What Trump Proposed for Elon Musk and Government Efficiency—and What Happened to DOGE

In September 2024, Donald Trump proposed creating a federal-government efficiency commission and said Elon Musk had agreed to lead it “if he has the time.” That was a campaign pledge, not an appointment already in effect. The later DOGE effort was related but had a different structure, and neither its reported spending-cut targets nor its claimed reductions establish verified savings.

What did Trump propose for Elon Musk?

Speaking at the Economic Club of New York on September 5, 2024, Trump proposed a commission that would conduct “a complete financial and performance audit of the entire federal government” and recommend “drastic reforms.” He also said it would develop an action plan to eliminate fraud and improper payments within six months. Those were promised tasks and a proposed timetable—not the findings of an audit or proof that savings had been made.

Trump said the idea came from Musk and that Musk had agreed to lead the commission “if he has the time.” CBS News reported that Musk said he looked forward to serving if the opportunity arose and would not need pay, a title, or recognition. CBS also noted potential conflicts of interest connected to Musk’s business interests; that was a reported concern, not a legal finding.

How did the later DOGE effort differ?

In November 2024, Trump announced that Musk and Vivek Ramaswamy would lead a new Department of Government Efficiency, or DOGE. That was not simply the September commission under another name. At the time, Axios reported that Trump described DOGE as advising from outside government and that its precise authority—and ability to implement changes—was uncertain.

In remarks on February 11, 2025, an official transcript identifies Musk as a White House senior adviser. Musk said, “It’s not optional for us—to reduce the Federal expenses; it’s essential.” He framed DOGE’s purpose as restoring a feedback loop between people and government and giving elected representatives more control over government decisions. Those statements describe Musk’s rationale; they do not independently demonstrate that government performance improved.

What happened to DOGE, and what is its status?

The Associated Press reported that Musk left his government role in May 2025. AP described him as a special government employee and reported that his spending-cut target changed from $2 trillion to $1 trillion and then to $150 billion during his time in the effort. These were reported shifts in targets, not amounts shown to have been saved. AP also reported layoffs, litigation, political resistance, and conflict with other administration officials.

In November 2025, Office of Personnel Management Director Scott Kupor told Reuters that DOGE “doesn’t exist” as a centralized entity and that OPM had taken over many of its functions. The latest official account here is the Government Accountability Office’s report dated August 5, 2026: it says the DOGE temporary organization within the U.S. DOGE Service ended on July 4, 2026. The executive order did not terminate the broader USDS, so USDS and agency personnel could continue some work connected with DOGE initiatives.

GAO identified 206 DOGE personnel who held Executive Office of the President positions between January 20, 2025, and January 31, 2026. Of those identified, at least 128 had separated from the EOP positions by January 31, 2026. GAO cautioned that its scope and available records did not capture every person or position involved in DOGE-related work.

Do the reported targets and claims prove DOGE saved money?

No verified final savings total is established by these accounts. Reuters reported that DOGE claimed tens of billions of dollars in expenditure reductions, but outside financial experts could not verify the claims because detailed public accounting had not been published. A target, an organization’s own claimed reduction, and an independently verified saving are different kinds of evidence.

Figure or claim What it describes What it does not establish
$2 trillion, then $1 trillion, then $150 billion Spending-cut targets Musk reportedly set or cited over time, according to the Associated Press in May 2025. That any of those amounts was achieved as savings.
Tens of billions of dollars Expenditure reductions DOGE claimed, as reported by Reuters in November 2025. An independently verified total; Reuters reported that outside experts could not check the claims against detailed public accounting.
Six months The timetable Trump proposed in September 2024 for an action plan addressing fraud and improper payments. That the plan was completed on that schedule or that the proposed commission produced verified results.

Does the Twitter comparison show the approach would work in government?

No. “Like he did with Twitter” is an analogy, not evidence that managing a private social-media company and changing federal agencies are equivalent tasks. Axios reported in November 2024 that some Trump-aligned technology supporters viewed Musk’s takeover and transformation of Twitter into X as a model for reshaping government. That establishes the comparison as an argument made by supporters, not as a demonstrated result.

The comparison also leaves key questions unanswered. The available accounts do not provide a like-for-like assessment of Twitter’s staffing, operating costs, service performance, or outcomes against federal agencies. They do not establish that Musk’s Twitter management produced efficiencies equivalent to the federal results promised. Nor do they remove the questions raised by DOGE’s uncertain authority at announcement or the lack of verifiable public accounting for its claimed reductions.
