A raid boss location answers a different question from a current overworld NPC location. Entering Sanctum of Domination to fight the encounter does not demonstrate that the Sylvanas NPC listed in The Maw has moved there. Use Sanctum references when you want the raid fight or its story chapter; use The Maw when you want the current NPC entry.
Is Sylvanas in Windrunner Spire?
Windrunner Spire is the Windrunner family home in Eversong Woods, according to Blizzard’s zone guide. The dungeon at the site features Kalis and Latch, fanatical followers of Sylvanas who are seeking relics.
The guide does not say that Sylvanas herself is present there as a current NPC. The shared family name and the followers’ loyalty make Windrunner Spire an easy search result to misread, but the evidence supports a distinction: the Spire is her family home and a dungeon setting involving her followers, while the current NPC listing places Sylvanas in The Maw.
