The change concerns businesses using the Platform—not people using personal WhatsApp. Meta’s public pricing page currently says service messages and utility messages sent in response to users are not charged, while third-party documentation describes new per-message charges and, in one case, a monthly allowance. Check Meta’s live rate card before using a specific fee or allowance in a budget.
Who may be affected by the October 1 change?
The reported changes apply to the WhatsApp Business Platform, used by organizations to send business messages and connect WhatsApp to customer-service systems, automation, and other integrations. They are not a new charge on personal WhatsApp accounts.
Meta says Platform charges depend on delivered messages, message category, and the recipient’s market. A send attempt, the country where the business is based, or a single global price does not by itself determine the bill. Businesses should also distinguish Meta’s charges from any separate platform or service fee charged by a messaging provider.
What is reported to change on October 1?
Alibaba Cloud’s documentation, last updated September 3, 2026, describes new billing treatment for service messages and certain utility messages, as well as market-specific rate changes. Alcmeon’s July 2, 2026 documentation also describes service messages becoming billable, but disagrees with Alibaba Cloud about whether an allowance applies.

These third-party descriptions conflict with Meta’s public pricing page, which currently says service messages and utility messages sent in response to users are not charged. Meta’s developer pricing page was not retrievable for verification, so the exact October 1 service-message threshold and rates should not be treated as confirmed here.
Service messages and the reported allowance
Alibaba Cloud says service conversation messages will be billed per message after an allowance of 1,000 per business phone number per month. It says the allowance resets monthly without rollover and that service messages remain subject to the 24-hour customer-service window. This is Alibaba Cloud’s description, not a figure confirmed by Meta’s currently rendered public pricing page.

Alcmeon describes service messages as free-form, non-template replies sent within the 24-hour window and says each outbound reply becomes billable. Its page does not mention the 1,000-message allowance. That difference matters: businesses should verify the current Meta rate card and their provider’s billing terms before relying on any threshold.
Utility messages sent inside the customer-service window
Alibaba Cloud says utility messages sent within the 24-hour customer-service window will become billable from October 1. Meta’s public page currently says utility messages sent in response to users are not charged. Because these descriptions conflict, confirm the rule applicable to your account and message type directly in the current Meta pricing information.

Other reported market-rate changes
Alibaba Cloud reports that nine locations will move from continental groupings to standalone pricing: Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka, and Ukraine. It also reports new international identity-verification rates for those locations. The same documentation describes rate increases and decreases for selected categories and markets; these are reported changes and should be checked against Meta’s live market rate card.

How WhatsApp message categories and windows affect billing
Meta identifies four Platform message categories: marketing, utility, authentication, and service. It says a user message opens a 24-hour customer-service window for service messages; each new user message resets that window. The category and recipient market affect the applicable pricing treatment.
Meta also describes a 72-hour no-charge period after a qualifying click-to-WhatsApp ad or Facebook Page call-to-action entry point. Check Meta’s current terms before assuming a particular conversation qualifies for this exception.

How to estimate your business’s exposure
- Check your billing setup. Alibaba Cloud says the effective time of a rate adjustment can differ for upfront and postpaid accounts. Confirm timing in your own provider or account documentation.
- Map recipient markets. List the countries and regions your messages reach; Meta pricing varies by recipient market and category.
- Count volume by number and month. Track service-message volume for each business phone number and review utility messages sent inside customer-service windows. Treat Alibaba Cloud’s stated allowance as unconfirmed until Meta verifies it.
- Classify messages and apply current rates. Estimate delivered messages by category and recipient market using the current Meta rate card, rather than assuming every outbound message has one price.
- Add provider fees separately. A provider may charge its own fee in addition to Meta’s charges. Alibaba Cloud, for example, says some of its service-message prices are 1.1 times the official Meta rate; that multiplier is Alibaba Cloud’s pricing, not Meta’s fee.
- Review automated conversations. Examine bot and customer-service flows for unnecessary message turns. Alcmeon recommends consolidating information and auditing exposed flows; this is vendor advice, not a guaranteed savings estimate.
What to verify before October 1
- Meta’s live rate card for each recipient market and message category.
- Whether service messages have a monthly allowance, and whether it is counted per phone number.
- How utility messages within the 24-hour window are treated for your account.
- Whether your provider’s own fees are added to Meta’s charges and how those fees are calculated.
- When the revised rates take effect for your upfront or postpaid billing arrangement.
