The right purchase is an integrated steam system, not a boiler chosen from a nameplate capacity. Define the plant’s measured peak and minimum demand, pressure, steam quality, load profile, fuels, water chemistry, condensate return, emissions obligations and future growth first. Then compare boiler technologies by lifecycle cost and operating risk, and put testable performance guarantees, code compliance, commissioning and service obligations into the contract.

A package that appears efficient at the burner can still waste fuel through oversized cycling, poor feedwater chemistry, leaking traps, uninsulated distribution or contaminated condensate. The buying decision therefore includes the generator, burners and controls, feedwater and treatment, blowdown, condensate return, distribution, end uses, instrumentation and maintenance support. ASME’s steam-system assessment approach treats those elements as one system and aims to identify the major opportunities for improving overall energy performance.

1. Define the steam duty before comparing boilers

Start with an operating specification based on measured conditions rather than a rough estimate of connected equipment. A vendor cannot size a reliable plant from a single “tons per hour” or “boiler horsepower” figure when demand changes by shift, batch, season or product.

Record the load envelope

  • Normal, minimum and peak steam flow: Use logged demand where possible. Identify short peaks separately from a sustained maximum.
  • Pressure and temperature: State the pressure required at each important end use and the pressure the generator must deliver after distribution losses. Note whether pressure must remain stable during rapid load changes.
  • Steam quality: Define dryness or moisture limits, allowable carryover and any special requirements for food, pharmaceutical, clean-steam or process applications.
  • Load profile and turndown: Show hourly, daily and seasonal variation, batch cycles, idle periods and simultaneous loads. A plant that spends most of its time at low load should not be evaluated only at full fire.
  • Startup and response: Specify how quickly steam is needed after a cold start, warm restart or load step. Fast response can matter more than peak efficiency in a batch process.
  • Operating hours: Include shifts per day, days per year, planned shutdowns and expected equipment life. These determine how strongly fuel and maintenance costs influence the purchase.
  • Redundancy and availability: State whether one unit may be offline without interrupting production, and define the consequence of a steam outage.
  • Expansion: Document known production growth, new process loads and space reserved for another module or larger auxiliaries.
  • Site conditions: Give altitude, outdoor design temperatures, humidity, available floor area, access routes, lifting limits, ventilation and noise constraints.
  • Utilities and fuels: Identify available gas, oil, electricity, biomass, waste heat or other fuels; pressure and quality at the site; backup-fuel expectations; and the reliability and price exposure of each supply.
  • Feedwater and condensate: Measure feedwater temperature, chemistry, makeup-water percentage and the current or expected condensate-return percentage.

The U.S. Department of Energy advises selecting and sizing from peak demand and the load profile. Highly variable loads may justify multiple modular boilers with modulating burners instead of one large unit. Modular capacity can keep running units closer to their efficient range while preserving redundancy, but it adds headers, controls, pumps and maintenance points that must be included in the comparison.

Separate process requirements from design assumptions

Put each requirement in one of two columns in the procurement specification. The first contains guaranteed plant requirements: delivered steam flow, pressure stability, steam quality, emissions, startup time, noise and efficiency. The second contains assumptions that bidders must confirm or challenge: feedwater temperature, makeup rate, condensate return, ambient conditions, fuel composition and hours of operation. This prevents a vendor from appearing to meet a guarantee by silently changing an assumption.

2. Compare the whole steam system, not just the pressure vessel

ASME describes a steam system as including steam generators or other sources, distribution, end-use equipment and condensate return when present. Use that boundary for the business case. A high-efficiency boiler cannot recover losses caused by a leaking steam trap, poor insulation, contaminated condensate or unstable controls.

Include every lifecycle cost

  • Fuel or electricity consumed at the expected load profile, not just at the rated point.
  • Water, treatment chemicals, testing and disposal of blowdown.
  • Electrical parasitics for fans, pumps, compressors, controls and water-treatment equipment.
  • Routine inspection, burner tuning, refractory work, cleaning and replacement parts.
  • Emissions controls, monitoring, permits and reporting.
  • Operator training, staffing and specialist service contracts.
  • Downtime, warm standby fuel and the production cost of an outage.
  • Decommissioning, disposal and future expansion costs where relevant.

DOE recommends life-cycle costing rather than first cost alone. Ask each bidder to show annual energy, water, chemical, maintenance and service assumptions in a common format, then run the same scenarios for normal operation, low load, peak demand, fuel-price changes and one-unit-out-of-service operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use published efficiency figures correctly

For DOE FEMP-covered large commercial boilers in the 2.5–10 million Btu/h input range, the U.S. Department of Energy’s 2024 guidance lists steam thermal-efficiency requirements of 83.7% for gas-fired units and 85.8% for oil-fired units. These are federal purchasing benchmarks for that covered category, not a universal performance guarantee for every industrial boiler. Confirm the applicable product category, test method and operating boundary before using them in a bid comparison.

3. Choose the boiler configuration after the duty is known

Fire-tube, water-tube, electric, waste-heat and cogeneration or heat-recovery configurations can all be appropriate. The duty, fuel, pressure, response requirement and site constraints determine which deserves a detailed offer.

Configuration Questions to resolve Typical decision considerations
Fire-tube Can the vessel provide the required pressure, steam volume and response while maintaining safe water volume? Often considered for packaged systems and moderate duties; compare footprint, warm-up time, access for cleaning and consequences of a single-vessel outage.
Water-tube What circulation, drum, feedwater and water-quality controls are required at the specified pressure and load swings? Evaluate pressure capability, ramp response, water-treatment sensitivity, inspection access and operator skill requirements.
Electric Is electrical service capacity available, and how will demand charges and grid emissions affect operating cost? Compare zero on-site combustion emissions with electricity price, connection work, redundancy and electrical-parasitic requirements.
Waste-heat or heat-recovery How constant and clean is the waste-heat source, and what happens when the host process is down? Value depends on source temperature, hours of availability, bypass arrangements, supplemental firing and the need for a backup boiler.
Cogeneration or combined heat and power Can the site use both the power and recovered heat at the same time? Model electrical output, steam demand, fuel security, interconnection, maintenance and operation during partial loads.

Do not treat that table as a ranking. Require comparable data for each viable arrangement: net steam capacity, turndown, startup time, pressure and temperature stability, fuel flexibility, emissions, footprint, utility loads, maintenance access, spare-parts availability and the cost of an outage.

Decide whether one boiler or several is safer

A single unit may have lower installation cost and simpler controls, but it concentrates outage risk and can cycle inefficiently at low demand. Multiple modules can match changing loads and allow maintenance without a total shutdown. Compare the installed cost of headers, pumps, feedwater controls, stack arrangements, water treatment and operator workload before selecting modular capacity. State the required number of operating and standby units explicitly; do not leave redundancy to a vendor’s interpretation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Make water treatment and steam quality contractual requirements

Water chemistry determines heat-transfer performance, corrosion risk, carryover and the life of pressure parts. It must be designed with the boiler, not added after installation.

Specify the treatment train

The design should address feedwater pretreatment, deaeration, chemical feed, continuous or automatic blowdown, chemistry monitoring and sampling. Depending on pressure and end use, define operating limits for conductivity, dissolved oxygen, silica, alkalinity and carryover. Require a water-treatment specialist to review the source water, cycles of concentration, seasonal variation and disposal route. DOE recommends routine chemistry checks and warns that insufficient blowdown allows deposits and carryover, while excessive blowdown wastes water, energy and chemicals.

Control blowdown instead of using a fixed habit

Automatic or continuous blowdown control should respond to measured chemistry where practical. The bid should state the assumed makeup-water rate, concentration limits, blowdown percentage or control strategy, heat-recovery provisions and sample points. A fixed manual valve setting may be simple, but it can be wrong when feedwater quality or load changes.

Design condensate recovery from the process backward

Map every condensate source, temperature, pressure and contamination risk. Specify collection tanks, pumps, flash tanks, heat exchangers, level controls, return percentage and a diversion path when contamination is detected. EPA WaterSense states: “From a water-efficiency standpoint, installing and maintaining a condensate recovery system to capture and return condensate to the boiler for reuse is the most effective way to reduce water use.” Returned condensate is already hot, so it also reduces reheating energy and chemical demand.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not assume all condensate is safe to return. Install conductivity or other suitable contamination detection where process chemicals, oils or product carryover are possible. Define the response when a detector alarms: isolate the source, divert to drain or a recovery tank, notify the operator and protect the boiler from contaminated feedwater.

5. Resolve emissions, codes and permits before ordering

Regulatory obligations depend on fuel, heat input, construction date, source classification and jurisdiction. Obtain a written review from the authority having jurisdiction and a qualified engineer before equipment is finalized.

Screen federal air requirements

EPA says industrial, commercial and institutional steam-generating units capable of combusting more than 10 MMBtu/h are covered by New Source Performance Standards frameworks in 40 CFR Part 60, Subparts Db and Dc. The relevant pollutants include particulate matter, nitrogen oxides and sulfur dioxide. Determine whether the proposed unit is new, modified or reconstructed and which subpart applies; do not infer coverage from boiler size alone.

EPA’s National Emission Standards for Hazardous Air Pollutants program also covers hazardous pollutants from industrial, commercial and institutional boilers. Major-source boilers are subject to periodic tune-up work practices. Confirm the source classification, fuel-specific limits, monitoring, recordkeeping and tune-up schedule with the permitting authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Put pressure and combustion safety into the bid

  • State the applicable ASME boiler and pressure-vessel code edition and any local amendments.
  • Require code stamping, authorized inspection and documentation acceptable to the jurisdiction.
  • Specify relief valves, low-water cutoff, high-pressure protection, flame safeguard, purge sequence, fuel-train components and combustion interlocks.
  • Define electrical classification, control-panel standards, emergency stops and the location of safety devices.
  • Require the burner and combustion equipment to operate within federal and state emission limits at the specified fuels, loads and ambient conditions.

DOE’s low-emission guidance emphasizes that successful selection requires an adequately sized boiler and combustion equipment capable of complying with federal and state standards. Emissions guarantees should identify the test method, load points, fuel composition, oxygen correction and averaging period.

6. Specify controls, instrumentation and data before installation

Controls should protect the boiler, stabilize steam delivery and make performance verifiable. Ask for an architecture drawing showing sensors, controllers, safety layers, communications and operator interfaces.

Install permanent meters

At minimum, provide measurement for fuel input, steam output, makeup water, condensate return, blowdown, feedwater temperature, stack oxygen, stack temperature and key steam and feedwater pressures. Use the data to verify guarantees, identify fouling and leaks and calculate actual cost per unit of steam. Metering that exists only during commissioning will not reveal performance drift years later.

Define the control sequences

  • Automatic sequencing of multiple boilers and lead-lag rotation.
  • Burner modulation and air-fuel control across the specified turndown range.
  • Feedwater level control during startup, load changes and low-load operation.
  • Blowdown control linked to chemistry measurements where specified.
  • Condensate-pump staging, flash-tank pressure control and contaminated-condensate diversion.
  • Alarm priorities, permissives, shutdown causes, restart behavior and manual override authority.
  • Communications protocols, historian tags, time synchronization and cybersecurity responsibilities.

Require the vendor to state what is included in the control system and what must be supplied by the plant’s distributed-control or building-management system. “Controls ready” is not a measurable scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Write measurable vendor guarantees and acceptance tests

A technically attractive proposal is not enough unless the contract defines how performance will be demonstrated.

Require these bid values

  • Guaranteed steam capacity at specified feedwater temperature, ambient conditions, fuel composition and operating pressure.
  • Pressure and temperature stability at normal, minimum and peak loads.
  • Steam quality or dryness and the assumed separation, blowdown and carryover limits.
  • Efficiency test method, measurement boundary, correction factors and uncertainty.
  • Turndown ratio, minimum stable firing rate and cycling assumptions.
  • Cold-start, warm-start and load-step response times.
  • Emissions by pollutant and load, with test conditions and averaging basis.
  • Noise level, measured location and operating condition.
  • Makeup-water, condensate-return and blowdown assumptions.
  • Annual maintenance tasks, labor hours, consumables and recommended spare parts.
  • Control-system hardware, software, licenses, communications and data ownership.

Separate factory and site acceptance

Use factory acceptance testing to verify workmanship, controls logic, safety interlocks, documentation and panel operation before shipment. Site acceptance should cover installation, pressure testing, combustion tuning, water-chemistry commissioning, metering calibration, startup, load tests and emissions testing under the agreed conditions. State what happens if a guarantee is missed: retuning, corrective work, retesting, liquidated damages or rejection.

Buy the handover package

Make final payment conditional on as-built drawings, piping and instrumentation diagrams, electrical schematics, software backups, manuals, inspection certificates, test reports, training records, recommended spares and a written maintenance schedule. Specify warranty response time, emergency coverage, remote-support boundaries, local service capability and the process for obtaining obsolete or proprietary parts.

8. Design distribution and end-use equipment with the generator

Steam losses outside the boiler often dominate the gap between expected and actual performance. Inspect the complete route from the header to each process user.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the distribution network

  • Survey steam traps for failed-open and failed-closed conditions, and establish a recurring inspection and repair program.
  • Repair leaks in valves, flanges, joints and flexible connections.
  • Insulate steam, condensate and feedwater piping, valves and other accessible hot surfaces.
  • Provide correct drainage, drip legs and separators so moisture does not reach sensitive equipment.
  • Verify header sizing and pressure-drop assumptions at peak and minimum flows.
  • Inspect condensate pumps, receivers, vents, level controls and check valves.

DOE recommends routine trap and leak inspection, annual boiler tuning, insulation of steam and condensate piping, condensate-pump inspections and regular fire-side and water-side cleaning. DOE Better Plants similarly recommends insulating steam and condensate lines, using feedwater economizers where appropriate and evaluating how each adjustment affects efficiency and stability.

Recover available heat carefully

Evaluate economizers, deaerator heat, condensate flashing, blowdown heat recovery and other heat-transfer improvements. Compare recovered energy with added maintenance, fouling risk, control complexity and the consequences of a bypass or failure. A heat exchanger that cannot be cleaned or isolated can create more downtime than its theoretical savings justify.

9. Use a disciplined procurement workflow

  1. Measure the existing system: Log steam flow, pressure, fuel, makeup water, condensate return, blowdown, stack oxygen and temperature across representative operating periods.
  2. Document the duty: Record normal, minimum and peak loads, pressure, quality, startup, turndown, annual hours, redundancy, expansion and site conditions.
  3. Screen compliance: Identify fuel, heat input, source status, applicable air rules, pressure-equipment codes, permits and inspection requirements.
  4. Develop the integrated basis of design: Include boiler, burner, controls, feedwater, deaeration, chemical feed, blowdown, condensate, distribution, metering and end-use interfaces.
  5. Issue a common bid form: Require every bidder to use the same assumptions, test methods, load points, utility prices and lifecycle-cost categories.
  6. Model alternatives: Compare one large unit, modular units, alternate fuels and heat-recovery options under normal, peak, low-load and outage scenarios.
  7. Review water and emissions plans: Have treatment and environmental specialists verify chemistry limits, disposal, monitoring and permit assumptions.
  8. Inspect maintainability: Check access for tube cleaning, burner removal, valve service, instrument calibration and replacement of major components.
  9. Negotiate guarantees: Attach capacity, efficiency, emissions, response, noise, steam-quality and documentation requirements to the purchase contract.
  10. Commission and verify: Complete factory and site acceptance tests, tune combustion, calibrate meters, train operators and establish a baseline for ongoing performance.

10. Common buying mistakes and how to prevent them

Oversizing for an unverified peak

Adding a large safety margin can leave a boiler cycling at low load, increasing standby and purge losses and making pressure control less stable. Use measured peaks, identify their duration and compare modular capacity or a defined future-expansion allowance.

Choosing on rated efficiency alone

Two proposals may quote different boundaries or test conditions. Require the same efficiency method, feedwater temperature, ambient correction, blowdown assumption and load points, then include parasitic electricity and water-related energy in lifecycle cost.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating water equipment as an accessory

Inadequate pretreatment, deaeration or chemistry monitoring causes scale, corrosion and carryover. Make treatment capacity, chemistry limits, sampling, chemical storage, alarms and specialist support part of the boiler package.

Ignoring condensate contamination

Returning every condensate stream without detection can introduce oils or process chemicals into the boiler. Segregate risky sources, install detection and define automatic diversion and operator response.

Leaving permits until after purchase

A burner selected before source classification and emissions review may require expensive retrofits or fail to receive a permit. Screen federal, state and local requirements using the proposed fuel and heat input before issuing a purchase order.

Accepting vague service promises

“Parts available” and “technical support included” do not define response time, local coverage, stocked spares or software access. Put those obligations, escalation contacts and warranty remedies in the contract.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measuring only fuel

Without steam, makeup-water, condensate, blowdown and stack measurements, operators cannot tell whether a fuel increase comes from production, fouling, leaks or control drift. Install permanent meters and trend them in the plant’s normal monitoring system.

11. A practical comparison scorecard

Use a weighted scorecard agreed by operations, maintenance, engineering, environmental staff and finance. Score each compliant proposal against the same evidence, and record assumptions instead of awarding points for unsupported claims.

Category Evidence to request
