What Website Owners Should Know About AI Training Data, Crawling, and Licensing

You cannot control every way a public webpage may be copied, but you can make clear, enforceable choices about the crawlers that follow your site. Separate search discovery, AI answer retrieval, user-requested fetching, and model-training collection; each may use different identities and controls. Use robots.txt to state preferences to compliant crawlers, page-level directives to limit search previews, and authentication or server-side blocking for genuinely private material.

Licensing is a different mechanism altogether: it is a negotiated grant of rights, not an automatic result of allowing a bot or publishing a site.

The four uses that are often confused

“AI crawler” is not a single technical category. A provider may operate separate systems for ordinary search, an AI answer engine, a fetch made after a user asks for a page, and collection intended to improve or train a model. Blocking one identity does not necessarily block the others.

Purpose What the provider may do Typical control What the control does not guarantee
Search discovery Crawl pages, build an index, and send referral traffic Standard crawler rules such as Googlebot or a provider’s search bot That a page will rank, appear in every search product, or be omitted from other datasets
AI answer retrieval or grounding Use current page content to answer a query or ground an answer Provider-specific bot rules, search controls, or product settings That training collection is also stopped
User-requested fetching Retrieve a URL because a person supplied it in a prompt Provider documentation and, where available, a distinct crawler identity That a robots preference overrides access controls or every noncompliant client
Model-training collection Acquire content for future model development or related input Training-specific robots tokens or server-side restrictions Retroactive deletion of copies already acquired

Make a separate decision for each purpose. A publisher might welcome ordinary search referrals, allow an AI search crawler, and disallow training collection. Another site may require authentication for everything except a small public documentation section.

What robots.txt can and cannot do

robots.txt is a publicly reachable preference file. A compliant crawler reads it before requesting paths and may honor Disallow rules. It is not authentication, encryption, copyright assignment, or a dependable confidentiality barrier. A blocked URL can still be discovered and displayed in search, and an unscrupulous client can ignore the file.

Keep secrets, paid material, personal records, and unreleased work behind login, authorization, signed URLs, or an equivalent server-side control. Do not publish sensitive text and assume a robots rule will keep it private.

Rules also apply by user-agent token. A broad rule for * and a narrower rule for a named bot can produce different results depending on the crawler’s matching behavior. Test the exact response delivered from your public domain, including redirects, compression, CDN caching, and status code.

OpenAI: search and training are separate choices

OpenAI documents independent settings for OAI-SearchBot and GPTBot. Allowing OAI-SearchBot can support search discovery while disallowing GPTBot communicates that crawled content should not be used to train OpenAI’s generative AI foundation models. The publisher guidance describes the same split: permit the search bot if you want that discovery and disallow the training bot if you do not.

An illustrative policy is:

User-agent: OAI-SearchBot
Allow: /

User-agent: GPTBot
Disallow: /

Those directives express a preference to the relevant crawlers; they are not a technical promise that every OpenAI system will be unable to access a page, nor do they undo content collected before the rule changed. A CDN challenge, firewall rule, bot-management product, or origin outage can also prevent an otherwise permitted crawler from reaching the site. Check logs and the response received at the edge, not only the file stored on your origin server.

Google: Google-Extended is not Googlebot

Google-Extended is a standalone robots.txt product token, not a separate HTTP request user agent. Google describes it as a way to manage whether content Google crawls may be used for future Gemini model training and for grounding in certain Gemini products. Google says the token does not affect inclusion in Google Search and is not a Search ranking signal.

Therefore, blocking Google-Extended does not remove a page from Google Search. Search crawling and Search-based AI features continue to use Google Search controls. Google’s guidance says ordinary Googlebot rules govern crawling for those features, while preview directives such as nosnippet, data-nosnippet, and max-snippet limit what may be shown in a result or generated preview.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google also notes that meeting technical requirements never guarantees crawling, indexing, ranking, or serving. Treat search visibility and model-use preferences as separate decisions. If you need a page out of Search, use the appropriate index-control method and verify the result in Search Console; a robots exclusion alone is not a reliable removal method.

Anthropic: identify the crawler before choosing a rule

Anthropic’s published help documentation distinguishes crawler identities, including ClaudeBot, which it describes as collecting web content that could potentially contribute to model training. It also documents support for a nonstandard Crawl-delay extension.

Because crawler names, syntax, and policy details can change, check Anthropic’s current documentation before deploying an exact rule. A delay setting is a traffic-management preference, not a license and not a substitute for authentication. Confirm in your access logs which user-agent is actually arriving and whether a proxy or bot-management layer rewrites it.

CDNs, WAFs, and managed robots policies

Your origin file may not be the policy a crawler receives. A content-delivery network or web application firewall can generate, cache, replace, or conditionally serve robots.txt. Managed features may expose separate Search, Agent, and Training switches, while bot controls may challenge or block requests before the file is read.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Some infrastructure vendors now describe broader “content signals” that express preferences about search, AI input, and AI training. These are developing conventions, not universal standards. Do not treat a managed toggle as proof that every provider honors the signal.

  • Fetch https://your-domain.example/robots.txt from outside your network and inspect the status, body, and headers.
  • Compare that response with the file at the origin and check CDN cache age or stale versions.
  • Review WAF challenges, rate limits, geo rules, and bot scores that could block a crawler you intended to allow.
  • Record which layer owns each rule so a later deployment does not silently overwrite it.

A practical implementation workflow

  1. Inventory your content. Classify public editorial pages, licensed or partner material, user submissions, documentation, and genuinely private resources. Identify pages for which you can legally grant reuse rights.
  2. Choose purposes independently. For each group, decide whether you want ordinary search, AI answer retrieval, user-triggered fetching, and model-training collection. Write the decision in plain language before translating it into rules.
  3. Map the control point. Use provider-specific robots tokens for crawler preferences, page-level preview controls for search display, and server-side authorization for restricted content. Do not rely on one blanket “AI on/off” switch.
  4. Review every delivery layer. Inspect origin files, the public robots response, HTML meta directives, HTTP headers, CDN and WAF settings, and bot-management policies. Check redirects and cached responses.
  5. Deploy the narrowest rule that meets the goal. A site that wants search referrals but not training should name the relevant training crawler rather than blocking every bot. A private area should be protected at the server regardless of robots rules.
  6. Verify behavior. Use HTTP requests to confirm the delivered file, Search Console and URL Inspection for Google-specific behavior, and server or CDN logs for crawler traffic. Look for the expected user-agent and response status.
  7. Allow processing time. Providers must recrawl and process a changed policy. Do not promise immediate effect, and do not assume a new rule erases previously acquired copies.
  8. Monitor and document. Keep the decision date, affected paths, rule owner, observed requests, and follow-up date. Recheck policies after provider documentation or infrastructure defaults change.

Search appearance controls are different from crawler blocking

Owners often want a page discoverable but want less text displayed in a result or AI-generated preview. Search controls can be more precise than denying a crawler. Depending on the search engine, nosnippet can suppress a snippet, data-nosnippet can mark selected HTML, and max-snippet can cap snippet length. These controls govern presentation; they do not make the underlying page private or necessarily stop a separate training crawler.

Use an index-control strategy deliberately. A robots exclusion can prevent crawling while leaving a URL eligible to appear without a descriptive snippet. If removal from Search is the objective, follow the search engine’s documented removal and indexing controls, then verify with its webmaster tools.

Can you get paid for AI use of your content?

Yes, in principle, through a negotiated content license. A license is a contract granting specified rights; allowing a crawler or leaving a page public is not acceptance of commercial terms. OpenAI says its models are developed using publicly available internet information, third-party licensed information, and information supplied by users or human trainers. That describes licensing as one data-supply route, not an open enrollment program for every website.

Some large publishers and platforms have announced licensing relationships. A 2025 Cloudflare announcement quoted Stack Overflow chief executive Prashanth Chandrasekar describing a corpus of “~70 billion tokens” and partnerships with leading AI labs and cloud providers. That figure is Stack Overflow’s characterization in the announcement, not an independently verified benchmark or a normal expectation for an individual site.

The reviewed public material does not establish a universal marketplace, standard rates, eligibility rules, or a guaranteed payment route for ordinary site owners. A licensing discussion is more plausible when a publisher has a substantial, distinctive, rights-cleared archive and can document ownership. Treat any proposal as a business and rights transaction.

Terms to resolve before signing

  • Scope: the exact pages, feeds, archives, formats, and update process covered.
  • Permitted uses: search, retrieval, evaluation, training, fine-tuning, synthetic-data generation, or other derivative uses.
  • Territory and duration: where the license applies, its initial term, renewal, and survival after termination.
  • Attribution and controls: credit, links, takedown procedures, exclusion lists, and handling of corrections.
  • Compensation and reporting: fixed or usage-based payment, audit rights, traffic or usage reports, and payment timing.
  • Warranties and indemnities: your rights in the material, third-party submissions, privacy obligations, and liability allocation.
  • Security and exit: storage safeguards, subcontractors, deletion or suppression commitments, and what happens to trained models after termination.

Have qualified counsel review copyright, contract, privacy, database-right, and jurisdiction-specific issues. A provider’s public statement about fair use is its position, not a court ruling. OpenAI has said it believes legal precedents and public policy support learning as fair use while also calling for a broad social contract for content in the AI age; that statement does not settle your rights or obligations.

Common mistakes and their fixes

  • Blocking every bot to stop training. Fix: identify the training crawler and decide whether search discovery should remain available.
  • Assuming Google-Extended controls Google Search. Fix: use Googlebot and search preview or indexing controls for Search-related outcomes.
  • Putting private material in robots.txt. Fix: require authentication or enforce authorization at the server.
  • Editing the origin file and stopping there. Fix: fetch the public response and inspect CDN, WAF, and cache behavior.
  • Expecting instant removal. Fix: record the change, wait for recrawling, and monitor logs and webmaster tools.
  • Believing a license is automatic compensation. Fix: seek a written agreement with defined rights, payment, reporting, and termination terms.
  • Using an old bot name or syntax. Fix: verify the provider’s current documentation before relying on an identity or extension.

A decision framework for your policy

Your priority Preferred approach Trade-off to acknowledge
Maximum ordinary search visibility Allow the relevant search crawler; use page-level preview controls where needed Public pages remain accessible to other clients and may be copied
Search visibility without a named provider’s training use Allow its search token and disallow its training token Rules are preferences for compliant crawlers and are not retroactive
Minimal automated access Restrict crawlers at the edge or server and protect sensitive areas with authentication Search discovery and referral traffic may decline
Commercial reuse Negotiate a written license with defined rights and reporting Requires rights clearance, bargaining, and legal review; no universal program is established

The durable principle is simple: crawler signals communicate preferences, access controls restrict access, and licenses grant negotiated rights. Keep those mechanisms separate in your policy, implementation, and records.

Frequently Asked Questions

Does blocking GPTBot remove my pages from search?

No. OpenAI documents GPTBot and OAI-SearchBot as independent settings. Blocking GPTBot communicates a training preference; it does not by itself remove pages from ordinary search.

Will Google-Extended blocking keep my site out of Google Search?

No. Google describes Google-Extended as a control for certain Gemini training and grounding uses, separate from Search inclusion and ranking.

Is robots.txt enough to protect confidential content?

No. Robots.txt is a preference for compliant crawlers, not an access-control system. Put confidential or restricted material behind authentication and server-side authorization.

Can a small website sell its content to an AI company?

It can seek a negotiated license, but the available sources do not establish a universal marketplace, standard rates, or an open enrollment route. Rights ownership, archive value, scope, payment, reporting, and termination all need to be agreed in writing.
