Fusion power will be ready for the grid only when an integrated plant can repeatedly produce more electricity than it consumes, manage its fuel and heat, maintain its components, meet safety and licensing requirements, and operate through a tested connection to the transmission system. A record plasma or a fusion reaction that releases more energy than was used to heat the plasma does not by itself show that a power plant can export electricity. No U.S. fusion machine was commercially supplying electricity to the grid as of the Nuclear Regulatory Commission’s FAQ accessed October 7, 2026.
What does “net electricity” mean for a fusion plant?
“Net fusion” can describe different measurements. Plasma gain compares fusion energy produced with the energy delivered to heat the plasma. That is an important physics milestone, but it leaves out the rest of a plant: magnets, pumps, heating equipment, cooling, fuel processing, controls, and other systems all draw power.

The grid-relevant measure is net electric output at the plant boundary: electricity exported after the plant has supplied its own loads. Any claim of net output needs to make that boundary clear, including which systems are counted and whether the figure is peak or averaged over a stated period. A plasma can achieve gain without the complete facility producing net electricity.
The National Academies of Sciences, Engineering, and Medicine makes this distinction in Bringing Fusion to the U.S. Grid (2021), which recommends a pilot-plant program that demonstrates net electrical production—not just plasma performance.

What has to happen before a fusion plant can connect?
The route from fusion experiment to grid plant is a sequence of linked demonstrations. Each step has to work well enough for the next one to be meaningful.
- Prove the fusion concept. Demonstrate the required plasma conditions, gain, stability, and confinement, with a plausible path to sustained or repeatable operation. These results establish the physics case, not plant-level electricity production.
- Extract and convert the energy. Engineer a way to remove heat or otherwise convert fusion energy into electricity, while controlling intense heat and particle loads. The materials, coolant systems, and power-conversion equipment must work together at relevant operating conditions.
- Show that fuel and maintenance systems work. For deuterium-tritium (D-T) designs, demonstrate a credible way to obtain, contain, process, recycle, and refuel tritium, and assess production in lithium-containing breeding blankets. Also show how components exposed to heat and neutrons can be inspected, repaired, or replaced, potentially using remote systems.
- Build and commission an integrated pilot. Select a site, complete design and licensing, construct the facility, and test its systems together. The pilot needs to produce operational evidence about output, duration, availability, maintenance, safety, and cost.
- Demonstrate net output and the grid interface. Show that the plant can export electricity after internal loads, and test its power conversion, controls, protection, and transmission interface in coordination with the relevant utility and grid operator.
- Make the result repeatable. Establish a credible commercial case, supply chains, workforce, licensing processes, and a path to building further units with less uncertainty than the first-of-a-kind plant.
These steps are interdependent. For example, a plant’s useful output depends not only on the fusion system but also on heat removal, component lifetime, maintenance outages, and the electricity consumed by its supporting equipment.
How much electricity should a pilot plant produce?
The National Academies set out staged targets for a pilot plant. They are recommendations from its 2021 report, not results already achieved by a grid-supplying fusion plant.

| Stage or target | What the report specifies | How to interpret it |
|---|---|---|
| Early pilot phase | At least 50 MWe peak net output, with positive net electric gain (Qe > 1) for at least three hours | A test of net electric production and operation over a meaningful period; not evidence of continuous commercial service. Source: National Academies, 2021. |
| Later pilot phase | 50–100 MWe net electricity across a full environmental cycle that includes maintenance | A broader demonstration that includes operating and maintenance demands, rather than only a peak-output interval. Source: National Academies, 2021. |
| Illustrative commissioning schedule | Sometime between 2035 and 2040 | The National Academies’ planning timeline published in 2021; it is not the current DOE roadmap target. Source: National Academies, 2021. |
| DOE roadmap aim | Pilot plants and commercial fusion power in the mid-2030s | A federal aim announced in June 2026, dependent on future partnerships and congressional appropriations—not a guaranteed delivery date. Source: U.S. Department of Energy, June 9 and June 17, 2026. |
MWe means megawatts of electrical power. The report’s peak-output target and its maintenance-inclusive target answer different questions: one tests net generation over a specified interval, while the other asks whether the pilot can demonstrate output over a fuller operating cycle.
Why do fuel, heat, and maintenance matter?
Fuel sustainability depends on the design
D-T fusion uses tritium, a radioactive isotope that is scarce. A commercial D-T plant therefore needs a credible fuel-supply strategy as well as systems to handle, process, recycle, and refuel it. The pilot program described by the National Academies includes demonstrating tritium production and extraction and evaluating breeding in lithium-containing blanket materials.
Other fusion fuel concepts have different requirements and may avoid tritium breeding, but they face their own technical challenges. The D-T fuel-cycle requirements should not be generalized to every fusion design.

Heat exhaust and component life constrain operation
A plant has to manage the heat and particle loads produced during operation without damaging components faster than they can be serviced. Its cooling and power-conversion systems must turn usable energy into electricity while keeping the facility within safe operating limits. A design that produces an impressive short-lived pulse but cannot protect or replace exposed components has not yet shown it can provide dependable grid power.
Maintenance affects availability and economics
Maintenance is part of the plant’s operating cycle, not an afterthought. Pilot operators need to demonstrate how frequently key components require work, how long outages take, and whether inspection and replacement can be done safely and practically. Those results help establish how much electricity a plant can deliver over time and what it might cost to operate.
What does a grid connection involve?
Connecting a fusion facility is a project- and site-specific engineering task, not a single fusion-specific threshold. The plant needs suitable power conversion and controls, a tested interface with the transmission system, and coordination with the utility and grid operator responsible for the site. Interconnection studies, transmission capacity, protection requirements, and operating rules depend on the project’s location and design.

In the United States, the Nuclear Regulatory Commission and Agreement States carry out safety oversight in their respective roles; DOE supports fusion research and development. DOE’s roadmap does not grant a plant license. Nor does a proposed NRC rule, by itself, constitute a completed licensing pathway or a project approval.

DOE’s finalized roadmap, released June 9, 2026, aims for pilot plants and commercial fusion power in the mid-2030s. The department says delivery depends on future public-private partnerships and appropriations. DOE also reported more than $10 billion in private investment advancing fusion technologies and demonstration projects. That is a private-investment figure, not public funding or proof of commercial readiness. DOE’s roadmap materials report that more than 800 researchers, engineers, and industry stakeholders contributed to development; participation in a roadmap is not evidence that a plant has passed its engineering or licensing tests.
For comparison, the National Academies’ 2021 report envisioned pilot-plant commissioning sometime between 2035 and 2040. That earlier planning timeline and DOE’s newer mid-2030s aim are different kinds of projections, not competing guarantees. The NRC’s FAQ, accessed October 7, 2026, said no U.S. fusion machine was commercially supplying electricity to the grid.
How should readers compare fusion projects?
A single plasma-gain figure or announced target date cannot establish that one proposed plant is closer to commercial electricity than another. Meaningful comparisons use a consistent system boundary and consider:
Quick Recap
- Net electric output: peak and time-averaged electricity exported after internal plant loads.
- Duration and duty cycle: pulse length or steady-state operation, repeat rate, and time at net output.
- Availability and maintenance: expected operating fraction, component lifetime, outage length, and remote-maintenance needs.
- Fuel-cycle credibility: fuel supply, processing, breeding, inventory, and regulatory controls—especially for D-T designs.
- Technology readiness: maturity of the magnets, materials, heat exhaust, blanket, coolant, and power conversion for that specific design.
- Grid and site readiness: site selection, interconnection studies, transmission capacity, protection and controls, and utility/operator coordination.
- Licensing and delivery: jurisdiction, regulator, current application or rule stage, construction sequence, and approvals still needed.
- Economics and repeatability: capital and operating costs, supply-chain capacity, and whether the pilot can support a financeable first commercial plant.
