Windows 11 desktop programs and Windows PC drivers cannot run natively on an Android phone or iPhone. A phone uses a different operating system, processor architecture, driver model, and installation format. Microsoft Phone Link does not convert Windows software into mobile software; it connects a supported phone to a Windows PC and exposes selected phone functions.
First identify which problem you have: trying to install Windows software on the phone, or trying to use phone features from a Windows 11 computer. The fix is different. For local phone use, find an official Android or iOS version. If the Windows-only program must keep running, leave it on a Windows PC and use an appropriate remote-access method. If Phone Link itself is failing, work through Microsoft’s device, feature, network, permission, and account checks.

Two different problems hide behind this error
You are installing a Windows app or driver on the phone
A file intended for Windows—such as an .exe, .msi, or a Windows hardware driver—does not become an Android or iOS app when copied to a phone. Windows drivers are specifically written for the Windows kernel and hardware interface. Android and iOS use their own application packages, permissions, and driver frameworks, so a Windows installer normally fails, does nothing, or is treated as an unsupported file.

Phone Link does not change that. It is a connection feature for a Windows PC and a supported phone, not an emulator or compatibility layer. Microsoft describes its Android Apps feature as mirroring apps that continue running on the Android device; the PC displays and controls what the phone is running. Microsoft’s explanation of Android apps in Phone Link explicitly says the apps run from the Android device.

A phone app or Phone Link feature is failing with Windows 11
That is a pairing, permissions, network, software-version, account, device-support, or regional-availability problem—not evidence that Windows software should install on the phone. Basic phone linking can work while a particular feature, such as Apps or Phone screen, remains unavailable. Microsoft’s supported-device catalog is feature-specific and changes over time, so check the exact model and feature rather than relying on a general “Phone Link works” label.

No particular remote-access product is universally compatible with every Windows application. Evaluate the app’s graphics, keyboard, mouse, USB, latency, and authentication needs before choosing a remote method, and secure the PC and connection as carefully as you would any other remote login.
If you need a Windows program on the phone
1. Look for the publisher’s mobile version
Search the software publisher’s official Android or iOS documentation and app-store listing. Confirm that the mobile release supports the task you actually need: file formats, plug-ins, cloud services, offline work, printing, external devices, and multi-user features can differ from the Windows edition. Install only from the official store or publisher instructions; a random “mobile APK” claiming to be a Windows installer is not a supported conversion.

2. Decide whether remote access is practical
If there is no mobile edition, the Windows application can remain installed on a Windows PC while you connect from the phone. Before setting this up, verify:
- The Windows program can be operated with touch controls or the phone’s available keyboard and pointer.
- The PC will be online and awake when you need it.
- Your network can reach the PC reliably, including away from home if that is required.
- The application’s performance is acceptable over the available connection, especially for video, 3D, audio production, or large files.
- Remote sign-in, encryption, screen locking, and permission policies meet your security requirements.
A remote session shows the Windows desktop; it does not install the Windows app, its files, or its driver on the phone. Hardware that depends on a Windows-only driver—such as a specialized scanner, dongle, or measurement device—may still be unusable from a phone even when the desktop is visible.
3. Do not expect a cable or adapter to solve operating-system incompatibility
A USB cable, dock, or replacement phone part can improve connectivity, but it cannot make a Windows kernel driver load on Android or iOS. Likewise, Phone Link and file-transfer features move or display content; they do not transform a Windows executable into a phone application.

Phone Link requirements before troubleshooting
For Microsoft’s general Android setup, the published baseline is a Windows 10 or Windows 11 PC, an Android phone running Android 10 or later, and both devices connected to the same Wi-Fi network. Microsoft notes that availability depends on the device and the feature. Review the current Phone Link requirements and setup page for the pairing flow and any current changes.
Feature eligibility is narrower than the baseline. Apps, Phone screen, messaging, calling, photo access, and other experiences can have different model, software, market, or carrier requirements. Use Microsoft’s supported-device list and look up your exact phone and the specific feature you want. A successful basic link does not guarantee Apps or Phone screen.
Phone Link’s Android Apps experience mirrors selected apps from the phone. The Android application continues to execute on the phone while Windows displays the mirrored view. It is not a way to install an Android app into Windows, and it is not a way to execute a Windows application on Android.

Step-by-step: repair a Phone Link connection
- Name the direction of the task. If you are trying to launch a Windows installer or driver on the phone, stop and follow the mobile-app or remote-access path above. If you are trying to use phone functions in Windows 11, continue with the checks below.
- Confirm both devices are on and nearby. Unlock the phone, wake the PC, and keep them close during pairing. Microsoft’s setup troubleshooting guidance starts with powered-on devices in proximity.
- Connect to the same Wi-Fi network. Check the network name on both devices and temporarily avoid guest networks, captive portals, or VPN configurations that isolate devices. For Android Apps, Microsoft recommends using the same Wi-Fi band when available. Cellular data alone does not satisfy the same-network requirement.
- Update the companion software. Install available updates for Phone Link on Windows and Link to Windows on Android where that companion is offered. Out-of-date components can prevent pairing or leave a feature unavailable even when the devices meet the operating-system minimum.
- Pair with the same Microsoft account. Follow the QR-code or manual pairing flow in Microsoft’s setup instructions, sign in with the account requested by the apps, and approve every permission requested on the phone. Denying notifications, nearby-device, Bluetooth, contacts, call, or local-network permissions can remove individual features without breaking the entire link.
- Test one feature at a time. Check notifications or photos first, then Apps or Phone screen. This distinguishes a general connection failure from a feature-eligibility problem. If basic functions work but Apps does not, return to the supported-device list rather than repeatedly reinstalling the apps.
- Check Android profiles and accounts. Phone Link Apps displays apps from the default Android profile only. Microsoft says multiple Android profiles and work or school accounts are unsupported for this feature. Move the needed app to the default personal profile, if your organization’s policy permits, or use the app directly on the phone.
- Reset only after the preceding checks. For a persistent broken pairing, Microsoft documents unlinking the phone and PC and resetting Phone Link in its reset instructions. Resetting removes the existing relationship, so you must pair and grant permissions again afterward. Record any account or organizational settings you will need before starting.
When Phone screen or Android Apps is missing
Phone screen
Phone screen mirrors supported Android-device content to the PC. Microsoft lists requirements that include a compatible graphics card and the same Wi-Fi network, and says the experience is limited to supported devices and markets. Read the current Phone screen setup and use guidance for the feature-specific hardware and availability conditions. If your model is not listed, no Windows setting can force the feature to appear.
Apps
Apps availability depends on the exact Android model, Android version, region, and Microsoft’s current support list. Even on an eligible phone, only apps visible in the default Android profile are presented; multiple profiles and work or school accounts are excluded. A phone may therefore link normally while a particular app is absent.

iPhone considerations
Phone Link supports selected functions on supported iPhones, but the Android Apps mirroring workflow described above is an Android feature. Do not assume that an iPhone can mirror arbitrary iOS apps to Windows or run Windows software locally. Check Microsoft’s current requirements and feature pages for the exact iPhone model, Windows version, region, and capability before troubleshooting a feature that may not be offered.

Use official transfer features for files, not drivers
When the goal is moving photos, documents, or other content rather than running software, use the transfer options documented by Microsoft in Seamlessly transfer content between your devices. A transfer copies or shares data; it does not install a Windows application, register a driver, or provide the Windows program’s execution environment on the phone. Keep those purposes separate when diagnosing an error.
Security and reliability checks for remote use
Remote access is a workaround for Windows-only software, not a compatibility fix. Keep the Windows PC patched, require strong authentication, restrict who can connect, and avoid exposing remote services directly to the internet without appropriate protection. Consider whether sensitive files will be displayed on the phone, whether the phone can be lost, and whether your organization permits remote control. For latency-sensitive or hardware-dependent software, a native mobile app or a dedicated web version may be more reliable than a remote desktop.
What the correct outcome looks like
If the requirement is “run this Windows program or driver on the phone,” the supported outcomes are an official Android/iOS version or remote access to a Windows computer. There is no Phone Link switch that makes Windows software execute natively on Android or iOS.
