For a normal commercial import into India, prepare an electronic bill of entry, commercial invoice, airway bill or bill of lading, packing list, and the declarations required for the shipment. Add permits, certificates, or other evidence when the product, origin, claimed exemption, or an applicable restriction makes them necessary. Courier consignments follow a separate bill-of-entry form framework.
This checklist concerns commercial goods. Passenger baggage and personal effects use different procedures. The importer—not merely the carrier or customs agent—remains responsible for truthful, complete declarations and genuine, valid supporting records.

The core customs documents
India’s Customs Act, 1962 requires an import entry for goods arriving in a carrier’s bill of lading or other receipt, unless customs permits another arrangement. The entry is filed electronically through the customs automated system, either for home consumption or for warehousing.

The Customs Act places the filing obligation on the importer. Section 46(4A) describes the importer’s responsibility for “the accuracy and completeness of the information given therein” and for authentic, valid supporting documents.

Bill of entry
The bill of entry is the document that actually constitutes the import entry. It must cover the goods identified in the carrier’s bill of lading or other receipt, unless customs permits otherwise. The importer uses it to declare the goods and self-assess the applicable duty. Supporting documents are attached or presented through the prescribed electronic process.
There is not one universal bill of entry for every movement. The entry must indicate whether the goods are being cleared for home consumption or placed in a customs warehouse. The product description, classification, value, origin, and any claimed concession must be consistent across the entry and its evidence.
Commercial invoice
The commercial invoice supports the commercial transaction and the goods described in the bill of entry. Customs uses it alongside the transport and packing records to understand what was sold and on what declared terms. A mismatch in description, quantity, value, or parties can delay assessment while the discrepancy is explained or corrected.

Use the transport document that matches the movement: an airway bill for air cargo or a bill of lading for sea cargo. The bill of entry is tied to the carrier’s goods receipt, so the shipment identity, consignee details, package count, and cargo description should line up with the entry and invoice.

Packing list
A packing list gives customs a package-level view of the shipment. It should reconcile with the commercial invoice and transport record, including the number of packages and the contents attributed to them. If the records describe different quantities or package marks, customs may seek clarification or examine the cargo.
Declarations and supporting records
CBIC’s customs document guidance includes declarations among the records used for import clearance. Customs may request further information or documents needed to ascertain duty. The exact declaration depends on the goods and the claim being made; do not treat a generic declaration as a substitute for a permit or certificate that a separate rule requires.
Decide which additional documents your shipment needs
The basic set is not a commodity-by-commodity permit schedule. Additional paperwork is conditional, so determine the shipment’s characteristics before it leaves the exporting country.

Product classification and restrictions
Identify the goods precisely, including their customs classification and intended use. Then check the current import policy and the rules of the regulator responsible for that product. If a restriction or prohibition applies, customs may require a licence, permit, certificate, test report, declaration, or other prescribed evidence. The applicable regulator and document depend on the exact goods; no single checklist covers every commodity.

Country of origin and preference claims
Origin can affect the evidence customs asks for, particularly when an importer claims a preferential rate or another origin-based treatment. Keep the origin information consistent in the invoice, bill of entry, and any certificate or other origin evidence used to support the claim. If no preference or origin-based concession is claimed, do not attach an unsupported certificate merely because it is available.
Exemptions and special treatments
A claimed exemption or concession normally needs evidence establishing that the shipment meets its conditions. The required record may be a declaration or a certificate specified by the applicable notification or policy. Confirm the current conditions before filing; a claim without the prescribed proof can lead to reassessment or denial.
Cargo, courier, and entry type are different procedures

Courier rules are not simply a shortened version of the ordinary cargo checklist. Official courier forms connect the declaration to the airway-bill number, invoice, and records presented under the courier procedure. Ask the courier which category and form apply before dispatch.
How to prepare and file the documents
- Define the shipment. Record the importer, supplier, goods description, quantity, value, country of origin, transport mode, and destination customs station. Decide whether the goods are for home consumption or warehousing.
- Collect the carrier record. Obtain the airway bill for air freight or bill of lading for sea freight. Check that the consignee, package count, and cargo description match the commercial paperwork.
- Reconcile the invoice and packing list. Make the package contents, quantities, and transaction details consistent. Resolve discrepancies with the supplier before filing rather than asking customs to infer the correct version.
- Check classification and controls. Determine the goods’ classification and origin, review the current import policy, and identify any restriction, exemption, preference, or regulator requirement. Obtain the prescribed permit, certificate, or declaration where applicable.
- Choose the correct entry route. File the ordinary electronic bill of entry for conventional cargo, or use the courier-specific form and declaration when the shipment is handled under courier procedures.
- Submit the bill of entry and supporting records. The entry must be accurate and complete, and the attached documents must be authentic and valid. Include the invoice and other prescribed records requested for the declaration.
- Self-assess duty. Under section 17 of the Customs Act, the importer self-assesses duty in the entry. Keep the calculation trail and evidence that supports classification, value, origin, and any claimed treatment.
- Respond to customs queries. Customs may verify the entry, examine or test the goods, and request information needed to ascertain duty. Provide the requested clarification or document through the prescribed channel and correct the entry when the law or customs direction requires it.
Filing deadline and customs review
Section 46 provides that the bill of entry is to be presented before the end of the day preceding the expected arrival of the aircraft or vessel. It also permits presentation up to 30 days before expected arrival, while allowing prescribed different limits in specified situations. The operational deadline can depend on the transport mode and customs station, so confirm the current rule for the particular shipment. A late entry may attract charges.

Filing early does not remove the need to keep the documents current. If the carrier changes the arrival details or the commercial records change, update the entry and supporting evidence through the prescribed process.
Customs selection for verification is primarily risk-based. Selection can lead to documentary verification, physical examination, or testing. A shipment selected for review is not, by itself, proof of wrongdoing; it means customs is checking the declaration and evidence before deciding whether the assessment and release conditions are satisfied.

Invoice, packing list, and transport record disagree
Stop and reconcile the records. Confirm the correct package count, description, quantity, consignee, and value with the supplier and carrier. Submit a corrected document or permitted amendment rather than silently using different versions.

A permit or certificate is missing
Do not assume the basic invoice-and-bill-of-entry set is enough. Identify the product’s regulator and the applicable restriction or claimed benefit, then obtain the prescribed evidence before seeking clearance. If the requirement is unclear, ask the customs station or authorized customs agent what rule applies to the exact classification.
The wrong procedure was selected
Courier consignments require the courier form framework, while conventional cargo uses the ordinary cargo entry. Likewise, a warehousing entry is not the same as an entry for home consumption. Ask the carrier or courier to confirm the procedure before submitting a replacement entry.
Customs requests more information
Answer the request with documents tied to the specific declaration. Provide a clear explanation of any unusual value, classification, origin, exemption, or package difference. Keep the response consistent with the invoice, packing list, and carrier record.
Can an authorized agent file for you?
CBIC states that an importer may handle the documents directly or appoint an authorized customs agent. Delegating the filing does not transfer the importer’s legal responsibility for the accuracy and completeness of the bill of entry or the authenticity and validity of its supporting documents. Give the agent one controlled document set and review the submitted entry before final submission.
Pre-shipment checklist
- Electronic bill-of-entry route selected: home consumption or warehousing.
- Commercial invoice available and consistent with the goods and transaction declared.
- Airway bill or bill of lading matches the consignee, packages, and cargo.
- Packing list agrees with the invoice and transport record.
- Goods classification and country of origin identified.
- Current import-policy restrictions and product-regulator requirements checked.
- Permits, certificates, declarations, and origin or exemption evidence obtained where the rules require them.
- Courier form and declaration confirmed when the shipment is sent by courier.
- Filing deadline confirmed for the transport mode and customs station.
- All records are authentic, valid, legible, and retained with the final entry.
Bottom line
Start with the electronic bill of entry, commercial invoice, matching transport document, and packing list. Then add only the permits, certificates, declarations, or other evidence triggered by the goods, origin, claimed treatment, and applicable restrictions. Use the courier-specific entry forms for courier consignments, file within the applicable deadline, and check every field because the importer remains accountable for the declaration.
