Signal says its calls and messages are always encrypted and that it retains only limited technical information needed to operate the service. WhatsApp says personal one-to-one and group messages use the Signal protocol, while also describing different handling for business conversations, Meta AI interactions, account data and abuse response.
The practical choice depends on your threat model, the people you need to reach, the devices you use and how much chat history you must recover after losing or replacing a phone. This guide separates message content from service data, explains current multi-device limits, and lays out the backup and transfer trade-offs.

WhatsApp vs. Signal at a glance
| Question | Signal | |
|---|---|---|
| Personal message encryption | WhatsApp says personal one-to-one and group messages use end-to-end encryption based on the Signal protocol. | Signal says calls and messages are always encrypted and cannot be decrypted by Signal. |
| Important exceptions and contexts | Business chats may use Meta cloud storage and, under the described setup, are not considered end-to-end encrypted. Messages intentionally sent to Meta AI are received by Meta. | The cited policy describes calls and messages, but it does not establish identical privacy properties for every future feature or integration. |
| Account and service information | WhatsApp says it does not keep logs of who everyone messages or calls, but describes group details, general location estimation and possible access to messaging relationships after an abuse issue is identified. | Signal requires a phone number for registration and says it stores limited technical details such as authentication tokens, keys and push tokens to run the service. |
| Linked devices | A 2021 Meta Engineering explanation describes a phone plus up to four non-phone companion devices that can connect independently. | Signal lists up to five linked devices, including Desktop, iPad, iPhone and Android phone or tablet. Linked devices can unlink after inactivity or if the primary phone is not brought online within the stated period. |
| Backups and migration | WhatsApp announced optional end-to-end encrypted Google Drive or iCloud backups protected by a user password or 64-digit key. Check current settings for availability. | Signal offers Secure Backups, direct device-to-device transfer and local encrypted backups, with different platform and recovery limits. |
Those statements come from each provider’s own documentation, not a single independent audit. End-to-end encryption protects message content in transit and on the service’s delivery systems; it does not make you anonymous, secure an unlocked phone, or control what a recipient does with a message.
What “end-to-end encrypted” means here
Personal WhatsApp chats
WhatsApp says personal one-to-one and group messages are encrypted before they leave your device using the Signal protocol, and says WhatsApp and Meta cannot read or listen to those messages. That is a statement about the content of the personal chat while it is handled through the service. It is not a promise that every WhatsApp interaction has the same treatment.

Signal calls and messages
Signal’s privacy policy says, “Your calls and messages are always encrypted,” and that Signal cannot decrypt or access their content. Signal also says message history is stored on users’ devices. When a recipient is temporarily offline, encrypted messages can be queued on Signal’s servers for delivery; the queueing is part of delivery, not a readable copy of the conversation.
Encryption is not anonymity
Both apps still need account, delivery and abuse-prevention systems. Encryption does not hide the fact that an account exists, protect a conversation from a malicious or compromised recipient, or prevent someone with access to an unlocked device from viewing its local history. It also does not answer how long service data is retained, how contact discovery works, or what happens when you deliberately send content to another service.
Privacy differences beyond message content
WhatsApp’s stated service data
WhatsApp says it does not keep logs of who everyone is messaging or calling. The same privacy Q&A says WhatsApp can know which phone numbers belong to a group and the group’s name, description and profile picture. It also says the service may estimate a general location from an IP address and phone number, and may gain access to information about who is messaging whom after an abuse problem is identified. These are WhatsApp’s disclosures; they are not an independent inventory or audit of every data flow.

Signal requires a phone number when an account is registered. Its policy says it keeps limited technical information needed to operate the service, including authentication tokens, keys and push tokens. Contact discovery is optional and uses a process involving cryptographic hashes. Users can also enable a Registration Lock PIN, which adds a separate account-protection step to the phone-number registration process.
Why the categories matter
If your concern is the service reading the text of a personal conversation, both providers describe end-to-end encryption for that core use. If your concern is what the service can learn about groups, account operation, delivery or abuse investigations, the disclosures are different and should not be reduced to “encrypted” versus “not encrypted.” Neither policy excerpt establishes a complete, independently verified list of all processing.
WhatsApp’s different conversation contexts
Personal and group chats
WhatsApp’s personal one-to-one and group encryption statement is the basis for its strongest privacy claim. Group membership and descriptive information are a separate service-data question, because WhatsApp says it can know group phone numbers and group profile details even while message content is encrypted.

Business messaging
WhatsApp distinguishes business messaging from personal chats. It says a business may use Meta cloud storage and that, in the described setup, those messages are not considered end-to-end encrypted. A conversation with a business therefore deserves a different assumption from a private chat with a friend. The business’s own systems, retention practices and access controls also matter.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Meta AI
Meta AI is an optional interaction, not an invisible part of every WhatsApp chat. WhatsApp says content you intentionally send to Meta AI is received by Meta. Do not treat a prompt, photo or document sent to that feature as having the same handling as a personal end-to-end encrypted conversation.
Channels and other features
Features such as Channels, business tools and future integrations can have their own data flows. The personal-chat encryption statement should not be generalized to every product surface unless the current documentation explicitly says so.
Device support and multi-device use
WhatsApp’s companion-device model
A 14 July 2021 Meta Engineering article describes a phone and up to four other non-phone devices operating simultaneously, including a situation in which the phone battery is dead. The architecture gives each companion device its own identity key and uses end-to-end encrypted synchronization for recent message history and app state.
That article is an engineering explanation from 2021, not a current, exhaustive platform matrix. It supports the capability described at publication, but you should verify the devices and account rules shown by the current WhatsApp app before relying on a particular tablet, desktop or browser setup.
Signal’s supported linked devices
Signal’s linked-device support page lists Desktop, iPad, iPhone and Android devices, including Android phones and tablets. It states that an account can have up to five linked devices. When linking, chats and the last 45 days of media can synchronize.
Rank #3
- The registered primary phone must be available when you relink a device.
- The phone must come online at least once every 30 days or linked devices unlink.
- A linked device also unlinks after 45 days of inactivity.
- The five-device limit applies to the linked-device set for one Signal account.
Signal’s August 2026 expansion
In an announcement dated 4 August 2026, Signal described broader linked-device support for Android phones and tablets. It said users could optionally transfer complete message history together with the last 45 days of saved media, with the transfer protected by end-to-end encryption. The announcement identified Signal iOS version 8.22 and Android version 8.20 for the release described.
The same announcement noted that some Android-tablet interface elements were still in progress. Availability and polish can therefore differ by operating system, app version and region; check the current release notes and in-app linking screen before a move.
What multi-device encryption does and does not tell you
Adding devices expands the places where a conversation can be displayed. Each linked computer or tablet becomes another endpoint that must be protected with a screen lock, operating-system updates and account controls. End-to-end encryption between devices and the service does not protect a device that an attacker can already unlock.
Backups and moving to a new phone
Chat recovery is where the two products differ most in practical terms. Before changing phones, decide whether your priority is a complete history, cross-platform recovery, minimal server-held data or a simple transfer while both devices are available.
Signal’s three recovery paths
| Signal option | What it is designed to do | Main conditions |
|---|---|---|
| Secure Backups | Optional end-to-end encrypted backup protected by a recovery key; designed to cover more recovery cases, including a lost or unavailable old phone and cross-platform moves. | You must preserve the recovery key. Without it, the encrypted backup cannot be restored. |
| Device-to-device transfer | Directly moves account data between two devices. | Both devices are required and the transfer works within the same platform. |
| On-device encrypted backup | Creates a local backup protected by a passphrase. | Local and platform-limited; it is not the same as a cross-platform cloud recovery method. |
Signal’s support comparison also distinguishes recovery of linked desktop history from recovery of phone history. A desktop’s local history should not be assumed to be a substitute for a phone backup.
WhatsApp’s encrypted cloud-backup design
WhatsApp announced optional end-to-end encrypted backups for Google Drive and iCloud. The user can protect the backup with a chosen password or a 64-digit encryption key; WhatsApp and the backup provider are described as unable to access that protection key. The announcement was a rollout description, so availability, menu names and eligibility can change. Confirm the current backup setting in WhatsApp before deleting the old phone or reinstalling the app.

A safe switching sequence
- Inventory the old phone. Confirm that the app opens, the account is active and the conversations or media you need are still present.
- Choose the recovery method before wiping anything. For Signal, decide between Secure Backups, direct transfer or an on-device backup. For WhatsApp, check whether end-to-end encrypted cloud backup is available and whether you still have the password or 64-digit key.
- Record recovery secrets offline. Store a Signal recovery key, WhatsApp backup password or 64-digit key somewhere you can retrieve without the old phone. Do not assume the provider can reset an unknown encryption key.
- Keep both devices powered and connected when a direct transfer is required. Signal’s direct transfer specifically requires both devices and the same platform.
- Verify after restoration. Open several recent conversations, check dates and attachments, and confirm that linked devices appear as expected before erasing the old device.
- Remove the old device securely. Sign out or unlink it where the app provides that control, then perform the phone maker’s full-device erase rather than merely deleting the app.
Which app fits which threat model?
Choose Signal when minimizing service exposure is the priority
Signal is the clearer fit if you want the provider’s stated model of always-encrypted calls and messages, limited technical service data, optional privacy-protective contact discovery and a Registration Lock PIN. Its device and backup rules require planning: a primary phone must periodically come online, linked devices can expire after inactivity, and each backup method has specific platform limits.

WhatsApp can be the practical choice when the people you need to contact already use it and you need its established companion-device workflow. Its personal-chat encryption claim is strong, but you must separate personal chats from business conversations and Meta AI, and you should review what data the service says it can access for groups, location estimation and abuse response.
Use a two-app strategy deliberately
Some people keep both apps: one for contacts who are only reachable on WhatsApp and one for conversations where Signal’s service-data model is preferable. If you do this, set different expectations for each app, avoid sending sensitive material to a business or AI feature by accident, and maintain separate recovery information.
Independent security caveat about multi-device metadata
A 2024 USENIX WOOT paper by Tal A. Be’ery, titled “WhatsApp with privacy? Privacy issues with IM E2EE in the Multi-device setting,” reported that an attacker could obtain information about a WhatsApp user’s device setup, including linked-device configuration, under the scenario studied. The paper connected the concern to multi-device protocol architecture and said it might also be relevant to Signal and other messengers.
This is a dated academic finding about a defined scenario. It does not establish that current WhatsApp and Signal versions remain exposed in the same way, nor that the exploitation conditions are identical. Treat it as a reason to keep linked-device lists short, remove devices you no longer use and protect every endpoint, not as proof that one app has a currently exploitable flaw.

Practical checklists before you decide
Privacy checklist
- Is your main concern message content, metadata, contact discovery, abuse investigations or recipient behavior?
- Will you use personal chats only, or also business messaging, Channels or an AI feature?
- Can you protect every linked phone, tablet and computer with a strong screen lock and current updates?
- Have you enabled the account protections and recovery controls you can realistically maintain?
Device checklist
- List the operating systems you need: phone, desktop, iPad or Android tablet.
- For Signal, plan around the five-linked-device limit, the 30-day primary-phone activity requirement and the 45-day inactivity unlink rule.
- For WhatsApp, treat the four-companion-device figure as the capability described in the 2021 Meta Engineering article and verify current support in the app.
- Check whether your exact app versions and region support the transfer or tablet feature you need.
Migration checklist
- Decide whether you need full message history, only recent conversations or media as well.
- Keep recovery keys and passwords outside the device being replaced.
- Do not erase the old phone until restoration has been tested.
- Remember that a desktop history and a phone history may have different recovery paths.
Bottom line
For personal messages, both WhatsApp and Signal describe end-to-end encryption, so the meaningful difference is not a simple secure/insecure label. Signal emphasizes always-encrypted calls and messages and limited technical data. WhatsApp offers broad reach and a mature companion-device model, but it explicitly separates personal chats from business storage and Meta AI, and it discloses additional service-data access. Make the decision using your contacts, threat model, devices and recovery plan—and verify release-sensitive settings immediately before switching phones.
