Meta’s own latest results show its advertising measures grew in the second quarter of 2026; the available evidence does not establish that advertisers are broadly leaving or that these controversies caused a performance decline.
What is changing for users’ data?
In June 2026, Meta said it would use activity that other businesses share with it to personalize not only ads, but also people’s Feed and responses from its AI features. Meta said this update did not involve collecting new data. The change concerns how it uses activity already shared by other businesses.

Meta also announced a change to its controls. It plans to discontinue the separate “Your activity off Meta technologies” setting, which let people disconnect shared activity from their account, and expand “Activity from other businesses” as the control for this information. Those are not identical arrangements: Meta describes the expanded setting as a control, while the separate disconnect option is being removed.
Meta said the changes would first take effect in the United States and some other countries in July 2026, with additional countries to follow. The announcement does not establish a single rollout date for every country, so availability may depend on location.

Why is the EU scrutinizing Facebook and Instagram design?
On July 10, 2026, the European Commission said it had preliminarily found Meta in breach of the Digital Services Act over the design of Facebook and Instagram. The Commission identified infinite scroll, autoplay, push notifications and personalized recommender systems as areas of concern. It said Meta had not adequately assessed risks to physical and mental wellbeing, including risks to minors and vulnerable adults, and that existing measures did not adequately address the risks it identified.
This is a preliminary regulatory finding, not a final decision that Meta violated the law. The Commission’s statement describes the regulator’s current assessment; it should not be treated as a settled legal outcome.

What has Meta said about identifying underage accounts?
Separately, Meta says it uses contextual information from profiles and visual clues to help identify accounts it believes may belong to underage users. The company says it can deactivate suspected accounts pending age verification. These are Meta’s descriptions of its system, not independently established findings in the cited materials.
In a July 31, 2026 correction, Meta said its AI does not use biometric data, create facial fingerprints or identify who is in a photo. The correction is important because it distinguishes the company’s stated visual analysis for age assurance from facial recognition. It remains Meta’s account of how the technology works.

Why are advertisers concerned?
Meta’s June 2026 SEC filing says substantially all of its revenue comes from advertising on Facebook and Instagram. Its advertising tools depend on targeting and measurement signals from Meta’s own services and from websites and services it does not control. That reliance makes the business exposed to changes in regulation, third-party mobile operating systems and browsers, and limits on available data signals.
For advertisers, the practical issue is uncertainty: changes to rules or data access can affect how ads are targeted and measured. The filing describes business risks, not proof that any particular change has reduced campaign performance. The cited sources do not quantify advertiser concern or churn, or show that a specific policy or legal development caused advertisers to spend less.

What do Meta’s latest figures say about its ad business?
Meta’s second-quarter 2026 results show growth in the reported measures below. They are company-reported figures; they indicate business scale and performance, not user approval or advertiser satisfaction.
| Measure | Meta-reported result |
|---|---|
| Revenue, second quarter 2026 | $60.80 billion, up 28% year over year |
| Ad impressions across the Family of Apps | Up 14% year over year |
| Average price per ad | Up 12% year over year |
| Average Family daily active people in June 2026 | 3.60 billion, up 3% year over year |
| Charges related to legal proceedings | $2.40 billion |
| Severance expenses connected with the May 2026 headcount reduction | $1.18 billion |
The legal and severance charges sit alongside the reported growth; they do not turn the results into evidence of an advertising collapse. Nor do the growth figures settle questions about privacy, wellbeing or future ad measurement.
What is the status of Meta’s FTC antitrust case?
Meta’s June 2026 SEC filing says the Federal Trade Commission appealed on January 20, 2026, the court’s November 18, 2025 judgment in Meta’s favor. An appeal means the case is proceeding through further review; it is not a final finding that Meta violated antitrust law. The filing also describes broader evolving legal risks involving privacy, competition, advertising, safety and youth issues.
