It may describe a category, a foil or artwork treatment, or both. It does not, by itself, tell you the probability of pulling that exact card. To answer an odds question, you need the specific game, set, product type, pack configuration and publication date, then separate a guaranteed slot or category from the chance of one named card.
What a rarity label actually tells you
Trading-card publishers create rarity systems for their own games. A circle, star, foil treatment or phrase such as “illustration rare” has meaning only inside the publisher’s stated system. The same word can describe a different production method or place in a set from one game, product line or era to another.

A label can classify the card’s set category, identify a visual treatment, or do both. It can also tell you which cards are eligible for a particular pack slot. None of those facts automatically gives the chance of drawing one named card. A pack may guarantee that one position contains a rare-or-higher card while the set still contains many eligible cards competing for that position.
That is why a useful odds question must be specific: “What is the chance of this card in this Scarlet & Violet expansion’s standard booster?” is answerable in principle; “What are the odds of a rare card?” is not precise enough. The product’s collation rules, the number of cards in the relevant pool and any uneven distribution all matter.

Scarlet & Violet’s rarity symbols and categories
For the 2023 Pokémon TCG Scarlet & Violet series, The Pokémon Company described a revised card aesthetic while retaining familiar basic symbols. The descriptions below apply to that series, not automatically to older Pokémon eras or future products.
| Scarlet & Violet label | Symbol or treatment described by the publisher | What you can infer |
|---|---|---|
| Common | Circle | The card is in the common category for that set. |
| Uncommon | Diamond | The card is in the uncommon category for that set. |
| Rare | Star | The card is in the rare category; the symbol alone does not identify a named-card pull rate. |
| Double rare | Two solid black stars | A higher Scarlet & Violet category used for specified cards, including Pokémon ex in the series’ system. |
| Ultra rare | Two shiny foil stars | A category with a distinctive foil-star treatment. |
| Illustration rare | One shiny gold star | A special illustration category in the Scarlet & Violet presentation. |
| Special illustration rare | Special alternate-art category for certain Pokémon ex or Supporter cards | A specific treatment and category, not a universal probability tier across games. |
These descriptions come from The Pokémon Company’s March 30, 2023 explanation. They help you identify what is printed on a card, but they do not publish a single percentage for every card carrying each mark.
Why a rarity category is not an exact-card probability
A category can be guaranteed without naming the card
Suppose a pack description promises at least one foil rare or higher. That promise concerns the type of slot you receive. It does not promise a particular Pokémon, Supporter, artwork or number in the set. Several, dozens or more cards may qualify for that slot.

The eligible cards may not be distributed evenly
Even after you know a slot’s category, you still need the set’s collation information: which cards can occupy it, whether print sheets are balanced, whether products use separate pools and whether duplicate protection exists. A simple “one divided by the number of rare cards” calculation is justified only if the publisher establishes that model. The official material available here does not establish one universal formula for all games and products.
Treatments do not form a universal ladder
Foil, alternate art and special illustration treatments can overlap with rarity categories or operate as separate treatments. Wizards of the Coast explicitly cautioned that which cards receive a treatment and at what rarity varies from set to set in its Project Booster Fun article (July 20, 2019). A foil card in one game therefore should not be mapped to a fixed “same rarity” in another game.
What Pokémon’s booster description does—and does not—promise
Pokémon Support’s product-information page, updated January 30, 2026, gives a concrete example of the difference between pack composition and card-level odds. It says: “Booster packs are packed randomly.” For the booster configuration described on that page, a pack contains:

This is a description of that Support page’s configuration. It is not a promise that every historical or regional Pokémon product uses the same contents. More importantly, “at least one foil rare or higher” is a minimum category statement. It does not state the chance of a particular rare, double rare, illustration rare or special illustration rare.

When checking a pack, read the publisher’s wording literally. “Contains,” “at least one,” “one slot” and “randomly packed” answer different questions. None should be silently rewritten as “this named card appears once every X packs” unless the publisher supplies that figure.
Why an Elite Trainer Box does not automatically improve your odds
Buying several packs together changes how many attempts you make, but the package itself is not evidence of a special pull rate. Pokémon Support states that the booster packs in Elite Trainer Boxes are the same packs sold individually and “do not contain a special rate of cards or a higher chance of obtaining specific cards.” The statement appears on the same product-information page.

- APPLICABILITY AND VALUE: The Hard Card Sleeves is suitable for collecting all kinds of standard cards, such as baseball cards, soccer cards, MTG cards, game cards, K-pop photo cards and so on. All-round protection of cards from damage, important for transportation and collection.
An Elite Trainer Box can still be useful for its accessories and bundle format. Pokémon lists items such as sleeves among accessories included in some boxes; sleeves protect cards but do not reveal a card’s rarity or increase its pull probability. If you buy them for collecting, verify that the sleeve size fits the cards and that the product is currently available in your region.
A larger bundle can give you more packs and therefore more independent-looking opportunities, but the chance for any one named card remains governed by the packs’ distribution. Do not infer improved odds merely from a box, display or promotional artwork.
What published Magic figures illustrate
Magic: The Gathering provides useful examples of why distribution figures must carry their date and product scope. They are historical explanations, not current universal odds and not probabilities for a particular named card.

| Foil frequency changed from 1 in 67 cards to 1 in 45 cards | Wizards of the Coast, Project Booster Fun, July 20, 2019; change began with Core Set 2020 | A stated change in the frequency of foil cards under that product-era explanation. | It is not a current rate for every Magic product and not the chance of a particular foil card. |

The original explanations are Project Booster Fun and Set Boosters. The figures show what a useful publisher disclosure looks like: a number tied to a product, slot, set-era change and date. They do not create a conversion chart that can be applied to Pokémon or to a different Magic product.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to investigate the chance of a named card
When a collector asks, “What are my odds of pulling this card?”, use this sequence rather than starting with the symbol on the card.
- Identify the exact product. Record the game, expansion or set, language and region, booster type, and whether the pack is loose, boxed or part of a special product.
- Check the publisher’s current product page. Look for pack count, card types, guaranteed slots and any dated distribution statement. Note the page’s update date.
- Separate the slot from the card. Write down what is guaranteed—such as “one foil rare or higher”—then list the named cards that can occupy that slot.
- Look for a complete collation explanation. A publisher may provide a ratio, a print-sheet explanation or a set-specific table. If it does not, do not substitute a fan-made estimate and call it official.
- Label every number. Keep the product, region, set era and measurement conditions beside the figure. A historical ratio is not a current promise.
- State the evidence level. If only pack composition is published, the accurate answer is that the category is described but the exact-card probability is not established by that source.
This method also prevents a common error: treating the number of packs opened by one person as a publisher-set pull rate. Personal openings can illustrate experience, but they do not replace a complete distribution statement.

- “Rare means one fixed chance everywhere.” Correct it by naming the game, set and era. Rarity names are publisher-specific.
- “A guaranteed rare is a guaranteed chase card.” Correct it by distinguishing a guaranteed category or slot from the many cards eligible for that slot.
- “Foil equals a single rarity level.” Correct it by checking whether foil is a treatment, a category, or both in that product.
- “A special box has better cards.” Correct it with the product statement. In Pokémon’s cited Support guidance, Elite Trainer Box boosters are the same individually sold packs and have no higher chance for specific cards.
- “A historical chart is current.” Correct it by carrying the publication date and product scope with every number.
- “Rarer automatically means more valuable.” Correct it by treating price, demand and play value as separate questions requiring current market or usage evidence. The rarity explanations alone do not establish a universal price rule.
What rarity can tell you about collecting and value
Rarity is useful for sorting cards, checking a checklist and recognizing a publisher’s intended category. It can help you decide which cards need sleeves, binders or closer inspection. It cannot, on its own, establish a card’s market price, tournament usefulness, popularity or long-term demand.
Two cards with similarly prominent symbols can have very different prices because of character popularity, artwork, playability, print supply, condition and current buyer interest. Conversely, a visually modest card can be sought after for reasons unrelated to its rarity mark. Keep identification and probability questions separate from valuation questions.
A compact checklist for reading any rarity label
- Which publisher’s game is this?
- Which set, product type and release era does the label belong to?
- Does the mark classify a card, a visual treatment, or both?
- What does the pack guarantee: a card, a category, a slot or only randomness?
- How many cards are eligible for the relevant slot?
- Has the publisher published a set-specific distribution figure?
- Is the figure current for this product and region?
- Am I asking about a category chance, an exact-card chance or market value?
The dependable conclusion is narrow but important: a rarity label identifies a publisher’s classification system. Pull odds require product-specific distribution evidence, and a guaranteed rarity slot is not the same as a guaranteed—or even quantified—chance of one named card.
