Movement Musick, the nonprofit founded by Chase Koch, has announced a multi-part downtown Wichita redevelopment around Somewhere Works. Wichita offers several redevelopment incentive programs, but available public information does not confirm a specific incentive package, application, or city approval for Somewhere District. The “in talks” framing should therefore be treated as reported, not as a settled public agreement.
What is the Somewhere District project?
Movement Musick’s plan centers on the area around Somewhere Works and Somewhere Works Music School at 235 N. Emporia. The Wichita Eagle reported on April 21, 2026, that the proposal includes housing, a concert venue and an outdoor community gathering space. These are announced plans and projections, not completed work. The Wichita Eagle’s April 21 report
Shirkmere Apartments
The plan calls for renovating Shirkmere Apartments into roughly 100 units, with about 40 intended to be affordable and mixed among the other apartments. The projected opening was the second half of 2027, according to the April 2026 report.
Concert venue and public space
The proposed venue would sit between Topeka and Emporia along First Street. It was described as a flexible concert and event space with capacity for up to 3,000 people, or configurations as small as about 500. Construction was expected to start in 2027, with opening projected for 2029. The plan also includes an outdoor community space.

Urban market and Scottish Rite Center
A July 18, 2026, Wichita Eagle update added a proposed 30,000-square-foot urban-market grocery store within a two-block radius of Shirkmere, in partnership with the Queen family of Kansas City. The same report said Movement Musick bought the Scottish Rite Center for $3 million at a sheriff’s sale. The reported purchase does not by itself establish how the building will be used. The Wichita Eagle’s July 18 update
In a separate July 8 report, Movement Musick development lead Raffaele Fazio said, “The current downtown population is simply too small for a grocer to be profitable in the area.” The nonprofit presented grocery access as a possible catalyst for attracting residents and businesses; the market had no announced completion timeline. These are the organization’s rationale and assessment, not a guaranteed outcome. The Wichita Eagle’s July 8 report

What incentives is Wichita considering?
The City of Wichita lists several redevelopment tools, including Tax Increment Financing (TIF), Community Improvement Districts (CIDs), Opportunity Zones, façade-improvement financing and Industrial Revenue Bonds. Its redevelopment information also points to state and federal rehabilitation tax credits, a historic revolving loan program and Low-Income Housing Tax Credits. These are general programs; their listing does not establish that Somewhere District qualifies for or will receive any of them. City of Wichita redevelopment information
The available public material does not confirm a project-specific incentive application, proposed amount, development agreement, public commitment or City Council approval for Somewhere District. A May 5, 2026, council proceeding includes a speaker’s mention of contact with Koch’s group, but it arose during discussion of a separate first-responder wellness-center project and is not evidence of incentive negotiations for the district. To establish whether an incentive package has actually been proposed or approved, look for a project-specific application, staff report, development agreement, public-hearing notice, council agenda item or adopted resolution. The city’s general program descriptions do not answer that project-specific question.
What remains uncertain about the project?
The announced plans describe a substantial redevelopment, but the available reporting does not provide a project-specific public cost estimate or quantified forecast of public benefits. The reported unit counts, venue capacity, market size and target dates describe plans, not delivered results. Those distinctions matter when assessing public support or judging whether the projected benefits justify public risk.

What Chase Koch has said
In an emailed statement published by The Wichita Eagle in 2026, Koch said: “Through shared experiences, we can build more inclusive and united communities that empower people to contribute to their community and make positive social change.” That statement explains the project’s stated community-oriented rationale; it is not evidence of a particular financing arrangement or a measured economic impact.
