What should you study?
Take the official theoretical driving course and study the materials SEMOVI provides for it. The current portal requires first-time applicants to generate an appointment for the Curso teórico de conducción; it does not list a detailed syllabus in the instructions. Avoid relying on a generic online topic list as if it were SEMOVI’s confirmed exam content. Check the current portal and course materials for the applicable course format and content.

How does the current application route work?
The government portal says the permanent license is available to eligible CDMX residents. Its application instructions direct applicants to use Llave CDMX Expediente, begin a new application, choose a payment method, and provide identification, proof concerning outstanding debts, and the theoretical-course certificate. First-time applicants are told to book the course appointment.

- Open the official permanent-license portal and confirm its current requirements and availability.
- Sign in with Llave CDMX Expediente and start a new application.
- Choose a payment method and provide the requested identification and proof concerning outstanding debts.
- If this is your first license application, generate an appointment for the Curso teórico de conducción, complete the course, and provide its certificate as instructed.
Does a license from another state exempt you?
SEMOVI’s first-time FAQ says applicants without a prior CDMX-issued license must complete an evaluation, including people who hold a license from another state but have no CDMX license antecedent. Because that FAQ also describes process details that differ from the current portal’s course instructions, check your individual case against the live portal before acting.
Are older exam instructions still current?
Not necessarily. SEMOVI’s FAQ describes a theoretical, in-person evaluation at a Macromódulo, says applicants should make an appointment, points to a guide on the appointments site, and says a failed applicant may repeat the evaluation. A separate SEMOVI/ADIP announcement dated December 3, 2024 described an online exam. These are dated descriptions, not confirmation of today’s course or evaluation format.

Those figures come from the 2024 SEMOVI/ADIP announcement; they are not verified current specifications. The FAQ also says the program began on November 16, 2024 and concluded in December 2025, while the current portal displays the service as available through 2026. Check the portal for the current appointment route, course or evaluation format, topics, and retry rules rather than assuming the older process still applies.
