Before you commit to a Florida home, answer three separate insurance questions for the exact address: Can the property flood, and what policy would cover that loss? Does the homeowners quote include wind and hurricane damage, and what deductible applies? Will an insurer and your lender accept the proposed coverage at the required limits? A standard homeowners policy typically does not include flood insurance, a low-risk map designation does not mean a home cannot flood, and neither a seller disclosure nor an online rate average proves that a property is safe or fully insured.
Start the checks before your inspection, financing, or insurance-contingency deadlines. Obtain the current flood map for the parcel, read the seller’s statutory flood disclosure, request a property-specific homeowners quote, and compare the actual policy documents rather than relying on a neighbor’s premium or a county average.

Why Florida buyers must treat flood, wind, and homeowners coverage as separate checks
Insurance questions that sound similar involve different hazards and contracts. Florida’s Office of Insurance Regulation (OIR) describes flooding as a serious statewide risk and says flood insurance is not typically included in a homeowners policy. Flooding can result from inland or tidal overflow, rapid runoff or surface water from an established source, or sustained standing water after rainfall—the categories used in Florida’s statutory flood disclosure.
Wind and hurricane damage may be addressed in the homeowners policy, a separate wind arrangement, or an endorsement, depending on the insurer and property. The policy controls. A lender can also impose requirements that are stricter than a map category or the minimum you would otherwise choose. Treat the following as distinct approvals:

| Question | Document or source to check | What it can and cannot establish |
|---|---|---|
| Could the home flood? | Current parcel-level FEMA flood map, elevation and drainage information, past-loss records, and the flood disclosure | Shows mapped hazard and known history; it does not guarantee that flooding will or will not occur. |
| Is flood damage insured? | NFIP or private flood policy quote and specimen policy | Shows limits, exclusions, waiting period, and lender acceptance for that contract; a homeowners policy usually is not a substitute. |
| Is hurricane or wind damage insured? | Homeowners quote, declarations page, endorsements, exclusions, and deductible schedule | Shows the insurer’s terms for this address; do not assume a neighbor’s policy has the same wind treatment. |
| Can the purchase close with acceptable coverage? | Lender insurance conditions, binder or policy, and insurer eligibility decision | Confirms the closing requirement for your loan and property, not a permanent guarantee of future availability. |
Check the exact parcel on the current flood map
OIR directs buyers to FEMA’s Flood Map Service Center for mapped flood risk. Search the precise street address and parcel, not just the city or ZIP code, and save the map version or date supplied by the service. A property near a boundary can have a different designation from a neighboring lot.
Understand what the map categories mean
| Map category described by OIR | Meaning | Buyer’s action |
|---|---|---|
| High risk | At least a 1 percent chance of flooding in any year. This is a map-category threshold, not a prediction that a particular house will flood. | Ask the lender whether coverage is mandatory, obtain a flood quote immediately, and investigate elevation, access, drainage, and prior losses. |
| Moderate or low risk | Less than a 1 percent annual chance on the map, but flooding remains possible. | Do not waive flood questions. Request a quote and ask the lender whether it requires coverage outside a high-risk area. |
| Undetermined | Flood-hazard analysis has not been completed; it does not mean the property has no risk. | Seek site-specific information from the insurer, lender, local officials, surveyor, or engineer before relying on the designation. |
Maps do not supply a parcel’s actual flood probability, finished-floor elevation, drainage performance, or expected premium. Those facts require current property records and underwriting. A low-risk designation can still coexist with stormwater backup, rainfall runoff, tidal effects, or a local drainage problem. Ask whether the house, garage, access road, crawl space, or mechanical equipment has flooded—not only whether the living area has taken water.
Ask the lender and insurer the same address-specific questions
- Is flood insurance required for this parcel and loan, and if so, what limits and deductible does the lender require?
- Will the lender accept the proposed NFIP or private policy, including its waiting period and exclusions?
- Does the insurer rate the home differently because of its elevation, distance to water, drainage, or mapped zone?
- Are contents, detached structures, temporary housing, and cleanup expenses covered under the proposed flood policy?
Get written answers. A lender’s determination can differ from a map label, and an insurer may decline or limit coverage after reviewing construction, elevation, prior losses, or other underwriting information.
Read Florida’s required seller flood disclosure—and investigate beyond it
Florida Statutes § 689.302 (2025) requires a residential seller to complete and provide a flood disclosure to the purchaser at or before the time the sales contract is executed. The statutory sentence is: “A seller must complete and provide a flood disclosure to a purchaser of residential real property at or before the time the sales contract is executed.”

The form asks whether the seller knows of flooding that damaged the property during the seller’s ownership, whether the seller filed an insurance claim relating to flood damage, and whether the seller received assistance for flood damage, including from FEMA. The statutory definition covers inland or tidal overflow, rapid runoff or surface water from an established source, and sustained standing water resulting from rainfall.
Use the disclosure as a starting point
- Obtain the completed form before signing, or confirm with your real-estate professional how the statutory timing will be met.
- Ask for dates, locations, water depth, damaged materials, remediation invoices, engineering reports, permits, and photographs for every disclosed event.
- Ask whether any claim was denied, paid under a different coverage section, or made by a prior owner or tenant.
- Compare the answers with seller-provided insurance records, county or municipal permit records, inspection findings, and your own observations of staining, elevation, drainage, retaining walls, pumps, and grading.
- Put unanswered questions and document requests in writing before an inspection or financing contingency expires.
A “no” answer reports the seller’s knowledge; it is not a certificate that the property never flooded. Records can be incomplete, ownership can have changed, and a road or neighborhood may flood even when the house itself did not. Consider a qualified flood-elevation, drainage, or structural professional when the site or records raise concerns.
Read the homeowners quote for wind, hurricane, and water terms
Florida OIR describes common homeowners coverage parts as the dwelling, other structures, personal property, loss of use, liability, and medical payments. The exact form, endorsements, exclusions, limits, and deductibles control. Request the full quote, declarations page, forms, and endorsements—not just a premium displayed by an agent or website.
Items to verify before you rely on a quote
- Wind and hurricane coverage: Confirm whether wind is included, excluded, or handled through a separate policy or endorsement. Ask which storms or conditions trigger the hurricane deductible.
- Hurricane deductible: Identify the deductible amount or percentage, the covered limit to which it applies, and how the policy defines a hurricane occurrence or season.
- Dwelling limit: Check that the proposed limit reflects the cost to rebuild, not the purchase price or land value. Ask how ordinance-and-law upgrades, debris removal, and replacement-cost provisions work.
- Other structures and contents: Verify limits for detached garages, sheds, fences, boats, appliances, furnishings, and high-value property.
- Loss of use: Confirm additional-living-expense limits, time limits, and documentation requirements if the home becomes uninhabitable.
- Water exclusions: Determine how the policy treats flood, storm surge, surface water, groundwater, sewer backup, and wind-driven rain. Do not assume that “water damage” is one coverage category.
- Eligibility and conditions: Ask about roof age, electrical or plumbing updates, protective devices, vacancy rules, prior losses, inspections, and any repairs required before binding.
Ask the agent to identify every material assumption in the quote. A quote based on an estimated roof age, an unverified mitigation feature, or an incorrect dwelling limit can change after underwriting.

Why two nearby homes can receive very different premiums
Florida Department of Financial Services (DFS) identifies rating and underwriting inputs that can include location, dwelling coverage amount, fire-protection class, construction type, home age, continuous prior coverage, claims or coverage history, and hurricane-mitigation credits. The insurer’s eligibility rules and the property’s condition also matter.
That is why a statewide average, a county sample, or a neighbor’s bill cannot predict your cost. Provide the exact address and accurate details about roof age, square footage, construction, renovations, prior insurance, desired limits, and deductibles. Ask the agent to rerun the quote when any of those facts changes.
Use comparison tools for context, not as a promise
DFS offers a licensed-agent search and an active-company lookup. OIR’s CHOICES tool presents sample average rates for Florida counties using three predefined model-risk scenarios. Those scenarios can help you understand market variation, but they are not quotes for your house and do not establish eligibility or coverage terms.

Document hurricane-loss mitigation before binding coverage
OIR says insurers must offer discounts for features that reduce hurricane-wind losses. A qualified inspector documents eligible features on the Uniform Mitigation Verification Inspection Form. Features might include qualifying roof, opening-protection, or structural connections, but the form and the insurer’s underwriting determine whether a feature receives credit.

- Ask the seller whether a current Uniform Mitigation Verification Inspection Form exists and request a copy.
- Check the inspection date, property address, inspector credentials, and listed features against the house you are buying.
- Give the form to each prospective insurer and ask whether it will be accepted for rating on this policy.
- Request a revised quote showing the credit assumption and the premium with and without the credit.
- Do not budget a specific discount until the insurer confirms the amount in writing.
An old form, an altered roof, or a feature that cannot be verified can cause the credit to disappear. A mitigation inspection also does not replace a home inspection or prove that the structure is free of storm damage.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare NFIP and private flood coverage on the terms that matter
Flood coverage may come through the National Flood Insurance Program (NFIP) or the private market. OIR notes that private coverage can be primary or excess, offered as a standalone policy or an endorsement, and limited to particular homes or coverage types. The products are not automatically interchangeable.
| Comparison point | Questions to ask about an NFIP proposal | Questions to ask about a private proposal |
|---|---|---|
| Building and contents limits | What are the available building and contents limits for this occupancy and structure? | Are higher limits available, and are detached structures or specialty items treated differently? |
| Primary or excess status | Is the policy intended to respond as primary flood coverage? | Is it primary or excess, and must another policy respond first? |
| Exclusions and covered causes | Which flood-related expenses, below-grade areas, improvements, and personal property are excluded? | Are exclusions, water definitions, and settlement rules broader or narrower than the NFIP proposal? |
| Waiting period | When does coverage begin, and are there exceptions tied to a loan or map change? | What waiting period applies, and can the insurer bind coverage before closing? |
| Term and renewal | What is the policy term, renewal process, and cancellation rule? | How can premiums, terms, or eligibility change at renewal? |
| Lender acceptance | Will the lender accept this policy at the required limits? | Will the lender accept this specific private form as satisfying its flood condition? |
Ask the agent to explain how the proposed policy handles temporary housing, debris, cleanup, mold, landscaping, and items stored below an elevated structure. Have the lender approve the exact policy before assuming the closing condition is met.

DFS warns that insurers may stop accepting new applications or requests to increase coverage as a hurricane approaches. A last-minute application can therefore fail even when the property previously appeared insurable. Begin the flood and homeowners applications as soon as you have the address and likely closing date.
Best Value
- Before making an offer: Check the FEMA map, ask the agent for an indicative flood and homeowners review, and identify any immediate lender requirements.
- During the contract period: Obtain the seller’s flood disclosure, order inspections, gather mitigation documents, and request binding quotes using verified property details.
- Before contingency deadlines: Read the policy forms and deductibles, resolve exclusions and waiting periods, and confirm the lender accepts both homeowners and flood policies.
- Before closing: Verify the binder or policy effective date, paid premium, named insured, property address, mortgagee clause, limits, and deductibles. Keep copies with the closing file.
- After closing: Store policy documents and mitigation forms securely, report material renovations, and review limits and deductibles at renewal.
Red flags that deserve a pause or a written remedy
- The seller supplies a flood disclosure late, leaves answers unexplained, or cannot produce records for a reported claim.
- The map is low-risk or undetermined, but the road, yard, crawl space, or neighboring lots show water marks, erosion, pumps, or repeated drainage work.
- The homeowners quote excludes wind, carries a hurricane deductible you cannot fund, or uses a dwelling limit that is plainly inconsistent with reconstruction needs.
- The quote assumes a mitigation credit, roof age, prior coverage, or construction detail that has not been verified.
- The lender has not approved the proposed private flood policy or asks for limits that the quote does not provide.
- An insurer will not bind coverage before the contract deadline, or says applications may be suspended because of an approaching storm.
For each red flag, request a specific document, inspection, revised quote, or contract extension. If the issue cannot be resolved before your contingency deadline, use the advice of your real-estate attorney, insurance professional, lender, and qualified inspectors before waiving that protection.
Questions to put in writing
Ask the seller
- Has water ever entered the house, garage, crawl space, attic, or other structure, even without an insurance claim?
- Were any flood, storm-surge, wind, roof, or water-remediation claims filed by current or previous owners?
- Was federal, state, or local assistance received for flood damage?
- What repairs, elevation work, drainage changes, pumps, or mold remediation were completed, and where are the permits and invoices?
Ask the insurance agent
- Which policy covers flood, storm surge, wind, hurricane damage, sewer backup, and wind-driven rain?
- What are the dollar and percentage deductibles, and when does each apply?
- What assumptions about roof, construction, prior coverage, occupancy, and mitigation credits are built into the quote?
- What exclusions or sublimits could affect rebuilding, contents, additional living expenses, or detached structures?
Ask the lender
- Is flood insurance required for this address despite its map category?
- What minimum limits, deductible, policy form, and effective date satisfy the loan?
- Will you approve the exact private flood policy, or do you require an NFIP policy?
- What proof of coverage must be delivered before closing?
A practical decision framework before you waive contingencies
Proceed only when you can state, in writing, which policy responds to each major water and wind scenario, what you would pay out of pocket under every deductible, and whether the lender accepts the coverage. If the flood map, disclosure, inspection, or underwriting result is contradictory, treat the uncertainty as an unresolved property risk rather than assuming the most favorable interpretation.
The reliable answer is property-specific: Florida’s statewide guidance explains the hazards and the documents to examine, but it cannot establish this home’s flood probability, insurability, premium, discount, or final coverage. Those outcomes depend on the address, construction and condition, selected limits and deductibles, current records, and the insurer and lender reviewing the transaction.
