It did create an exploitable moderation surface: abusive users could package communal threats, false identities, sexual humiliation and political attacks as “porn,” satire or sensitive media. The result, documented in 2021 and still relevant to X’s policy design, is a classification and enforcement problem. An explicit image may be allowed while the caption, target, religious reference or coordinated campaign violates rules.
The distinction Twitter/X is supposed to make
Twitter’s historic policy, and X’s current rules, distinguish consensual adult expression from abuse. X says consensually produced and distributed adult nudity or sexual behaviour may be posted when properly labelled and not prominently displayed. Its rules separately prohibit non-consensual intimate imagery, unwanted sexual conduct, graphic objectification, targeted harassment and hateful conduct.

Those categories overlap in real cases. A photograph can be lawful adult content in one context and evidence of harassment in another. A public photograph of a woman in a hijab is not intimate imagery, for example, but attaching a fabricated sexual story to it, identifying her by name and directing communal abuse at her can still constitute harassment, hateful conduct or graphic sexualisation.

Current policy pages are available through X’s rules and its adult-content and sensitive-media policy. Permission for consensual pornography is therefore conditional, not a blanket licence to sexualise identifiable people.

How permissible media becomes a tool of abuse
False captions and invented identities
An abusive account can take a real woman’s photograph, attach an invented sexual caption and present her as available to men from another religious group. The image classifier may see ordinary clothing or a consensual adult video; the harm lies in the identity claim, caption and intended target.
Communal sexual humiliation
The 2021 investigation by Scroll.in described pornographic accounts portraying Muslim women as submissive to Hindu men and invoking the Babri Masjid demolition, the RSS, BJP, Bajrang Dal and “love jihad” narratives. Such posts use sex as a language of domination and collective punishment. They are not simply adult entertainment with an unfortunate audience; they combine misogyny with anti-Muslim propaganda.
Repetition and mirror accounts
One removal is inadequate when the same file is uploaded by dozens of accounts, archived by followers or reposted after a suspension. Search and recommendation systems can continue to expose a woman to abuse even after the original post disappears.

Journalists, politicians, activists, entertainers and protesters are easy to identify from public photographs. Their visibility does not waive privacy or consent. A public-interest report, a critical quotation or counterspeech is different from attaching a fabricated sexual narrative to a named woman.

The false-identification case that exposes the gap
Scroll.in reported that a semi-naked photograph was falsely attributed to Jamia Millia Islamia student Ladeeda Farzana. The image was reportedly traced to another woman who had herself been a victim of revenge porn. That produced multiple harms at once:
- The original victim’s intimate material was circulated without consent.
- The image was falsely linked to Farzana.
- The false attribution fed a communal and political harassment campaign.
- At least one tweet reportedly remained after a report made by someone other than the depicted woman.
This is why image-only moderation fails. A system must assess the media, the caption, the claimed identity, the person being targeted and the surrounding network. Calling every such case “revenge porn” can also be inaccurate: some posts use a consensual or publicly available image in a fabricated sexual context. “Non-consensual intimate imagery” is the safer description when the facts are not fully established.
Shaheen Bagh and the politics of context
The 2021 report also described a pornographic video circulated with claims linking it to women associated with the Shaheen Bagh protests against India’s Citizenship Amendment Act. The central violation may not have been the video’s adult-content status. It was the political caption, false context and attempt to associate identifiable Muslim women with sexual material. Scroll reported that the video was still available when its article appeared; individual posts and accounts can change, so that historical status should not be treated as evidence that the material remains online.

A video that is permitted when posted by consenting adults can become abusive when used to threaten protesters, identify a woman, or celebrate communal domination.

Why the targeting is intersectional
Muslim women can be targeted simultaneously as women and as Muslims. Hijab, religious practice, public activism and political speech make them recognisable, while sexual humiliation is used to punish participation and send a threat to a wider community.
An IT for Change report describes this overlap and discusses the Sulli Deals and Bulli Bai episodes. In a communication on Bulli Bai, the UN Special Procedures described alleged abuse against Muslim women on intersecting grounds of gender and religion, raising concerns about sexual harassment, hate speech and abuse.
Sulli Deals and Bulli Bai were mock auctions
Those incidents involved photographs of Muslim women displayed in fake auction formats without consent. The purpose was humiliation, not an actual sale. They were separate episodes involving other platforms, although Twitter accounts and wider social-media networks could promote, discuss or amplify the abuse. They should not be collapsed into a claim that every pornographic Twitter account was part of those applications.

In 2021, a Twitter spokesperson pointed to rules against abuse and harassment, non-consensual nudity and hateful conduct, as well as expanded machine-learning systems. The company reported that, globally during July–December 2020, it actioned 27,087 accounts for non-consensual nudity and 964,459 accounts for abuse and harassment, and reported an increase in accounts actioned for hateful conduct. These were Twitter’s own historical enforcement figures, not an independently verified measure of protection for Indian Muslim women.

Large totals do not reveal how many Indian-language reports were rejected, how quickly posts were removed, whether repeat offenders were suspended, or whether victims received useful explanations and appeals. X publishes enforcement material through its Transparency Center, but the public sources cited here do not provide a sufficiently granular breakdown for this specific abuse pattern in India.
The language and classification problem
Harmful captions may use Hindi, Urdu, Hinglish, transliteration, slang, euphemism or coded communal references. A system that recognises nudity but misses a sexual threat in a local language can classify the post incorrectly. That is a reported concern, not proof that X universally cannot understand Hindi or Urdu.
Important questions for accountability include:
- Does X publish enforcement data for Hindi, Urdu, Hinglish and transliterated abuse?
- Can moderators recognise references to communal violence and coded calls for rape or humiliation?
- Are image, caption, identity and network signals reviewed together?
- Are reports routed across harassment, hateful conduct, impersonation and intimate-media categories rather than trapped in one queue?
- What happens when a suspended account returns under a new name?
X’s harassment policy recognises that context matters and may treat counterspeech or documentation differently. That safeguard protects journalism and criticism, but it can also make harmful posts harder to report when reviewers cannot distinguish quotation from endorsement.

Why reporting can place the burden on victims
X says some non-consensual-intimate-media cases require information directly from the person depicted or an authorised representative. That evidentiary safeguard may reduce false claims, but it is difficult when the victim is not on X, does not know the image exists, is a minor or vulnerable adult, fears family or state retaliation, or is being attacked through false attribution rather than her own intimate image.

Reporting can also expose a victim to the material again. A post may be reportable as non-consensual nudity, harassment, hateful conduct, impersonation or manipulated media; choosing only one category can produce an automated rejection even when several rules are implicated. A robust process should preserve the URL, caption and account history without requiring the target to redistribute the image.

Practical steps when a report fails
Preserve evidence safely
- Save screenshots showing the account name, timestamp, URL and caption.
- Record original and repost URLs before accounts change.
- Do not download or redistribute intimate material unnecessarily.
- Keep a private timeline of threats, doxxing, extortion and offline risks.
Use more than one route
- Report the post and account to X under every applicable category: non-consensual intimate imagery, harassment, hateful conduct, impersonation or manipulated media.
- Ask an authorised representative, journalist or trusted organisation to report where the depicted person cannot safely do so.
- For cybercrime involving women or children, file through India’s National Cyber Crime Reporting Portal; its FAQ explains the reporting options and its category guide lists social-media abuse, harassment and online sextortion pathways.
- Seek legal or victim-support advice if there are threats, extortion, identity theft or danger offline.
The policy choice is not “pornography or safety”
A blanket ban on sexual imagery would suppress consensual adult expression, sex workers’ speech, sexual-health education, art, survivor testimony and evidence of abuse. The stronger accountability demand is narrower: X must recognise when sexual imagery is being weaponised against a named or identifiable woman because of her religion, gender or political activity.
The central failure is contextual. Consensual pornography is not the cause of communal misogyny. But a permissive adult-content regime, weak language and identity detection, fragmented reporting and inadequate network-level enforcement can let sexual material disguise threats and religious hatred. Protecting users requires treating the image, words, target and campaign as one event.
