Use a Google Ads portfolio bid strategy when several eligible campaigns pursue the same outcome, use compatible conversion measurement, and can share one meaningful target. Portfolio bidding lets Google optimize those campaigns collectively. Keep campaign-level bidding when campaigns have different goals, conversion definitions, values, efficiency targets, budgets, or control requirements. A portfolio strategy does not automatically combine campaign budgets; linking a shared budget is a separate decision.
The practical test is simple: define the business outcome first, then ask whether the campaigns should be judged against the same target and conversion logic. If the answer is yes, portfolio scope can provide useful flexibility. If important differences would be hidden by one target, leave the campaigns independent.

What a portfolio bid strategy changes
Google defines portfolio bid strategies as automated strategies that group campaigns, ad groups, and keywords so they can be optimized collectively toward a single target. Portfolio strategies are managed in the Shared library. Google supports portfolio scope for Smart Bidding strategies such as Maximize conversions, Target CPA, Maximize conversion value, and Target ROAS, as well as automated strategies including Maximize clicks and Target impression share. Performance Max campaigns are not generally supported for portfolio bidding. See Google’s portfolio bid strategy definition for the current list.

Portfolio scope changes how bidding is optimized; it does not, by itself, pool budgets. You can use a portfolio strategy while retaining separate campaign budgets. Budget pooling requires a linked shared budget.
Choose the business objective before choosing the scope
Google’s strategy guidance maps the business outcome to a bidding strategy. The portfolio-versus-campaign decision comes after this objective decision, not before it.
| Business objective | Typical strategy | What must be true before grouping campaigns |
|---|---|---|
| Generate as many conversions as possible within the available budget | Maximize conversions | Campaigns should count compatible conversion actions and be evaluated on volume. |
| Generate conversions around a desired acquisition cost | Target CPA | A common CPA target must be meaningful across the campaigns. |
| Maximize revenue or another measured conversion value | Maximize conversion value | Conversion values must be reported consistently enough for collective optimization. |
| Reach a desired return on ad spend | Target ROAS | Reported values must represent the economic differences between conversions, and one ROAS target must make sense for the group. |
| Obtain website visits | Maximize clicks | Campaigns should be judged primarily by click volume rather than different downstream outcomes. |
| Increase visibility on Search | Target impression share | The campaigns should share a visibility objective and compatible placement priorities. |
Google’s naming is changing in June 2026: “Maximize conversions with a Target CPA” is being presented as “Target CPA,” and “Maximize conversion value with a Target ROAS” as “Target ROAS.” Google says the underlying behavior does not change. The label in your account may therefore differ from older instructions.
When a portfolio strategy is usually the better fit
Several campaigns serve one business outcome
Group campaigns when they are all intended to produce the same kind of result, such as qualified leads or completed purchases, and when those results are recorded through compatible conversion actions. A portfolio is not a substitute for fixing inconsistent tracking. If one campaign counts page views while another counts sales, a shared target can obscure rather than solve the measurement problem.
A single target is commercially meaningful
Portfolio bidding assumes that campaigns can be optimized toward one target. For Target CPA, that means a common acquisition-cost goal. For Target ROAS, it means a common return goal based on reported conversion values. If one campaign is profitable at a much higher CPA because its customers have greater lifetime value, averaging the targets may produce an outcome that is acceptable for neither campaign.
Google allows individual ad-group targets in some configurations, but warns that such constraints can restrict Smart Bidding. A portfolio works best when the common target leaves the system enough room to allocate bids according to auction opportunities.

You want learning and optimization across campaigns
Collective optimization can be useful when campaigns are individually small or have uneven traffic. Instead of forcing each campaign to reach a separate learning threshold, the portfolio can evaluate opportunities across the group while still serving each campaign’s ads according to its own targeting and eligibility.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteYou want budget to move toward available opportunity
If campaigns share a goal and you are comfortable allowing spend to move between them, consider pairing the portfolio with a shared budget. Google recommends shared budgets with portfolio bid strategies for campaigns that have similar goals. This combination can let available budget flow toward campaigns with additional eligible traffic rather than leaving money unused in one campaign while another is constrained.
When campaign-level bidding is safer
The campaigns have different objectives or conversion definitions
Keep separate strategies when campaigns optimize for materially different actions, such as sales in one campaign and lead submissions in another, unless those actions have been assigned reliable values and a value-based strategy genuinely unifies them. Different primary conversion actions can make one portfolio target misleading.
The value of a conversion differs in ways the account does not report
Target ROAS and Maximize conversion value depend on reported conversion values. If revenue, margin, subscription value, or lead quality is not captured in the conversion data, a portfolio cannot infer the difference from campaign names or budgets. Use campaign-level control until the value measurement is dependable.
The campaigns need different efficiency targets
A portfolio target is a common target, not a weighted list of exceptions. Campaigns with deliberately different CPA or ROAS requirements should remain separate unless the business is willing to replace those individual targets with one portfolio-level goal.
You require independent budget control
Portfolio bidding can be used with independent campaign budgets, but grouping still creates shared optimization. If each campaign has a protected spend requirement, a launch commitment, or a strict regional allocation that must not be traded away, campaign-level bidding and separate budgets provide clearer control.

The campaign type is not eligible
Eligibility varies by strategy and campaign type. Portfolio bidding is not generally available for Performance Max. Google’s Target ROAS documentation also lists portfolio limitations for App campaigns for installs, Shopping, Demand Gen, Hotel, and Travel campaigns. The same page notes that Hotel campaigns can support Target ROAS with required conversion tracking and values, which is a campaign-level capability rather than proof that portfolio Target ROAS is available. Check the live strategy documentation before changing an account.
Portfolio strategy versus shared budget
These features solve different problems:
| Feature | What is shared | What it does not change | Use it when |
|---|---|---|---|
| Portfolio bid strategy | Bidding optimization and the target across eligible campaigns, ad groups, and keywords | It does not automatically combine campaign budgets | Campaigns can use one objective, measurement model, and target. |
| Shared budget | One average daily budget distributed across multiple campaigns | It does not automatically make different objectives or targets compatible | You want Google Ads to reallocate available spend among campaigns with similar goals. |
| Portfolio plus shared budget | Both collective bidding and pooled daily budget | Neither feature removes eligibility limits or tracking requirements | Campaigns share a goal, target, and measurement, and flexible spend allocation is desirable. |
With a shared budget, Google Ads may reallocate available budget when one campaign cannot use its allocation and another has eligible traffic. Google says a linked shared budget remains associated with the campaigns in its portfolio; adding or removing a campaign updates that campaign group. Shared budgets are available for Search, Shopping, Display, and Video campaigns, but Google lists incompatibilities including Performance Max campaigns, certain experiments such as App campaigns, Hotel campaigns using Commission bidding, Smart Shopping campaigns, and campaigns using total budgets. Confirm eligibility in the current interface before linking campaigns. See Google’s shared budget overview and its instructions for linking shared budgets to portfolios.
A practical decision framework
- State the outcome. Decide whether the account is optimizing for conversion volume, a target CPA, conversion value, target ROAS, clicks, or impression share.
- Audit conversion measurement. List the primary conversion actions each campaign uses. Check that the actions represent comparable outcomes and that values are present and credible where value-based bidding is planned.
- Compare targets. Ask whether one CPA or ROAS target would be commercially acceptable for every candidate campaign. Do not average targets merely to make a portfolio possible.
- Decide how much budget control you need. Portfolio bidding can retain separate budgets. Add a shared budget only if unused allocation should be available to other campaigns in the group.
- Check eligibility. Verify the exact strategy and campaign-type combination in Google Ads Help and in the account. Eligibility can differ between standard and portfolio scope.
- Define the monitoring window. Record current spend, conversions, conversion value, actual CPA or ROAS, and the stated target before making the change. Allow for conversion delay when judging results.
If any of the measurement, target, budget, or eligibility checks fails, campaign-level bidding is the safer default until that issue is resolved.
How to implement a portfolio strategy
The labels can change as Google updates the interface, but the workflow follows the same logic.
- Prepare the candidate campaigns. Confirm that they use the intended primary conversions, have sufficient recent data for the selected strategy, and belong to an eligible campaign type. Remove campaigns with a different objective or an intentionally different target.
- Open the bid-strategy area. In Google Ads, use the Shared library’s bid-strategy section to create or select a portfolio strategy. Google describes portfolio strategies as being stored in the Shared library.
- Select the strategy that matches the outcome. Choose Maximize conversions or Target CPA for transaction and lead volume; Maximize conversion value or Target ROAS when conversion values are meaningful; Maximize clicks for visits; or Target impression share for Search visibility.
- Add only compatible campaigns. Attach the campaigns that share the conversion logic and target. Treat the portfolio as one optimization unit, not as a folder for unrelated campaigns.
- Set a realistic target. For a target-based strategy, use a target that reflects the group’s economics and recent performance. Avoid changing the target and the campaign mix simultaneously unless you have a clear reason and a measurement plan.
- Choose the budget arrangement separately. Leave campaign budgets independent when spend must be controlled per campaign. If budget can move between campaigns, create or link a shared budget and verify that every campaign is eligible.
- Review the change before publishing. Check the included campaigns, target, budget association, conversion goal, and any warnings about unsupported campaign types. Save only after the configuration matches the business decision.
- Monitor after activation. Compare spend, conversions, conversion value, actual CPA or ROAS, impression share where relevant, and the target. Separate normal learning and conversion-delay effects from genuine tracking or delivery problems.
Choosing between Target CPA, Maximize conversions, and value-based bidding
Target CPA
Use Target CPA when the number of conversions matters and a common acquisition-cost goal is defensible. A portfolio Target CPA can be appropriate for several lead-generation campaigns that count the same qualified action and serve similar economics. It is a poor fit when one campaign’s leads are systematically more valuable but that difference is not represented in the conversion setup.
Maximize conversions
Use Maximize conversions when the priority is obtaining as many conversions as possible within the available budget rather than maintaining a specified CPA. Group campaigns only when “a conversion” means the same thing across them. A portfolio can still use separate budgets; adding a shared budget changes allocation, not the conversion definition.

Maximize conversion value and Target ROAS
Use value-based strategies when conversion values reflect revenue or another decision-relevant measure. Target ROAS asks the system to predict future conversion value and bid toward the specified average return. Portfolio scope is useful only when the campaigns can share a meaningful ROAS target and report values consistently. Google’s documentation on Target ROAS bidding describes the value requirement and campaign-specific limitations.
Google reports that advertisers switching from Target CPA to Target ROAS saw 14% more conversion value at a similar return on ad spend in an internal global data set from March 16 to April 12, 2021. That is a historical average for that specific switch, not a guarantee and not a reason to move campaigns whose values are unreliable.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. The 2026 target-based bidding change
Google says a global change for campaigns marked “Limited by budget” rolled out on August 17, 2026 and completed on August 27, 2026. It affects Target CPA and Target ROAS, plus Target CPC for Demand Gen, and applies to portfolio bidding and shared-budget setups.
For a portfolio or shared-budget configuration, Google says target adjustments should be made at the portfolio or shared-budget level. A campaign that historically overperformed its stated target may move closer to that target after the update. If preserving a more efficient outcome is important, review the target rather than assuming the former overperformance will continue. After a budget change, Google recommends waiting one to two conversion cycles before evaluating performance. Read the current frequently asked questions about target-based bid-strategy changes and the change details before making account-wide adjustments.
Monitoring and troubleshooting
Spend shifts to one campaign
With a shared budget, Google may direct more spend to campaigns with available eligible traffic. Confirm that this is acceptable and that the receiving campaign still meets the portfolio’s objective. If a campaign must retain a minimum allocation, use separate budgets rather than expecting a shared budget to enforce it.

Check the evaluation window, conversion delay, recent budget changes, and tracking integrity before changing the target again. A target is an average objective, not a promise that every day or campaign will hit the exact figure. For a portfolio, inspect both aggregate performance and campaign-level outliers so that one strong campaign does not hide a failing one.
Best Value
Conversions fall after grouping
Verify that every campaign still records the intended primary conversion, that no action was excluded, and that the portfolio did not include a campaign with a different funnel stage. Review eligibility warnings and auction coverage. If the campaigns cannot share measurement or target economics, split them back to campaign-level strategies.
The strategy cannot be attached
Recheck campaign type, strategy type, budget type, and any experiment status. Portfolio and shared-budget eligibility are not universal, and the restrictions can differ. Google’s bid-strategy selection guide and Smart Bidding setup guidance provide the current compatibility context.
What Google’s performance figures do—and do not—prove
Google reports “+13% more conversions” on average for Search advertisers adopting shared budgets and portfolio bid strategies, based on Google Internal Data, Global, January 2024–March 2025. The figure is an internal average, not a promised lift or a causal forecast for an individual account. Results depend on tracking quality, auction demand, targets, budgets, and campaign eligibility.

Examples of the right scope
Use a portfolio
Three Search campaigns promote the same subscription, count the same completed signup, report comparable values, and are all managed toward one ROAS target. They can share a portfolio strategy. If spend may move among them, link a shared budget after confirming eligibility.
Keep campaign-level bidding
One campaign acquires high-value enterprise leads and another acquires low-value self-service trials. Their conversion values are not reliably differentiated, and each has a different acceptable CPA. A single portfolio target would hide the economic distinction, so campaign-level strategies are more defensible.
Use a portfolio without a shared budget
Several regional campaigns share the same conversion goal and CPA target, but each region has a contractual spending limit. Portfolio bidding can provide collective optimization while separate campaign budgets preserve those limits.

Bottom line
Choose portfolio bidding when campaigns can honestly be treated as one optimization problem: the same outcome, compatible conversion measurement, one useful target, and an eligible campaign configuration. Add a shared budget only when you also want Google Ads to redistribute daily spend among those campaigns. Keep campaign-level bidding whenever different economics, goals, values, targets, or budget controls matter more than collective optimization.
