If U.S. stocks have grown beyond the share you intended, do not react by guessing which market will perform next. First measure your complete portfolio, set a target allocation that matches your goal, time horizon and tolerance for loss, then use a deliberate rebalancing method. You may be able to correct the imbalance with new contributions and cash flows before selling appreciated holdings.
International stocks are one possible diversification tool, not a requirement. The right response depends on your circumstances, account types, taxes, costs and the diversification already hidden inside your funds.

What “overexposed to U.S. stocks” actually means
There is no universal percentage that makes a portfolio overexposed to U.S. equities. The term has meaning only when your current mix is compared with a target allocation chosen for a specific objective, time horizon and risk tolerance. The U.S. Securities and Exchange Commission (SEC) explains that those personal factors should guide asset allocation in its Beginners’ Guide to Asset Allocation, Diversification, and Rebalancing.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteA portfolio can look diversified because it contains several funds while still being dominated by U.S. companies. A broad domestic stock fund, a technology fund, an employer stock position and a target-date fund may all own many of the same U.S. businesses. Conversely, a high U.S. allocation can be intentional and appropriate for one investor but unsuitable for another. The issue is concentration relative to your plan, not a judgment that U.S. stocks are inherently wrong.

Step 1: Measure the whole portfolio before changing anything
Build one inventory covering every account and holding. Use the latest account statements and fund disclosures, and record the market value rather than relying on the amount originally invested.
- List every account: include taxable brokerage accounts, traditional and Roth IRAs, employer retirement plans, health or other investment accounts, and cash held outside investment accounts if it is part of your plan.
- Classify each holding: separate U.S. stocks, international stocks, bonds, cash, real estate or other categories. Identify individual stocks, broad-market funds, sector funds and employer stock.
- Look through funds: when holdings are available, inspect the fund’s portfolio and geographic breakdown. A fund labeled “global” or “diversified” can still have a large U.S. weighting, while a narrowly focused fund is not automatically diversified.
- Calculate percentages: divide each category’s value by the value of the entire portfolio, not just one account. Include uninvested cash if your target allocation treats it as a portfolio component.
- Check overlap: note repeated companies or sectors across funds. Concentration can arise from overlapping positions even when the number of funds is high.
The SEC recommends considering diversification both between asset categories and within each category. Your worksheet should therefore show both the broad allocation and meaningful concentrations inside U.S. stocks.
Step 2: Revisit the target allocation
Before trading, ask whether your intended allocation still fits your life. A changed goal, a shorter time horizon, a new need for withdrawals, a different income situation or a lower tolerance for losses can justify changing the target itself. A U.S. market that recently outperformed is not, by itself, evidence that your permanent target should be rewritten; distinguish a genuine change in circumstances from discomfort with a current winner.

Rebalancing is the process of restoring this chosen mix after market movements or contributions have pushed it away from target. It is a risk-management discipline, not a forecast. Vanguard’s investor education page states: “But the purpose of rebalancing is to manage risk, not maximize returns.”
Step 3: Choose a rebalancing method
The SEC describes three basic ways to restore an allocation. You can combine them, but decide in advance what will trigger action and how much discretion you will use.
| Method | How it works | Advantages | Points to check |
|---|---|---|---|
| Sell overweight holdings and buy underweights | Reduce the categories above target and purchase categories below target. | Usually brings the portfolio closest to the written target in one operation. | Sales can realize taxable gains and create transaction charges. |
| Use available cash to buy underweights | Direct idle cash or new money to categories that are below target without selling the overweight. | Can correct part of the imbalance while avoiding a sale. | Confirm that the cash is genuinely available and that the resulting mix is acceptable. |
| Direct ongoing contributions to underweights | Change payroll, automatic-investment or dividend instructions so new money goes to lagging categories. | Often reduces trading and may be practical in retirement plans. | It can take time to close a large gap, especially when contributions are small relative to the portfolio. |
For monitoring, investors commonly use a calendar review, a threshold review or a combination. A calendar review checks on a set schedule; a threshold review acts when an allocation moves a defined distance from target. Vanguard says annual rebalancing is optimal for many investors based on its research, but that is provider guidance rather than a guarantee or a personal recommendation. No interval or threshold works for everyone. Pick a rule you can follow consistently and review it when your circumstances change.

Use cash flows before selling in a taxable account
If your employer plan, IRA or brokerage account receives regular contributions, direct those deposits toward underweighted categories. You can also route dividends or interest to those categories where your account permits it. This approach may gradually reduce U.S.-stock concentration without creating a realized gain.

When a sale is necessary, decide which account and tax lot to use. Taxable sales can create capital gains or losses; the result depends on the lot’s cost basis, holding period and your tax situation. A partial sale may bring the portfolio close enough to target while reducing the amount sold. Vanguard describes using higher-cost-basis shares where appropriate as one way to limit the tax impact, but that is a general practice, not individualized tax advice.
Review the full cost before placing an order. The SEC’s Investor.gov guide warns that rebalancing can trigger transaction fees or tax consequences. Its fee bulletin explains that both transaction charges and ongoing expenses reduce the value of an investment over time: How Fees and Expenses Affect Your Investment Portfolio – Investor Bulletin. Check fund expense ratios, commissions or account trading charges, advisory fees and any costs involved in moving assets between providers.
Tax rules are account- and person-specific. A qualified tax professional can help evaluate lots, holding periods, tax-loss harvesting and the interaction with your other income. An investment adviser should be checked through the relevant registration records, and you should understand how that adviser is paid before accepting a recommendation.

International exposure can diversify a portfolio whose risk is concentrated in U.S. companies, but it is not a universal prescription. The SEC’s International Investing bulletin notes that U.S. and international markets can deliver different returns, which may reduce portfolio risk in some periods. It also cautions that markets are increasingly interconnected, so diversification benefits are not guaranteed.

Foreign investing adds considerations that do not disappear when you buy a U.S.-registered fund: currency movements, different accounting and disclosure practices, political or economic events, market liquidity, withholding taxes and other country-specific costs or risks. International holdings can fall at the same time as U.S. holdings, and they can underperform for long stretches.
Compare a vehicle’s actual scope rather than its label:
| Scope | What to examine | Typical use in an allocation review |
|---|---|---|
| Broad global fund | How much is invested in the United States versus other countries, the index or strategy, and the resulting overlap with your domestic funds. | May combine U.S. and non-U.S. companies; do not assume it supplies a specific non-U.S. percentage. |
| International or ex-U.S. fund | Whether it excludes the United States, includes developed and emerging markets, and how currency exposure is handled. | Can target non-U.S. equities when your plan calls for that exposure. |
| Regional fund | Country weights, sector concentration, liquidity and regional economic risks. | Usually narrower than a broad international allocation and may increase concentration. |
| Single-country fund | Country-specific political, regulatory, currency and market risks. | A specialized position, not a substitute for broad diversification. |
Read the prospectus and current holdings, compare expenses and understand whether the fund is broad or narrow. Choose international exposure only if it supports your written plan and you can tolerate its distinct risks.
Could a target-date fund solve the imbalance?
A target-date fund may provide a diversified portfolio and automatically shift its mix as the stated retirement year approaches. That automation can help investors who do not want to place trades themselves, but the year in the name is not enough to establish suitability.
Best Value
The SEC’s March 25, 2025 Target Date Funds – Investor Bulletin advises comparing the fund’s glide path, underlying holdings, risks and fees. A “to” glide path reaches its most conservative allocation around the target date; a “through” glide path continues changing after that date. Funds sharing the same year can therefore have materially different stock and bond mixes. Workplace-plan target-date options may be collective investment trusts, which are outside the scope of that particular SEC bulletin, so use the plan’s own disclosures as well.
Before switching, compare the proposed fund with your existing accounts. Look for duplicated U.S. exposure, the treatment of international stocks, the glide-path endpoint, total expenses and any restrictions or costs associated with the change. A target-date fund can automate implementation, but it does not remove the need to check whether its risk matches your circumstances.
Common mistakes and how to correct them
- Counting funds instead of exposures: inspect holdings and geographic weights; several funds can own the same companies.
- Changing the target because of recent returns: return to the goal, horizon and loss tolerance that established the target.
- Assuming one international fund is automatically diversified: check whether it is global, ex-U.S., regional or single-country.
- Ignoring employer stock: include it in the U.S.-equity total and consider the additional concentration created by your income coming from the same employer.
- Selling without checking tax lots: review basis, holding period and account type before submitting an order.
- Focusing only on trading costs: include expense ratios, advisory fees and account-transfer charges in the comparison.
- Using a target-date label as a risk score: read the glide path and actual holdings instead of relying on the year.
- Expecting diversification to eliminate losses: a diversified portfolio can still decline, and international and U.S. markets can move together.
A practical review checklist
- Download current statements for every account and make one consolidated holdings list.
- Classify each holding by asset class, geography, sector and account type.
- Open fund fact sheets or portfolios to identify major overlap and the U.S. share.
- Write the target allocation and the reason it fits your goal, time horizon and risk tolerance.
- Measure each category’s distance from target and decide whether cash flows can correct it.
- Estimate taxes, bid-ask spreads, commissions, fund expenses and advisory charges before selling or transferring anything.
- Choose a calendar, threshold or combined review rule that you can maintain.
- Document the trades or contribution changes, then review the allocation at the next planned checkpoint rather than reacting to daily market moves.
When to get professional help
Consider a qualified tax professional when a proposed sale involves large gains, concentrated employer stock, multiple tax lots, charitable giving or complicated filing circumstances. Consider an investment professional when your accounts are numerous, your target is unclear, or you need help coordinating retirement withdrawals and taxable assets. Verify registration and ask for a clear explanation of fees, conflicts and the services included. Professional help should clarify and implement your plan, not replace the need to understand the allocation you are accepting.
The bottom line on a U.S.-stock concentration
Start with measurement, not a market prediction. Compare your complete portfolio with a target grounded in your own circumstances. If U.S. stocks exceed that target, use contributions and cash flows first when practical, then make tax- and cost-aware sales if needed. Add international exposure only after evaluating its breadth, risks and expenses. Rebalance to manage the risk of drifting away from your plan; do not treat the process as a promise of higher returns.
