What to Know Before Visiting Indigenous Sacred Sites and Archaeological Places

You may visit an Indigenous sacred site or archaeological place only when the community or authority responsible for it has opened that place to visitors and invited the public under stated conditions. Some sacred places are private, restricted, or closed altogether. Before traveling, verify access with the official site authority or visitor center; at the site, follow every closure, route, photography, and reporting rule.

These places can be living religious and cultural landscapes, not simply scenic attractions or open-air museums. The safest approach is to ask rather than infer, leave everything where you find it, avoid exposing sensitive locations, and report damage to staff instead of intervening yourself.

Can you visit Indigenous sacred sites?

Sometimes, but access is destination-specific. A site may be open to ordinary visitors, accessible only on a designated route, available through an authorized community-led visit, or closed because entry would violate customary restrictions or threaten cultural and environmental protection.

UNESCO policy recognizes Indigenous peoples’ rights to protect religious and cultural sites in privacy. That includes places where customary rules limit public access. UNESCO’s description of Chiribiquete in Colombia gives a clear example: Indigenous communities regard the area as sacred and not to be visited. Tourism and scientific expeditions there can threaten the rights of peoples in voluntary isolation. Treat that description as a prohibition on ordinary visitation, not as a sightseeing opportunity.

Do not assume that a place appearing on a map, in a travel post, or in a photo is open. The National Park Service (NPS) guidance for Southeast Utah uses the principle “Visit only where you are invited” and also says, “Don’t go where you haven’t been invited.” Those statements come from the NPS page House Rules for Visiting Archeological Sites in Southeast Utah, last updated November 13, 2023.

What “open” actually means

Opening a broader park does not automatically open every ruin, rock-art panel, burial place, ceremonial area, or unlisted site inside it. Managers may permit access only to cultural sites that can withstand cumulative traffic, while keeping other locations undisclosed or closed. A trailhead, overlook, or visitor center can therefore be public even when a nearby sacred place is not.

Who decides

Rules may be set jointly by Indigenous traditional owners and a government land manager, by a national park agency, by a heritage authority, or through customary governance. UNESCO describes Uluru-Kata Tjuta in Australia as jointly managed by Anangu traditional owners and Australia’s Director of National Parks. That arrangement includes protections for many cultural sites and controls on commercial filming and photography.

How to confirm access before you leave

Access conditions, closures, and reporting procedures can change. Verify them immediately before your visit, even if a guidebook or recent post says a site is open.

  1. Find the responsible authority. Use the official park, heritage, land-management, or community source for the destination. If the responsible body is unclear, start with the area’s official visitor center.
  2. Ask which places are approved for public visitation. Request the names of open areas, the permitted route, seasonal or weather closures, and any areas that must not be entered or photographed.
  3. Clarify whether an organized visit is required. If access depends on a community authorization, permit, ranger, or designated operator, do not substitute an informal guide or a location found online.
  4. Record the current instructions. Note opening dates, time limits, reservation requirements, and the correct contact for reporting damage. Rules communicated at the entrance take precedence over older material.
  5. Accept a no. A refusal, missing listing, locked gate, or customary restriction is a complete answer. Do not seek an alternate route or ask for confidential directions.

How to behave at an open archaeological or sacred place

Stay on the route you are given

Remain on established trails, boardwalks, or durable surfaces wherever signs or staff direct you. Do not cross barriers, enter closed rooms, climb structures, or approach a site that is not listed for visitors. In Southeast Utah, NPS specifically advises visitors not to enter or cross unlisted sites.

Leave every object in place

Pottery fragments, stone flakes, tools, building stones, soil layers, and other material are part of the site’s meaning and evidence. Do not pick them up “just for a photo,” move them to make a scene look better, rearrange stones, dig, collect, or use a metal detector. At Petroglyph National Monument, NPS says artifacts should stay where they are found; that rule applies to the monument and its cited U.S. legal protections.

Never touch or mark rock art

Hands, chalk, water, paint, carving tools, and rubbing paper can damage fragile pictographs and petroglyphs. Keep backpacks, tripods, and clothing from scraping panels. Do not trace designs or add your name, initials, date, or symbol. A mark that seems small can permanently alter a place that has survived for centuries.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Follow staff and community instructions without debate

A ranger, host, or community representative may ask you to leave an area, stop taking photographs, lower your voice, or avoid discussing a site’s location. Those directions are part of the access permission. Ask respectful questions when clarification is needed, but do not demand an explanation for knowledge or restrictions that are not intended for public sharing.

Photography, video, and social media

Photography is not automatically permitted because a place is open. Posted instructions may limit cameras, flash, drones, video, tripods, commercial work, or images of particular objects and ceremonies. Uluru-Kata Tjuta, for example, has guidelines governing commercial filming and photography, while other places may restrict ordinary personal images.

Check before raising your camera

Read signs and ask the visitor center or host whether personal photography is allowed in the specific area. If permission is limited, follow the narrowest interpretation: photograph only the approved view, avoid people and ceremonies unless expressly invited, and stop immediately when asked.

Do not publish sensitive locations

A geotag, exact coordinate, route screenshot, or “secret spot” caption can direct unprepared visitors to a vulnerable place. NPS Southeast Utah guidance specifically asks visitors not to post coordinates or geotagged photographs of unlisted sites. Apply the same caution to any place whose access is undisclosed, restricted, or culturally sensitive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Commercial use is a separate question

Permission to take a personal photograph does not establish permission to sell, license, advertise with, or otherwise use that image commercially. Petroglyph National Monument discourages commercial use of images of its petroglyphs. Ask the responsible authority about commercial terms before publishing or monetizing work.

What to do if you find an artifact or fresh disturbance

If you find an object

  • Do not touch, pocket, clean, reposition, or conceal it.
  • Remember the exact location without advertising it publicly.
  • Tell a ranger, visitor-center employee, or responsible site authority as soon as practical.
  • Describe what you observed and whether the object appears newly exposed or disturbed.

Leaving an item in place preserves its context. Moving even a small fragment can erase information about how a site was used and can make the object harder for specialists to protect.

If you see digging, vandalism, or unauthorized entry

Do not confront the person involved or attempt to recover an object yourself. Move to a safe location and report the time, place, description, direction of travel, and activity to a ranger or the responsible authority. NPS guidance for archaeological sites specifically tells visitors to report signs of disturbance rather than approach people engaged in apparent illegal activity.

If damage is not happening right now

Report it anyway. A fresh footprint in a restricted area, a broken panel, moved stones, tool marks, or a newly posted coordinate can help managers respond before further damage occurs. Use the reporting channel supplied by the visitor center or site page; emergency services are for immediate threats to people, not routine heritage reports.

Destination examples: why one rule cannot cover every place

Place Access and governance Key restrictions or guidance Visitor response
Southeast Utah, United States NPS guidance limits public visitation to cultural sites able to withstand cumulative traffic; visitor centers communicate current access. Do not enter or cross unlisted sites. Stay on permitted routes. Do not post coordinates or geotagged images of unlisted sites. Check with a visitor center when uncertain and visit only where invited.
Uluru-Kata Tjuta, Australia Jointly managed by Anangu traditional owners and Australia’s Director of National Parks, as described by UNESCO. Many cultural sites are protected from unauthorized entry and viewing. Commercial filming and photography are subject to guidelines. Follow local directions for entry and image-making; do not treat a public park as permission to enter every cultural area.
Chiribiquete, Colombia UNESCO describes the area as sacred to Indigenous communities, including peoples in voluntary isolation. The place is described as not to be visited; tourism and scientific expeditions can threaten Indigenous rights. Do not plan an ordinary visit or seek access through unofficial routes.
Petroglyph National Monument, United States NPS rules and cited U.S. protections govern the monument. Artifacts must remain where found. NPS discourages commercial use of petroglyph images. Do not remove objects or assume that personal photography permits commercial publication.

A respectful visit checklist

  • Before booking: identify the authority and confirm that the exact place, not merely the surrounding park, is open.
  • Before departure: check current closures, route limits, permits, photography rules, and reporting contacts.
  • At the entrance: read every sign and listen to staff or community hosts.
  • On the route: stay on the established trail or durable surface and keep out of closed or unlisted areas.
  • Near cultural material: do not touch, climb, dig, collect, move, mark, or rearrange anything.
  • With a camera: follow local instructions; ask before photographing people, ceremonies, restricted views, or cultural objects.
  • Online: remove coordinates and avoid geotagging undisclosed or vulnerable sites.
  • If something is wrong: withdraw safely and report the disturbance to staff; do not confront anyone.
  • When uncertain: ask the official visitor center or local host, while accepting that some answers and places are not for public sharing.

Common mistakes to avoid

“It is on a map, so it must be public.”

Maps often show a general area, historical reference, or user-added marker rather than an authorized visitor destination. An unlisted site may be intentionally undisclosed.

“I will only take one quick photo.”

Duration does not change a photography restriction. A single image can expose a location, include a prohibited subject, or be reused commercially.

“I will move the fragment and put it back.”

Even temporary movement destroys the original context and can cause loss or breakage. Photograph the scene only if photography is allowed, then report it without touching the object.

“I can handle the vandal myself.”

Confrontation can create danger and interfere with an investigation. Leave the area and provide a precise report to staff or the responsible authority.

Bottom line for planning

Permission is the starting point, not a formality. Visit only a place that the responsible authority or Indigenous community has opened, follow the route and conduct rules exactly, and regard privacy and closure as legitimate outcomes. Keep artifacts and landscapes intact, treat photography and location-sharing as locally governed privileges, and report disturbance rather than becoming part of it.
