Start again with Google’s official Account Recovery flow, using the exact Gmail address and a device, browser, location and network you have used with that account before. Answer every ownership question with your best genuine information, especially the newest password you remember. If another device is already signed in, make the next attempt there.
A failed or delayed attempt does not always mean the account is lost. Google may place a security hold for a few hours or several days, and recovery details changed recently can take up to seven days to become effective. The sections below match the remedy to the reason recovery is failing.

First, identify what “recovery not working” means
Gmail recovery can fail in several different ways: Google may reject an ownership check, a verification code may not arrive, a security hold may delay the decision, or an attacker may have changed the recovery details. The correct next step depends on which situation you see.
| What you see | Most likely situation | Best next action | Timing to expect |
|---|---|---|---|
| Google says it cannot verify that you own the account | Insufficient or inconsistent ownership signals | Retry from a familiar device and place; provide the newest password you remember and accurate answers | Google does not publish a success-rate figure; keep using genuine evidence rather than random guesses |
| No code arrives at the old phone or email | That recovery method is unavailable, delayed or recently changed | Choose another offered method, retry from a previously used computer or signed-in device, and check whether recovery information was changed recently | Recently changed information may take up to 7 days to work reliably |
| A message says the request is delayed or on a security hold | Google is applying additional risk checks | Wait, then retry from a device already signed in if possible | A few hours to a number of days, depending on risk factors |
| Passwords, recovery details or devices changed without your permission | Possible account takeover | Use Google’s hacked-account flow and review security events | Google’s warning gives 30 days to confirm a suspicious recovery method |
| The address belongs to work, school or another managed group | Google Workspace or another administrator-managed account | Contact the organization’s administrator | Set by the organization’s policy, not consumer recovery rules |
Use the official recovery flow correctly
-
Enter the exact Gmail address
Open Google’s Account Recovery page and type the address carefully, including every character before and after the @ symbol. A typo can send you through a different account’s recovery path. Google may display the account’s name or profile photo; use that information to confirm that you entered the intended account.

Answer every ownership question
Provide the most recent password you can genuinely remember, not merely an older password that is easier to recall. Give the best available answer for each question about your account. If you do not know an answer, use the available “try another way” option rather than deliberately entering random details.
Google states that wrong guesses do not eject you from the recovery process and that there is no stated limit to the number of recovery attempts. That does not make guessing useful: inconsistent answers provide weaker evidence than a careful attempt based on information you actually used.
-
Use a familiar device, browser and connection
Retry on a computer or phone previously used with the Gmail account. Use the browser you normally used, from a familiar location and, when practical, the same home or office network. Google specifically notes that a previously used computer can help when the recovery phone or email is unavailable. Do not use a public computer or a new virtual location for the first retry, because it gives Google less context for recognizing you.

Try a device that is still signed in
If Gmail, YouTube or another Google service is open on a phone, tablet or computer, start the recovery attempt on that device. Google says a signed-in device can improve the chance of recovery or make the process faster. Keep that session open while you complete the prompts, and check for an approval notification if Google offers one.

Complete the attempt without changing details midstream
Have your remembered passwords and recovery information ready before you begin. Read each prompt fully, use the newest accurate information, and finish the flow in one session when possible. Repeatedly switching devices or networks during one attempt can make the activity look less familiar.
When the verification code is not arriving
Check whether the method is still yours
Confirm that the phone number has service and can receive SMS or voice calls, and that the recovery email address is one you can currently open. Look in spam, junk and filtered folders for an email code. If Google offers another verified method, select it instead of repeatedly requesting a code from an unavailable address or number.
Account for recently changed recovery information
Google says recovery-information changes can take up to seven days to become effective. During that period, it may send codes to the previous recovery phone or email. If you changed those details shortly before losing access, retry later and check both the old and new methods when the flow presents them.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDo not forward or reuse a code
A legitimate Google prompt will ask you to enter a code in the recovery process; it will not require you to send that code to another person. Anyone requesting your code, password or remote access is not a recovery representative. Stop the conversation and continue only through Google’s own sign-in pages.

Understand a security hold or delayed request
Google Account Help says, “Account recovery requests can be delayed for a few hours or a number of days, depending on a variety of risk factors.” A hold is a protective review, not proof that the account has been deleted. The exact duration varies, and Google does not provide a universal countdown.
What to do during the hold
- Wait for the stated period instead of submitting many rushed attempts from unfamiliar devices.
- Keep access to any phone, browser or computer that is already signed in.
- When you retry, use that signed-in device and your usual location and network.
- Watch the recovery email and phone for a message or code, including the previous recovery methods if details were changed recently.
If the hold lasts several days, that is within Google’s published range. A new attempt can still be worthwhile after the hold, but it should contain stronger, accurate ownership information rather than guesses.
If you no longer have the old phone or recovery email
Loss of a recovery method does not automatically end the process. Google’s guidance points to a previously used computer as a useful signal when the recovery phone or email is unavailable. Combine that familiar device with the newest password you remember, your normal browser and location, and every other genuine answer the form requests.
Do not substitute a newly purchased phone, a borrowed computer or an unfamiliar network if a previously used option is available. If another device remains signed in, use it first. Google may offer an alternate verification path; choose only methods you can actually control.

What to do if the account may have been hacked
Use Google’s hacked-account recovery flow when you notice a password change you did not make, an unfamiliar device, altered recovery details, unexpected messages or other security events. The hacked-account process is intended for suspected takeover, while the standard flow is for forgotten credentials or unavailable recovery methods.
Review the warning and security events
- Check unfamiliar devices and recent sign-ins.
- Look for password, recovery-phone or recovery-email changes you did not authorize.
- Inspect other security events for activity that explains why normal recovery no longer works.
- If Google identifies a suspicious recovery method, follow the prompt to disable it.
Google says you have 30 days from its warning to confirm a suspicious recovery method. Treat an alert as time-sensitive: use the official hacked-account flow immediately, then secure any still-signed-in sessions after access is restored.
Personal Gmail versus work or school accounts
Personal Google Account
For a consumer Gmail account, the official recovery flow is the only legitimate starting point. Google’s consumer guidance does not describe a manual identity-verification override when its automated checks cannot establish ownership.
Free tools Windows power users keep installed
One-click scans. No signup required.
Google Workspace or other managed account
An address controlled by an employer, school or group may follow administrator rules rather than consumer recovery rules. Contact that organization’s administrator or help desk; an administrator may have recovery controls that are unavailable to a personal account. Do not assume that a successful personal-Gmail procedure will work for a managed address.
Best Value
Why familiar context matters
Google’s recovery questions are one part of a broader risk assessment. A remembered password is useful evidence, but it is evaluated alongside context such as a device used before, the usual browser, location and network, a signed-in session and available recovery methods. None of these signals guarantees approval; they simply give Google more consistent evidence that the person recovering the account is its owner.
When Google still cannot verify ownership
There is no cited manual override in Google’s official consumer guidance. If repeated, careful attempts from familiar devices still fail, the legitimate choices are limited:
- Wait through any active hold or the seven-day propagation period for recently changed recovery information, then retry with accurate evidence.
- Use an administrator route if the address is managed by work, school or another organization.
- Create a new Google Account if ownership cannot be established and no administrator can restore access.
Creating a new account does not recover the old mailbox or its data. Before abandoning the old address, make one final attempt from the strongest available combination of a familiar device, remembered password, normal location and any recovery method you genuinely control.
Protect yourself from recovery scams
Google states, “For your security, you can’t call Google for help to sign into your account. We don’t work with any service that claims to provide account or password support.” Treat anyone offering paid Gmail recovery, promising a guaranteed unlock, requesting your password or asking for a verification code as a scam risk.
Quick Recap
- Never give a password, one-time code or backup code to another person.
- Do not install remote-control software at someone’s request to “verify” ownership.
- Do not pay a service that claims it has a private route into Google’s recovery system.
- Enter credentials only on Google’s own sign-in and recovery pages.
A practical retry checklist
- Confirm the Gmail address character by character.
- Use the newest password you genuinely remember.
- Answer every question accurately; do not invent details.
- Retry on a previously used device, browser, location and network.
- Use a phone, tablet or computer that is still signed in, if available.
- Check current and previous recovery phone or email when details changed within the last seven days.
- Wait through a security hold that lasts hours or days before trying again.
- Use the hacked-account flow for unauthorized changes and act within the 30-day confirmation window.
- Contact an administrator for work, school or group-managed accounts.
- Reject paid recovery offers and anyone requesting your credentials or codes.
