Which cloud IAM permissions should you review first to reduce data exposure?

Review access-control-changing permissions first: anything that can grant roles, edit IAM policies, impersonate a more privileged identity, or create credentials. Next examine broad administrator assignments, public and cross-account resource policies, wide access to sensitive data, overprivileged applications and workload identities, then wildcard or unused permissions. This order is a practical workflow synthesized from AWS, Microsoft and Google Cloud guidance, not a ranking mandated identically by every provider.

Start with permissions that can change access

The fastest way to expand data exposure is to let an identity alter the controls that protect data. A principal that can grant a role, edit an allow policy, change a resource policy, or impersonate a more powerful identity may obtain access indirectly even when its current role does not include a sensitive storage or database action.

Role-assignment and policy-management permissions

Inventory users, groups, service accounts and applications that can create or modify role assignments, attach policies, edit policy versions, or delegate administration. Include permissions inherited from a parent organization, tenant, account, subscription, folder or project. For each grant, record the scope, the principals who receive it, whether a condition limits it, and the resources affected.

Azure guidance specifically calls for constraining roles that can create assignments. In any cloud, ask whether the permission can grant itself, grant a broader role, or change a policy that applies to more resources than the original assignment. A narrowly scoped assignment-management permission may be justified for a platform team; the same permission at organization or account scope is a high-priority review item.

Impersonation and token-creation permissions

Review permissions that let one identity act as another, mint a token for another principal, or attach a service account to a workload. Google Cloud documentation identifies service-account access management, impersonation and token-creation permissions as especially important to audit. Similar concepts exist elsewhere under different names, so compare the actual effective permission set rather than role names.

Trace the chain: principal A can impersonate service account B; B can read a sensitive bucket or use an encryption key; therefore A may have B’s effective data access without a direct data-role assignment. Remove unnecessary impersonation, narrow the target identity and resource scope, and use temporary elevation where the platform supports it.

Then reduce broad administrative scope

After escalation paths, find standing owner, administrator, editor and equivalent assignments. Review them at every hierarchy level: organization or tenant, account, subscription, folder, project and individual resource. A broad role at a parent scope can be more consequential than a narrowly named role attached directly to a sensitive resource because descendants inherit the access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Replace standing breadth with job-specific access

Map each administrator assignment to a concrete job: deploying infrastructure, managing identities, operating databases, responding to incidents or configuring networking. Replace an all-purpose role with a provider-managed or custom role containing only the actions and resource types required. Keep the scope at the smallest container that supports the job.

Microsoft Learn recommends limiting subscription owners and says a maximum of three subscription owners is a best-practice target in its Azure RBAC guidance. Microsoft Entra role guidance recommends fewer than five Global Administrators and fewer than ten privileged role assignments. These are provider recommendations for their documented contexts, not universal compliance thresholds; use them as prompts to investigate, not as automatic proof that an assignment is wrong.

Review time as well as scope

A narrow, temporary assignment is generally safer than broad standing privilege. Use just-in-time activation, approval and expiration when available. Record who approved the access, its business purpose and its end time. Recurring access reviews should include privileged roles, not just ordinary user groups, and should cover application permissions as well as human administrators.

Check public and cross-account resource policies

Identity policies are only one half of effective access. Storage buckets, database endpoints, queues, key stores and other services can have resource policies that allow anonymous, public or cross-account access. Inventory those policies separately from role bindings and inspect inherited or organization-level rules that may change their effect.

Confirm the intended principal and action

For each public or external grant, identify the exact resource, actions, conditions and intended account or tenant. A policy that allows read access to a public website’s static files is materially different from one that permits listing, writing or deleting objects in a backup store. Remove a grant when no owner can explain its purpose; otherwise narrow the principal, actions, path and conditions to the documented use case.

Use analyzers, but understand their coverage

AWS IAM Access Analyzer can generate findings for supported public and cross-account access and can preview the impact of policy changes. Analyzer coverage varies by resource type and provider, so a clean result is not proof that every exposure is gone. Combine analyzer findings with direct inspection of resource policies, inherited bindings and service-specific sharing settings.

Organization-level guardrails also matter. AWS Organizations service control policies and resource control policies can restrict what accounts may do, but AWS states that these policies do not themselves grant permissions. Treat them as boundaries that complement, rather than replace, identity and resource-policy review.

Prioritize broad access to sensitive data

Once external exposure is understood, examine grants that read, write, export, administer or decrypt sensitive information. Include object storage, databases, data warehouses, logs containing personal information, secrets stores and encryption keys. The same action can have very different consequences depending on the data set and whether it permits bulk export or key administration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Classify data before changing permissions

Label resources by sensitivity and business impact, then map each principal’s required operations. A reporting job may need read access to a specific dataset but not the ability to alter schemas, export every table or administer the encryption key. A deployment role may need to create a database instance but not read production records.

Google Cloud advises against basic roles in production when a narrower predefined or custom role can meet the need. Azure storage guidance similarly recommends fine-grained, need-to-know access. Apply the same principle across providers: grant the minimum actions on the minimum resources, and separate data-plane access from control-plane administration where the platform allows it.

Protect key-management permissions

Permissions to administer, use or export encryption keys deserve their own review. Key administrators may not read ciphertext directly, but they can affect who can decrypt it or disable protection. Separate key administration from data access, restrict key use to required services and identities, and monitor unusual decrypt or export activity.

Audit applications and workload identities

Applications often retain more access than their current features require. Review OAuth grants, API permissions, managed identities, service accounts and roles assigned to automation. Include who can impersonate each workload identity, who can create or use its credentials, and where those credentials are stored.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Examine the full service-account chain

For every service account, document its attached roles, resource scope, callers that can impersonate it and workloads that run under it. A user-managed service-account key can indirectly provide all access granted to that account, so protect the key as carefully as the underlying data. Delete unused keys, replace long-lived keys with short-lived or workload-bound credentials where possible, and restrict key creation to a small administrative group.

Reduce application permissions by observed need

Compare granted API scopes with the application’s actual functions. Remove write, delete, directory-wide or administrative scopes when the application only reads a narrow resource. Review consented permissions for dormant applications and stale integrations, and require reapproval when an application requests a materially broader scope.

Activity evidence is valuable but incomplete. A permission unused during a 30-day review may be required for a quarterly close, disaster-recovery exercise or rare incident procedure. Set a review window that covers the workload’s operating cycle, ask the owner about infrequent tasks, and test the reduced policy before final removal.

Find wildcard and unused permissions

Search policies and custom roles for wildcard actions or resources, broad managed roles and grants that have no observed use. Wildcards can silently include new services or actions added later, turning a once-reasonable policy into an expanding privilege. Replace them with explicit actions and resource identifiers whenever practical.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AWS recommends beginning with a minimum permission set and granting additional permissions as necessary, using access activity to refine entity policies. Apply that iterative model elsewhere: start from the documented task, add a permission only when a failed operation or verified requirement demonstrates the need, and record why it was added.

Do not remove an apparently unused permission without considering audit-log retention, sampling, disabled workloads and infrequent operations. Stage the change, monitor failures, and retain a tested rollback path.

Compare competing grants with a consistent risk model

When many findings compete for attention, score each grant against the same dimensions. The following table turns provider guidance into a practical triage model.

Dimension Questions to answer Higher-priority signal
Effective scope Does the grant affect one resource, a project or folder, an account or subscription, or an entire organization? Inherited or organization-level access, especially when combined with an administrative role.
Data sensitivity Can it read, alter, export or decrypt sensitive storage, databases, secrets or keys? Bulk data access, key administration or destructive actions.
External exposure Does a resource policy allow anonymous, public or cross-account access? Unbounded principals or external accounts with write, delete or administrative actions.
Escalation potential Can the principal grant roles, edit policies, create credentials or impersonate another identity? A path to obtain broader access than the current role shows.
Observed operational need Is the permission used by the normal workload, and does the review window include rare but legitimate tasks? No owner or business purpose, or access unused across a complete operating cycle.
Time exposure Is access temporary and approved, or permanently available? Broad standing privilege where time-limited elevation would work.

Use the dimensions together rather than treating any single one as decisive. A narrowly scoped permission to administer a key may outrank a broad read permission on low-sensitivity data because its escalation and confidentiality consequences are greater.

Provider-specific review priorities

AWS

Begin with identity policies that can change permissions, then review account-level administrators, resource policies and cross-account findings. Use IAM Access Analyzer to investigate supported public and cross-account access and to preview policy changes. Use access activity to refine entity policies, while accounting for incomplete observation of rare tasks. Service control policies and resource control policies can set guardrails across an organization, but they restrict rather than grant permissions.

Azure and Microsoft Entra

Inspect role assignments at tenant, management-group, subscription, resource-group and resource scope, including inherited assignments and conditions. Constrain roles capable of creating assignments, limit subscription owners and privileged administrator roles, and use just-in-time activation and recurring access reviews. Review application permissions and workload identities alongside human assignments; an apparently safe user role does not compensate for an overprivileged application consent.

Google Cloud

Review allow-policy bindings at the organization, folder, project and resource levels, including inherited descendant access. Prefer predefined or custom roles over basic roles in production when they satisfy the task. Audit who can manage service-account access, impersonate service accounts, create tokens or use user-managed keys. Trace effective permissions through inherited bindings and conditions rather than relying on the role name alone.

Role names are not portable across clouds. An administrator, owner or editor role in one provider does not have the same actions, scope or inheritance behavior in another. Evaluate the provider’s effective policy, resource controls, conditions and organizational guardrails for each environment.

A repeatable review procedure

  1. Build the inventory. Export human, group, application, service-account and workload assignments, plus resource policies and organization-level guardrails. Include inherited bindings and conditions.
  2. Mark escalation paths. Filter for role-assignment, policy-editing, credential-creation, token-creation and impersonation permissions. Trace what each path could reach.
  3. Map scope and data. Attach each grant to its effective organization, account, subscription, project, folder or resource scope and classify the sensitivity of reachable data and keys.
  4. Identify external access. Use native analyzers where available, then inspect public, anonymous and cross-account principals directly in resource policies.
  5. Measure need. Consult access activity and audit logs over a window that includes infrequent operational events. Ask owners to explain permissions with no observed use.
  6. Design the reduction. Replace broad roles with job-specific roles, narrow resources and actions, remove unnecessary external principals, and convert standing privilege to approved temporary access.
  7. Test safely. Preview policy impact or use a staged change. Exercise normal deployments, data jobs, backups, incident procedures and recovery tasks before final revocation.
  8. Validate and maintain. Confirm that effective permissions match the intended design, monitor denied and unexpected operations, document exceptions and schedule recurring reviews for privileged and application access.

Common failure modes and how to avoid them

Reviewing only human users

Applications, service accounts and automation frequently hold the broadest durable access. Include non-human principals and the identities allowed to impersonate them.

Checking only identity policies

A restrictive role does not prevent a public resource policy from exposing data. Review identity policies, resource policies, inherited bindings and organization guardrails as one effective-permission picture.

Deleting every unused permission immediately

Activity reports can miss quarterly or emergency tasks. Confirm the workload’s full operating cycle, stage removals and retain rollback instructions.

Assuming a role name explains its risk

Custom roles, conditions, provider updates and inherited scopes can change effective access. Inspect the actual action and resource set, and recalculate it after policy edits.

Leaving exceptions undocumented

Break-glass accounts, backup operators and migration roles may need unusual privileges. Record the owner, purpose, scope, approval, activation method, expiration and review date; protect them with stronger monitoring and time limits.

How often to repeat the review

Run an initial focused review whenever a new account, subscription, project, tenant or major application is introduced. Recheck privilege-escalation paths, public and cross-account access and key-management roles after material architecture or policy changes. Schedule recurring access reviews for privileged human roles, application consent and service-account impersonation. The interval should reflect change rate, data sensitivity and regulatory obligations; no single cadence fits every environment.

Keep evidence of the effective grant before and after each change, the activity window considered, owner decisions, tests performed and any accepted exception. That record makes the next review faster and exposes permissions that repeatedly require manual justification.

Bottom line for triage

Use this sequence: first remove or constrain ways to grant, delegate, impersonate or create credentials; next narrow broad administrative scope; then close public and cross-account resource exposure; reduce sensitive-data and key access; right-size applications and workload identities; and finally eliminate wildcard or demonstrably unnecessary permissions. Confirm effective access and application dependencies before revoking anything, because provider semantics, inherited scope and infrequent legitimate work can make an apparently simple permission change unsafe.
