What should I include in a regulated business system migration checklist? Start with scope and ownership, then inventory every record and its context, assess risk, validate the migration, reconcile source and target data, test security and retrieval, and control cutover with documented approvals and recovery criteria. A migration is not complete when a loading job reports success; it is complete when you can show that records remain accurate, complete, attributable, secure, usable and retrievable for the period required by the rules that apply to your organization.
How do I prove the data moved accurately and remains complete, traceable and retrievable? Define intended use and acceptance criteria before moving anything, preserve metadata, audit trails, signatures and computational context, compare source and target totals and critical values, investigate every exception, retain test evidence, and demonstrate that authorized users can retrieve and read the records after cutover. The exact controls depend on your sector, jurisdiction, record types and whether the organization relies on electronic or paper records.

1. Establish applicability, scope and ownership before planning the move
Regulated-system requirements are fact-specific. Identify the jurisdictions, regulators, record classes and business processes in scope instead of assuming that one framework covers the whole project. FDA Part 11 guidance concerns electronic records and signatures used to satisfy predicate-rule requirements; it does not automatically apply to every business system. HIPAA safeguards apply to systems handling electronic protected health information (ePHI), while the UK Medicines and Healthcare products Regulatory Agency (MHRA) guidance addresses GxP data integrity. These are examples, not universal rules for unrelated industries.
Define the migration boundary
- Name the source and target applications, databases, interfaces, reports, integrations, locations and environments.
- List the business processes affected, including processes that create, approve, change, export or retire regulated records.
- Identify applicable laws, regulations, internal procedures, contracts and retention schedules by jurisdiction and record type.
- State whether required records will be relied on electronically, on paper, or through a defined combination. FDA Part 11 guidance recommends documenting this decision in advance.
- Record which representation is authoritative during the migration, during any parallel period, and after go-live.
Assign accountable roles
Put named people, not only departments, on the checklist: business owner, system owner, data steward, quality or compliance lead, security and privacy lead, migration lead, technical operators and final approvers. Define who can accept a deviation, who can authorize a cutover, and who owns the records and controls after the old system is retired.

Check service-provider obligations
If a cloud provider handles ePHI, verify the business associate agreement (BAA), security responsibilities, access rights, backup and recovery commitments, and exit or export terms. HHS guidance says a BAA must require appropriate safeguards and discusses availability, recovery and contract terms that must not prevent access to ePHI. Do not call a provider or migration “compliant” without evidence tied to your intended use and applicable rules.
2. Inventory records and map their meaning, not just their fields
The migration unit is a record plus the information needed to interpret and trust it. A row copied without its audit history, signature, attachment or calculation method may no longer be the same regulated record.
Build a source inventory
- Record classes, record counts, date ranges and retention categories.
- Metadata such as author, owner, status, timestamps, location, version and classification.
- Electronic signatures, approval meaning, signer identity and signature-to-record relationships.
- Audit trails, change reasons, attachments, linked records, master data and reference data.
- Reports, queries, scripts, formulas, calculations and methods used to derive values.
- Interfaces and downstream copies that may continue to create or alter records during the move.
Document field and relationship mapping
Create a mapping specification that gives each source field a target field or an approved disposition. Describe transformations, defaults, truncation, code-set changes, unit conversions, date and time-zone handling, deduplication rules, rejected records and null handling. Map relationships as well as values: parent-child links, version chains, attachments, approvals and status histories must survive in a form users can understand.

When a report or regulated decision depends on derived data, retain the computational method and the logic needed to reproduce or explain it. FDA guidance for computerized systems used in clinical trials specifically calls for accurate and complete copies of study data and collateral information relevant to integrity, including audit trails and computational methods. Preserve the applicable queries, scripts, formulas, configuration and retrieval logic, with version identifiers and ownership.
Set source-of-truth and retention rules
Decide whether originals remain in the source, are transferred, or are retained as validated exports. Specify retention for records, audit trails, signatures, source extracts, mapping specifications, test evidence, exception logs and approvals. Classify sensitive data and document who may view, change, export or approve it during each migration phase.

3. Create a risk-based validation plan
Validation should demonstrate intended use, not merely prove that software ran. FDA Part 11 guidance recommends a justified, documented risk assessment that considers potential effects on product quality and safety and on record integrity. Its guidance is nonbinding; underlying predicate-rule requirements still apply. MHRA GxP guidance likewise expects migration procedures to be robustly designed and validated.
State intended use and critical risks
Write what regulated decisions, submissions, patient or product records, financial controls or safety activities depend on the target system. Assess risks to accuracy, completeness, integrity, attribution, availability, confidentiality, product quality and safety as applicable. Rate the impact of transformation complexity, record volume, interfaces, manual steps, downtime and legacy-system dependencies.
Recommended Free Tools
Define requirements and acceptance criteria
- Approved user and system requirements for records, signatures, audit trails, access, reports, interfaces, retention and retrieval.
- Test cases with preconditions, steps, expected results, actual results and tester identity.
- Reconciliation rules for totals, critical attributes, relationships, dates, units, statuses, signatures and attachments.
- Explicit thresholds or pass/fail rules justified for this system and risk; there is no universal migration tolerance supplied by regulators.
- Traceability from each requirement through configuration, transformation, test evidence, defects and approval.
Validate migration and conversion mechanisms
Validate extraction, transformation, loading, transcription scripts, queries, interfaces and manual procedures that can affect regulated records. FDA clinical-trial guidance says the transcription process needs validation, and MHRA says GxP migration procedures should be robustly designed and validated. Retain test data, execution logs, screenshots or exports where needed, deviations, defect evaluations, remediation, retest results and residual-risk decisions.
Control changes to the plan
Version the mapping, scripts, configuration and test protocol. Require impact assessment and approval for changes after testing begins. A successful rerun does not erase a failed run: preserve both the failure evidence and the approved disposition.
4. Execute the transfer with provenance and reconciliation
Prepare recovery points and the transfer window
- Back up the source and verify that a restoration can be completed before the production transfer.
- Define the freeze window, transaction cut-off and any delta-migration method for records created or changed during extraction.
- Confirm interface behavior, queue handling and ownership for transactions arriving during the window.
- Record the approved run identifier, software versions, configuration, operator or service identity and start time.
Preserve provenance
For each extract, transformation and load, retain the source system, extraction timestamp, transformation version, operator or service account, load timestamp, run identifier, record counts and exception output. Provenance must let an independent reviewer determine what was moved, by which logic and under whose authority.

Reconcile values and relationships
Compare source and target totals by record class, date range, status and other risk-relevant partitions. Check critical values, dates and time zones, units, codes, statuses, identifiers, parent-child relationships, signatures, attachments and audit events. Use risk-based coverage rather than a few convenient samples. Investigate every rejected, duplicated, truncated or transformed record individually, document its disposition and obtain the required approval.

Demonstrate completeness and meaning
Retain evidence sufficient to show that the target contains accurate and complete copies and that the migration did not alter meaning. MHRA states that migration should preserve data integrity throughout the data lifecycle; FDA clinical-trial guidance calls for accurate and complete copies of study data and relevant collateral information. Do not treat a green job status as proof of either condition.
5. Verify audit trails, signatures, access and security
Keep audit history readable and attributable
Confirm that source and target audit trails remain associated with the correct records and can be read for the required retention period. Check that changes do not obscure original information, and that the history identifies who changed data, when and why. FDA clinical-trial guidance describes these attribution and change-history expectations in its clinical-trial context.
Re-establish signature meaning
Test that each electronic signature remains linked to the correct record, signer identity, date and time, and approval meaning. Verify whether signatures remain valid after conversion, or whether a documented re-signing or certification process is required by the applicable rule. Do not assume that copying a signature image preserves an electronic signature.
Test permissions and privileged access
- Role-based access for ordinary users, reviewers, approvers, administrators and support personnel.
- Unique user identification, service accounts, emergency access and separation of duties where required.
- Permissions to view, change, export, delete, configure and approve records.
- Logging of privileged actions and alerting or review responsibilities.
- Confidentiality, integrity, availability and audit controls for ePHI, consistent with the HIPAA Security Rule.
Run these tests in the target environment with realistic roles, including denied actions. Review the results with business, quality and security owners rather than relying only on a technical administrator’s confirmation.

6. Prove retention, retrieval, backup and continuity
Test retrieval as a user would perform it
Retrieve records by identifiers and across relevant date ranges, statuses and relationships. Confirm that records render or export completely, with readable metadata, signatures, audit history and attachments. Test reports and searches used for inspections, investigations, customer requests or operational decisions. Record the steps, user role, result and any rendering or indexing defect.
Verify retention and disposition
Apply the retention schedule and applicable law to records, audit trails, signatures and migration evidence. Document legal holds, disposition approvals and controls that prevent premature deletion. Exact retention periods and signature controls cannot be set generically; they depend on sector, geography and record type.
Exercise restoration and disaster recovery
Restore backups, required databases, keys, interfaces and authentication dependencies in a separate exercise. Demonstrate that authorized users can access records after restoration and that audit history remains intact. Include recovery-point and recovery-time objectives established for the business; regulators do not provide one universal target for every migration.
Plan for legacy access and obsolescence
Maintain the old system, a validated export or another controlled access method for as long as required. FDA clinical-trial guidance highlights the need to retrieve and review older-system data. Federal agencies have a specific migration duty under 36 CFR 1236.14, but that provision should not be presented as an automatic requirement for private businesses. For any organization, document how records will remain usable when the source platform, operating system or vendor becomes obsolete.

7. Control cutover, rollback and post-go-live review
Set a documented go/no-go decision
- Approved validation summary with open deviations, defects and residual risks clearly classified.
- Completed reconciliation and an explanation for every exception.
- Named business, quality or compliance, security and technical approvers.
- Defined cutover window, communications, help coverage and escalation contacts.
- Confirmed training or readiness evidence for changed workflows and record-review duties.
The official FDA, HHS and MHRA materials do not prescribe one universal cutover sequence or rollback threshold. Your documented risk assessment must establish the decision authority and evidence required for this system.
Best Value
Define rollback and transaction reconciliation
Specify the conditions that trigger recovery or rollback, who can declare it, how the source will be restored, and how transactions created during the cutover will be captured and reconciled. Protect the evidence from the failed attempt; do not overwrite logs or alter records to make the run appear successful.
Monitor after go-live
For a defined review period, monitor rejected records, access failures, missing or duplicated data, audit trails, interfaces, reports, performance and user support tickets. Sample newly created and migrated records against the approved requirements. Escalate trends, assess impact, correct under change control and document whether additional validation is needed.
Close the migration formally
Archive the approved plan, mapping, scripts, run logs, reconciliation, test evidence, deviations, approvals, training records and cutover decision. Close only when unresolved items are accepted by the accountable owner, ongoing records and system controls have assigned owners, and the retention and retrieval arrangements are operational.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →How to choose between migration approaches
No approach is universally best. Evaluate each option against the same evidence-based axes:
- Record fidelity: Can it preserve values, metadata, relationships, signatures, audit history and meaning?
- Validation burden and risk: How complex are transformations, manual steps and interfaces, and how much evidence is needed to establish intended use?
- Continuity and retrievability: What downtime is required, can historical records be accessed during transition, and can the organization recover if the target fails?
- Security and control: Are access, confidentiality, auditability, vendor dependencies and contractual access rights demonstrable?
- Lifecycle cost and obsolescence: What ongoing support, retention, exportability and legacy-access costs remain?
Use the documented risk assessment to choose a method and to justify any parallel operation, staged transfer, archive strategy or other control. The method is acceptable only if the resulting evidence demonstrates intended use and preserves required records.
What the main regulatory guidance actually says
Keep the legal status and context of each source clear:
- FDA Part 11, Electronic Records; Electronic Signatures — Scope and Application: “We recommend that you base your approach on a justified and documented risk assessment and a determination of the potential of the system to affect product quality and safety, and record integrity.” This is FDA guidance language, not a binding regulation, and its scope is tied to records required by predicate rules and used electronically.
- FDA, Computerized Systems Used in Clinical Trials: “When migrating to newer systems, it is important to generate accurate and complete copies of study data and collateral information relevant to data integrity.” The statement is specific to clinical-trial systems.
- MHRA, GxP Data Integrity Guidance and Definitions: “Data transfer/migration procedures should include a rationale, and be robustly designed and validated to ensure that data integrity is maintained during the data lifecycle.” The statement is specific to GxP data.
- HHS HIPAA Security Rule guidance: Address confidentiality, integrity, availability and audit controls for systems containing or using ePHI, with contractual and technical arrangements that support access, backup and recovery when a cloud provider is involved.
Use these sources to shape controls, then confirm the obligations that actually govern your organization with the responsible compliance and legal owners.
