Then close the game on the first device, let it finish syncing while connected, and only afterward start it on the second device. A save conflict requires comparing the local and cloud copies; an achievement missing from your profile is a separate account problem. For a Windows game frozen on “Syncing data…,” restart gamingservices.exe as described below.
Start with the five checks that determine what can sync
Play Anywhere is a program feature, not a property of every game sold on Xbox or Windows. The Xbox Play Anywhere FAQ says supported titles carry the Xbox Play Anywhere badge and can share saves, add-ons and achievements between Xbox consoles, Windows 10/11 PCs and supported Windows 11 gaming handhelds. The badge must appear on the current store listing for the specific title and edition.

Confirm Play Anywhere eligibility and the exact edition
Open the game’s current Xbox or Windows Store listing and look for the Xbox Play Anywhere badge. Check the edition name as well as the title. A standard edition, deluxe edition, trial, or separately sold PC release may have different entitlements even when the artwork is similar.

Do not infer Play Anywhere support from a generic “cloud saves” label, a subscription entitlement, or the fact that a game runs on Windows. The relevant question is whether that title and edition participate in Play Anywhere. Microsoft’s XR-052 policy, version 2.0 dated November 1, 2025 and shown as last updated September 23, 2026, distinguishes required roaming for Play Anywhere titles from non-Play Anywhere games, for which cross-platform roaming is not required.
The official Xbox description says a supported game lets you pick up where you left off on another Xbox console, Windows 10/11 PC or supported gaming handheld, bringing saves, add-ons and achievements with you. That describes the program’s intended behavior; it does not make an unsupported edition or third-party storefront version compatible.
Use one Xbox account and end the previous session
The most common handoff error is launching the game on the second device while the first device still owns an active session or save-data lock. Microsoft’s Game Saves documentation checks the current user, the Xbox network connection and whether another device is active.

- On the device where you last played, confirm that the intended Xbox profile is signed in.
- Exit the game through its normal in-game or system close command. Do not simply switch devices while the game is suspended.
- Keep that device connected to Xbox services while the game closes. Allow the session-end upload attempt to complete.
- Do not launch the same game on the second device until the first session is closed. If a message says the account is active elsewhere, return to the first device and end that session instead of repeatedly starting the game on both.
- Sign in to the identical Xbox profile on the second device, then launch the supported title.
Windows and Xbox user names can look similar while pointing to different Xbox profiles. Check the gamer tag and profile identity in the Xbox app or console account settings, not just the email address used to sign in to Windows.
Understand what happens offline
An offline game session can still write progress, but Microsoft says those writes remain local while the device has no connection to Xbox services. The device does not perform the cloud synchronization during that offline session. When the game ends and connectivity returns, it attempts to upload the local changes.
Before moving to another device, reconnect the first device and close the game normally. There is no documented consumer-facing wait time that guarantees completion. The technical Game Saves flow describes periodic synchronization attempts for games using the Game Saves APIs and an upload attempt when the session ends; network quality, service availability and the game’s own behavior can affect when the second device sees the data.

If the first device cannot reconnect, avoid creating more progress on the second device. Two independently changed copies are more likely to produce a conflict, and the newer progress is not automatically the copy you want to keep.

Read a local-versus-cloud conflict before choosing
A conflict means both the local device and the cloud copy changed since their last common state. Microsoft’s save flow compares timestamps and presents a choice because each location contains progress the other does not. Treat the prompt as a data decision, not as an error to dismiss quickly.

When prompted, compare the displayed dates, chapter, level, inventory or other progress details. Select the copy that represents the session you actually want to retain. Do not routinely delete local data or cloud data to force a choice: the available documentation does not establish a general recovery method for a save that has already been overwritten.

Fix a Windows game stuck on “Syncing data…”
Bethesda Support documents a narrow fix for a PC symptom in which an Xbox app game remains on the “Syncing data…” message. It is not a general Xbox console remedy, and it should be applied only to that Windows process symptom.
- Close the affected game if it is still open.
- Open Windows Task Manager. If the compact view appears, select More details.
- Open the Details tab.
- Find
gamingservices.exe. - Right-click it and choose End task. Confirm the action if Windows asks.
- Wait a few seconds for Gaming Services to restart.
- Reopen the Xbox app and start the game again.
If gamingservices.exe is not present, or if the game continues to hang after the process restarts, return to the account, connection and previous-session checks. Do not repeatedly terminate unrelated Xbox or Windows processes; this instruction concerns the named Gaming Services process only.

When achievements are missing
Achievements do not behave like a save slot. Xbox describes one shared set of Gamerscore and achievements for a Play Anywhere title across supported devices. Playing on a second device does not create a second achievement list, and restarting a save synchronization process does not necessarily restore an achievement that is absent from the Xbox profile.
- Open the Xbox profile that should contain the achievement and verify the gamer tag.
- Confirm that the game was played under that same Xbox account on the original device.
- Check the game’s achievement list on the Xbox profile rather than relying only on an in-game menu.
- Record the achievement name, the device on which its requirement was completed, the approximate completion time and any message shown by the game.
The available Xbox support material does not establish a universal achievement delay or a single repair procedure for every missing achievement. A save that fails to load and an achievement absent from the profile should therefore be reported as separate issues.
Separate storefront and platform assumptions
Play Anywhere roaming is an Xbox-to-Windows capability governed by the participating title and its Xbox account services. A PC copy acquired through another storefront can have its own account, entitlement and save system. Likewise, a game that supports cloud saves within Windows does not automatically support console-to-PC roaming.
For a setup that appears identical to another player’s, compare the actual title listing, edition, storefront, Xbox profile, device operating system and session state. Small differences in any one of those fields can explain why one installation roams progress and another does not.
What to collect before contacting support
If the checks above do not resolve the problem, provide support with enough detail to distinguish an eligibility issue from a synchronization failure:
- Exact game title and edition, including whether the listing shows the Play Anywhere badge.
- Xbox console model and Windows version or supported handheld model.
- Xbox gamer tag/profile used on each device, without posting passwords or security codes.
- Which device was played first and whether the game was closed normally.
- Whether the first session was offline, online or reconnected later.
- The exact wording of any conflict prompt, “Syncing data…” status or error code.
- Whether the failure concerns an in-game save, a PC synchronization process or an Xbox profile achievement.
- Approximate last-known-good save date and the progress visible on each device.
Do not guess at the meaning of an error code. In particular, the material available for this issue does not establish a verified remedy for error 0x838601e7, nor does it provide a general method to recover an overwritten cloud save. Supplying the exact code and context lets official support identify the correct case without risking further changes to either copy.
Bottom line
For a Play Anywhere save, verify the badge and edition, use the same Xbox profile, close the first session, reconnect and let its upload attempt finish before launching elsewhere. Treat a local/cloud conflict as a choice between two real save states. On Windows, restart gamingservices.exe only for the documented “Syncing data…” symptom. For achievements, check the single Xbox profile record separately; a missing achievement is not automatically a missing save.
