Pack a charged power bank, the cable that fits your phone, and—if it is safe and practical—a compatible car charger. Add a battery-powered or hand-crank NOAA weather radio for updates that do not depend on mobile data, plus written contacts and a family communication plan. Set up alerts and emergency features before an outage; during one, conserve battery and use brief texts for non-emergency check-ins when voice calls are congested. None of these options guarantees power, reception, or message delivery.
What to put in the kit
Charged power bank and matching cable
A portable power bank is the most direct backup for a phone when household power is unavailable. FEMA advises having alternative phone-charging methods in its Plan Ahead for Disasters guidance, and CDC includes power banks among emergency power supplies in its Power Sources guidance. Choose a reputable bank that works with your phone, and pack the cable that connects the bank to the phone. Charge the bank before forecast severe weather and check it periodically so it is ready.

Do not assume a stated capacity translates into a fixed number of full phone charges: usable power depends on the bank, phone, cable, and how the phone is used. Compare options by connector compatibility, usable capacity and weight, output ports, recharge method, and whether you can keep the unit charged.

A phone-compatible car charger can provide another charging route; CDC includes car chargers on its emergency supplies checklist. Treat it as an option, not a reason to go outside or reach a vehicle in unsafe conditions. Never run a vehicle in a closed garage: carbon monoxide can build up. DOE and FCC safety guidance says a running vehicle must be outdoors in a well-ventilated place, and it should only be used when it is safe to reach. Battery-powered or hand-crank NOAA weather radio
A battery-powered or hand-crank NOAA weather radio can be a separate way to receive information when mobile data is unavailable. CDC includes both types in its emergency supplies guidance. A USB output can be useful on some models, but do not count on a radio as a phone charger unless its specifications support that use. Alert-band support, reception, and USB output vary by model and location; compare those features and consider local reception rather than assuming every radio will work everywhere. Written contacts and a communication plan
Keep essential phone numbers on paper so you can reach family, an out-of-area contact, or important services if your phone battery dies. Agree in advance on how household members will check in and where they will meet if normal communication is disrupted. FEMA and FCC recommend making an emergency communication plan and keeping contact information accessible; see Ready.gov and the FCC.

Prepare the phone before an outage
- Charge phones and power banks before forecast severe weather.
- Set up emergency alerts available on your phone and in your area. Confirm local alert options; available systems differ by location.
- Install or configure the FEMA app if it is relevant to your needs, and save essential information or maps for offline access where your device and apps support it.
- Learn the emergency SOS steps for your exact phone before you need them.
- Check manufacturer instructions for device-specific battery-saving settings rather than assuming one setting works the same across phones.
Offline maps and saved information can help when an internet connection is absent, but they do not guarantee that location services, live updates, or emergency communications will be available.

Choose a communication method that fits the situation
For an emergency, use emergency services. For non-emergency check-ins, try a text when voice calls are failing or networks are busy. FEMA’s 2025 Get Tech Ready fact sheet explains that networks can be overwhelmed and SMS uses less bandwidth, which may make a text more likely to get through during high demand. A message can still be delayed or fail if service is unavailable.

FCC and FEMA guidance advises keeping calls brief: “Keep all phone calls brief.” If one method is not working, try another available option, such as text, email, or a landline, and wait before redialing rather than repeatedly calling. The advice appears in their September 2011 Tips for How to Communicate During an Emergency.
Preserve the phone’s remaining charge
Reduce nonessential use during a prolonged outage. Continuous video or streaming uses battery and can add network demand; reserve power for essential communication and information. A phone that has run out of charge cannot serve as a contact list, map, or alert receiver.

When satellite SOS may help
Some supported phones offer satellite emergency features, but availability depends on the device and location. Apple documents Emergency SOS via satellite for supported iPhone models and regions at Apple Support. Google documents Pixel Satellite SOS for supported Pixel models and locations at Google Support; Google notes that service can depend on network coverage and conditions as well as government or carrier factors. Check your exact phone and destination, and learn any setup or demo procedure in advance. Satellite SOS is a possible emergency route, not ordinary broadband, guaranteed coverage, or a replacement for local official alert systems.
How much preparation is enough?
CDC says people experience about four hours of power loss per year on average in its 2024 Power Sources guidance. That is a general average, not a forecast for an individual home or a recommendation for how much backup capacity to buy. Choose gear for your circumstances, and keep it maintained so your chosen backup is ready when needed.
