The controls that matter most are the ones that prove where every relevant data state is handled and prevent one tenant or workload from crossing another’s authorization, compute, network, storage, or application boundary. Start with a lifecycle-level location policy, then verify layered isolation, least-privilege access, encryption and key custody, and—when data-in-use exposure is in scope—confidential-computing support. A selectable cloud region is useful, but it is not proof that prompts, model outputs, logs, backups, telemetry, and support operations all stay there.
Evaluate an AI platform by its service-specific commitments, exceptions, configurable settings, contract language, and audit evidence. General cloud architecture claims may not apply unchanged to a managed model, vector database, inference API, or fine-tuning service.

What data-residency and tenant-isolation controls are supposed to protect
Data residency answers a location question: in which countries, regions, or legal jurisdictions may data be stored or processed? Tenant isolation answers a separation question: what prevents one customer, project, or workload from accessing another’s data or execution environment?

Classify each data type by sensitivity and legal location requirement. A policy that covers only the primary model endpoint is incomplete if a logging service or backup process copies the same content elsewhere.
1. Enforce a data-location policy across the entire lifecycle
Map each data class to an approved geography
Write an explicit rule for each class: where it may be stored, where it may be processed, whether cross-border support access is allowed, and how long it may remain. Include temporary files and derived data. Embeddings can reveal information about source documents, and logs can contain the original prompt if request capture is enabled.
Translate the rule into deployment constraints. Use organization policies, project-level restrictions, private networking, service-control boundaries, or equivalent mechanisms to prevent a workload from being created outside an approved geography. Treat policy enforcement as a preventive control; documentation alone is not enforcement.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Check processing, storage, logs, and backups separately
Ask the provider four different questions for every AI service:
- Where is the service’s control plane operated?
- Where are customer payloads and derived artifacts stored?
- Where does inference, training, embedding, or indexing execute?
- Where are logs, backups, replicas, telemetry, and support records handled?
A service can offer a regional endpoint while using a global control plane or a separate global abuse-detection, billing, or support path. Microsoft Learn’s Controls and principles in Sovereign Public Cloud defines data residency as “Data remains within specific national or regional boundaries,” but the practical boundary still depends on the service and its stated exceptions.
Identify global-service exceptions before deployment
Some platform services do not let customers select a deployment region. Microsoft explicitly documents global services with no customer-selected deployment region. AWS describes Regions and partitions as distinct boundaries, so a region choice should be checked against the particular service’s replication and processing behavior rather than assumed to cover the whole platform.
Require written answers for cross-region transfers, failover, abuse monitoring, managed support, and subprocessors. If the provider cannot state where a function runs, classify that uncertainty as a deployment blocker for regulated data.

2. Verify tenant and workload isolation as a stack, not a checkbox
Multi-tenant security is layered. NIST cloud-security guidance treats logical separation as necessary in shared environments, but no single layer proves the whole boundary. Review each layer and the way controls combine.
Identity and authorization isolation
Every request should carry an unambiguous tenant, project, and workload identity. Enforce authorization at the API gateway, orchestration layer, data service, and administrative plane—not only in the user interface.
- Use separate service identities for ingestion, retrieval, training, inference, and administration.
- Grant roles only the actions and datasets each identity needs.
- Prevent user-controlled tenant identifiers from becoming authorization decisions.
- Require strong authentication and short-lived credentials for automation.
- Record reads, writes, exports, policy changes, and privilege changes in tamper-resistant audit logs.
NIST SP 800-210 emphasizes that access-control decisions differ across infrastructure, platform, and software service models. A managed AI API may expose fewer host controls than an infrastructure virtual machine, so the review must match the model you are buying.
Compute and runtime boundaries
Determine whether workloads share hosts, virtual machines, containers, accelerators, memory pools, or model-serving processes. Ask how the provider handles teardown, memory clearing, image isolation, scheduler authorization, and crash diagnostics. If your threat model requires physical separation, investigate dedicated hosts or single-tenant capacity; do not infer it from a standard regional deployment.
Recommended Free Tools
Microsoft Azure Government documentation describes baseline mechanisms such as hypervisor, root-operating-system, guest-VM, packet-filtering, and VLAN isolation, along with customer-configurable segmentation. Those are provider-specific examples, not a guarantee that every managed AI product uses identical mechanisms.
Network isolation
Place data stores and model endpoints on private network paths where the service supports them. Restrict egress, require private service endpoints, and separate tenant networks or projects. Validate that inference workers cannot reach another tenant’s storage through a shared identity or overly broad firewall rule.
Review control-plane traffic separately from data-plane traffic. A private endpoint may protect application payloads while management, monitoring, or support channels follow different routes.

Storage and application isolation
Use tenant-specific buckets, databases, indexes, encryption contexts, and access policies when practical. At minimum, verify that row-level or document-level authorization is enforced server-side and cannot be bypassed by changing an object ID, namespace, or filter.
For retrieval systems, test namespace separation, metadata filters, deletion propagation, cache invalidation, and backup restoration. For fine-tuning, confirm that training artifacts cannot be selected by another project and that model checkpoints are not placed in a shared location without tenant-aware authorization.
3. Make least privilege and auditability operational
Isolation fails in practice when administrative access is broad or invisible. Create a control matrix that names each role, its allowed data, its allowed operations, and its approval owner.
- Create separate identities for humans, pipelines, model-serving services, and support integrations.
- Use narrowly scoped roles for read, write, train, deploy, export, and policy administration.
- Require just-in-time elevation for sensitive operations and expire elevated access automatically.
- Route audit events to a separate security account or tenant so an application administrator cannot erase its own trail.
- Alert on cross-tenant authorization failures, unusual exports, key-use anomalies, and policy changes.
- Review dormant identities, service accounts, and third-party integrations on a fixed schedule.
Ask how the provider separates its own operators from customer administrators, how support access is approved, and whether operator actions appear in customer-visible logs. Contractual language should state whether personnel may access content, under what circumstances, and how access is recorded.
4. Treat encryption and key custody as different controls
Encryption in transit and at rest is baseline protection. It does not by itself prevent an authorized service, operator, or compromised identity from using plaintext after decryption. The decisive questions are who can authorize key use, where keys are stored, and what happens when a key is disabled.
Questions to ask about keys
- Are keys provider-managed, customer-managed, or customer-supplied?
- Can different tenants, projects, or data classes use separate keys?
- Are keys held in hardware-backed security modules?
- Can key-use permissions be limited by service, identity, network, or region?
- Does disabling or destroying a key stop reads, inference, restoration, and backup access?
- What recovery process exists if a key becomes unavailable?
Customer-managed keys can improve control and separation, but they add operational responsibility. Test rotation, revocation, disaster recovery, and service startup with a nonproduction workload before making the key a hard dependency for critical inference.
NIST public-cloud guidance highlights data-protection and key-management risks. Use that perspective to examine not only cryptographic algorithms but also authorization, key lifecycle, backup copies, and provider personnel access.

5. Use confidential computing when the threat model includes data in use
Encryption at rest protects stored data and encryption in transit protects network movement. Confidential computing addresses data while it is being processed inside a trusted execution environment (TEE). Google’s infrastructure security documentation describes runtime encryption, processor-enforced isolation, and attestation as elements of this model.
Confirm what the TEE actually covers
Ask whether the required AI workflow runs entirely inside the protected environment or only a component does. Coverage may exclude data loading, tokenization, accelerator memory, logging, model management, support tooling, or backup operations. Verify hardware generation, supported instance or accelerator type, software restrictions, and performance or capacity limits.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsRequire usable attestation evidence
Attestation should let your verifier confirm the expected code, configuration, and security state before releasing secrets. Define which measurements are trusted, who signs them, how freshness is checked, and what happens when evidence is missing or stale. Identify every operator or service that remains outside the TEE’s trust boundary.
Do not treat a confidential-computing label as proof of end-to-end protection. It is valuable only when the exact model-serving, data-loading, and key-release path is supported and your policy validates the attestation.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to compare AI infrastructure options
Use a service-specific scorecard rather than a generic “sovereign” or “secure” label. The following axes expose the differences that affect deployment decisions.
| Comparison axis | Evidence to require | Decision questions |
|---|---|---|
| Location boundary | Selectable region, in-region processing statement, log and backup locations, global-service exceptions, and cross-region transfer rules | Can every data class remain in an approved geography, including failover and support paths? |
| Isolation boundary | Identity model, application authorization, hypervisor or runtime separation, network segmentation, storage namespaces, and dedicated-host options | Which layer blocks another tenant, and how is that claim tested? |
| Key control | Provider- or customer-managed keys, hardware-backed storage, key-use permissions, rotation, and revocation behavior | Who can decrypt, and what operational failure follows key unavailability? |
| Data-in-use protection | Confidential-computing availability, supported workload components, attestation format, and key-release policy | Is the sensitive computation actually inside the protected boundary? |
| Evidence and scope | Service-specific documentation, contract commitments, audit reports, exclusions, and change-notification terms | Does the evidence apply to this exact API, region, edition, and data flow? |
The available provider documentation describes controls and architecture, but it does not establish a common independent ranking of their effectiveness. Compare boundaries and evidence, not marketing maturity scores.
A practical pre-deployment verification procedure
- Draw the data-flow diagram. Include clients, gateways, model endpoints, vector stores, training jobs, logs, backups, support channels, and deletion paths.
- Label every data state. Mark prompts, source files, embeddings, outputs, telemetry, and derived artifacts with sensitivity and residency requirements.
- Map each state to a service and geography. Record region, processing location, replica location, retention, and transfer conditions.
- Test preventive policies. Attempt a deployment outside the approved geography and verify that policy blocks it before data is uploaded.
- Exercise authorization boundaries. Use separate test tenants to attempt reads, writes, index queries, object-ID changes, backup restores, and export operations.
- Inspect audit trails. Confirm that successful and denied access, administrative changes, key use, and support activity are visible and attributable.
- Test key failure safely. In a nonproduction project, rotate, disable, and restore keys; document effects on inference, retrieval, backups, and recovery.
- Validate confidential-computing claims if needed. Verify attestation and refuse key release when measurements do not match policy.
- Lock the commitments into contracts. Specify locations, subprocessors, retention, deletion, incident notice, support access, and material-change notification.
- Reassess after changes. Repeat the review when the provider adds a region, changes a model endpoint, modifies logging, or introduces a new backup or support path.
Common mistakes and how to correct them
“The region selector solves residency.”
It may govern a resource while leaving global control services, logs, backups, or support outside the selected region. Correct this by obtaining service-specific location statements and documenting every exception.
Best Value
“Encryption means tenants cannot see each other.”
Encryption does not fix an authorization bug or an overly broad service identity. Correct this by testing tenant-aware authorization at API, storage, index, and administrative layers.
“Shared infrastructure is automatically unsafe.”
Shared infrastructure can use strong logical boundaries, while dedicated hardware can still be misconfigured. Correct the assumption by evaluating identity, runtime, network, storage, monitoring, and evidence together.
“Confidential computing protects the whole pipeline.”
A TEE may cover only selected execution components. Correct this by tracing data before and after the protected environment and binding key release to verified attestation.
“A compliance badge answers the architecture question.”
Certifications and audit reports have a defined scope and period. Correct this by matching the report and contractual promise to the exact AI service, region, edition, and processing flow.
What a defensible decision looks like
Choose the option that can demonstrate an approved location for every required data state, enforce tenant boundaries at multiple layers, limit and record privileged access, provide workable key control, and supply evidence that covers the exact service. Where a requirement cannot be verified—such as an undisclosed support path or an unbounded global log service—record it as an explicit residual risk or select a different architecture.
Google’s infrastructure overview cautions that “The infrastructure does not segregate customer data onto a single machine or set of machines, except in specific circumstances, such as when you are using Google Cloud to provision VMs on sole-tenant nodes for Compute Engine.” That provider-authored statement illustrates why buyers must distinguish logical multi-tenancy from dedicated-host guarantees and must read the scope and exceptions attached to each service.
Residency and isolation are continuous governance responsibilities, not one-time configuration tasks. Keep the data-flow map, policy tests, access reviews, key procedures, attestation rules, provider commitments, and change assessments together so a later model or platform change does not silently move data or widen a tenant boundary.
