WhatsApp Tax Scam Messages vs. Genuine Income Tax Refund Notices: How to Tell the Difference

In the UK, an unexpected WhatsApp message offering an HMRC tax refund is not a normal refund notice. HM Revenue & Customs says its WhatsApp use is limited to occasional, one-way alerts for people subscribed to the UK Government Channel. A genuine PAYE refund normally starts with a P800 tax calculation letter. HMRC may send a narrow follow-up text after that letter, but the text will not contain a website link or ask for personal or financial information.

Do not judge a message by its logo, sender name or official-sounding wording. Stop, avoid the message’s links and contact details, and verify the refund through your P800, GOV.UK, your Personal Tax Account or the HMRC app opened independently.

The quickest way to classify the message

Use the channel and the requested action as your first tests. Appearance is weak evidence: scammers can copy HMRC colours, names and language. The following comparison reflects HMRC’s current published guidance for the UK.

Feature HMRC-described genuine contact Suspicious refund lure
WhatsApp channel A single tax-related alert from the subscribed UK Government Channel. Subscribers cannot reply. A personal chat, a supposed HMRC adviser, or a WhatsApp refund conversation.
Primary refund notice A P800 tax calculation letter explains how to claim a PAYE refund. An unexpected WhatsApp message presented as a replacement for the P800 or your official tax account.
Follow-up message After HMRC has sent a P800 and received no response, it may send a follow-up text. The listed text does not ask for personal or financial information and has no website link. A message asking you to enter bank or card details, pay a fee, or click a refund link.
What you should do Follow the P800 instructions or independently open GOV.UK, your Personal Tax Account or the HMRC app. Do not reply or use its route. Screenshot it and report it to HMRC.

A warning feature is not, by itself, conclusive proof of fraud. For example, an unexpected message is suspicious, but the decisive check is whether the contact matches HMRC’s stated channel and whether you can verify the claim independently.

HMRC’s specific WhatsApp boundary

HMRC’s scam-identification guidance, updated 6 October 2026, draws a clear line around WhatsApp. If you subscribe to the UK Government Channel on WhatsApp, HMRC may send occasional tax-related reminders as single alerts. They are not customer-service conversations: you cannot reply to the alert.

HMRC states: “HMRC will not communicate with you for any other reason using WhatsApp.” That means a private WhatsApp account claiming to be an HMRC agent, a chat asking questions about your repayment, and a message directing you to a refund form do not fit the department’s stated use of the platform.

This rule is about HMRC in the United Kingdom. It should not be generalized to another country’s tax authority, and it does not mean that every genuine HMRC digital contact is impossible. The permitted WhatsApp case is a subscribed, one-way government-channel alert, not a personal support thread.

What a genuine UK income-tax refund normally starts with

The P800 tax calculation letter

For many employed people and pension recipients who have paid too much or too little PAYE tax by the end of the tax year, HMRC may issue a P800 tax calculation letter. The P800 explains whether a refund is due and how to claim it. It is the key document to locate before treating any digital refund message as credible.

A P800 is not the universal notice for every UK taxpayer. Self Assessment repayments are handled through the Self Assessment process rather than assumed to arrive as a P800. Therefore, a message that says every taxpayer is entitled to a P800 refund is already oversimplifying the process.

The limited follow-up text

HMRC’s genuine-text guidance, updated 5 October 2026, recognises a narrow follow-up. If HMRC has sent a P800 letter and has not received a response, it may send a text reminding the recipient about the refund. The listed text will not ask for personal or financial information and will not contain a website link.

That qualification matters in both directions. Do not declare every HMRC text mentioning a refund to be fake, but do not treat the words “P800” or “HMRC” as authentication either. The text is credible only in the context of a P800 you actually received and only when it stays within the no-link, no-sensitive-information pattern.

Email and other digital follow-ups

HMRC’s guidance also describes an email follow-up in some circumstances after a P800 has been issued. The same independent-verification rule applies: do not use an unexpected message’s link or contact details to establish that it is genuine. Open the official service yourself and compare the information with your letter and account.

How to verify a refund without trusting the message

Use this sequence whenever a WhatsApp alert, text or email says you are owed income tax.

  1. Pause. Do not reply, click, download an attachment or call a number supplied in the message. A real-looking message can still be fraudulent.
  2. Find your P800. Check the paper or digital tax calculation letter for the tax year, refund instructions and reference number. If no P800 exists, treat a refund offer as unverified rather than trying to obtain one through the message.
  3. Open the official route independently. Type GOV.UK into your browser or use a saved official route to your Personal Tax Account or the HMRC app. Do not arrive there through the message’s link.
  4. Use the identifiers only on that independent service. An online claim uses the P800 reference number and your National Insurance number. Enter them only on the official claim journey you reached yourself.
  5. Check the repayment method. The P800 instructions explain whether you can request an online bank transfer or a cheque, or whether HMRC will send a cheque automatically.
  6. Stop if the details do not align. A different tax year, an amount you cannot reconcile, or a demand for card details, a transfer or a fee is a reason to leave the message route and seek help through an official HMRC channel.

Independent verification protects you from a common trick: a scammer sends a convincing page that merely copies the appearance of a government service. Starting from GOV.UK or your own HMRC account means the message cannot control the address you use to check the claim.

Refund timings published for P800 claims

GOV.UK’s P800 instructions publish service timings. They are current guidance, not a guarantee that every case will arrive on the exact day.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Refund route Published timing Condition
Online bank-transfer claim Within 5 working days After a refund is claimed online through the P800 process.
Cheque requested by the claimant 6 weeks When the claimant chooses to request a cheque.
Cheque HMRC says it will send automatically Within 14 days of the letter date No claim is needed when the letter says HMRC will send the cheque.

A WhatsApp promise of instant money, a special release fee or a requirement to “confirm” a bank card is not part of these published P800 routes. The timing table also gives you a practical consistency check: the official process describes a letter, a specified method and a service window, not an improvised chat transaction.

Warning signs in a WhatsApp refund message

HMRC says a message could be a scam when it is urgent, threatening, unexpected, asks for personal information such as bank details, tells you to transfer money, or offers a refund, rebate or grant. Consider the whole pattern rather than treating one word as a mathematical test.

  • Unexpected contact: You did not recently receive a P800, make a tax claim or subscribe to the UK Government Channel, yet the message announces money.
  • Pressure: The sender gives a short deadline, threatens penalties or account closure, or says you must act immediately to avoid losing the refund.
  • Sensitive-data request: It asks for a full bank account login, card number, security code, National Insurance details in a chat, a photograph of identification or other personal information.
  • Money movement: It asks you to transfer money, pay a release charge, buy a voucher or send a deposit before receiving the refund.
  • Link-driven process: It directs you to a web address to “claim” or “verify” the refund instead of telling you to use the P800 or an official account you open independently.
  • Personal conversation: A named “agent” asks questions, negotiates an amount or requests that you keep the conversation private. This is not the one-way WhatsApp alert HMRC describes.
  • Official-looking presentation: A logo, HMRC name, government colours, copied wording or a plausible profile photo is used as the main proof. None of those elements independently authenticates the sender.

One warning sign alone does not prove fraud, and the absence of a spelling mistake does not make a message genuine. The reliable test is channel plus independent confirmation against your P800 and official HMRC account.

How to handle each common message scenario

A private WhatsApp chat from an “HMRC adviser”

Do not continue the conversation. HMRC’s stated WhatsApp boundary excludes private communication for other reasons. Do not send your National Insurance number, bank details, identity documents or a screenshot of your tax account. Preserve the message for reporting.

A single alert from the UK Government Channel

If you intentionally subscribed to the UK Government Channel, a single tax reminder that does not invite a reply fits HMRC’s described use. It is still not a personal support channel. Treat it as a reminder and verify any refund through your P800 or an official account opened independently.

An SMS mentioning a P800

This can fit HMRC’s narrow follow-up when a P800 has already been sent and you have not responded. Check that the text has no website link and does not request personal or financial information. If either condition fails, do not use the message route.

An email offering a refund

HMRC guidance allows for an email follow-up in some P800 circumstances, but an email is not self-authenticating. Avoid its link and verify through GOV.UK, your Personal Tax Account, the HMRC app and the letter’s reference details.

What HMRC will and will not ask for in the P800 text scenario

The sentence in HMRC’s genuine-text guidance is precise: “It will not ask you for personal or financial information.” In context, “it” refers to the listed P800 refund text follow-up. That does not mean HMRC never needs information in every tax process; it means this particular reminder text is not the place for a request for bank or other sensitive details.

A message that asks you to type card details into a linked page, disclose online-banking credentials, send a one-time security code or transfer money is outside that description. Close it and use the independent verification steps instead of trying to negotiate with the sender.

Reporting a suspicious message safely

HMRC provides different reporting instructions for in-app messages and SMS.

  1. Take a screenshot. Capture the WhatsApp or other in-app message, including the sender identity, wording and any visible link. Do not click the link merely to obtain more evidence.
  2. Email the screenshot to HMRC. Send it to [email protected]. If you already disclosed personal information, contact HMRC’s security team through the same address and briefly describe what was disclosed. Do not include those personal details in the email.
  3. Forward suspicious SMS messages. HMRC says suspicious texts can be forwarded to 60599; network rates apply.
  4. Stop contact through the message. Reporting is safer than replying, arguing or asking the sender to prove who they are. Keep the original evidence until you have sent the report.

These routes are for reporting. For a genuine refund decision, continue to use the P800 instructions, GOV.UK, your Personal Tax Account or the HMRC app rather than expecting the reporting mailbox to process a claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common mistakes that lead to a wrong decision

“Every refund text is fake”

That is too broad. HMRC recognises a limited P800 follow-up text after a letter has been sent and no response received. The no-link and no-personal-or-financial-information conditions are essential to that distinction.

“The sender name says HMRC, so it is genuine”

Sender names, profile images and logos can be copied. They should never replace a check against the P800 and an independently opened official service.

“I will click first and check the address later”

A fraudulent page can capture information before you have time to inspect it. Start from GOV.UK or your own HMRC account instead.

“A refund means I should provide my bank details immediately”

The P800 process tells you the available payment method. A surprise demand for bank or card information in a WhatsApp conversation is a warning sign, not proof that the refund is waiting.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The P800 process applies to every tax return”

P800 letters concern particular PAYE calculations for employed people and pension recipients. Self Assessment repayments follow a different process, so do not use a WhatsApp claim to fill in a gap in your tax records.

A compact decision checklist

  • Is the contact a private WhatsApp conversation rather than a one-way UK Government Channel alert?
  • Do you have a real P800 letter that matches the claimed refund?
  • Does the message contain a link, ask for sensitive information or demand a payment?
  • Can you see the same claim by opening GOV.UK, your Personal Tax Account or the HMRC app yourself?
  • Does the requested action match the P800 instructions and published timing?
  • Have you saved a screenshot and reported the message if it remains suspicious?

If the first question points to a private chat, or any of the sensitive-data and payment questions is answered yes, do not use the message’s route. Verification should happen outside the conversation.

The Bottom Line

A genuine UK PAYE refund is anchored to a P800 letter and an independently opened HMRC service. HMRC’s WhatsApp role is limited to one-way UK Government Channel alerts; a private WhatsApp refund offer, a link, or a request for money or sensitive information should be treated as suspicious, reported with a screenshot, and not answered.
