Prepare two sets of supplies before an alert: a small kit you can reach quickly for sheltering, and a portable bag for evacuation. Pack water, durable food, medicines, first-aid supplies, light, phone-charging equipment, and key documents, then add what each person in your household needs. Follow your local civil-defense authority’s instructions for where to shelter and what is permitted there; official lists from Israel and Ukraine differ in some details.
Build a shelter kit and an evacuation bag
These serve different purposes. The shelter kit should be accessible where your household expects to take cover; the evacuation bag should be portable enough to carry if authorities direct you to leave. Israel’s Ministry of Health advises keeping several days of supplies in an accessible bag in the selected protected space, near an exit, or in a vehicle. Local authorities—not a general checklist—determine where to shelter and what to bring.

For sheltering
- Water and dry or shelf-stable food.
- Regular medicines and a first-aid kit.
- A flashlight and batteries; a phone, charging cable, and charged power bank.
- A battery radio or another locally recommended way to receive official instructions. Israel’s Home Front Command lists a battery radio as a communication option for a protected room.
- A warm layer and, if space and local rules allow, a small item for sitting or resting.
- Children’s identification and contact details, plus age-specific supplies.
Ukraine’s Cabinet of Ministers recommends 2–3 liters of water per person in its 2022 missile-threat shelter guidance, alongside high-calorie food, medication, first aid, a power bank, and a flashlight. Treat that quantity as Ukraine’s recommendation for that context, not a universal standard; follow your own civil-defense authority’s advice.
For evacuation
- Identity documents, copies of important records, and essential medical information.
- Some cash, keys, a phone, charging equipment, and a flashlight with batteries.
- Medicines, basic first-aid supplies, durable food, water, clothing, and hygiene items.
- Children’s identity and guardian contact details, and supplies specific to anyone in your care.
Ukraine’s 2024 evacuation advice also suggests distributing cash, taking duplicate keys, and carrying a written record of family blood types and Rh factors if possible. Pack for the people in your household
Children and infants
Put a child’s name and family contact information in a note kept in a pocket or attached to clothing, as Ukraine’s shelter advice suggests. Add copies of relevant identity documents to the evacuation bag; Ukraine’s evacuation guidance specifically mentions a child’s birth-certificate copy and family contact details. Israel’s emergency-bag list includes three days of infant food. Adapt these suggestions to your child’s needs and local privacy considerations.
Older adults and people with disabilities
Include medical information about medicines, allergies, communication difficulties, and vision needs, along with assistive devices such as hearing aids, glasses, or a cane. Israel’s Ministry of Social Affairs and Social Security advises older adults and caregivers to plan for at least ten days of medication; that figure is specific to its guidance and population. For powered medical equipment, plan for backup batteries or another locally approved way to maintain power. Israel’s Ministry of Health also advises an accessible several-day bag with items such as water, dry food, light, phone charging supplies, document copies, and cash.

Pets
Check local shelter and evacuation rules before relying on a shelter to accept an animal. The cited government lists do not establish a universal pet policy or provide an air-raid shelter-specific pet checklist.

Store each kit where the household can reach it quickly, and keep the evacuation bag manageable to carry. Israel’s emergency-bag guidance says to refresh its contents from time to time. Check food and medicine dates, replace used supplies, test batteries, and recharge the power bank periodically. Keep documents protected from water where practical.

Check local shelter rules before adding items
Lists from different countries are not interchangeable. Ukraine’s Cabinet of Ministers advises against bringing flammable substances, strongly scented substances, or bulky objects into the shelter. Those restrictions are tied to that guidance; obey the rules for your own shelter and follow current local instructions during an alert.
