It is the one that handles your documents safely and completely: turning scans into searchable text, permanently removing confidential information, converting to the formats your workflow requires, and answering questions without making uncontrolled changes. Evaluate those four capabilities on your own representative files, then verify that the exact desktop, web, or mobile edition and subscription plan includes them.
Start with the four jobs you actually need
“PDF editor” can mean anything from a tool that adds comments to a full document-production application. Before comparing brands, write down the tasks your files must support. OCR, redaction, conversion, and AI chat solve different problems and have different failure modes.

A feature name is not proof of quality, security, or availability. Official product pages and manuals document advertised capabilities, but they do not establish comparative accuracy, a security certification for every saved file, current pricing, or identical entitlements across editions. Treat every claim below as a capability to verify in the version you intend to use.

A scan is usually a collection of page images. Your viewer may display the words, but there is no text layer for search, copy, accessibility tools, or editing. Optical character recognition (OCR) analyzes those images and creates text data. Depending on the workflow, the result can be a searchable image-based PDF, an editable text layer, or both.

Check the input and output separately
- Existing scans: The editor should let you open a PDF made by a scanner and run recognition on it, rather than requiring a new scan.
- Image files: If your source is a JPEG, PNG, or a photograph, confirm that the application can import it before recognition.
- Searchable versus editable: “Searchable” means a text layer is available for finding and copying. “Editable” means the recognized characters can be changed with the editor’s text tools. Some workflows provide only the first.
- Language and layout handling: Test the languages, columns, tables, handwriting, stamps, and unusual fonts in your own documents. A generic OCR label does not promise equal results for each.
Typical workflow
- Open the scanned PDF or import the image.
- Choose the product’s OCR or “Scan & OCR” command.
- Select the document language and whether to recognize the current page, a range, or the whole file.
- Choose an output mode such as searchable image or editable text, if offered.
- Run recognition, then search for several words and inspect headings, numbers, tables, and names manually.
- Save a new copy and keep the original scan unchanged.
Adobe’s “Paper to PDF” tutorial (updated April 23, 2026) describes scanning paper or opening an image, then using Scan & OCR to make the result searchable and editable. Its OCR overview likewise describes extracting text from scans or images into searchable, editable PDFs. Foxit’s PDF Editor for Mac manual version 2026.2 documents OCR output choices that include searchable text/image representations. The Foxit details are specific to that Mac manual version; confirm equivalent options on Windows, web, and mobile editions.
OCR tests that reveal real limitations
- Search for a word near a page break and one containing punctuation.
- Copy a table into a plain-text editor to see whether reading order is sensible.
- Zoom into small type, rotated pages, and faint photocopies.
- Check dates, decimal points, serial numbers, and legal names character by character.
- Run your accessibility or screen-reader check if the PDF will be used by others.
OCR errors are especially dangerous in invoices, contracts, medical records, and technical diagrams. A searchable result is an efficiency aid, not permission to skip visual proofing.
Redaction: Does it permanently remove the text?
Drawing a black rectangle over a word is annotation, not redaction. In many PDFs the original text remains selectable, searchable, or recoverable underneath. A proper redaction workflow marks content, applies the redaction so the underlying objects are removed, and sanitizes hidden information that could disclose more than the visible page.

Features worth requiring
- Search and mark: Search for a name, account number, email address, or other repeated string and mark every intended occurrence.
- Multiple content types: The tool should handle text and, where relevant, images, annotations, form fields, attachments, and other page objects.
- Apply as a separate action: A review stage before permanent removal helps catch false positives and missed pages.
- Sanitization: Look for controls that remove metadata, embedded content, hidden layers, comments, or other concealed data.
- Saved-file review: After applying redactions, close and reopen the output, search for the original terms, inspect document properties, and test copy-and-paste.
Safe redaction procedure
- Duplicate the source file and work on the copy.
- Use search to find every instance of each sensitive string; inspect context so ordinary words are not removed accidentally.
- Mark the occurrences and manually scan pages for information that search cannot find, such as faces, signatures, handwritten notes, and images.
- Apply the redactions, not merely the visual marks.
- Run the product’s sanitization or remove-hidden-information command when available.
- Save to a new filename, close the editor, and reopen the result.
- Search, copy, inspect metadata and attachments, and compare page count and visible content with the intended version.
Adobe’s “Remove Sensitive Information” tutorial (updated June 28, 2026) describes permanently removing sensitive content and sanitizing metadata, embedded content, and hidden layers. Foxit’s Mac protection manual version 2025.3.0 describes Search & Redact for finding and removing content in one or multiple PDFs, and identifies Smart Redact as an AI-based redaction capability. These are vendor-described workflows; they are not independent verification of a particular saved file or of every platform and edition.
Redaction pitfalls
- A translucent highlight or filled shape can leave the original text intact.
- Redacting visible text but leaving comments, attachments, form data, or metadata can disclose the same information elsewhere.
- OCR text hidden beneath a scanned page can remain searchable if it is not included in the redaction and sanitization process.
- Replacing a redacted value with a guessed category can reveal more than a neutral black box; choose the appearance required by your legal or operational process.
Conversion: Can you convert a PDF to Word?
“Convert PDF” is incomplete as a requirement. Specify the direction, destination, and what must survive the conversion. A text-heavy report converted to a word-processing file has different needs from a spreadsheet, a form, or a presentation.

Foxit PDF Editor for Mac manual version 2026.2 lists conversion from PDF to Microsoft Office formats, images, HTML, text, and XML 1.0. That list is a useful example of why you should ask for exact formats instead of relying on a generic “convert” claim. Confirm whether your edition supports PDF-to-Word specifically, whether batch conversion is included, and whether the conversion runs locally or through a service.

How to judge conversion quality
- Convert a representative file containing headings, a table, an image, a footnote, and a page break.
- Open the destination in the application your team actually uses.
- Compare page count, reading order, text, table dimensions, links, and headers or footers.
- Check numbers and symbols against the original, especially if OCR was involved.
- For forms or spreadsheets, verify that fields and formulas remain usable rather than becoming static pictures.
Perfect visual fidelity and easy editing can conflict. A conversion that looks identical may preserve each page as an image, while one that is highly editable may reflow the layout. Decide which outcome matters before selecting a tool.
AI chat: Can you ask questions about a PDF?
Document chat can mean simple question answering, natural-language editing, or a multi-step agent that changes the file. Those are different risk levels. A useful evaluator asks what the assistant can read, what it can change, and when it asks for confirmation.
Question answering
Ask questions with verifiable answers: “What is the termination notice period?” or “List every date in the agreement.” Check the response against the page, including footnotes and definitions. Ask the same question in a different wording to see whether the answer remains grounded. A confident response without a page reference or supporting passage still requires review.

Editing and actions
Some assistants can accept natural-language instructions to rewrite text, summarize, or perform several PDF tasks in sequence. Adobe’s AI editing overview, updated September 9, 2026, states: “In Acrobat, you can perform PDF tasks and text edits using AI Assistant by typing what you want in your natural language.” The same overview describes pauses for confirmation when an action is irreversible, when more information is needed, or when the target content or pages need confirmation. That behavior should not be assumed for every action or plan.
Foxit’s 2024.3 user manual describes “Chat about Document” as analyzing document content and answering questions based on it. Its product material also advertises AI chat for document questions. The manual does not by itself establish that the chat can edit files or perform the same multi-step actions as another product.
AI checks before adoption
- Determine whether files are uploaded to a cloud service, processed locally, or handled through a mixture of both.
- Ask whether the assistant can analyze scanned pages or only an existing text layer.
- Look for page citations, quoted passages, or another way to verify answers.
- Test ambiguous instructions and confirm that the assistant asks which pages or occurrences to change.
- Keep an untouched original and review every generated edit before sharing.

These products illustrate how to compare documented capabilities, not an independently tested ranking. Their manuals and help pages differ by platform and version, so use the table as a starting point for verification.

Check editions, platforms, and plan limits
Before paying, record the exact product name, operating system, version, and plan. A feature shown in a Mac manual may not exist in a browser editor; an AI function may require a separate entitlement; and a free viewer may open a file without being able to OCR, redact, convert, or chat.
- Confirm support for your operating system and whether the feature works offline.
- Check limits on file size, page count, batch jobs, languages, or monthly AI usage.
- Verify whether OCR, redaction, conversion, and chat are included together or sold as separate capabilities.
- Ask how updates are delivered and whether saved files remain accessible if a subscription ends.
- Test representative files before migrating a shared archive.
A practical comparison test
- Prepare four files: a clean digital PDF, a poor scan, a confidential document with repeated identifiers, and a complex layout with tables and images.
- Run OCR on the scan and record searchability, editability, errors, and processing options.
- Redact repeated identifiers, sanitize the output, reopen it, and test search, copy, metadata, comments, and attachments.
- Convert the complex file to each destination format your workflow needs and compare the resulting structure.
- Ask the AI assistant factual questions, then request a small edit and an ambiguous multi-page action. Record whether it cites evidence and pauses for confirmation.
- Repeat the test in the exact edition and platform you plan to deploy, not a trial or different operating system.
Keep the original files, the outputs, and a short test log. That record makes it easier to detect regressions after an update and to explain why a tool was selected.
Decision checklist
- Choose an OCR-first editor if most of your archive is scanned and you need reliable search or editable text.
- Prioritize redaction and sanitization if you publish records, handle personal data, or send legal and financial documents outside your organization.
- Prioritize conversion if PDFs are an interchange point and your recipients require Office files, images, HTML, text, or XML.
- Prioritize AI chat if you need rapid document questions or assisted edits, but require evidence review and confirmation for consequential changes.
- Use a scanner only when it fits your intake process: Adobe’s paper-to-PDF workflow shows how a scanner can feed OCR, but software can also recognize existing scans and image files, so a scanner is optional rather than a prerequisite.
Bottom line
Evaluate PDF editors by outcomes, not feature badges. OCR must produce the kind of text your workflow needs; redaction must remove content and hidden data rather than cover it; conversion must support the exact destination and preserve the structures you use; and AI chat must be checked for grounding, scope, privacy, and confirmation behavior. Compare the same files in the exact plan and platform you will deploy, then choose the editor that passes those tests with the fewest manual corrections.
