Short answer: A robot cannot currently be treated as a legal person that can be charged with sexual assault. In the Cologne case, police are investigating an alleged assault by people who used a humanoid robot to touch a 16-year-old girl and make thrusting movements. The machine is evidence; responsibility will turn on who controlled, programmed, owned or deployed it, what they intended, and what the preserved records show.
The incident exposes a gap between physical capability and legal categories. Existing harassment laws may apply to the humans involved, but investigators must establish whether the robot was remotely operated, following a script or making decisions through an autonomous system. No charges had been filed in the reporting reviewed.

What happened in Cologne
Cologne police said a humanoid robot allegedly touched a 16-year-old girl’s buttocks and made thrusting movements while two young men recorded or livestreamed the encounter. Officers seized the robot and the men’s phones. They were examining whether the movements were controlled in real time or preprogrammed.
Police spokesman Christoph Bermel told The Associated Press: “We have not been aware of this phenomenon so far,” calling it “new territory for us.” That novelty does not make the conduct consequence-free, but it does make the legal theory and evidence handling unusually important. The allegation should remain described as an allegation while the investigation is open.

Can a robot sexually assault someone?
Under the facts currently reported, the Cologne case is an alleged human-on-human sexual-harassment incident mediated by a machine. The robot itself is not a legal person and cannot be prosecuted. Its movement may nevertheless be the physical mechanism through which a person committed an offence, or evidence showing how the people involved acted.
Whether a particular offence can be proved depends on the applicable jurisdiction, the victim’s account, video, and evidence of control and intent. A court would not need to decide that a robot has feelings or legal rights in order to examine the humans’ conduct. Conversely, an autonomous-looking movement does not by itself prove that no human is accountable.
Who could be responsible?
Investigators and courts can separate responsibility into distinct roles rather than treating “the AI” as a single actor.

What evidence can show how the robot moved?
The seized phones may contain the original video, livestream files, messages and indications of who was issuing commands. The robot may retain telemetry, command histories, sensor data, software versions and network connections. Preserving those records in their original form matters because edited clips can omit the approach, warnings or attempts to stop the machine.
A practical investigation should identify every operator account, controller, laptop and network connection; compare timestamps across the robot and recordings; preserve logs before software updates or resets; and document the robot’s force, reach, speed and emergency-stop behavior. Investigators also need to establish whether a person could have interrupted the movement and whether anyone attempted to do so.
What studies say about robot victims and consent
A 2024 Cognition study by Grigoreva, Rottman and Tasimi used four preregistered experiments with 2,104 American adults recruited through Prolific. Participants judged the wrongness of sexual assault involving AI-powered sex robots. Their judgments changed with the supposed victim’s mental capacities, interpersonal or social function, ontological type and whether a transactional context was present.

The finding describes how people make moral judgments; it does not show that robots feel pain, possess consent rights or qualify as legal persons. A machine’s human-like appearance can trigger concern without proving subjective experience.

Participants showed more moral concern for the humanoid in shutdown and ostracism scenarios. For physical and verbal abuse, judgments did not differ significantly by body type. Human-like appearance therefore affects some reactions, but not every kind of alleged harm.
Are humanoid robots safe around the public?
The UK Government Office for Science’s 2025 assessment says humanoids combine complex hardware, sensors and software. Mobility, dexterity, perception and response have advanced, yet substantial challenges remain in hardware reliability, sensing, software, resilience and real-world deployment before general-purpose commercial use is routine. It estimates the cost of one humanoid robot at $40,000–$150,000; that dated range is not a universal price and will change as capabilities and production volumes change.

A 2024 technical preprint also reported that robots driven by large language models can produce unsafe responses to unconstrained language, including acceptance of dangerous, violent, unlawful and sexually predatory instructions. Because it is a preprint, it is preliminary evidence about model-control risk, not proof that deployed humanoids autonomously commit crimes.

- Use constrained motion zones and maintain a defined buffer around people who have not consented to interaction.
- Set force, speed, reach and contact limits that default to the safest state.
- Provide a prominent, tested emergency-stop control accessible to staff and bystanders.
- Identify the operator and disclose when a robot is being remotely controlled, scripted or connected to an external model.
- Record commands, sensor events, software versions and stop events in tamper-resistant logs.
- Retain original video and telemetry securely, with synchronized timestamps and controlled access.
- Publish demonstration rules covering consent, prohibited contact, supervision and immediate removal from service after an incident.
These controls do not decide criminal liability after an incident, but they can reduce foreseeable contact, preserve evidence and make accountability less ambiguous.
An earlier controversy, with a warning about verification
The OECD AI Incidents Monitor records a March 6, 2024 allegation that Saudi Arabia’s first male humanoid robot touched a female reporter inappropriately at DeepFest. The record warns that its incident description was AI-generated and should not be treated as an official OECD view. It is therefore best understood as a documented public controversy, not independently verified proof that the robot autonomously groped anyone.
Taken together, the Cologne investigation and the earlier controversy show why public demonstrations need clear consent and control rules before an incident occurs. The immediate policy question is not whether a machine can be punished. It is whether humans and organizations can be identified, whether the machine’s behavior can be reconstructed, and whether safety limits were credible and enforced.
