What to Include in an Emergency Phone and Power Bank Kit

Pack four essentials first: a charged phone, a compatible and charged power bank (or spare phone battery), the correct charging cable, and a wall charger. Add an offline list of emergency contacts and your household communication plan. For independent alerts, consider a battery-powered or hand-crank NOAA Weather Radio with spare batteries.

There is no FEMA-required power-bank capacity or mandated number of phone recharges. The right backup depends on your phone, how long an outage may last, how often you expect to use it, and whether mobile or internet service remains available.

Core items for the kit

Ready.gov’s power-outage guidance states: “Have alternative charging methods for your phone in case of power outages.” A power bank is the most direct way to provide that alternative, but it only works as part of a complete charging setup.

1. A charged mobile phone

Charge the phone before a forecast emergency or before travel into an area where charging may be difficult. Keep it configured for the communication methods you actually intend to use. A full battery does not guarantee that calls, text messages, mobile data or internet-based services will work: those services can fail because of damaged infrastructure, congestion, a local outage or loss of an internet connection.

2. A compatible power bank or spare phone battery

Choose a power bank that can connect to your phone with the cable you carry. If your phone accepts a removable battery and you keep a spare, the spare battery can fill the same backup-power role. FEMA’s emergency-supply checklist includes an extra cell-phone battery or charger; it does not specify a capacity for a power bank.

3. The correct charging cable

A power bank without a cable that fits your phone is not a usable backup. Check both ends of the cable: one must fit the phone and the other must fit the power bank’s output. If your household has phones with different connectors, label or pack the appropriate cable for each device rather than assuming one cable works for all of them.

4. A wall charger

Carry a wall charger that works with the phone or cable. It lets you recharge from mains power when electricity returns or when you reach a functioning outlet. FEMA specifically identifies an extra phone battery or charger; the cable and wall charger are practical items that make that charger usable.

Keep contacts and the communication plan available offline

Store important phone numbers and your household’s communication arrangements somewhere you can use if the phone is lost, uncharged or unavailable. A printed sheet is the simplest option. You can also keep an offline copy on a second device, provided you do not rely on that device as your only copy.

What to record

  • Names and phone numbers for household members, relatives, caregivers and other essential contacts.
  • The out-of-area or central contact your household will use if local calling is difficult.
  • Meeting locations and the conditions that trigger a move to each location.
  • School, workplace, medical and utility contacts that matter during an outage.
  • Any accessibility, medication or transportation information a responder or family member may need.

Write down the plan in language everyone in the household understands. Include alternatives for people who cannot use a particular app, data connection or voice service. FEMA’s family communication-planning materials emphasize planning for these dependencies rather than assuming that digital services will always be reachable.

Choose backup power for the outage you expect

FEMA guidance says to keep phones charged, plan alternative power sources and determine whether a phone will work during an outage and how long backup power will last. It does not publish a numeric power-bank requirement. Treat capacity as a household decision, not a federal standard.

Estimate your need

  1. Identify the devices. List the phone or phones that must remain available. Include only devices that will actually need emergency charging.
  2. Define the outage window. Consider the longest interruption you are preparing for, not just the typical one. A short planned outage and a multiday storm response require different amounts of stored energy.
  3. Decide how the phone will be used. Occasional calls and text messages consume less energy than navigation, video, hotspot use or repeated attempts to find a signal. Decide which functions are essential.
  4. Match the power bank to the phone and plan. Compare the bank’s stated capacity, output connectors, recharge input and charge indicator with your phone and expected use. Do not treat a capacity printed on a product as a guaranteed number of complete phone recharges; real results depend on the devices, cables and conversion losses.
  5. Plan to recharge the bank. A power bank is a stored reserve, not an unlimited source. Know where it can be recharged when mains power returns and whether another source in your household can provide power.

Comparison points when buying or selecting a bank

Criterion What to check Why it matters
Connector compatibility Phone connector, power-bank output and the cable you will carry Prevents a physically incompatible kit
Useful capacity Whether the stored energy fits the outage length and your planned use Determines how long the phone can remain available
Recharge method Input connector and the charger or power source available to refill it A reserve is useful only if it can be replenished
Charge status Whether the bank provides a readable indicator of remaining charge Shows whether it is ready before an emergency
Household fit Number and types of phones that may share it A single-bank plan may not suit several users

Neither FEMA’s checklist nor its power-outage guidance ranks brands, tests products or states a minimum capacity. If a product description makes a specific runtime or recharge claim, treat that as a product-specific claim rather than a FEMA recommendation.

Optional independent alerts: NOAA Weather Radio

FEMA’s basic emergency-kit checklist names a battery-powered or hand-crank radio able to receive NOAA Weather Radio tone alerts, along with extra batteries. This gives you an alert channel that does not depend on your phone’s battery, cellular account or internet connection.

Features to compare

  • Alert reception: Confirm that the radio receives NOAA Weather Radio tone alerts, not merely ordinary AM/FM broadcasts.
  • Power options: Compare battery operation with a hand-crank mechanism and understand how each option is used.
  • Spare batteries: Keep the battery type required by the radio with the kit and replace depleted or expired cells.
  • Location: Store the radio where its controls and alert sound can be reached during the emergency.

The radio is optional for a phone-and-power kit, but it is valuable when the phone is unavailable or when you want alerts without repeatedly using phone battery power.

Use the FEMA App as a supplement, not your only channel

The FEMA App is available for iOS and Android. Its official page, last updated October 29, 2024, describes National Weather Service alerts for up to five locations nationwide and tools for finding nearby shelters.

Install and configure it before an emergency. Select locations that matter to your household, allow the notifications you want, and open the app while you still have a reliable connection so you understand where its information and shelter tools are found. The app cannot replace a charged phone, an offline contact list or an independent radio: it depends on the phone, its battery and the services needed to deliver data.

Pack the kit so it works under stress

  1. Group the charging items. Put the power bank, cable and wall charger in one labeled pouch. Keep the spare phone battery there as well if your phone uses one.
  2. Charge before storage. Charge the phone and power bank before a forecast emergency. Do not assume a bank bought months earlier is still ready.
  3. Test the connection. Plug the cable into the phone and bank, confirm that charging starts, and check that the bank’s indicator behaves as expected.
  4. Add the paper plan. Place the offline contacts and communication plan in the same kit or in another location every household member knows.
  5. Prepare optional alerts. Add the NOAA Weather Radio and spare batteries if your household uses one. Confirm that it powers on and can receive the intended alerts.
  6. Store accessibly. Keep the kit where it can be grabbed quickly, not buried in a vehicle or closet that may be inaccessible during the event.

Maintenance and outage use

Before an emergency

  • Check the phone’s charge and the power bank’s remaining-charge indicator on a regular schedule.
  • Inspect cables for damage and replace any that no longer connect reliably.
  • Confirm that the wall charger still works with the phone and cable.
  • Review the contact sheet when phone numbers, addresses or meeting places change.
  • Check the radio and its spare batteries if you keep a radio in the kit.

During an outage

  • Use the phone for essential communication first. Reduce nonessential activity that drains the battery, especially functions that keep the screen, location services or data connection active.
  • Connect the phone to the power bank when needed, and keep the bank itself protected from moisture and physical damage.
  • Use the wall charger when a dependable mains outlet becomes available, then restore the power bank’s charge if possible.
  • Refer to the written plan if the phone is unavailable instead of relying on memory for every number or meeting point.
  • Monitor the NOAA Weather Radio or other independent alert source if severe weather information remains important.

Common mistakes and fixes

The bank is charged but the phone does not charge

Check that the cable fits both devices, that it is connected to the bank’s output rather than its input, and that the bank has not been switched off. Try the cable and phone with the wall charger to isolate whether the problem is the cable, phone or bank.

The kit has a cable but no way to refill the bank

Add the compatible wall charger and identify a place where mains power will be available. A cable that only connects the phone to the bank does not automatically recharge the bank.

The phone is full but communication still fails

Battery charge and network availability are separate issues. Try the communication methods in your household plan, use the written contacts, and consult an independent alert source. Do not assume that a full battery guarantees cellular or internet service.

The family cannot agree on one “best” capacity

There is no FEMA capacity figure to settle that question. Revisit the number of devices, outage duration and intended phone use, then select a bank that fits those assumptions. Document the assumptions so you know when the kit needs to change.
