If cell service fails during a U.S. storm, protect yourself first, then try one short text, keep any necessary call brief, and stop repeated redialing. Get warnings from local officials, Emergency Alert System broadcasts, NOAA Weather Radio, and a battery-powered or hand-crank radio. Conserve your phone’s battery, but remember that a power bank can extend battery life—it cannot restore a damaged or unavailable cellular network.
Texting sometimes succeeds when voice calls do not, but no message is guaranteed during a complete outage. The steps below cover what to do now, how each communication channel works, and what to prepare before the next storm.

1. Make sure you are safe before trying to communicate
Move to the safest location available and follow evacuation, shelter-in-place, flood, tornado, wildfire, or other instructions already issued by authorities. Communications advice never overrides an immediate hazard warning. Do not drive into dangerous weather or leave a safe shelter simply to search for a signal.

If someone is injured, trapped, or facing an immediate threat, seek emergency help through whatever channel your local emergency system supports. Emergency calling and text-to-911 capabilities differ by jurisdiction and device; do not assume that texting 911 is available everywhere. If you can reach emergency personnel by voice, give your location and the essential facts first.

2. Try a short text before making repeated calls
A text is a sensible first attempt when the phone can still search for or connect to a network. FEMA’s family communication guidance says, “Text is best when using a mobile phone, but if you make a phone call, keep it brief and convey only vital information to emergency personnel and/or family or household members.” Texts use little bandwidth and may get through when voice traffic is congested. Ready.gov also says that “texting may work even if cell service is down.” The word may matters: a total loss of network coverage can prevent delivery, and a sent message may remain pending.
What to include
- Your name and the names of anyone with you.
- Your exact location, including an address, landmark, floor, or nearby intersection.
- Your condition and what you need: for example, “We are safe at the community center; roads are flooded; no assistance needed.”
- A simple request for the recipient to confirm receipt when they can.
Send one concise message to the intended contact. Avoid repeatedly sending the same text, attaching large photos, or streaming video while the network is unstable. Do not treat a message that shows as “sent” on your phone as proof that it reached the recipient.
If the text does not go through
Leave the phone in a place with the best available reception and wait rather than continuously toggling settings or retrying. If conditions are safe, you can try again later. A phone that cannot find any network cannot deliver a normal SMS, regardless of how much battery remains.
3. If a call is necessary, keep it brief and wait before redialing
Use a voice call for urgent or complicated information when it connects. State who you are, where you are, and the one action needed. End the call promptly so the network and the other person’s line remain available.

FEMA’s communication document, citing the Federal Communications Commission’s Public Safety and Homeland Security Bureau, says: “Wait 10 seconds before redialing a number.” Rapid, repeated attempts add signaling traffic during an already congested event and can reduce the chance of calls getting through. After a failed attempt, wait at least 10 seconds before trying again, and avoid an ongoing cycle of automatic redialing.
Reserve the network for life-safety needs. Nonessential conversations, social media uploads, video calls, and large file transfers can wait until service is restored.
4. Use warning channels that do not depend on mobile data
When a phone cannot reach a tower or the internet, use broadcast sources and local authorities. Keep a receiver powered and listen for changes rather than relying on a single notification.
Emergency Alert System (EAS)
EAS messages can interrupt participating radio and television broadcasts with official warnings and instructions. Turn on a battery-powered radio or television that can operate without household electricity, if available, and follow the directions in the message.

NOAA Weather Radio
NOAA Weather Radio provides weather warnings and other hazard information through a dedicated receiver. Reception depends on location and the radio’s ability to receive the broadcast, so keep the unit where it can pick up a signal and have spare batteries available.
Sirens and local officials
Pay attention to outdoor sirens, public-address announcements, emergency personnel, and instructions from local or tribal, county, state, or federal authorities. FEMA’s tornado guidance advises: “If your community has sirens, become familiar with the warning tone.” Sirens may not communicate the full instruction, so use them as a prompt to take shelter and seek additional official information.
5. Protect the phone’s remaining battery
A working phone can still be useful for a later message, an emergency call, or a warning if coverage returns. Reduce consumption while you wait:

- Close navigation, video, social, and other apps you do not need.
- Stop automatic photo backup, app updates, and other background transfers.
- Avoid video streaming and repeated attempts to load web pages.
- Use airplane mode only when you do not need the phone to search for service or receive cellular alerts. Turn it off again when you need to check for coverage.
- Keep the phone at a moderate temperature; extreme heat or cold can reduce battery performance.
A portable power bank, car charger, solar charger, or hand-crank charger can provide more runtime. None of these devices creates a signal, repairs a tower, or substitutes for a broadcast radio.

How the main communication options compare
| Option | Cellular service required? | Best use | Important limitation |
|---|---|---|---|
| Text message | Usually uses the mobile network; it can sometimes work when voice calls do not. | Short status updates and low-bandwidth contact. | Delivery is not guaranteed when service is fully unavailable; a pending message may never arrive. |
| Voice call | Usually yes. | Urgent, complex information when the call connects. | Keep it brief. Rapid redialing contributes to congestion. |
| Wireless Emergency Alerts (WEA) | A compatible phone must be within range of cell towers broadcasting the alert. | Geographically targeted government warnings. | Not dependable when the phone cannot reach a relevant tower or the network is down. |
| EAS or NOAA Weather Radio | No mobile data connection; it requires a functioning broadcast receiver and suitable power. | Warnings and instructions during mobile outages. | Reception varies by location, and a radio needs batteries or another power source. |
| Emergency app or website | Normally requires an internet connection for current information. | Planning, shelter details, and alerts while connected. | It cannot provide current information without a working connection. An app is not a substitute for local authorities or radio. |
WEA messages are sent to compatible devices in the coverage area of participating cell towers. Having WEA enabled does not overcome a local tower failure, power loss, radio interference, or a phone outside the broadcast area.
What to prepare before the next storm
Create and practice a household communication plan
Write down an out-of-area contact whom everyone can reach, two meeting locations, and key phone numbers and addresses. One meeting point should be close to home; another should be outside the immediate hazard area. Store the plan on paper and in a phone location that is available offline. Include contacts for children’s schools, workplaces, caregivers, medical providers, and anyone who may need assistance.
Review and practice the plan at least once a year and whenever people, addresses, phone numbers, vehicles, or meeting locations change. Practice sending a short status text and identifying the out-of-area contact without relying on an internet search.
Set up several alert paths
- Find your city, county, state, tribal, or other local emergency-management signup options and enroll in the services available where you live.
- Learn which radio and television stations carry local EAS messages.
- Check whether NOAA Weather Radio reception is reliable in your area.
- Know the location of community sirens and what their warning tones mean.
- Download useful maps or preparedness information in advance if you may need them offline, while recognizing that downloaded content will not provide new warnings.
Keep independent power and reception equipment
- Maintain a charged portable power bank or another backup charger. FEMA examples include car, solar-powered, and hand-crank chargers.
- Keep a battery-powered or hand-crank emergency weather radio where household members can find it in darkness.
- Store spare batteries in a dry place and check their charge periodically.
- Keep charging cables that fit every essential phone and label them if several types are in the household.
Troubleshooting common situations
The phone shows no bars, but you need to update family
Move only if doing so is safe, try one concise text, and include your location and status. Leave the phone available for a later connection, then use radio or official announcements for instructions. Do not assume that a power bank or a different app will restore coverage.

A call fails repeatedly
Stop rapid retries. Wait at least 10 seconds before another attempt, then keep any successful call short. If the matter is not life-threatening, switch to a text and seek information from EAS, NOAA Weather Radio, or local officials.
You receive a WEA message but cannot call back
Follow the warning’s safety instruction immediately. WEA is a one-way alert channel; the phone may receive a broadcast even when ordinary calls or data are congested. Use radio or officials for additional details.
The internet works briefly, then disappears
Use the connection for high-value tasks first: read the official warning, save the relevant address or shelter information, and send one essential update. Do not depend on an app or website to remain available throughout the storm.
The household has electricity but no cellular service
Continue using the radio and local broadcast sources. Charge phones and power banks while electricity is available, but do not interpret a full battery as evidence that cellular service will return.
Key limits to remember
- Texting can be more effective than calling during congestion, yet it is not guaranteed during a complete outage.
- Emergency calling, text-to-911, WEA, satellite messaging, and app features vary by location, device, carrier, and current infrastructure.
- A charger extends operating time; it does not restore a cellular network.
- Local officials’ evacuation and shelter instructions take priority over any general communications plan.
- Never enter floodwater, severe wind, or another dangerous area to search for reception.
The Bottom Line
During a storm outage, send one concise text if possible, make only essential brief calls, wait before redialing, conserve battery, and switch to EAS, NOAA Weather Radio, and local officials for warnings. Prepare an offline household plan, independent radio, and backup charging before the next storm—but never confuse extra battery power with restored cellular coverage.
