There are useful places to find free images for commercial projects, but no source in this guide guarantees that every image is human-created. Start with services that publish clear usage terms, then check the individual asset’s creator, provenance, AI labels and license before putting it into a design.
What “free for commercial use” does—and doesn’t—mean
A platform’s license can permit commercial use without establishing how an image was made. Likewise, permission to use a photo does not necessarily clear every recognizable person, logo, artwork or private property shown in it. Treat “free” as a statement about the service’s license, not a blanket clearance of the image’s origin or all rights attached to its contents.

The sources below are places to search, not 25 verified AI-free libraries. The official and government pages available for this guide substantiate a core set of options; they do not establish a non-AI guarantee for any of them. If human creation is essential, favor an asset with identifiable photographer or institutional provenance and a clear record.

Pexels
Pexels says its photos and videos are free to use, and allows editing without requiring attribution. Its restrictions include selling unaltered copies, implying endorsement, redistributing content on stock platforms and using images as trademarks. It can be a practical starting point for web, marketing and social designs, but check the license and the asset’s context before use. Read the Pexels license.

Unsplash
Unsplash’s Help Center says images are free to use for most commercial, personal and editorial projects without permission or credit. “Most” is important: it is not a promise that every use or depiction is covered. Check the current terms and consider whether the particular subject raises separate rights issues. Read Unsplash’s usage guidance.

Open-license search and discovery tools
Openverse
Openverse helps search for Creative Commons and public-domain media. Treat its results as discovery leads: follow each result to the original item and verify the creator, license, attribution requirements and permitted adaptations there. Search Openverse.
Creative Commons search portal
The Creative Commons portal offers filters for commercial use and modification or adaptation, and surfaces services including Openverse and Flickr. Filtering narrows the search; it does not replace checking the source item’s current license. Use Creative Commons’ search portal.

Connecticut’s guidance points users to image sources including Pixabay, Freepik, unDraw and Openverse. Use it as a discovery list rather than a rights clearance for an image. Read the state guidance.

Flickr Commons
The Library of Congress says it has posted more than 40,000 free-to-use photos in Flickr Commons. That figure describes the Library’s contribution, not a blanket license for every Commons image. Check the original record and rights information for the specific photo before commercial use. Find Flickr Commons through the Library of Congress.

Do not infer an image’s origin from photorealism, its appearance in a stock library or the platform’s general commercial-use terms. Provenance and licensing are separate checks. For a project that requires human-created imagery, use the available evidence about the individual asset and reject it if that evidence is insufficient.
- Search by use case. Choose a stock library or collection suited to the image style you need, such as contemporary marketing photography or historical archival material.
- Open the individual asset record. Note the creator, source URL, license, date accessed and any stated restrictions. Do not rely only on a search-result card.
- Check provenance and AI information. Look for an identifiable photographer or institution, image-specific creation details, current AI labels and the platform’s published AI policy. If human origin is a hard requirement and the asset has no credible evidence, choose another image.
- Review the intended use and depicted content. Check whether your use involves advertising, products for sale, resale of the image itself, editorial publication or trademark use. Look for recognizable people, logos, artwork and property; permission to use the image does not automatically grant rights to every element shown.
- Keep a record. Save a screenshot or project note with the asset page, creator, license and terms in effect when you downloaded it. Recheck terms before use if the asset or platform has changed.
Which source type fits the project?
| Source type | Useful for | What to verify |
|---|---|---|
| Free stock libraries | Contemporary photos, illustrations or video for web and marketing designs | Platform restrictions, the exact asset’s provenance, and rights in recognizable people or brands |
| Open-license search portals | Finding Creative Commons or public-domain material across sources | The original item’s license, attribution rules, adaptations allowed and commercial-use permission |
| Public and cultural collections | Historical, archival or specialist images | The individual catalog record and any work-specific rights qualification |
A broad platform license is generally simpler to interpret than a search result that points to many different item-level licenses. In either case, no general commercial-use permission proves that an image is non-AI or clears separate rights in its contents.
Quick Recap
Before publishing or delivering the design
- Confirm the license applies to the actual use, not just personal or editorial use.
- Check restrictions on standalone resale, redistribution, implied endorsement and trademark use.
- Check whether attribution is required and whether edits or adaptations are allowed.
- Verify any rights concerns involving identifiable people, logos, artwork or private property.
- Keep the source and license record with the project so the basis for use is easy to review later.
