The right platform makes every access decision from verified identity, device condition, resource sensitivity and current policy—not from a user’s network location. For globally distributed data centers, evaluate how narrowly it can authorize applications and services, how well it covers on-premises and cloud resources, and whether every decision and session can be monitored and investigated.
Why global data centers require a different access model
A single corporate network is no longer a useful boundary. An organization may operate several physical data centers, public-cloud workloads, private-cloud clusters and colocation facilities while employees, contractors, partners and service accounts connect from offices, homes and mobile networks. Those users and systems can reach the same business service through very different paths.

NIST describes this environment in SP 800-207A, A Zero Trust Architecture Model for Access Control in Cloud-Native Applications in Multi-Location Environments (September 2023), which addresses geographically distributed enterprise data centers together with cloud and on-premises resources. The practical implication is that a platform must apply one access policy across locations rather than treating a particular facility, subnet or VPN gateway as inherently trusted.
NIST’s zero-trust project description (October 21, 2020) puts the principle plainly: “A zero trust cybersecurity approach removes the assumption of trust typically given to devices, subjects (i.e., the people and things that request information from resources), and networks.” A secure-access purchase should therefore be judged by the quality of its decisions and evidence, not by the number of gateways it deploys.

The access decision your platform should make
Before comparing product categories, define the inputs and outcome of an access request. A robust design evaluates at least four dimensions:
- Subject identity: the employee, contractor, partner, administrator, workload or service account making the request.
- Device posture: whether the endpoint is managed, patched, encrypted, protected and otherwise compliant with your policy. NIST specifically identifies device-health attestation as a useful zero-trust signal.
- Resource and action: the exact application, API, database, management interface or data set requested, plus whether the user needs read, write or administrative access.
- Context and risk: time, authentication strength, session behavior, location as a supporting signal, and other risk indicators.
The result should be a narrow, time-appropriate authorization. A technician who needs one maintenance console should not receive a route to an entire data-center network. A partner integrating with one API should not inherit employee access to unrelated systems. Policies should be able to require stronger authentication, deny the request, or revoke an existing session when posture or risk changes.
Capabilities to require in a platform
Identity and authentication integration
Access policies need a reliable identity source and consistent authentication across every site. Confirm support for your workforce directory, federated identity, multi-factor authentication and lifecycle processes for onboarding, role changes and offboarding. Ask how the platform handles non-human identities, including service accounts, automation jobs and machine-to-machine calls; these identities need ownership, rotation and narrowly scoped permissions just as people do.

Test separate policy paths for employees, contractors, partners and privileged administrators. A platform that authenticates everyone but cannot distinguish those populations will force broad exceptions that undermine least privilege.

Device posture and endpoint context
Identity alone cannot establish that a request is safe. Determine which endpoint signals the platform can consume, how frequently they are refreshed and what happens when a device becomes noncompliant during a session. Useful controls can include management enrollment, operating-system version, security-agent status, encryption and certificate state.
Ask whether an unavailable posture signal causes a deny, a restricted session or a review queue. That behavior matters during an endpoint-management outage: fail-open access can create exposure, while fail-closed behavior can interrupt critical operations. Document exceptions for break-glass devices and require post-use review.
Least privilege and microsegmentation
Look for application-level or service-level authorization instead of policies that expose a whole network segment. Administrators should be able to define who can reach a named resource, on which port or protocol, for what purpose and for how long. Segmentation should separate production, development, backup, management and tenant environments even when they share physical infrastructure.

Coverage across on-premises, cloud and hybrid locations
Inventory every environment the platform must protect: enterprise-operated data centers, colocation sites, private clouds, public-cloud accounts, SaaS applications and edge locations. Confirm how enforcement points are deployed in each place and whether a policy written for one resource type can be reused for another without creating inconsistent exceptions.
Ask how traffic flows when users and resources are on different continents. A design that hairpins every session through one distant inspection point may satisfy a diagram but produce unacceptable latency for interactive administration. Geographic performance must be tested from representative user and resource sites; it cannot be inferred from a product label.
Continuous monitoring and usable logs
Require records for authentication, device evaluation, policy decisions, resource access, privilege changes, session termination and administrative actions. Logs should identify the subject, device, resource, decision, policy version, timestamp and reason for denial or elevation. Verify retention, export formats, clock synchronization and integration with your security analytics and incident-response systems.

Integration and deployment operations
NIST’s SP 1800-35, Implementing a Zero Trust Architecture: High-Level Document (June 2025) treats identity, endpoint, network and security-analytics capabilities as connected parts of an implementation. Map the platform’s dependencies before purchase: directory and identity providers, endpoint-management tools, certificate services, DNS, routing, privileged-access processes, ticketing and your central logging system.
Establish who owns policy writing, testing, approval and emergency changes. A technically capable platform can still fail if a small security team cannot maintain rules for dozens of locations and thousands of resources. Look for versioning, staged rollout, simulation or “dry-run” modes, and clear rollback procedures.
How the main architecture categories differ
ZTNA, SSE, SASE, VPNs and traditional network appliances are architectural categories, not interchangeable guarantees. Compare them against your resource types, existing WAN and operational capacity.
| Category | Useful role to assess | Questions for evaluation |
|---|---|---|
| ZTNA | Policy-based access to defined applications, data and services; CISA characterizes it as a way to provide more secure remote access under explicit controls. | Can policies combine identity and device context? Does a connection reach only the intended application rather than a broad network? |
| SSE | A set of cloud-delivered security capabilities, including ZTNA, secure web gateway, cloud access security broker and firewall-as-a-service functions. | Which components are actually required? Are policy, inspection and visibility coordinated across them? |
| SASE | A combined security and network-service approach discussed by NIST for modern enterprise networks. | Does the combined service fit your WAN, routing, latency and data-center architecture? Which functions remain on premises? |
| Traditional VPN or network appliance | An existing access method that may remain necessary for some legacy protocols or operational scenarios. | What network reach does each connection grant? How are segmentation, configuration review, logging and access recertification enforced? |
CISA’s June 18, 2024 joint guidance encourages organizations to examine modern approaches such as ZTNA, SSE and SASE, while also warning that traditional remote-access and VPN deployments can create risk when misconfigured. That guidance does not make one category universally superior. A mixed architecture may be appropriate during migration, provided each remaining VPN or appliance path has documented scope, monitoring and an exit plan.

A practical evaluation and pilot sequence
- Map users, resources and trust zones. List employees, contractors, partners, administrators and service identities. Classify applications, databases, management planes and data by sensitivity and record their physical or cloud locations.
- Write representative use cases. Include a remote administrator reaching one console, a contractor accessing a ticketing application, a workload calling an API, and an incident responder needing emergency access. Define the minimum permissions and session duration for each.
- Translate use cases into policies. Specify identity, device requirements, resource scope, authentication strength, approval steps and revocation conditions. Include explicit deny rules for unmanaged or unknown devices.
- Pilot across more than one location. Test an on-premises data center, a cloud workload and users in at least two representative regions. Measure connection establishment, interactive latency, failover behavior and the effect of an inspection-point outage.
- Exercise failure and recovery. Disable a directory connection, make a test device noncompliant, revoke a credential and withdraw a policy. Confirm whether access stops as intended, how administrators regain control and what evidence is logged.
- Validate operations. Have security analysts search events, investigate a simulated stolen credential, approve temporary elevation and export records to the existing analytics platform. Have network and help-desk teams perform routine policy changes and rollback.
- Set acceptance criteria and contract checks. Record supported integrations, service-level commitments, support coverage, data-location terms, retention, incident notification and the process for changing or terminating the service. Treat each as a written requirement rather than a sales assertion.
Remote-access risks that purchasing alone will not solve
CISA’s Guide to Securing Remote Access Software (June 6, 2023) notes that remote-access tools have legitimate operational uses but can be co-opted by threat actors. The control question is therefore not simply whether a tool is approved; it is whether its deployment is constrained and observable.
- Maintain an inventory of authorized remote-access software, accounts and agents. Alert on unapproved installations or unexpected administrative sessions.
- Require phishing-resistant or otherwise strong multi-factor authentication for privileged access, and remove dormant accounts promptly.
- Restrict management interfaces to defined resources and administrative groups. Do not rely on an address range as the sole control.
- Record session starts, commands or actions where technically feasible, policy changes and session termination. Review high-risk activity rather than collecting logs that nobody can examine.
- Prepare an incident procedure to disable a user, device, connector or policy rapidly while preserving evidence. Test the procedure during exercises.
Misconfiguration is a recurring operational hazard. A permissive default route, an exception that never expires or a stale contractor account can defeat an otherwise modern architecture. Configuration review, change approval and periodic entitlement recertification are part of the security control.
Resilience, geography and contractual validation
Global coverage claims require direct testing. Run performance checks from the actual offices, remote regions and data centers that matter to your organization, including peak periods and failover conditions. Ask where policy decisions and logs are processed, which components continue operating during a regional outage, and how updates are staged.
Public guidance establishes the importance of secure remote access but does not rank providers or establish current pricing, regional service levels or data-residency terms. Obtain those details for the specific edition and service regions you would buy. Ensure the agreement addresses support response, maintenance windows, security incidents, log access, export at termination and the location or handling of sensitive telemetry.
Using NIST implementation examples correctly
NIST reports that its National Cybersecurity Center of Excellence and collaborators documented 19 interoperable, open-standards-based zero-trust implementations in SP 1800-35, published in June 2025. The number is a count of example implementations, not an effectiveness score, certification or vendor ranking.
Use those examples to understand integration patterns and the capabilities a complete architecture may require. Then adapt the pattern to your own identity systems, endpoint controls, resource inventory and operating model. A reference design is valuable only when its assumptions match your environment.
Questions to answer before signing
- Can one policy model cover employees, contractors, partners and service identities without broad exceptions?
- Which device-posture signals are supported, how fresh are they, and what is the behavior when a signal is unavailable?
- Can access be limited to a named application, API or management function with automatic expiry?
- How are on-premises, cloud and hybrid resources connected, and what happens when a connector or regional service fails?
- Which events are logged, for how long, in what format and at what additional cost, if any?
- Can administrators stage, approve, simulate and roll back policy changes?
- How are emergency access, credential compromise and rapid session termination handled?
- What performance, support, data-location and service-level commitments are written for each region you use?
Bottom line
Select the platform that can prove, in a multi-location pilot, that it grants the smallest practical permission to the right identity on an acceptable device, records the decision and remains controllable during failures. Treat ZTNA, SSE, SASE and VPN as design choices to test against your resources and operations—not as automatic security outcomes. Continuous policy discipline, monitoring and incident response determine whether the architecture stays secure after deployment.
