Choose in-house support when you can sustain the skills and coverage you need and value close day-to-day knowledge of the business. Choose an outsourced managed service provider (MSP) when you need external capacity or specialist expertise and can define and oversee the arrangement. Consider a hybrid or co-managed model when an internal owner should guide priorities while an outside provider handles agreed work. The right choice depends on the services required, risk, coverage, control and full cost—not a fixed employee-count rule.
Define what “IT support” needs to cover
The labels in a proposal do not tell you what work will actually get done. List the systems and responsibilities your business needs covered before comparing providers or staffing options. That list may include employee help desk support, device and account administration, networks, cloud services, backups, security monitoring, incident response and technology projects.

For each function, record whether it is included, excluded, available only as an extra, or owned by your business. The UK National Cyber Security Centre (NCSC) advises small and medium-sized businesses to use clear MSP contracts that specify responsibilities, response times, liability and third parties: Choosing a managed service provider (MSP).
Compare the three support models
This framework highlights questions to test against your own needs; it does not establish that one model is always better. Coverage and cost depend on the actual staffing plan or service proposal.

| Decision factor | In-house | Outsourced MSP | Hybrid or co-managed |
|---|---|---|---|
| Business context | Staff can build close knowledge of workflows, systems and priorities. | The provider must learn your environment and business priorities. | An internal contact can supply context while the provider delivers agreed capabilities. |
| Skills and capacity | You recruit, retain and develop the skills you need. | The contract determines which skills and capacity are available. | You can assign capabilities by specialty and workload between internal staff and the provider. |
| Coverage and continuity | Plan for absences, turnover, after-hours needs and escalation. | Specify service hours, response definitions, escalation and remedies in the contract. | State which party is primary at each time and how escalation works. |
| Security and control | You direct the work but must maintain adequate capability and processes. | The provider receives access and operational duties, so manage supplier risk and boundaries. | Shared work can help, but unclear ownership can leave gaps. |
| Cost to assess | Include compensation, benefits, recruitment, training, tools and backup coverage. | Review recurring fees, onboarding charges, exclusions, overages and additional services. | Account for internal staffing, provider fees and any overlapping tools. |
| Governance | Your business defines policy and accountability directly. | The contract identifies both provider and customer duties, including subcontractor responsibilities. | A written responsibility matrix helps prevent duplicated or missed work. |
When each model may fit
In-house support
Consider an internal team when employees need frequent, embedded help or your workflows and systems require substantial business-specific knowledge. This model also gives the business direct day-to-day direction of support. It only works if you can fund the needed skills and plan for continuity when staff are unavailable or leave; one employee should not silently become the only route to support.
Outsourced support through an MSP
An MSP may suit a business whose internal capacity or specialist expertise is insufficient, provided the provider can meet the required scope, risk controls and response expectations. NIST notes that small businesses lacking expertise, resources or budget for dedicated support commonly outsource cybersecurity to MSPs, managed security service providers (MSSPs) or fractional chief information security officers (CISOs): Building Your Small Business’s Cybersecurity Team: From In-House to Outsourcing.
Outsourcing changes who performs work; it does not remove the need for your business to make decisions or oversee access and risk. CISA recommends that customers and providers agree on their respective responsibilities and notes that both share responsibility for faults or failures that affect operations and customers. See CISA’s Risk Considerations for Managed Service Provider Customers.

Hybrid or co-managed support
Consider a hybrid arrangement when you want an internal person to supply business context, set priorities or coordinate vendors, while a provider supplies selected operational or specialist services. Spell out boundaries, system access, escalation and ownership of each outcome. Shared responsibility is useful only when it is clear who acts.
Keep a named business owner for IT and security decisions
Even if a provider operates systems or handles security tasks, name someone inside the business to set expectations, understand risks and make decisions. NIST’s 2024 CSF 2.0 Small Business Quick-Start Guide explains: “The Govern Function helps you establish and monitor your business’s cybersecurity risk management strategy, expectations, and policy.” Read the guide at NIST SP 1300.
For outsourced or shared work, document ownership for patching, hardware maintenance, alert monitoring, access approval, incident response, backup restoration and communications with staff. CISA’s shared-responsibility guidance is a useful basis for agreeing how the customer and provider work together.

Compare full costs, not labels or headcount
There is no reliable universal break-even employee count or savings figure for choosing among in-house, outsourced and hybrid support. The sources cited here address decision-making and risk, not a matched comparison of total prices or outcomes across all three models. Actual costs depend on scope, location, coverage, compliance needs, internal compensation and benefits, and tools.

An MSP quote that excludes incident response or backup recovery is not comparable to one that includes those services. A hybrid plan can also carry both staffing and provider costs, including overlapping tools.

- Which systems, users, locations and services are covered? What is excluded or billed separately?
- Does “response time” mean acknowledgement, diagnosis, workaround or resolution? What are the service hours and escalation routes?
- Who administers accounts and privileged access, applies patches, protects endpoints, tests backups, monitors alerts, handles incidents and restores systems?
- Does the provider use subcontractors? What access do they receive, and who is accountable for their actions?
- How are incidents reported, investigated and communicated? What logs are retained, and for how long?
- Who tracks hardware and software end-of-life dates and coordinates upgrades or replacements?
- At termination, how will you receive data, credentials and documentation, revoke access and get transition assistance?
- How will the provider demonstrate that its security controls meet your requirements?
The NCSC recommends detailed contracts covering responsibilities, response times, liability and third parties, and highlights clarity around end-of-life responsibilities. The U.S. Federal Trade Commission (FTC) advises businesses to inventory hardware, software, data and services and make vendor security requirements explicit in its Cybersecurity for Small Business guidance.
Reassess when the business changes
A model that fits today may not fit after growth, an acquisition, a new location, a shift to remote work, changing regulatory obligations, a technology change or a security incident. Review the scope and responsibility map when those changes occur. NIST describes the Cybersecurity Framework as flexible and intended to be tailored to an organization’s needs and risks.
