It can be a good buy if you want those extras and the included promo; if you mainly want packs, compare its current price with a Booster Bundle and other options. No box guarantees a valuable pull.

Pokémon describes ETBs as one of several product formats that may include promo cards, dice, counters, dividers, and sleeves. Unlike preconstructed decks, which are designed to be played out of the box, an ETB is a mix of packs and accessories. See Pokémon Support’s guide to TCG product types.
How does a Pokémon Center ETB differ from a standard ETB?
Some Pokémon Center editions include extra packs and promos compared with their standard counterparts. The differences are product-specific, so compare the named listings rather than assuming every special edition follows the same formula.

Is an Elite Trainer Box worth buying?
It depends on what you will use, the exact box, and the price offered by the seller. An ETB’s value is not just its pack count: its promo, sleeves, dice, Energy cards, storage, and presentation matter only if they are worth something to you.

A Booster Bundle is a useful pack-count comparison: official examples describe six packs per bundle, versus nine in the standard ETBs cited here. Divide each option’s current local price by its pack count to compare pack cost, then decide whether the ETB’s promo and accessories justify any difference. Pack counts alone do not prove which option is better value.
Check the exact edition and seller
At the time of the cited catalog check, Pokémon Center’s U.S. catalog listed the 30th Celebration Pokémon Center ETB at $59.99. The same catalog showed other ETBs at different listed prices, including $59.50 listings and lower prices for some older products. Can an ETB guarantee valuable cards or a good return?
No. A particular ETB provides the listed packs and accessories, but that does not guarantee a valuable pull or positive resale value. The cited official product information does not establish pull probabilities or expected resale value. Judge the box by its known contents and what you personally want from them, not by the hope that its packs will pay for the purchase.
