Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteFor federal candidates, committees and outside spenders, start with the Federal Election Commission’s campaign-finance data portal and then open the underlying filing or transaction record. For a state, county, city or local ballot measure, use the disclosure office for that jurisdiction; federal FEC searches do not provide complete nonfederal coverage. The FEC’s public-records guidance and Combined Federal/State Disclosure and Election Directory can help you identify the correct state office.
The most dependable result is one you can trace to the government office responsible for disclosure, the relevant report or transaction, and a clearly labeled date range. A search-result total is an index, not a substitute for checking the filing behind it.

Choose the right disclosure system first
Campaign-finance records are divided primarily by the office being sought and the level of election. Federal records are filed with the Federal Election Commission (FEC). State and local records are generally filed with a state secretary of state, state ethics or elections agency, county clerk, city clerk, or another designated disclosure office.

| U.S. president, Senate or House; national party or political committee | FEC campaign-finance portal | Federal contributions, committee transactions, reports and independent expenditures |
| State candidate, state party or statewide ballot measure | The state’s official campaign-finance or elections disclosure system | Records filed under that state’s laws and reporting categories |
| County, city or other local contest | The jurisdiction’s official clerk, elections, ethics or campaign-disclosure office | Local candidate, committee and ballot-measure filings |
| Spending by an outside organization | The disclosure system covering the election level, using its independent-expenditure category | Reported spending, payee, purpose, date and candidate or measure supported or opposed |
Do not assume that a committee with a familiar name is federal. Similar names can belong to separate committees in different states, and a national organization may have state affiliates. A committee identification number is usually a more reliable search key than a name alone.

Understand which record answers your question
“How much did the campaign raise?” and “How much did an outside group spend?” require different records. Contributions are money or something of value provided to a candidate or committee. An independent expenditure is outside spending that is not a direct contribution to the candidate’s committee. It should not be described as money received by, controlled by or deposited into that campaign.
| If you want to know… | Search for… | Important qualification |
|---|---|---|
| Money given to a candidate committee | Contributions received | Check whether the total is for a transaction, reporting period or election cycle |
| Money given by a committee to another committee | Committee contributions or transfers | Transfers are distinct from individual contributions |
| An individual’s giving history | Individual-contributor search | Use the contributor’s name carefully; similar names and amended records can affect results |
| Advertising or other outside spending for or against a candidate | Independent expenditures or independent-expenditure reports | Record whether the expenditure supported or opposed the candidate |
| The complete disclosure submitted by a committee | Filed reports and filings | The filing is the source document behind summaries and normalized data |
Federal records: using the FEC portal
Search a candidate or committee profile
Use the FEC portal’s candidate or committee search to locate the federal entity. Search by the legal name, common name or committee ID when available. A profile normally leads to filings, reports, election-cycle totals and transaction data. Confirm that the office, state and committee type match the race you are investigating before relying on any figure.
Browse transaction categories
The FEC’s browse-data tools separate individual contributions, committee contributions, committee transactions and independent expenditures. Select the category that matches the question rather than treating every line item as a contribution. Apply an election-cycle filter and, when useful, a transaction-date or filing-date range. Save the displayed filters with your notes so another person can reproduce the search.

Find independent-expenditure reports
For outside spending, use the FEC independent-expenditure search or the data labeled “Independent expenditures (24- and 48-Hour Reports).” These records can identify the spender, payee, purpose, date, amount and candidate supported or opposed. The report describes the spender’s disclosure; it does not show that the candidate received the money.
Open the filing behind the number
Summary pages are useful for finding a record, but open the associated report or transaction whenever the amount matters. Compare the transaction date, filing date, committee, amount and description. An aggregate may combine many filings or reporting periods, while a single filing may later be amended.
Use bulk files with care
The FEC provides downloadable transaction data and other bulk files. These can be useful for a large set of records, but update schedules vary by file, from daily to weekly. Record the file name, download date and filters used. A bulk extract is not automatically newer or more authoritative than the filed report it represents.

State, county and city records
Find the responsible office
For a nonfederal race, identify the jurisdiction that administers disclosure for the office. The FEC’s public-records guidance points to its Combined Federal/State Disclosure and Election Directory, which lists contact information for federal and state disclosure offices. The state office can then direct you to county or municipal systems where local committees file.

A city ethics office may host candidate statements while a county clerk hosts ballot-measure filings. Follow the official election or disclosure links for the jurisdiction rather than relying on an unofficial database that combines records from several places.
California as an example
California’s Secretary of State materials illustrate how a state system can work, but they are not a national template. Its search tools allow users to look for contributions received or made by date and amount and to open related filings. Its Power Search guidance describes independent expenditures supporting or opposing state candidates or statewide measures when the spending is not a direct contribution and is not coordinated with the candidate-sponsored or measure committee.
California’s older form examples should be treated as illustrations of the search system, not as current deadline or legal advice. Check the current state interface, forms and filing rules before drawing a conclusion.

A repeatable search workflow
- Identify the election level. Decide whether the record concerns a federal, state, county, city or ballot-measure contest.
- Name the subject precisely. Write down the candidate, committee, spender or contributor. Capture a committee ID if the system provides one.
- Choose the record category. Select contributions received, contributions made, committee transfers, independent expenditures or filed reports.
- Set the time scope. Distinguish an election cycle from a reporting period, transaction date and filing date. Do not call one an “annual total” unless the displayed period is actually a year.
- Review the result list. Check the committee type, office, jurisdiction, candidate and transaction description for false matches.
- Open the underlying filing. Compare the summary amount with the transaction or report, and note amendments, memo entries and any explanatory text.
- Classify outside spending correctly. For an independent expenditure, record the spender, amount, payee, purpose, date and whether the filing says it supported or opposed the candidate.
- Use the correct nonfederal system. If the race is not federal, repeat the search in the official state or local disclosure database and retain the jurisdiction with every figure.
- Document your result. Save the record’s identifying information, the search date, the reporting period and the filing or transaction reference.
How to judge reliability
Prefer the responsible government office
A record is most defensible when it comes from the government office legally responsible for disclosure and can be traced to a filed report or official transaction record. A commercial or activist index may help you discover a committee, but use the official source to verify the amount and category.

Know the FEC publication windows
The FEC says required public records are made available for inspection at the Commission and online within 48 hours of receipt, or within 24 hours for electronic filings. These are statutory publication windows described by the FEC, not a promise that every search screen, aggregate or transformed download will update at exactly the same moment.
Resolve paper-versus-electronic conflicts
For paper filers, the FEC identifies the paper report as the official disclosure filing. If contractor-entered electronic data conflict with that paper report, the paper filing takes precedence. Note the discrepancy rather than silently choosing the larger or newer-looking number.
Best Value
Separate filing and transaction dates
A transaction may occur on one date, appear in a report filed later, and be incorporated into an aggregate after that. Keep all relevant dates in your notes. A result filtered by filing date can differ from one filtered by transaction date even when both are accurate.
Interpreting totals, amendments and missing records
Why an aggregate may not match a list of transactions
Aggregates can cover a different period, exclude non-itemized entries, reflect amended reports or apply category rules that are not obvious on a summary screen. Re-create the date and category filters, then compare the aggregate with the underlying report instead of adding visibly similar rows from different periods.

- Check that you selected the correct election cycle and committee type.
- Search the legal committee name and identification number, not only a public-facing slogan.
- Look for an amended or superseding filing.
- Allow for the difference between the statutory publication window and the update schedule of a particular display or download.
- For a state or local race, move to the jurisdiction’s own disclosure office; the FEC may have no record of it.
How to handle conflicting figures
First compare scope: cycle, report, transaction and filing dates. Next compare category: contribution, transfer and independent expenditure are not interchangeable. Then inspect the original filing. For a paper-filer conflict in FEC data, cite the paper report as the controlling disclosure and explain that the electronic entry differs.
Reporting what you found
When publishing or sharing a result, state the jurisdiction, office, committee or spender, record type, amount, date range and source filing. For example, describe an entry as an independent expenditure reported by a named committee that supported or opposed a candidate, rather than saying the candidate “received” that amount. If you quote a cycle total, say that it is a cycle total; if you quote one report, identify the reporting period.
Keep a short audit trail: the official database used, the search terms or committee ID, the filters, the date accessed and the filing or transaction record reviewed. That information lets readers distinguish a current disclosure from a historical snapshot and find an amended record later.
Quick Recap
Quick verification checklist
- Is this federal, state, county, city or ballot-measure activity?
- Did you use the disclosure office responsible for that jurisdiction?
- Does the committee ID, office and candidate match?
- Did you select contributions, transfers or independent expenditures intentionally?
- Are the transaction, filing, reporting-period and election-cycle dates clearly labeled?
- Did you open the filing behind the summary or download?
- For outside spending, did you record support versus opposition and avoid calling it a contribution?
- If records conflict, did you apply the official-filing rule and explain the difference?
