An OpenAI API HTTP 429 is a signal to inspect, not a diagnosis. Read the response’s error.code and message first. A 429 can mean that requests or tokens are arriving too quickly, but it can also mean that prepaid credit is exhausted or an organization or project usage cap has been reached. Retry only when the response describes temporary throttling; billing and configured-limit errors require an account change.
Start with the error body, not the status number
The HTTP status tells you that the server rejected the request, while the JSON error body usually tells you why. Capture the complete response, including error.type, error.code, and error.message. The code and message take precedence over assumptions based on 429 alone.

Billing-related failures can still use the broad insufficient_quota error type. That label does not prove that a short wait will solve the problem. Inspect the specific code, then check your balance and account limits.

Understand which limit you hit
Requests and tokens are independent
OpenAI tracks request throughput and token throughput separately. You can be below the token limit while exceeding RPM, or send relatively few requests whose long prompts and outputs exceed TPM. A client that only counts calls can therefore miss the real bottleneck. Track estimated input and output tokens as well as request count.

Limits can be shared
Limits may apply across model families and may be enforced at organization or project scope. Another service, worker, or developer using the same project can consume the capacity your process expected to have. Check the organization Limits page and verify that the request is attributed to the intended organization and project, particularly when your account belongs to more than one.
A minute average can hide a burst
Displayed per-minute limits do not guarantee that any one-second interval can absorb the same proportion of traffic. Enforcement can use shorter windows. A burst of parallel calls can trigger a 429 even when the arithmetic average over a full minute appears under the published RPM or TPM figure.
Diagnose an OpenAI API 429 step by step
- Preserve the response. Record the HTTP status, complete JSON body, model, request start time, and request identifier. Do not discard the code while converting the error into a generic exception.
- Classify the code. Separate request or token throttling,
slow_down, credit exhaustion, organization usage limits, and organization or project spend limits. - Check scope. Confirm the organization and project selected by the API key or client configuration. A key can be valid while pointing at a project with a different limit or empty balance.
- Inspect current limits and usage. Open the organization’s Limits page and review RPM, TPM, model-specific limits, usage tier, and project controls. Treat those values as account-specific and changeable.
- Look for a server delay. If the response has a valid
Retry-Aftervalue, use it as the minimum wait for a transient retry. - Check other workloads. Compare the failing process with scheduled jobs, web requests, batch workers, and retries from other services sharing the organization or project.
Retry temporary throttling safely
Retry logic belongs only on errors that indicate temporary capacity pressure. A retry does not add credit, remove a spend cap, or raise an assigned usage limit.
Honor Retry-After as a floor
When the server supplies a valid Retry-After, wait at least that long. Add a small random delay so clients that received the same response do not wake and send another synchronized burst. If the requested delay is longer than your operation’s maximum retry window, defer the work to a queue instead of retrying early.

Use bounded exponential backoff when no delay is supplied
If Retry-After is absent or invalid, increase the delay after each failed attempt and add jitter. Bound both attempts and elapsed time. This is a pattern, not a universal timing prescription:
delay = min(cap, base * 2 ** attempt) + random_jitter
if valid_retry_after:
delay = max(delay, retry_after_seconds + random_jitter)
wait(delay)
retry only while attempts and total_time remain within limitsChoose base, cap, maximum attempts, and total retry time according to your product’s latency requirements. A user-facing request may need to fail quickly and return a retryable response to the caller; an asynchronous job can wait longer in a queue. Never use an unbounded loop.
Remember that failed calls still consume capacity
OpenAI’s rate-limits documentation states: “Unsuccessful requests contribute to your per-minute limit, so continuously resending the same request won’t work.” A tight loop can extend the outage by consuming more of the same limit you are trying to recover. Stop or slow the producer, not just the individual worker that noticed the error.

Avoid stacking SDK and application retries
Official OpenAI SDKs may automatically retry eligible 429 and 503 responses. The exact behavior, including how long a server-requested delay is honored, depends on the SDK version and configuration. Inspect those settings before adding an application-level retry loop. Otherwise one failed request can produce several hidden attempts inside the SDK plus several more in your code.

Cancellation and timeouts are separate controls. A canceled operation or overall deadline can stop retries even when the HTTP response is retryable. A per-attempt timeout is not necessarily the deadline for the whole operation, so define both explicitly.
When waiting will not help: credit and account limits
Exhausted prepaid credit
credit_balance_exhausted means the account has no prepaid credits available for the request. Add credits in the API billing settings, then allow the balance change to propagate before testing again. Repeating the same request does not replenish the balance.
Organization usage limits
organization_usage_limit_exceeded indicates that an assigned usage limit for the organization has been reached. Review the limit and request a higher approved limit if your account and workload justify it. This is an administrative change, not a transient network condition.

organization_spend_limit_exceeded and project_spend_limit_exceeded identify enforced spending controls. Adjust the applicable limit if you are authorized to do so, or wait for the stated monthly reset. Limit changes can take time to apply, so do not assume an immediate retry will succeed.

Interpreting insufficient_quota
insufficient_quota is a broad error type that may accompany billing or quota conditions. Treat it as an instruction to read the full message and inspect credit, usage, and spend settings. Do not automatically place every 429 carrying this type into a backoff loop.
Reduce the chance of another transient limit
Smooth traffic instead of releasing bursts
Put outbound calls behind a queue, token bucket, or other rate limiter. Limit both the number of requests entering the API and the estimated tokens entering each time window. A queue lets you absorb short demand spikes without creating a burst of parallel calls.
Control token throughput
Long prompts and unnecessarily large output-token allowances can cause TPM errors. Remove duplicated context, summarize conversation history where appropriate, and set an output ceiling that matches the task. These changes reduce token pressure without changing the request rate.

Reduce duplicate and unnecessary work
Deduplicate jobs, avoid sending the same request from multiple workers, and make job ownership explicit. Include idempotency or application-level request keys where your workflow needs to prevent a timeout from causing duplicate work. Also account for traffic from unrelated services sharing the organization or project.
Recover gradually from slow_down
After a slow_down response, do not immediately restore the previous burst rate when one retry succeeds. Keep the rate reduced and increase it step by step while watching remaining limits and error rates.
Use Batch API for suitable asynchronous work
For workloads that do not require immediate responses, consider the Batch API guidance in OpenAI’s documentation. Batch processing can be useful for offline jobs, but it does not remove all limits and is not a substitute for low-latency request handling.
Log the information needed to fix recurring failures
For every rejected request, log enough context to distinguish a traffic problem from an account problem:

error.type,error.code, anderror.message. - Model, organization and project identifiers in a privacy-safe form, request start time, duration, and whether the call was concurrent.
- Retry attempt, configured timeout, cancellation or deadline state, and the final outcome.
- Relevant rate-limit headers:
x-ratelimit-limit-requests,x-ratelimit-limit-tokens,x-ratelimit-remaining-requests,x-ratelimit-remaining-tokens,x-ratelimit-reset-requests, andx-ratelimit-reset-tokens. - The
x-request-idvalue. OpenAI’s API debugging guidance recommends retaining it for production troubleshooting with support.
Do not log API keys, full prompts, or personal data merely to diagnose rate limits. Redact sensitive content while retaining the identifiers and timing needed for correlation.
Do not confuse 429 with a temporary 503 overload
HTTP 503 with server_is_overloaded describes temporary model or service overload, not your account’s rate limit. Honor a valid Retry-After; if none is present, increase retry delays with bounded backoff and jitter. Apply the same attempt and total-time caps, and check whether your SDK already retries 503 responses.

The reliable rule is simple: use the response code and message to decide whether the remedy is pacing, queuing, or an account action. Waiting is appropriate for transient throttling; it is not a fix for missing credit or an enforced limit.
