For lobbying aimed at EU institutions, start with the EU Transparency Register. For lobbying aimed at a national government or parliament, use the relevant country’s register instead. No single source in the available official resources provides a harmonized, complete record of corporate lobbying across Europe.
Start with the jurisdiction you want to investigate
“Lobbying in Europe” can mean influence directed at EU institutions or activity directed at a particular country’s public officials. Those are different scopes, and the available registers should not be treated as one comparable dataset without checking their definitions and reporting periods.

- EU-level activity: Search the EU Transparency Register for interest representatives’ declared interests, represented parties, and resources. It is a starting point for identifying who says it seeks to influence EU policy and on whose behalf.
- National activity: Find the relevant country’s system through the EU register’s reports and publications page, then check that register’s own coverage, definitions, and reporting rules.
The EU register homepage displayed more than 12,000 registered interest representatives when accessed in 2026. This is a live, time-sensitive count of register entries—not a count of companies, lobbying contacts, or all lobbying across Europe.

The EU Data Portal’s Transparency Register catalogue describes several downloadable resources: registrant lists updated daily, a list of people accredited for access to the European Parliament updated daily, and a historical registrant list since January 2015 published twice a year. The catalogue notes that downloads may fail under heavy load. If a file is unavailable, retry later or use the live register.

Check meeting disclosures and official records
A register profile and a meeting disclosure answer different questions. A profile records what an organization declares within the register’s remit; meeting disclosures show information and minutes for certain contacts with Commission decision-makers. The Commission says Commissioners, their cabinet members, and Commission staff holding management functions publish information and minutes on meetings with interest representatives.
The Commission also states: “Meetings relating to law or policy formulation or implementation in the EU can only take place if the interest representatives are registered in the EU transparency register.” This describes the Commission’s stated rule for those meetings; it does not establish that every influence channel or lobbying contact is captured in the register or meeting records.

For material beyond profiles and meeting records, use the Commission’s access to documents guidance. It points to the Commission’s document register, EUR-Lex for EU law and case-law, the Transparency Register, and open-data resources. Search the source suited to the record you need; if a relevant Commission-held document is not online, follow the access procedure described there.

The EU register’s national register directory links to resources for countries including Austria, France, Germany, Ireland, Italy, Lithuania, the Netherlands, Poland, Romania, and Slovenia. It is a useful way into national sources, not evidence that they share common definitions or disclose identical information.

Assess what a register can—and cannot—show
A register entry is a declaration within that system’s remit, not proof that every lobbying contact or influence channel has been recorded. When comparing sources, check the dimensions below before combining records or drawing conclusions.

- Jurisdiction and target officials: Does the source cover EU institutions, a national executive, a parliament, or another public body?
- Who reports: Do interest representatives, public officials, or both provide the information?
- Coverage and obligation: Which actors, contacts, activities, and officials are included, and is reporting required or voluntary?
- Disclosure fields: Does the record identify organizations and clients, interests, policy targets, meetings, financial resources, and the relevant time period?
- Access and reuse: Is there a searchable interface, bulk download, update schedule, stable identifier, and usable format?
- Verification and limitations: How are records validated or corrected, and does the source capture indirect or informal influence?
The OECD’s 2026 assessment identifies weak disclosure of specific policy or legislative targets as a transparency limitation. That matters when interpreting an entry: a stated interest or resource does not necessarily reveal which concrete proposal or decision an organization sought to influence.

Keep comparisons transparent
For each source, record the jurisdiction, access date, reporting period, and fields actually disclosed. Where relevant, compare declared interests and resources with meeting disclosures and official documents. Do not add EU and national figures into a single total unless you have reconciled their definitions, coverage, and time periods. A missing published record, by itself, is not proof that no lobbying took place.
