-drive, photo backup and automatic-update services. Leave access enabled only for apps you genuinely need when away from Wi-Fi.
Android phones
There is no single verified menu sequence for every Android manufacturer and version. Open Settings, use the search field, and enter data roaming. Open the matching mobile-network setting, select the relevant SIM if the phone asks, and switch roaming off. If search produces no result, look under headings such as Network & internet, Connections, Mobile network or the individual SIM’s settings, then confirm the path in your phone maker’s current support instructions.
Do not confuse mobile data with data roaming. Disabling mobile data stops cellular internet everywhere; disabling data roaming allows domestic mobile data while blocking use of a foreign network. The labels and available controls vary, so verify which behavior your phone is applying.

Choose how you will connect abroad
Airplane mode with Wi-Fi enabled
For a conservative no-cellular-data setup, enable Airplane Mode, then turn Wi-Fi back on and connect only to networks you trust. This prevents the phone from registering on a mobile network while preserving internet access for maps, email and messaging apps. The U.S. Department of State notes that some calling and messaging apps work on Wi-Fi without a data plan.

Use a strong device passcode, keep software updated before departure, and avoid entering sensitive information on unfamiliar public networks. If you must use public Wi-Fi, prefer sites and apps with encryption, avoid financial transactions when practical, and disconnect when finished.
A home-carrier travel plan
A carrier travel option is convenient because it may preserve your home number and existing voicemail. Its cost and trigger are plan-specific. For example, carrier support material for Verizon describes TravelPass activation after qualifying use and notes that data roaming or cellular data must be available for the service to work; that is an example of carrier behavior, not a universal rule. Confirm your own carrier’s activation trigger, daily or monthly allowance, overage treatment and supported destinations.
A local SIM or eSIM
A local prepaid SIM or eSIM can provide a destination number or data allowance without using your home carrier’s roaming tariff. Before buying one, verify all of the following:
- The phone is unlocked for other networks.
- The device supports the destination’s cellular bands and, for an eSIM, the required eSIM profile.
- Your phone can keep the home line active for calls or one-time passcodes without allowing that line to use roaming data.
- The plan’s validity period, speed policy, hotspot allowance and treatment of incoming calls and SMS meet your needs.
Apple’s guidance specifically calls out unlocking and physical-SIM compatibility conditions. Check the current specifications for your exact phone and provider rather than assuming that every model supports every SIM type.

Configure dual-SIM and eSIM phones carefully
Every active line has its own roaming behavior. On an iPhone, select the number under Settings > Cellular before changing Data Roaming. Then inspect:
- Cellular Data: choose the travel line if you bought a local plan, or the home line if your carrier plan includes roaming.
- Allow Cellular Data Switching: turn this off when you do not want the phone to silently use the other line for data.
- Default Voice Line: choose deliberately; calls placed on the wrong line can have different rates.
- Line status: disable the home line temporarily if you do not need its calls or texts and want the strongest protection against accidental use.
Android phones expose similar choices under SIM or mobile-network settings, but labels differ. Make a test call or send a test message before departure and note which line is selected. After landing, check the status bar and the SIM manager before opening data-heavy apps.
Prepare the phone so it needs less cellular data
Download essential content over Wi-Fi
Before leaving home, download offline maps for every destination, boarding passes and tickets, hotel information, translation packs, emergency contacts and any documents you may need. Ofcom advises: “To help avoid data charges, download any favourite playlists, podcasts or TV shows before you travel.” Do the same for music, podcasts, films and large files. Test offline access by enabling airplane mode and opening each item.

Stop background consumption
- Disable automatic app updates over cellular data; set updates to Wi-Fi only.
- Pause photo and video backup until you are on trusted Wi-Fi.
- Restrict background data for social, video, cloud-storage and streaming apps.
- Turn off automatic video playback and high-resolution media downloads.
- Set messaging apps to download attachments only when you request them.
- Check navigation settings so maps use downloaded areas rather than repeatedly fetching large tiles.
These controls reduce data use but do not replace disabling roaming on a line you do not intend to use.

Handle calls, SMS and Wi-Fi Calling separately
Data roaming is not a master switch for voice and text. An incoming call, outgoing call, voicemail retrieval or SMS can be billed even when cellular data roaming is off, depending on the carrier and plan. If you need to remain reachable, ask whether unanswered calls forward to voicemail and whether retrieving voicemail abroad costs money.
Wi-Fi Calling is also carrier- and destination-specific. A call to the United States may be treated differently from a call to another country. Verizon’s published terms illustrate this distinction: Wi-Fi Calling to a country other than the U.S. may incur international long-distance rates. Check the called destination, not merely the fact that the phone is on Wi-Fi. Internet-based messaging apps can avoid cellular voice and SMS charges when both parties use them, but they still require Wi-Fi or data.
For maximum control, leave the home line disabled or in airplane mode and use a local number or Wi-Fi messaging for planned communications. If you need bank or account verification texts, keep the home line available only after confirming its receive-message and roaming terms.

Know the regional and transport exceptions
European Union roaming
EU “roam like at home” rules generally let eligible customers use covered services at domestic rates when roaming in covered EU countries, subject to fair-use policies, eligibility and exceptions. They are not a worldwide guarantee and do not necessarily cover every territory associated with an EU country. Check your operator’s current country list and fair-use terms.
The European Commission warns that non-terrestrial networks on aircraft and boats can generate additional charges. A phone that connects to a ship’s satellite or an aircraft network is not necessarily using ordinary land-based EU roaming.
Ferries, cruise ships and aircraft
Keep cellular service disabled while boarding and during the voyage or flight unless your carrier explicitly confirms the onboard network and price. Ofcom also highlights ferry operators as a source of unexpected charges. Wait until you are connected to a known land network or trusted Wi-Fi before restoring cellular service.
Canada’s roaming cap
In Canada, the Wireless Code limits roaming charges to CAD $100 per billing cycle unless the customer explicitly agrees to pay more. This is a Canadian regulatory protection, not a worldwide cap and not a guarantee that a foreign bill will be affordable. Your carrier can still impose plan-specific rules, and the cap does not eliminate the need to check coverage and triggers.

- Record your carrier’s destination coverage, rates, allowance, pass trigger and account-level blocking options.
- Choose one strategy: a carrier travel plan, a compatible local SIM/eSIM, or Wi-Fi-only use.
- Unlock the phone and confirm network bands and SIM/eSIM compatibility if using a local plan.
- On each line, set Data Roaming according to your choice; do not assume one line’s setting changes another’s.
- Select the intended cellular-data line and turn off automatic data switching.
- Review per-app cellular permissions, background refresh, cloud backup and update settings.
- Download maps, tickets, entertainment, translation files and emergency information over Wi-Fi.
- Decide whether the home line should receive calls or verification texts, and verify the associated rates.
- Test offline maps and documents in airplane mode before leaving.
- After landing, verify the active SIM, cellular-data line, roaming toggle and network name before using data.
If the phone still shows a charge or loses service
An unexpected roaming charge appears
Check the carrier’s usage record to identify whether the event was data, a call, SMS, voicemail, a pass activation or an onboard network. Screenshot your settings and the carrier’s plan terms, then contact support promptly. Ask whether the carrier can apply a one-time courtesy adjustment and request account-level roaming blocks for the remainder of the trip. Do not rely on deleting an app or resetting the phone; neither reverses a recorded network event.
There is no service after switching plans
Confirm that the travel SIM/eSIM is enabled, selected for cellular data and provisioned for the country you are visiting. Check that the phone is unlocked, restart it, and verify network selection is automatic unless the provider supplied a manual network choice. If using airplane mode, turn Wi-Fi on manually. Contact the provider if activation or identity verification is incomplete.
Wi-Fi works but calls do not
Use an internet messaging app or email if appropriate, and check whether Wi-Fi Calling is enabled and supported for your destination. Before placing a conventional call, verify the destination rate; Wi-Fi transport does not automatically change the carrier’s billing category.
