Before paying for a gacha draw in a Japanese Android game, check the rate table and rules for the exact banner—not just its rarity headline. Japan’s CESA industry guideline says paid gacha should disclose every obtainable item and its probability, but that guideline is not proof of a universal statutory rule for every game. Separately, Japan’s Consumer Affairs Agency (CAA) explains when a set-completion reward may be prohibited “card matching.” The game’s current terms determine the odds, guarantees, price, and payment route for a particular offer.
How do you find the rate that applies to a draw?
Open the details or probability information for the specific banner you intend to use. Confirm that the table is current for that banner’s dates and draw type. A rate table from an older event—or a different single-draw or multi-draw option—may describe a different pool or set of rules.
CESA, the Computer Entertainment Supplier’s Association, states that displaying all items obtainable through paid gacha and their provision rates is the principle in its industry guideline. That is an association guideline, not a statute that can be assumed to bind every game available in Japan. It also does not establish that a particular game’s current disclosure is complete or accurate.
Item odds are not the same as rarity odds
A table may show the probability of a rarity tier, the probability of each individual item, or both. If several items share a tier, the tier’s total probability does not tell you the chance of getting the one you want. Look for that item’s own listed rate and check whether it is featured or subject to a different rate during the banner.
A probability is not a promise across multiple draws
A per-draw probability describes the chance for an individual draw under the stated rules. It does not by itself promise that you will receive the item after a certain number of attempts. If draws are independent and the probability stays fixed at p, the chance of at least one success after n draws is 1 − (1 − p)n. That calculation does not apply as written if the game changes the odds, guarantees an item, or uses a counter or other special rule.

What do guarantees, pity counters, and exchanges change?
Read these as separate mechanics, not as part of the headline probability unless the banner explicitly says so. A guarantee might apply only to a multi-draw, to a particular rarity, or to a specific featured item; those are different outcomes. A pity counter may be confined to one banner, carry into another, or reset when an event ends. An exchange shop may use tokens earned from draws rather than guarantee a result directly.
Check the banner’s own terms for the trigger, reward, eligible draws, and what happens when the banner closes. Do not assume that a counter carries over, that a guarantee applies to the desired item, or that duplicate items convert into a particular amount of exchange currency. Those details vary by game and offer.

The CAA’s explanation focuses on how the mechanic works, not what the game calls it. Its FAQ says that requiring a specified combination of different kinds of randomly awarded symbols or items, then providing another prize-like benefit for completing that combination, can constitute “card matching” regardless of the mechanic’s name. The agency says the analysis applies to online games as well as other transactions.
This is a narrower point than saying that gacha itself is illegal. The relevant questions are whether users must assemble a particular set of different random items and whether the resulting benefit qualifies as a prize under the law. Labels such as “complete gacha” or “bingo gacha” do not settle those questions; the actual mechanics and reward matter.

Are paid gacha items and purchase bonuses treated the same way?
Not necessarily. The CAA distinguishes the item that is the direct object of a paid gacha transaction from an additional prize offered as an inducement. It explains that an item obtained directly through the paid draw is generally not treated as a prize incidental to that transaction. A separate benefit for completing a specified combination of different random items can be analyzed differently under the prize rules.
| What the user receives | What to examine |
|---|---|
| The item selected by the paid random draw | The CAA generally distinguishes this direct transaction item from an incidental prize. Check the banner’s item pool and terms. |
| An additional benefit for assembling a specified set of different random items | The CAA says this structure may be prohibited card matching if the benefit is a prize. The mechanism and reward, not its label, are central. |
| A claim about an item’s quality or the favorability of purchase terms | The CAA says materially misleading representations about an item or transaction conditions can raise a separate issue under the Act. |
These are general explanations, not a legal ruling about a particular live game. Whether a mechanic or claim falls within the rules depends on the actual offer, reward, and wording.

Which company handles payment in Google Play games in Japan?
Google Play’s general billing policy says developers distributing apps through Play must use Google Play Billing for digital in-app purchases unless an exception or program applies. Participation in an alternative billing program is optional for developers, so the existence of a program does not mean a particular game offers another way to pay.
As of October 7, 2026, Google says its billing-choice program is available in Japan. Participating developers must offer users a choice between Google Play Billing and an alternative billing system or external web link, subject to Google’s program requirements. Google also says a purchase made through alternative billing is not managed by Google Play: the alternative provider is the seller responsible for provision and support. Before paying, identify the seller and the support or dispute route shown for that transaction.

Japan’s external-payments transition dates
Google’s separate external payments program stopped accepting new enrollments in Japan on September 30, 2026. Google says it will be discontinued after March 31, 2027; developers already enrolled who want to continue offering external web links to users in Japan need to move to billing choice by March 31, 2027. These are platform-program dates, not a promise that every game will change its checkout options in the same way.

What should you do if the displayed rate seems different from the result?
A run of unsuccessful draws does not, on its own, establish that the published probability was wrong: random results can vary. If you suspect the displayed rate and the actual operation differ, preserve the banner’s rate table and terms, the date and draw type, and any relevant transaction records. Contact the game operator through its stated support channel and describe the specific discrepancy. The CAA’s official FAQ addresses the consumer question “the displayed gacha probability and the actual probability were different”; consult its official consumer information for guidance rather than treating an individual outcome as proof of a violation.

Before confirming a purchase
- Match the offer: verify the banner, draw type, dates, and current item pool.
- Read the right rate: distinguish the desired item’s probability from an aggregate rarity rate.
- Read the separate rules: check any rate-up, multi-draw guarantee, pity counter, exchange, reset, or carry-over conditions.
- Know the full transaction: review the displayed price and the exact currency or draw amount being purchased; do not infer an expected spend from a probability alone.
- Identify who takes payment: note whether checkout uses Google Play Billing or an alternative provider, and find the seller’s support and dispute information before proceeding.
