What UPI MDR Means for Merchants, Customers and Payment Providers

MDR (Merchant Discount Rate) is a merchant-side payment-processing charge. The Government of India directed that MDR not be collected on UPI and RuPay debit-card transactions from 1 January 2020, as reported by the Reserve Bank of India (RBI). That direction applies to those named payment modes; it does not prove that every UPI-related product, provider service or separately disclosed fee is free.

What MDR is and who normally pays it

RBI defines Merchant Discount Rate as “the rate charged to a merchant for payment processing services on debit / credit card transactions.” In practical terms, it is a charge associated with accepting and processing a payment. The merchant’s settlement is reduced by the applicable charge, or the merchant is billed for it under the acquiring or acceptance agreement.

MDR is therefore not automatically a fee that a customer owes simply because the customer scans a QR code. Whether a charge appears depends on the payment instrument, the merchant category, the transaction channel, the effective date of the applicable rule and any separate service pricing in the merchant’s contract.

What the 1 January 2020 UPI rule actually says

RBI’s Benchmarking India’s Payment Systems report says that, with effect from 1 January 2020, the Government directed that MDR shall not be collected for transactions through UPI and RuPay debit cards. The date and the two named modes are important. The statement is not a blanket declaration that every payment connected with UPI has no cost.

Payment choice How the cited rule treats MDR What still needs checking
Bank-account UPI No MDR collection under the direction effective 1 January 2020. Any separately priced provider service, product fee or exceptional transaction type.
RuPay debit card No MDR collection under the same direction effective 1 January 2020. Other merchant-service charges and whether the transaction is actually processed as a RuPay debit transaction.
RuPay credit card linked to UPI Covered by separate NPCI operating rules, not automatically identical to bank-account UPI or RuPay debit. Merchant category, online/offline status, current NPCI circular and any applicable threshold.
Prepaid payment instrument (PPI) on UPI The cited NPCI FAQ recognises customer-charge questions, but the available summary does not state a universal fee answer. The specific PPI product’s final amount and disclosed fees.
Cross-border or other UPI-related products The zero-MDR direction does not by itself establish a universal price. Applicable product terms, currency conversion, destination and provider disclosures.

“Zero MDR” should consequently be read as a rule about MDR collection for specified instruments, not as a promise that every participant in every UPI transaction has no operating cost or may never charge for another service.

What zero MDR changes for merchants

Lower direct acceptance cost

When a qualifying UPI or RuPay debit transaction is processed, the merchant should not have MDR deducted for that transaction under the 1 January 2020 direction. This improves the arithmetic of accepting a small-value digital payment because the merchant can receive the transaction value without a percentage-based MDR line item.

That does not mean acceptance is costless. A merchant can still have expenses for a device, software, reconciliation, support, settlement operations, connectivity or a separately contracted service. The cited policy sources do not provide a universal price list for those services, so a merchant must read the agreement and settlement statement rather than assume that every line is prohibited.

Pricing and customer communication

A merchant should not describe every QR payment as “free” without qualification. A more accurate notice is that no MDR is collected for the covered UPI and RuPay debit-card transactions, while any other disclosed service fee follows the relevant provider terms. This wording prevents customers from confusing a merchant-side MDR rule with a promise about every possible charge.

One acceptance integration can cover several instruments

RBI describes payment aggregators as businesses that help merchants accept different payment instruments without requiring a separate integration for each one. For a merchant, that can simplify technical deployment and reconciliation. The aggregator’s commercial price, settlement timing, support package and eligibility remain contractual matters; the MDR direction does not publish a complete schedule for every aggregator or payment service provider.

QR displays identify acceptance; they do not set the fee

NPCI’s UPI Global Acceptance guidance points to BHIM UPI or network-partner QR standees and stickers as acceptance identifiers. A printed stand, sticker or countertop display tells a customer where to pay. It does not decide whether MDR applies, change a merchant category or override a provider agreement.

What customers should expect

MDR is described as a merchant-side charge

Because MDR is defined as a rate charged to the merchant, a customer is not automatically billed an MDR merely for using UPI. The amount shown before confirmation should be the amount the customer is agreeing to pay, subject to any separately disclosed fee or adjustment permitted for that product.

Debit-card pass-through protection is specifically scoped

RBI’s 2017 debit-card circular instructed banks to ensure that merchants do not pass debit-card MDR on to customers. That instruction is about debit-card MDR. It should not be stretched into a claim that every fee associated with every UPI-linked product is forbidden, nor should it be used to infer the terms of a credit-card, PPI or cross-border transaction.

Check the final amount for non-standard UPI products

For a normal bank-account UPI payment, the 2020 direction is the central MDR fact. For a PPI-on-UPI product, a RuPay credit card linked to UPI or a cross-border service, check the confirmation screen and the provider’s fee disclosure. NPCI’s global-acceptance guidance tells users to review the final amount and applicable fees; that is the safest way to catch a convenience fee, conversion charge or product-specific cost before authorising payment.

Why RuPay credit cards linked to UPI are a separate case

NPCI’s 2022 operating circular for RuPay credit cards linked to UPI sets distinct operating and merchant-category rules. It includes a nil-MDR treatment for a defined small offline merchant case up to a stated transaction threshold. The exact threshold should be taken from the current NPCI circular before publication or implementation; the cited material does not establish that amount as a current universal limit.

This distinction matters because funding source changes the rule. A QR code can look identical to a customer while the underlying payment is a bank-account UPI debit, a RuPay debit-card transaction or a RuPay credit-card transaction. Merchants and providers must classify the instrument and category instead of applying one “UPI rate” to every payment.

Historical figures that should not be used as a current rate card

NPCI’s 2019 BHIM UPI QR schedule

NPCI’s historical Rationalisation of BHIM UPI MDR release said that offline merchant QR Scan and Pay MDR would be zero for transactions up to ₹100, effective 1 October 2019. This is a dated, instrument- and channel-specific historical schedule. It predates the later Government direction reported by RBI and should not be presented as a universal present-day UPI limit.

Why old tables cause mistakes

Older MDR caps and category schedules can refer to debit cards, particular merchant types or a limited period. Combining those figures with the post-2020 UPI and RuPay debit direction creates a misleading table. If a merchant needs a current amount, the merchant should identify the instrument and obtain the latest applicable circular or contract rather than copy a historical number.

How to determine whether a charge is relevant

  1. Identify the funding instrument. Confirm whether the payment used a bank account, RuPay debit card, RuPay credit card linked to UPI, a PPI or another product.
  2. Record the transaction context. Note whether it was online or offline, the merchant category and, for a special program, the transaction amount.
  3. Apply the effective date. The broad UPI and RuPay debit direction is effective from 1 January 2020. Historical schedules such as the ₹100 QR provision belong to their stated 2019 period.
  4. Separate MDR from other line items. On a merchant statement, distinguish MDR from software, device, settlement, support, convenience or other service charges. A zero-MDR rule does not automatically erase unrelated contractual fees.
  5. Compare the amount shown to the customer. Before confirmation, check the final amount and any fee disclosure, especially for PPI, credit-card-on-UPI or cross-border payments.
  6. Escalate classification disputes. Ask the acquiring bank, aggregator or other contracted provider to identify the rule and category used for the transaction. Request the current circular when a provider relies on a special merchant threshold.

How each payment participant is affected

Merchants

  • Can model covered UPI and RuPay debit payments without an MDR deduction from 1 January 2020.
  • Must distinguish that benefit from costs for optional hardware, software or provider services.
  • Should keep the QR display and customer notice accurate; a standee is an acceptance marker, not proof of a particular fee treatment.
  • Need transaction-level records when different funding sources share one QR code.

Customers

  • Should treat MDR as a merchant-side concept, not an automatic personal surcharge.
  • Can rely on the final confirmation amount rather than assumptions based only on the QR logo.
  • Should inspect product terms for PPI-on-UPI, RuPay credit-card-on-UPI and cross-border payments.

Payment providers

  • Need to classify the instrument, merchant category and channel correctly before applying a rule.
  • Can offer aggregation that supports several instruments through one merchant integration, as described by RBI.
  • Must disclose their own commercial pricing separately from the Government’s MDR direction.
  • Should update documentation when NPCI issues a later operating circular, especially for credit-card-linked UPI categories and thresholds.

Common misunderstandings and their fixes

  • “Every UPI payment is free in every sense.” The fix is to say that MDR is not collected for the named UPI and RuPay debit transactions from 1 January 2020, while other product or service fees may require separate review.
  • “The ₹100 figure is today’s UPI ceiling.” It was part of NPCI’s 1 October 2019 historical QR schedule, not a general current rate card.
  • “A RuPay credit card on UPI follows the debit-card rule.” NPCI issued separate 2022 operating rules, including category-specific treatment.
  • “The customer must pay MDR when a merchant asks.” MDR is defined as merchant-side; debit-card pass-through protection is specifically addressed in RBI’s debit-card instruction. Ask for the final amount and the stated fee instead of accepting an unexplained surcharge.
  • “The QR sticker proves that no charge can ever apply.” The sticker identifies acceptance. It does not set the instrument, category or provider’s separate pricing.
  • “An old provider blog is enough to establish a current threshold.” Thresholds and operating conditions can change. Use the latest NPCI circular and the merchant’s contract.

Why MDR policy affects the wider payment ecosystem

RBI notes that costs that are too high can discourage merchants and customers from shifting to digital payments. At the same time, costs that are too low can reduce incentives to invest in infrastructure and service quality. MDR policy is therefore an economic balancing exercise, not merely a label on a settlement statement.

For merchants, the practical result is a stronger incentive to display and accept covered digital modes, particularly for low-value sales. For providers, the absence of MDR on specified transactions means that revenue must come from an allowed and disclosed arrangement rather than from assuming that every QR payment carries a percentage charge. For customers, clearer separation of merchant-side MDR and product-specific fees makes the amount at checkout easier to understand.

A concise decision framework

Question If the answer is yes If the answer is unclear
Is it a bank-account UPI or RuPay debit transaction? Apply the no-MDR direction effective 1 January 2020. Confirm the funding instrument with the provider.
Is it a RuPay credit card linked to UPI? Use the applicable NPCI operating and merchant-category rule. Obtain the current circular and check the category and threshold.
Is there a separate fee line? Read who charges it and what service it covers. Ask the provider for an itemised explanation before settlement or payment.
Is the transaction cross-border or PPI-based? Review the final amount and applicable product fees. Do not infer pricing from domestic bank-account UPI.

The reliable way to interpret UPI MDR is to start with the underlying instrument and date, then check the merchant category and the provider’s separate contract. A QR code alone is not enough evidence of the fee treatment.
