The right Australian cloud provider is the one that can prove a fit for your AI workload and your data classification—not simply one that advertises “sovereign” hosting or an Australian region. Before signing, verify accelerator capacity, measured performance, security assurance for the exact service, data and support locations, ownership and subcontractors, privacy and retention terms, resilience, portability, total cost, and environmental reporting.
Australian residency can help satisfy locality requirements, but residency alone does not establish sovereignty, security, government certification, or technical suitability. Use the framework below to turn those claims into evidence and contractual commitments.

Start with the workload, not the provider list
Inference, fine-tuning and full model training place different demands on accelerators, memory, networking, storage and availability. Give every shortlisted provider the same workload description and require a written response. A generic “AI-ready” label is not a benchmark.
| Workload | What usually matters most | Questions to put to a provider |
|---|---|---|
| Inference | Predictable latency, concurrency, accelerator availability, and proximity to the application and data | What latency target, requests per second, batch size and peak-period capacity can you commit to? |
| Fine-tuning | GPU memory, checkpoint storage, repeatable environments and fast data movement | Which model and framework versions are supported, and how quickly can checkpoints be saved, restored and exported? |
| Training | Large accelerator pools, high-speed interconnects, storage throughput, scheduling and long-running job reliability | Can you reserve single-node and multi-node capacity in an Australian region, and what replacement capacity exists during an outage? |
Write a workload brief
Include the model and framework, input and output sizes, expected daily and peak volume, latency objective, concurrency, batch versus interactive operation, training duration, dataset size, retention period and growth assumptions. State whether workloads may be interrupted and which data classes are involved. Without this detail, quotes and performance claims are not comparable.

Require a representative proof
Ask for a benchmark using your model, representative dataset characteristics and the security controls you will actually enable. Separate advertised peak performance from measured end-to-end throughput, latency and cost per useful output. Record software versions, accelerator type, utilization and test duration so the result can be reproduced.
Verify GPU capacity and the data path
Accelerator questions
- Which GPU or other accelerator models are available, and how much usable VRAM does each configuration provide?
- What interconnect is used within a node and between nodes?
- How many accelerators are physically available in each Australian service region, rather than merely listed in a catalogue?
- Is capacity on demand, reserved, or placed in a queue? What are the reservation terms and minimum commitments?
- During maintenance or an outage, is equivalent replacement capacity guaranteed, best effort, or unavailable?
- Can you expose utilization, queue time and allocation history for billing and capacity planning?
Capacity can be constrained even when a provider advertises a particular accelerator. Obtain a current capacity statement and a service commitment for the region you need.
Storage, networking and placement
Measure the complete data path: storage throughput and latency, network bandwidth, distance from source systems, ingress and egress charges, and the locations of backups and replicas. A fast GPU attached to slow storage can leave a training job waiting on data. Confirm whether prompts, outputs, logs, telemetry and temporary files take the same geographic path as primary data.

Australian Government assurance is scoped. The Hosting Certification Framework (HCF) directory distinguishes Certified Strategic, Certified Assured and Uncertified providers. Strategic certification offers additional protections and is available only to providers that allow government to specify ownership and control conditions. The appropriate level depends on the customer’s risk profile and the classification and sensitivity of the data.

Use the live HCF directory correctly
- Search for the exact cloud service, not only the company name.
- Read the listed assurance level, service boundary, regions and conditions.
- Check whether the entry covers a cloud offering, a facility, or both.
- Confirm that the certification is current on the date of procurement and retain the directory record with your assessment.
The directory currently identifies AWS, AUCloud, Centorrino Technologies, Deloitte, Emantra, GoHosting, Google, IBM, Ironstar, Macquarie Technology, Microsoft Azure, Oracle, Secure Collaboration, Sliced Tech and Vault Cloud as Certified Strategic Service offerings. This is a shortlist for verification, not a product-by-product endorsement or proof that every listed product has AI GPUs.
The same directory separately lists certified strategic facilities operated by organisations including AirTrunk, Australian Data Centres, Canberra Data Centres, Digital Realty, Equinix, Macquarie Technology and NEXTDC, among others. A certified facility does not automatically make every service running there certified.
Apply the PSPF rule for OFFICIAL information
The current Protective Security Policy Framework (PSPF) advisory says organisations may use generative AI subject to existing responsibilities. It says entities must provide access only to generative-AI products hosted on HCF providers, OpenAI or Anthropic, or providers that have undergone a foreign ownership, control or influence (FOCI) risk assessment, and must follow the relevant technology authorisation process. It lists AWS, AUCloud, Centorrino Technologies, Deloitte, Emantra, GoHosting, Google, IBM, Ironstar, Macquarie Telecom, Medihost, Microsoft Azure, Oracle, Secure Collaboration, Sliced Tech and Vault Cloud as Certified Service Providers. Confirm the current entry and scope in the live HCF directory before relying on the list.

Then examine who owns and controls the provider, where its offices and administrators are located, which subcontractors operate parts of the service, and which foreign laws could compel access or restrict operations. Ask for a current subcontractor list, access-control process, personnel screening commitments and notification procedure for ownership or jurisdiction changes.
The Australian Signals Directorate/Australian Cyber Security Centre states in Cloud assessment and authorisation (published 27 July 2020; last reviewed 18 January 2024): “Cloud consumers need to consider all aspects of a CSP to make an informed decision about its use and not rely on a single factor to determine a CSP’s suitability to handle a cloud consumer’s data.” The guidance recommends Australian-located services for classified data while warning that no single factor determines suitability. Examine the provider’s security-assessment evidence and shared responsibilities, including every physical location where unencrypted data is handled and where keys are held.
Examine security, privacy and deletion controls
Request architecture and contractual evidence for encryption in transit and at rest, tenant isolation, identity federation, privileged-access approvals, audit-log export, vulnerability management and incident response. Clarify whether you control keys, whether the provider can access plaintext during support, and how access is recorded.
Privacy terms should state the purposes and duration of processing, use of customer data for service improvement or model training, disclosure rules, breach notification, retention defaults and deletion timelines. Require deletion evidence for primary data, caches, snapshots, backups and replicas when a project ends. A “delete” button without a defined backup expiry and certificate of destruction is not an exit plan.

Make reliability and support measurable
- Service-level commitments for accelerator availability, storage, networking and control-plane functions
- Maintenance windows, advance notice and the effect of maintenance on reserved capacity
- Incident-notification deadlines, status transparency and post-incident reports
- Support hours, support-team locations, escalation levels and response targets
- Observability for GPU health, queue time, utilization, errors and spend
- Recovery time and recovery point objectives, backup frequency and regional failover design
Ask whether regional failover is automatic, operator-initiated or your responsibility, and whether equivalent accelerator capacity exists in the failover region. Test the escalation path before production by opening a technical question and recording response quality and elapsed time.
Protect portability and your ability to leave
AI projects can accumulate proprietary container images, orchestration definitions, fine-tuned weights, vector indexes and provider-specific APIs. Put exit requirements in the contract:
- Export formats for datasets, logs, model weights, checkpoints and indexes
- Open interfaces and container or virtual-machine portability
- Data-egress prices, transfer quotas and any retrieval fees
- Minimum terms, reserved-capacity commitments and early-termination charges
- Termination assistance, migration engineering and access during a wind-down period
- Deletion evidence and the deadline for removing replicas and backups
- Restrictions on moving workloads, models or encrypted data to another provider
Estimate exit cost using your expected data volume and the time required to rebuild pipelines elsewhere. A low hourly accelerator price can be uneconomic if exporting a large model estate is slow or heavily charged.

Compare total cost, not an advertised hourly rate
| Cost element | What to include in a like-for-like quote |
|---|---|
| Compute | Accelerator time, CPU and memory, reserved capacity, queue or minimum-use charges, and idle time |
| Data and storage | Primary storage, high-performance scratch space, snapshots, backups, replication and retrieval |
| Network | Ingress and egress, cross-region traffic, private connectivity and transfer during migration |
| Operations | Support tier, monitoring, security tooling, managed Kubernetes or orchestration, and incident services |
| Software | Licensing, managed model services, framework add-ons and commercial images |
| Contract and exit | Minimum commitment, renewal terms, migration assistance and termination charges |
Model monthly cost at realistic utilization, including warm but idle inference capacity and failed or retried jobs. The available material does not establish a current, comparable price ranking among Australian providers, so obtain quotes against the same workload and service boundaries.

Ask for energy, water and local-capability evidence
For the actual facility serving your workload, request power-use and water-use data, cooling design, renewable-energy arrangements, demand-flexibility measures, efficiency metrics and reporting frequency. Distinguish facility-level averages from the marginal impact of your workload; ask how figures are calculated and audited.
The Department of Industry, Science and Resources expects new or expanded data-centre and AI infrastructure developments to consider national interest and data sovereignty, protect sensitive data, support the energy transition, use water sustainably, invest in Australian skills and jobs, and strengthen local research and capability. These are infrastructure expectations, not a substitute for workload-specific due diligence.
A September 2026 Australian Government consultation paper reproduced an Australian Energy Market Operator Step Change scenario projecting data-centre electricity consumption in the National Electricity Market from 5 TWh in 2025–26 to 34 TWh in 2035–36. This is a projection, not a measurement. The consultation on proposed nationally consistent standards for large data centres closed on 9 October 2026; proposed standards should not be treated as law without checking their current legal status.
Use Australian market examples as leads, not conclusions
Scaile describes a GPU-as-a-Service platform delivered by xAmplify in partnership with Vast Data and AUCloud. Its page claims support for AI research, training and inference and says data, metadata, monitoring and support data remain in Australia. Treat those as vendor claims: request the precise architecture, independent assurance, available capacity, supported models, pricing, benchmark results and contractual commitments.
An Austrade industry capability report describes Australian data-centre and GPU deployment capabilities, including a NEXTDC case study. Verify current capacity, locations and commercial terms directly. Neither a case study nor a directory listing proves that a particular configuration is available for your project.
Run a documented selection process
- Set hard gates. Record data classification, required regions, prohibited jurisdictions, certification level, key-control requirements, maximum tolerated outage and deletion obligations.
- Issue the same workload brief. Require accelerator type, VRAM, interconnect, regional capacity, reservation policy, data path and support answers in a common template.
- Test performance. Run a controlled benchmark with your model, data shape and security settings. Capture throughput, latency, utilization, queue time, failure rate and cost per useful output.
- Review assurance evidence. Map the exact service and facility to HCF, IRAP or other applicable assurance, then document shared responsibilities and residual risks.
- Trace data and access. Draw the path for prompts, outputs, logs, backups, keys and support operations, including subcontractors and foreign-control exposure.
- Price the whole lifecycle. Include idle capacity, storage, transfers, support, licensing, migration and exit, not only accelerator hours.
- Negotiate commitments. Put capacity, incident notice, recovery objectives, deletion evidence, portability and termination assistance in the contract.
- Recheck before go-live. Confirm current certification, region capacity, ownership, subcontractors, pricing and environmental disclosures; these can change.
Common selection mistakes
- Choosing an Australian region and assuming all logs, backups and support activity are also Australian.
- Assuming a certified company means every product it sells is certified.
- Accepting a peak GPU benchmark that excludes data loading, orchestration, retries or security controls.
- Ignoring queue policy and replacement capacity until a training run is time-critical.
- Comparing hourly rates without storage, egress, support, idle time and exit costs.
- Leaving model export, deletion proof and subcontractor changes out of the contract.
- Treating a vendor’s “sovereign” or “AI-ready” label as independent assurance.
The defensible choice is the provider that clears your non-negotiable data and assurance gates, demonstrates the required workload at an acceptable cost, and gives you a credible way to operate—and leave—without losing control of your data or models.
