Choose a colocation site in Japan by matching the exact facility to your workload, hazard tolerance, power and cooling profile, network design, operating model, and contract—not by selecting the provider with the strongest metro-wide marketing. Request facility-level evidence, compare like-for-like quotes, and make every important promise part of the service agreement.
Define the workload before you compare facilities
A colocation requirement is only useful when it describes the equipment and the business outcome. Start with an inventory and a five-year forecast rather than a number of racks alone.

Write a measurable technical brief
- Record current and forecast IT load in kW, expected peak load, power factor, and the number of cabinets. State whether the load is steady, bursty, or seasonal.
- Specify cabinet dimensions, weight, cable entry, circuit voltage, connector types, and the maximum sustained kW per rack. A cabinet that fits physically may still exceed the room’s power or heat limit.
- Identify latency-sensitive users, offices, clouds, exchanges, and counterparties. State acceptable latency, packet-loss, and availability targets instead of asking for “fast connectivity.”
- Define recovery-point and recovery-time objectives, the duration your service can be unavailable, and whether a second Japanese site is required.
- List compliance, data-residency, logging, access, and media-destruction requirements. Name the legal entity and service that must be covered by evidence.
This brief lets a provider quote the same scope as its competitors. It also exposes cases where a low monthly rate is based on less power, fewer circuits, or no expansion reserve.
Choose the role of Tokyo, Osaka, or another location
Tokyo may minimize latency to users and partners in the capital region, while Osaka can provide geographic separation for a recovery site. A second site is not automatically independent: shared carrier routes, utility dependencies, staff, or a common regional hazard can defeat the design. Confirm the exact address and campus, not just the city name, and document why the location serves customer geography, engineering access, and disaster recovery.

Assess Japanese physical and natural hazards at site level
The Japan Data Center Council (JDCC) designed its Data Center Facility Standard for Japanese conditions. Its framework includes earthquake-risk assessment, facility-risk evaluation, and operational-control risk evaluation. JDCC also explains that Japan’s commercial electricity supply is highly reliable and presents commercial power as the primary source with in-house generation as backup, rather than simply importing a tier assumption unchanged. This context is useful, but it does not replace a review of the proposed building.
Questions for the provider’s risk pack
- What seismic hazard, ground-stability, and building-structure methods were used, and when were they last updated?
- How are racks, batteries, generators, fuel systems, transformers, and overhead services anchored or isolated? Ask for details of seismic isolation or damping where offered.
- What flood map and elevation reference are used? Request finished-floor elevation, drainage design, flood barriers, and the dependencies outside the property boundary.
- How do staff, fuel deliveries, replacement parts, and network carriers reach the site during a regional disruption?
- Which operational controls cover evacuation, restricted access, communications, and manual operation if automation or building systems fail?
One published example illustrates why site specificity matters: the TY15 facility is described as having seismic isolation and an elevation above the 500-year base flood elevation. Those are claims about TY15 only; they say nothing about another building in the same operator’s Japanese portfolio.
Verify power capacity, topology, and billing
Power resilience has three separate questions: can the facility deliver your load, can it keep delivering during failures and maintenance, and will the commercial meter match your budget? Ask for a one-line diagram or an equivalent written description.

- Utility feeds, voltage, breaker capacity, reserved capacity, expansion increments, and the point at which your equipment becomes the customer’s responsibility.
- UPS topology and maintenance-bypass arrangement, generator topology, automatic-transfer sequence, fuel autonomy assumptions, replenishment contracts, and common-mode failure controls.
- Whether A and B feeds are genuinely independent through switchgear, UPS, distribution panels, and cabinet receptacles. A dual-cord server cannot benefit from two feeds that share a downstream breaker.
- Metering method: breaker rating, allocated kW, measured kWh, peak demand, power factor, or a hybrid. Request examples of recurring and one-time charges.
- SLA definitions for utility failure, transfer time, generator start, planned maintenance, fuel constraints, customer-side distribution, and service-credit calculation.
TY15 publishes N+1 UPS redundancy, N+1 generator redundancy, and at least 48 hours of generator autonomy at full load. Treat these as that facility’s published specifications, not a Japan-wide norm; confirm the assumptions, test frequency, fuel-replenishment plan, and the exact service covered by the SLA.
NTT DATA’s Green Data Center description refers to multiple power feeds, UPS, private generation, emergency batteries, and parallel-redundant UPS. It also notes that some buildings use a shared reserve configuration. Ask which topology applies to the building and room in your quotation.

Match cooling to cabinet density and hardware
Cooling capacity must follow the heat your equipment actually produces, including future expansion. Compare sustained rack kW, redundancy, temperature and humidity envelope, airflow containment, and whether capacity is reserved or shared.
High-density and liquid-cooled deployments
For GPUs, dense storage, or other high-density systems, ask for the maximum supported sustained kW per rack, supply and return temperatures, heat-rejection limits, and commissioning procedure. If liquid cooling is involved, clarify water quality and treatment, leak detection, CDU ownership, facility-side loop boundaries, isolation valves, maintenance responsibility, and what happens during a cooling-system failure.
TY15 lists a minimum cabinet density of 8 kVA and N+20% cooling redundancy. A minimum density is not a promise that every cabinet can draw 8 kVA simultaneously, nor is it a liquid-cooling commitment; obtain a rack-level allocation and engineering approval.
NTT DATA notes that water-cooled and immersion systems differ by manufacturer and describes a liquid-cooling test facility in Noda, Chiba, for joint validation. Use that kind of validation before shipping equipment, and require written compatibility confirmation for your exact server, coolant, hose, and CDU configuration.
Map connectivity and physical route diversity
“Carrier neutral” is a starting point, not proof of a resilient network. Build a service list containing internet transit, required carriers, internet exchanges, cloud on-ramps, private links, cross-connects, inter-building links, remote hands, and any managed security services.

Questions that expose hidden network constraints
- Which carriers and exchanges are already on-net in the exact room or building? Which require new construction, and who pays the installation fee?
- Can two circuits use physically diverse entrances, meet-me rooms, risers, ducts, and outside routes? Obtain a route diagram or a contractual diversity description.
- What are lead times, recurring cross-connect charges, port speeds, maintenance windows, and demarcation points?
- Which latency and availability figures are measured, and which are merely design targets? Put required values and measurement points into the order.
Equinix describes carrier-neutral access across its Japan facilities to major clouds, networks, and exchanges including BBIX, JPIX, and JPNAP. NTT DATA describes carrier-free choice and says an on-site JPIX connection is possible. NTT DOCOMO BUSINESS describes low-latency, high-capacity links between its data centers and customer offices or cloud services, with cloud interconnection options. Confirm availability, route independence, pricing, and SLA terms at the selected site rather than applying a portfolio statement to every building.
Check security, compliance, and the scope of certificates
Ask for controls and evidence that cover the facility and service you will buy. A corporate certificate may exclude a particular building, managed service, or subcontractor.
Physical and audit evidence
- Access zones, badge and biometric controls, visitor approval, escort rules, CCTV coverage and retention, security staffing, and incident-notification timelines.
- Customer cage or cabinet separation, two-person rules for sensitive areas, media receipt and destruction, and the format and retention of access logs.
- Current certificates, audit reports, statement-of-applicability documents, certificate numbers, expiry dates, legal entity, site list, and covered services.
- Contract language for audit cooperation, regulator access, subprocessor disclosure, breach notification, and evidence delivery.
Equinix lists ISO 27001, ISO 22301, FISC, and PCI-DSS among its Japan standards claims. TY15 separately lists FISC, ISO 22301, ISO 27001, ISO 9001, LEED, PCI DSS, SOC 1 Type II, and SOC 2 Type II. Verify the version, scope, period, and applicability of each item instead of treating a list as blanket coverage.
NTT DATA describes security gates, surveillance cameras, and 24-hour, year-round staffed monitoring for its Green Data Center service. Confirm that the controls, staffing model, and evidence apply to the facility in your quote.
Evaluate operations, access, and remote hands
Many outages are caused by an operating gap rather than a failed generator. Define how your team will deliver equipment, approve visitors, request work, and escalate incidents when nobody from your company is nearby.

Equinix describes 24/7 security and technical support and lists conference rooms, work kiosks, and loaner tools. NTT DOCOMO BUSINESS says skilled data-center staff support configuration and operation of customer equipment. NTT DATA describes 24/365 staffed monitoring and a continuously available facilities-management call center. Treat these as service descriptions; obtain response commitments and fees in writing.
Test sustainability claims on a common basis
Renewable-energy language can describe different accounting instruments, periods, geographies, and allocation methods. Ask for the selected site’s energy-sourcing arrangement, reporting boundary, evidence, reporting year, and any customer election or surcharge.
Equinix states that all Japan sites are covered by 100% renewable energy. NTT DOCOMO BUSINESS says customers can choose renewable-energy options at selected data centers. These statements have different scopes and should not be compared as equivalent until the contracts and accounting documents are reviewed. Also request power-usage-effectiveness methodology, cooling-water information where relevant, and the treatment of customer equipment energy in reports.

Separate reference reliability from a guarantee
JDCC reproduces Uptime Institute reference figures for end-user operational reliability: Tier 1 99.67%, Tier 2 99.75%, Tier 3 99.98%, and Tier 4 99.99%. JDCC presents these as reference values, not observed performance or a guarantee for any provider. They are not interchangeable with a colocation SLA.
Best Value
Equinix publishes a 99.999% global guaranteed-uptime claim on the TY15 page and says its Tokyo and Osaka data centers have a 99.999% uptime guarantee. Obtain the applicable Japanese service agreement and verify whether the figure covers utility power, cooling, network services, customer distribution, planned maintenance, and what remedy applies. Do not compare it casually with another provider’s percentage calculated under different exclusions.
Align provider continuity with your own recovery design
- Ask for historical incident and availability reporting where available, including maintenance-caused events and common-mode failures.
- Map the provider’s generator autonomy, spare-parts strategy, staffing, and regional recovery plan to your backup, replication, and failover procedures.
- Define chronic-failure remedies, termination rights, data and equipment removal windows, and assistance with an orderly exit.
Use a like-for-like comparison matrix
Score each exact facility and service, not each corporate brand. Request the following evidence for every candidate.
| Axis | Evidence to request |
|---|---|
| Facility and metro | Exact address, campus identity, room, available capacity, expansion path |
| Natural hazards | Earthquake and flood assessments, building measures, dependencies, continuity plan |
| Power | Capacity, feeds, UPS and generator topology, autonomy, maintenance design, billing |
| Cooling | Supported density, redundancy, operating envelope, liquid-cooling compatibility |
| Network | On-net carriers, exchanges and clouds, route diversity, latency, lead times, fees |
| Security and compliance | Facility-scoped controls, certificates, audit reports, access records |
| Operations | Remote hands, response commitments, staffing, escalation, access logistics |
| SLA and continuity | Definitions, exclusions, remedies, incident history, recovery fit |
| Sustainability | Site-level energy sourcing, accounting scope, evidence, reporting, options |
| Commercial terms | Like-for-like quote, term, escalators, expansion, setup, power charges, exit costs |
Run a disciplined procurement process
- Freeze the requirements. Approve the load forecast, rack density, circuits, latency, recovery objectives, compliance scope, access model, and target start date.
- Shortlist facilities. Record exact addresses and campuses in Tokyo, Osaka, or another suitable location. Eliminate sites that cannot meet hazard, density, or recovery requirements.
- Issue the same questionnaire. Request diagrams, risk assessments, certificates, SLA drafts, network maps, operating procedures, and a quote using identical assumptions.
- Validate engineering details. Hold a technical review for power, cooling, cabinet layout, cable paths, route diversity, and liquid-cooling interfaces. Require written answers to exceptions.
- Test operations. Walk through a delivery, visitor approval, remote-hands ticket, emergency escalation, and planned maintenance scenario.
- Normalize the price. Put recurring space, committed power, measured energy, cross-connects, remote hands, setup, taxes, currency, escalators, expansion reservations, and exit charges into one model.
- Contract the evidence. Attach the selected facility, topology, capacity, SLA definitions, remedies, support targets, energy scope, and change-notification duties to the agreement.
- Recheck before deployment. Confirm that the promised circuits, carriers, cabinet position, cooling interfaces, access badges, and monitoring are ready before equipment ships.
Understand costs without inventing a market price
Public material reviewed for Japanese facilities does not establish comparable current prices. Ask for live quotes and identify whether each figure is monthly, one-time, usage-based, promotional, or subject to escalation. Include installation, cross-connect construction, power metering, remote hands, storage, delivery, taxes, currency conversion, reserved expansion, decommissioning, and early-termination costs.

That is the provider’s market estimate, not an independently verified total and not a price benchmark for your deployment. Equinix also reports about 79,860 m² of colocation space in Japan; portfolio size does not establish capacity, resilience, or price at the facility you need.
Final decision checklist
- Is the exact building, room, and campus named in the proposal?
- Do independent power feeds remain independent through your cabinet receptacles?
- Does sustained rack density, cooling redundancy, and any liquid loop match the hardware design?
- Are carrier, cloud, exchange, and route-diversity commitments written for the selected site?
- Do certificates, audits, access controls, and incident procedures cover the legal entity and service being purchased?
- Can your team operate the site through deliveries, emergencies, maintenance, and remote-hands events?
- Are renewable-energy and sustainability claims documented with scope and accounting period?
- Do SLA measurement, exclusions, credits, termination rights, and recovery responsibilities fit your business objectives?
- Were all quotes normalized for power, connectivity, support, setup, expansion, taxes, and exit?
The strongest Japanese colocation choice is the facility whose documented engineering, operations, network paths, and contract obligations fit your workload and recovery plan. A provider name or tier label is useful for building a shortlist; facility evidence and enforceable terms should decide the purchase.
