A useful layoff announcement is direct about the decision, specific about who is affected and when, and clear about what employees should do next. It should also separate an internal announcement from any legally required notice: a company-wide email, meeting, or intranet post is not a substitute for individual written notice when the federal Worker Adjustment and Retraining Notification (WARN) Act or another rule applies.
Start with the decision, not a euphemism
Open by stating that the company is reducing its workforce, which part of the organization is affected, and the effective date or decision timetable. Avoid language such as “right-sizing,” “streamlining,” or “adjusting our talent footprint” when those phrases obscure what employees need to know.

Give a concise business context only if it is accurate and approved. For example, you might explain that a product line is being discontinued, a site is closing, or the company is reorganizing around fewer roles. Do not speculate about future revenue, blame a team, or promise that the reduction is the last one unless leadership has verified that claim.

- What decision was made?
- Which teams, locations, job families, or employment categories are in scope?
- When will affected employees receive their individual information?
If names have not been reviewed for privacy, legal, and process reasons, do not publish a list of affected people in a general announcement. Tell employees how and when they will learn their own status instead.
Explain the scope and timing precisely
Describe the affected group
Use concrete boundaries: a business unit, worksite, country, shift, role category, or employment type. If the action affects several groups on different dates, identify each group and date separately. “Some employees” is not enough for people trying to understand whether they should expect a private meeting or written notice.
Distinguish between positions eliminated, employees whose hours or assignments change, and roles that remain but move to another team. If the final list is still being checked, say that the review is underway and provide a firm time for the next update rather than implying that every detail is final.
Give a reliable sequence of events
State when private conversations or individual written notices will occur, when employment or pay status changes, and when access, scheduling, or reporting lines change. Use dates and time zones when a remote workforce spans regions. If the company will contact people individually, explain the channel—private meeting, phone call, secure message, or letter—and identify who will make contact.
Do not announce a separation date that conflicts with an approved notice, payroll schedule, collective bargaining agreement, employment contract, or local requirement. A general announcement can describe the process, but the individual document must control each employee’s specific terms.
Tell affected employees what happens next
Provide a private route to individual information
Tell affected employees where to find their written terms and whom to contact with personal questions. Give a named role, phone number, and monitored email address rather than a generic “contact HR” instruction. Explain when that contact is available and how confidential questions will be handled.

A practical sequence is:
- Notify each affected employee privately through the approved channel.
- Provide the individual written document and any required legal notice.
- Explain the effective or separation date, pay status, benefits process, and return-of-property instructions that have been confirmed for that employee.
- Offer a way to ask follow-up questions after the meeting, including a deadline for requesting corrections.
Include only confirmed support
Severance, continuation of health coverage, accrued-pay treatment, outplacement, immigration support, retirement-plan information, and transition assistance vary by employer, plan, contract, jurisdiction, and employee status. Include these details in the announcement only after the responsible teams have approved the exact terms.
Do not promise a severance amount, benefits period, unemployment result, or career service that has not been confirmed. If details are still being finalized, say which document or contact will provide them and when. “Eligible employees will receive information about applicable benefits” is safer than implying that every departing employee receives the same package.
Cover practical logistics
When applicable and verified, explain the process for returning equipment, collecting personal items, transferring work, preserving records, and ending system access. Keep security instructions respectful and consistent: employees should know what happens to devices and accounts without being treated as presumed misconduct.
Address employees who remain
Remaining employees need operational information, not reassurance that dismisses the impact. Explain the immediate reporting structure, work priorities, project ownership, and where managers can obtain approved answers. Identify what is known and what is still being decided.
Avoid asking remaining employees to answer questions about a colleague’s personal circumstances. Tell them to direct individual-status questions to HR and to respect privacy. If workloads, schedules, or locations will change, provide the first effective date and the manager responsible for implementation.

Separate the announcement from WARN notice requirements
Federal WARN guidance describes a separate compliance obligation from an internal communication. WARN generally covers employers with 100 or more employees, subject to statutory exclusions, and generally requires at least 60 calendar days of advance written notice for a covered plant closing or mass layoff affecting 50 or more employees at a single site. Those figures are shorthand thresholds from current U.S. Department of Labor guidance, not a determination that a particular employer or action is covered.
Coverage can depend on how employees are counted, the definition of a single site, the timing and size of the employment loss, and statutory exceptions. DOL guidance identifies exceptions involving unforeseeable business circumstances, faltering companies, and natural disasters. State or local laws, collective bargaining agreements, and individual contracts may require notice, consultation, or a longer period even when federal WARN does not apply. Obtain a fact-specific legal review before relying on an exception or a threshold calculation.
Information required in an individual WARN notice
When WARN applies, DOL’s WARN Advisor says an individual employee notice must be written and include:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Whether the action is temporary or permanent.
- The expected date the action will begin.
- The individual employee’s expected separation date.
- Whether bumping rights exist.
- The name and telephone number of a company contact.
If affected employees do not have a representative, the Department of Labor states: “If the affected employees do not have a representative, the notice is to be written in language understandable to the employees.” Translate or adapt the notice when needed so recipients can understand the information; do not assume a technical or legal English document satisfies that requirement for everyone.
Other WARN recipients receive different information
Where WARN applies, notice also goes to an employee representative when applicable, the state dislocated worker unit, and the chief elected official of the affected local government. The content is not identical for every recipient.
| Recipient | Content or focus described in federal guidance |
|---|---|
| Affected individual employee without a representative | Temporary or permanent status, expected start date, individual separation date, bumping-rights information, and a company contact. |
| Employee representative | Worksite address, company contact, temporary or permanent status, first separation date and schedule, affected job titles, and names of affected workers. |
| State dislocated worker unit | Notice required under the applicable WARN process; verify the current recipient, format, and content before sending. |
| Chief elected official of the affected local government | Notice required under the applicable WARN process; do not assume the employee version can simply be reused. |
A company-wide announcement, town-hall statement, intranet post, or bulletin-board notice does not replace the individual written notice. DOL says individual notice must use a reasonable delivery method that ensures receipt, generally at least 60 calendar days before separation when WARN applies. Keep delivery records and evidence of receipt according to the company’s retention policy and legal advice.

Use a communication plan that matches each audience
| Communication | Primary purpose | What it should contain | What it cannot replace |
|---|---|---|---|
| Private individual meeting or call | Tell an employee their status respectfully and answer immediate questions. | Decision, effective date, next steps, approved support information, and a contact. | A required written legal notice. |
| Individual written notice | Document the employee’s specific terms and any statutory information. | Employee-specific dates, status, rights, contact details, and other required terms. | Notice to representatives or government recipients when those are required. |
| Company-wide announcement | Explain the organizational decision and operating impact to the broader workforce. | Scope, timing, process, privacy boundaries, support channels, and immediate work guidance. | Individual WARN delivery or proof of receipt. |
| Manager briefing and Q&A | Help managers deliver consistent answers. | Approved talking points, escalation routes, prohibited speculation, and timing. | Authority to invent benefits, dates, or legal conclusions. |
There is no single federal rule that endorses one universal announcement channel. Choose a channel employees can access, provide an accessible written version, and coordinate the release so affected employees are not surprised by a public message before receiving their individual information.
Build the announcement with this checklist
- Decision: State that a reduction in force, layoff, site closure, or other employment action is occurring.
- Reason: Give a concise, verified business explanation without blame or speculation.
- Scope: Identify affected teams, locations, roles, or employment categories.
- Timing: State announcement timing, individual-notification timing, and known effective dates.
- Individual process: Explain how each affected employee will receive private information.
- Contact: Provide a real person or team, telephone number, email address, and availability.
- Support: Include only approved information about pay, benefits, severance, transition help, and equipment.
- Remaining workforce: Explain immediate reporting lines, priorities, and workload changes.
- Privacy: Do not disclose names or personal circumstances unnecessarily.
- Accessibility: Use plain language and provide understandable translations or formats where needed.
- Legal coordination: Confirm WARN, state, local, union, contract, and plan requirements before release.
- Follow-up: Set the next update time and identify where the latest approved answers will be posted.
Prepare managers before employees hear the message
Managers should receive the final announcement, a short question-and-answer guide, the list of topics they must escalate, and the exact time communications begin. Tell them not to guess about eligibility, severance, immigration, unemployment, or another employee’s status. A consistent answer such as “I do not have authority to answer that; HR will contact you through the process described” is better than an improvised promise.
Run through difficult questions in advance: Why this team? Why now? Is another round planned? How were roles selected? What happens to a person on leave? When will access end? Which benefits continue? The written guide should distinguish confirmed facts from issues still under review and give a route for correcting an error.
Common mistakes and how to correct them
Using a vague announcement
Problem: Employees cannot tell who is affected or when they will receive information.
Correction: Name the organizational scope, give the next process milestone, and provide a contact and time for follow-up.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPublishing a general message instead of individual notice
Problem: An all-hands meeting or bulletin board does not satisfy the individual written-notice requirement when WARN applies.
Best Value
Correction: Send the required written notices through a reasonable method that ensures receipt, and coordinate the broader announcement separately.
Promising unapproved support
Problem: A manager or executive mentions severance, benefits, or transition services that differ from the approved terms.
Correction: Remove unverified figures and direct employees to the document or specialist who can confirm eligibility.
Ignoring language and accessibility
Problem: A notice uses language employees cannot reasonably understand.
Correction: Use plain language and provide an understandable version for affected employees, especially where no representative is involved.
Announcing before the process is ready
Problem: Employees hear the news without a working contact, private meeting schedule, or approved individual documents.
Correction: Confirm the call roster, delivery method, payroll and benefits answers, manager scripts, and escalation channel before releasing the announcement.

The following is an internal communication outline, not a substitute for legal notice:
- Opening: “We are reducing our workforce in [identified organization or location].”
- Reason: State the verified business context in one or two sentences.
- Scope and timing: Identify affected groups and the dates or sequence of individual notifications.
- Individual next step: Explain how affected employees will be contacted privately and where their written information will come from.
- Confirmed support: Describe only approved pay, benefits, severance, transition, and equipment instructions.
- Remaining workforce: Explain immediate reporting lines, priorities, and the next operational update.
- Contact and follow-up: Give a named contact, telephone number, email address, availability, and the next update time.
Have employment counsel or the responsible HR compliance team check the final package against federal WARN, applicable state and local rules, representative or government notice requirements, collective bargaining obligations, contracts, and benefit-plan terms. The announcement should be compassionate and readable, but accuracy, privacy, and a deliverable individual-notice process come first.
