Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →When an employee engagement survey is low, do not rush to explain the score or launch a dozen fixes. Treat it as a signal that requires investigation with the people who gave the feedback: share the findings promptly, create a safe discussion, agree on a few issues the organization can influence, assign clear ownership, and report progress on a regular schedule. A survey only improves engagement when employees can see that their input changes decisions.
Start with the right interpretation
A low engagement result is evidence that employees reported a problem, not a diagnosis of why it exists. The same item can reflect very different realities. A low score on resources might mean missing equipment, unclear priorities, slow approvals, inadequate staffing, or a process that makes available resources hard to use. A manager who guesses the cause before asking the team can spend time fixing the wrong thing.

Interpret the result in the context of your own survey instrument, response rate, workforce, business cycle and comparison groups. The available evidence does not establish a universal “low” threshold, and scores from different questionnaires or populations should not be treated as interchangeable. Review overall results alongside team-level patterns and written comments where those are available, while protecting confidentiality.

Do not bury employees in a presentation of every number. Identify a small set of findings that the team can understand and discuss. Include items that are both important to employees and realistically influenceable by the team or its leaders.

Communicate the findings before trust erodes
Tell employees what you learned, when you will discuss it and what decisions will follow. Thank them for participating, acknowledge the uncomfortable results without defensiveness, and explain any limits on what can be shared. A delay with no explanation can look like avoidance; a data dump with no next step can look like performance theater.
Managers need a consistent briefing before team meetings. Give them the same definitions, the relevant team-level results, instructions for protecting anonymity and a clear escalation route for issues they cannot solve. If an item is based on a small group and reporting it could identify individuals, combine or withhold the result according to your confidentiality rules.
A short announcement can be concrete:
“Thank you for completing the engagement survey. Our lowest areas were clarity of priorities and confidence that concerns are acted on. We will discuss what those items mean in our work on 15 November, choose two actions, name owners and publish an update each month. Some issues require decisions outside this team; we will identify and escalate those rather than asking you to solve them alone.”

That message does not promise a particular score increase. It promises a visible process, which is what employees need in order to judge whether participation was worthwhile.
Hold a listening session that tests assumptions
Schedule the discussion soon enough that employees still remember the survey context. Use a neutral facilitator when the manager’s role or the subject matter could inhibit candor. Set ground rules: discuss experiences rather than blame people, do not try to identify individual respondents, allow quieter voices time to speak, and separate issues that require confidential handling from topics suitable for a group conversation.
Explain the purpose
Open by saying that the meeting is to understand the result and choose practical responses, not to debate whether employees were entitled to their opinions. Show the selected items and, where useful, the direction of the result. Avoid presenting a manager’s explanation as fact.
Ask questions that reveal the work behind the score
- What does this survey item look like in your day-to-day work?
- Can you describe a recent situation that led you to answer this way?
- What is the effect on customers, quality, workload or collaboration?
- What would need to change for this item to improve?
- Which part can our team influence, and which part needs a decision elsewhere?
- What is one change we could test without waiting for a major reorganization?
Listen for different experiences rather than forcing consensus. A low average may hide a problem concentrated in one shift, location, role or manager relationship. Conversely, a seemingly isolated comment may reveal a systemic barrier. Record themes in neutral language and check your understanding with the group before moving to solutions.

Handle sensitive issues responsibly
Employees may raise bullying, discrimination, safety, pay, workload or mental-health concerns. Do not promise confidentiality you cannot provide or ask the group to investigate an individual case. Explain the appropriate reporting channel and follow your organization’s legal, safeguarding and employee-relations procedures. Staff-survey feedback can support open dialogue and involvement, but a low engagement score should not be treated as proof that a team has a mental-health condition.
Choose a small number of priorities
Trying to fix every low-scoring item at once usually produces a long list and little follow-through. Older Gallup action-planning guidance recommends selecting two or three key items for the coming year. Gallup’s 2023 guidance calls for teams to agree on at least one SMART action—specific, measurable, achievable, relevant and time-bound—and assign an action-item leader. Use those as planning disciplines, not as a promise that a particular number of priorities will fit every organization.
Let employees help choose the priorities, then apply three tests:
- Influence: Can this team or a named leader change the condition, or does it require an executive, policy, budget or system decision?
- Leverage: Would a realistic change affect the experience described by several employees?
- Observability: Will people be able to tell whether the change happened and whether it helped?
Do not assign employees responsibility for fixing a problem they have no authority to change. Their role is to explain the experience, test ideas and give feedback. Leaders own decisions, resources and escalation.
Turn each priority into an accountable action plan
Write the plan while the discussion is fresh. A useful plan has one observable outcome, a named owner, a date for the first deliverable, a review cadence and a way to gather employee feedback. The action-item leader can be a manager, project lead or, where appropriate, a team member other than the manager. Shared accountability is clearer when one person coordinates the work even though several people contribute.
| Plan element | What to record | Example |
|---|---|---|
| Finding | The survey item and the work experience employees described | “Priorities change without enough notice, creating rework.” |
| Action | A specific change the team can observe | Publish a weekly priority list with a named decision owner. |
| Owner | One person accountable for coordination and updates | Operations lead, with the manager removing barriers. |
| Timing | First deliverable and review dates | First list in two weeks; review after 30 and 60 days. |
| Evidence of progress | A practical check, not a guaranteed score increase | Teams report receiving the list before the weekly planning meeting. |
| Escalation | What requires a higher-level decision | Request a staffing decision from the department director. |
Do not confuse an activity with an outcome. “Hold more meetings” is an activity; “employees receive decisions and owners within two business days” is an observable operating change. Keep the wording specific enough that employees can challenge it if it does not occur.
Follow up and close the loop
Publish the action plan and schedule recurring reviews before the initial enthusiasm fades. At each review, report what was completed, what is delayed, what evidence you have and what will change next. If an action is not working, say so and revise it with employee input rather than quietly abandoning it.

- [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by
Closing the loop does not require every request to be approved. Explain decisions employees may disagree with: what was considered, the constraint, who decided and what alternative will be tried. “We cannot fund this this quarter, so we will remove the manual step and revisit staffing in January” is more credible than silence.
Use several channels: a team meeting for discussion, a written update for the record and one-to-one or confidential routes for sensitive matters. Keep a visible log of commitments, owners, dates and status. When an action is complete, ask whether the underlying experience changed; completion alone is not proof of impact.
Gallup’s 2023 article reports that only 8% of employees strongly agree that their organization takes action on surveys. That figure belongs to Gallup’s cited population and publication context; it is not a current universal benchmark for every employer or questionnaire. It does, however, illustrate why visible follow-through matters.
What the evidence says about action planning
Gallup’s 2006 article, “What to Do With Employee Survey Results,” states that “Employees expect and need resolution, and one of the best ways to do this is through action planning.” The same article reports that workgroups in its top quartile on an action-planning impact item increased engagement scores by an average of 10%, while the lowest quartile decreased by an average of 3%. Those figures describe the workgroups and analysis in that article; they are not guaranteed effects of any particular plan.
Gallup Principal Louis Efron wrote in a 4 January 2023 article, “If you just do a survey and nothing more, employee engagement will likely decrease and turnover will increase.” Treat that as a warning about the risk of inaction, not as a prediction of a fixed outcome for your organization. The practical implication is to make the response process as visible and accountable as the survey itself.

Asking for feedback, then disappearing
Why it fails: Employees conclude that participation has no value and may withhold feedback next time.

Declaring the cause from the score
Why it fails: The manager’s first explanation may be wrong, leading to an irrelevant intervention.
Correction: Ask employees for examples, test competing explanations and record what evidence would confirm improvement.

Launching a fix for every item
Why it fails: Resources and attention are spread too thinly for employees to see change.
Correction: Choose two or three high-leverage priorities, or at minimum one SMART action, and explain why other items are being monitored or escalated.
Making employees own structural problems
Why it fails: Employees cannot change budgets, policies, staffing levels or enterprise systems without authority.
Correction: Separate team actions from leadership commitments and name the decision-maker for each dependency.
Turning the meeting into a punishment exercise
Why it fails: People become defensive, and open discussion disappears.
Best Value
Correction: Use neutral facilitation, focus on work conditions and prohibit retaliation for raising a concern. Do not dismiss contributions because they are inconvenient.
Reporting completion without checking experience
Why it fails: A delivered activity may not solve the problem employees described.
Correction: Ask whether the day-to-day experience changed, review qualitative comments and adjust the action when it did not.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesA practical 90-day response sequence
The exact calendar depends on your organization, but this sequence keeps momentum without pretending that engagement can be repaired overnight.
- Days 1–10 — Prepare: Review overall and team-level results, response context and patterns. Select the findings that warrant discussion, check confidentiality and brief managers.
- Days 11–20 — Communicate: Thank employees, share the selected results, explain what cannot be disclosed and publish the dates for listening sessions and the first update.
- Days 21–35 — Listen: Facilitate team conversations, ask what each item means in practice, capture examples and separate influenceable issues from escalations.
- Days 36–45 — Decide: Have the team select a focused set of priorities. Confirm which actions belong to the team, which belong to leadership and which need a formal case or investigation.
- Days 46–60 — Launch: Record the SMART action, owner, first deliverable, timing, evidence of progress and escalation path. Publish the plan.
- Days 61–90 — Review: Report what happened, remove barriers, ask whether the experience changed and revise actions that are not working.
After 90 days, retain the recurring review cycle. A follow-up pulse or the next scheduled survey can provide another signal, but it should complement—not replace—ongoing conversations and observable operating changes.
How to judge a response plan before approving it
- Employees helped interpret the finding instead of being handed a diagnosis.
- Each action is within a named team or leader’s influence, with dependencies escalated.
- One owner and a realistic timeline are visible to the people affected.
- Progress can be observed through a changed practice, decision or experience.
- Leaders have committed to report back, including when the answer is “not yet” or “no.”
- The plan protects anonymity and routes sensitive complaints through the proper process.
If a proposed plan cannot pass these checks, return to the listening stage. A smaller, credible commitment is more likely to rebuild trust than an ambitious list that no one can deliver.
