A winter storm emergency kit should be split into two kits: one for sheltering at home through an outage, and another for being stranded or delayed in a vehicle. FEMA recommends at least three days of food and water for home use, with one gallon of water per person per day; stock for a week or more if possible. Adjust both lists for household size, medical needs, pets, climate, and local emergency instructions.
Home kit: supplies for sheltering through an outage
Store the home supplies together where you can reach them if the power goes out. FEMA’s Winter Storm Preparedness Checklist recommends the following:

- Food and water: At least three days of non-perishable food and water. Plan on one gallon of water per person per day, and stock for a week or more if possible for sheltering.
- Communications and charging: A charged cellular phone, an extra battery or other power source, chargers for electrical equipment, and an AM/FM or NOAA weather radio with extra batteries.
- Lighting and basic tools: A flashlight and spare batteries, a multi-tool, matches or a lighter in a waterproof container, a local map, and a fire extinguisher.
- Warmth: Extra warm clothing, sturdy shoes, gloves or other snow gear, blankets, and sleeping bags rated for low temperatures.
- Medical supplies: Prescription medicines, copies of prescriptions, a first-aid kit, spare eyeglasses or contact lenses, and medical or assistive equipment with backup batteries. If a medicine needs refrigeration, plan how to keep it at the required temperature for at least one week.
- Household-specific food and care: Infant formula and diapers where needed; pet food, pet supplies, and extra water for animals.
- Hygiene and sanitation: Soap or disinfectant, hand sanitizer, paper towels or moist towelettes, toilet paper, bleach, toothbrushes, and toothpaste.
- Documents and comfort: Important contact information, photo ID, cash and cards, and personal, medical, financial, and property records. Keep important documents in a waterproof, portable container. Books, puzzles, or familiar comfort items can help pass time during an extended outage.
Vehicle kit: supplies for delays or being stranded
Keep a separate kit in the vehicle; home supplies may not be accessible if roads close or travel is delayed. FEMA’s winter checklist identifies these items:

- Phone charger, first-aid kit, flashlight, and whistle.
- Jumper cables, flares, and a tow rope.
- Water and non-perishable snacks.
- Warm clothes, boots, mittens, and a blanket.
- Shovel, ice scraper, and snow brush.
- Snow traction mats and sand or cat litter; tire chains or snow tires suited to the vehicle and conditions.
Keep the gas tank full when a winter storm is expected. FEMA’s separate winter storm hazard sheet also lists jumper cables, sand, a flashlight, warm clothes, blankets, bottled water, and non-perishable snacks.

- Set aside the medicines each person needs, including a workable refrigeration plan where required.
- Account for infant formula, diapers, pet food, and extra water for pets.
- Pack spare glasses or contact lenses if someone relies on them.

Use the kit safely during a storm
- Stay off roads if possible. If you become trapped in a vehicle, stay inside it.
- Use generators and grills outdoors and away from windows. Never run them indoors.
- Never use a gas stovetop or oven to heat your home.
