What to Do When a Volcano Alert Is Issued: A Practical Guide for Residents and Visitors

A volcano alert is not, by itself, an instruction to evacuate. It is a signal to check the current message for your exact location, identify the hazard that applies to you, and follow directions from local emergency management. The U.S. Geological Survey (USGS) describes volcanic conditions with the ground-based levels NORMAL, ADVISORY, WATCH, and WARNING. Local authorities decide whether people should evacuate, move to higher ground, shelter indoors, or take another action.

Conditions can change quickly. Alert boundaries, roads, shelters, ash forecasts, and water advisories are specific to each volcano and jurisdiction. Use the latest notice from your local emergency-management agency and volcano observatory; treat this guide as preparation, not as a live status report or a replacement for an official order.

First, determine what the alert actually means

USGS ground-based alert levels communicate the volcano’s status and the potential for hazards on or near the ground. They are not a universal evacuation scale.

USGS ground alert Meaning What you should do
NORMAL Typical background activity for that volcano. Maintain ordinary awareness and know where to find local hazard maps, alerts, and evacuation information.
ADVISORY Elevated activity or a condition that warrants attention, without the higher concern implied by a watch or warning. Read the current notice, check whether your community is in a mapped hazard zone, and prepare to act if conditions change.
WATCH Heightened or escalating unrest with increased eruption potential, or an eruption that poses limited ground hazards. Review your evacuation or shelter plan, monitor official updates closely, and be ready to move when local officials direct you.
WARNING A hazardous eruption is imminent, underway, or suspected. Read the local action instruction immediately. Evacuate, move to high ground, or shelter exactly as directed; do not wait for a second message.

The aviation color code is a separate system focused on airborne ash and aviation safety. A color change in that system is not automatically an evacuation order for residents. A Volcano Activity Notice (VAN) communicates ground hazards when alert levels change or significant activity occurs. A Volcano Observatory Notice for Aviation (VONA) is intended for aviation users.

The first five minutes after you receive an alert

  1. Find the current local message. Open the latest notice from your local emergency-management or civil-defense agency and the responsible volcano observatory. Read the date, time, affected area, hazard, and requested action. A notification may describe what scientists observe; local authorities provide the instructions for people.
  2. Confirm your location. Identify your address, workplace, campsite, hotel, school, trail, or route on the official hazard map. Determine whether you are in a lahar, ashfall, lava-flow, or other mapped zone. If you are traveling, include everyone in your group and tell them the plan.
  3. Look for closures and evacuation orders. Check roads, parks, trails, bridges, and public facilities. A closed area remains closed even if you can see no danger. Never enter a closure to watch, photograph, or collect material.
  4. Choose the action named by officials. An evacuation order, a direction to move to high ground, and an instruction to shelter indoors are different responses. Do not substitute your own interpretation of the alert level for the local instruction.
  5. Keep receiving updates. Make sure phones are charged and that you can hear emergency broadcasts. Avoid non-emergency calls and repeated calls that could burden networks needed for urgent communication.

If you are on the volcano or inside a closed area

Leave the hazard area by the route officials identify. Volcanic hazards can include ash, falling rocks, lava, toxic gases, lahars, and fast-moving hot rock and gas. Conditions may change faster than a person can walk or drive, and a route that was open earlier can be cut off.

  • Move away from the active or threatened area as soon as officials direct you.
  • Stay out of valleys, stream channels, and other low-lying terrain where lahars can travel.
  • Follow closure signs, ranger directions, barricades, and road instructions even if the volcano appears quiet.
  • Do not stop for photographs or attempt to approach an eruption, ash plume, lava, or a lahar channel.
  • If you are separated from your group, use the pre-agreed meeting point or emergency contact rather than entering a closed zone to search.

USGS Cascades Volcano Observatory states: “Follow instructions for closures and evacuations. It might save your life.”

If a lahar threatens your community

A lahar is a fast-moving mixture of water and volcanic debris that can follow valleys and drainage channels. The correct response is usually vertical movement, not trying to outrun the flow along the valley.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Recognize the warning. Treat an official lahar warning, siren, text, or evacuation order as an immediate action message.
  2. Move up and away. Leave the valley floor and move to high ground away from rivers, streams, channels, and low areas. Use the community route shown on the local map.
  3. Do not cross channels. A road, bridge, or trail can be cut off suddenly. Do not drive toward a flow or attempt to cross moving water and debris.
  4. Shelter after reaching safety. Once on high ground or at the designated shelter, remain there and monitor officials for further instructions.

People downstream may have more warning than people near the volcano, but distance does not make a lahar safe. Learn your community’s lahar zone and route before an alert; during an event, follow the local evacuation order rather than waiting to see the flow.

If ash is forecast but has not arrived

When officials forecast ashfall, go home if possible and avoid unnecessary travel. Preparation is easier before ash reaches the ground.

  • Bring pets and livestock that can be moved safely indoors or under cover, following local animal guidance.
  • Close doors and windows. Plan how you will limit outdoor-air intake through heating, cooling, or ventilation systems when feasible.
  • Cover vehicles, machinery, and other equipment that cannot be sheltered. Plastic sheeting and heavy-duty tape can help protect openings and controls.
  • Keep prescribed medicines accessible, especially for people with respiratory or heart conditions. Put essential documents, water, and a way to receive official messages where you can reach them quickly.
  • Have suitable respiratory and eye protection available. USGS guidance names a mask or cloth for covering the nose and mouth when exposure cannot be avoided and recommends glasses rather than contact lenses.
  • Check the latest road and school information before leaving. An ash forecast does not override a separate evacuation or closure order.

If ash is falling

If no other hazard requires you to move, shelter indoors. Ash can irritate the eyes and airways, reduce visibility, make roads slippery, and damage engines and filters.

Inside a building

  1. Close exterior doors and windows.
  2. Shut down or adjust systems that draw outdoor air inside when feasible. Follow the equipment manufacturer’s safe operating instructions.
  3. Move away from unnecessary openings and keep pets indoors.
  4. Monitor official updates for changes in the ash forecast, evacuation boundaries, road status, and water instructions.

Outside during ashfall

Seek shelter as soon as possible. If you cannot avoid exposure, cover your nose and mouth with a mask or cloth. Wear glasses rather than contact lenses; ash trapped behind a contact lens can injure the eye. Avoid rubbing your eyes, and wash exposed skin when you reach shelter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Driving

Do not drive unless travel is necessary or officials direct it. Ash can damage vehicle engines and air filters, while ash-covered roads can be slippery and visibility can deteriorate. If travel is unavoidable, reduce speed, use the route officials identify, allow extra stopping distance, and turn back if authorities close the road.

What to do after ash stops

Wait for local instructions before beginning cleanup. Ash can remain airborne and can be redistributed by wind or traffic.

  • Protect your health. Continue using appropriate eye and respiratory protection during cleanup, especially if you have asthma, another respiratory condition, or heart disease.
  • Inspect roofs cautiously. Wet ash is heavy, and roof cleanup can cause falls. USGS warns against cleaning until ashfall stops unless immediate action is needed to prevent damage. Use trained assistance where available.
  • Clear only as directed. Follow local instructions for collection, disposal, roads, drains, and public buildings. Do not sweep ash into storm drains unless authorities specifically tell you to.
  • Check vehicles and equipment. Follow manufacturer or emergency-management advice before restarting engines or changing filters.
  • Protect food and gardens. Wash garden vegetables before eating them. If ash enters water, let it settle and use clear water while following any local water advisory.

How to decide between evacuating and sheltering

Situation Primary action Do not do
Local evacuation order or closure Leave by the designated route and go to the stated shelter or meeting location. Wait for a more dramatic sign, take an unapproved shortcut, or return for belongings.
Lahar warning or threat Move quickly up and away from the valley floor, then shelter. Stay in a channel, watch from a bridge, or drive across moving water and debris.
Ashfall with no evacuation order Shelter indoors, close openings, limit outdoor-air intake, and monitor updates. Drive unnecessarily or remain outside to observe the plume.
On the volcano or in a closed zone Exit the area immediately using official directions. Approach the hazard for photographs or ignore closure signs.
Conflicting messages Use the newest instruction from the responsible local emergency-management agency and observatory; verify through another official channel if possible. Rely on an old screenshot, rumor, or aviation color code as an evacuation decision.

What each official message can tell you

The ground alert tells you how the observatory characterizes volcanic activity and potential ground hazards. It does not, on its own, identify every neighborhood that must leave. A VAN may explain the hazard behind a level change or significant event, but it may not include a route or shelter. A VONA is aimed at pilots and aviation operators and may describe ash in the atmosphere without directing people on the ground.

Local emergency management applies those observations to people and infrastructure. Its message should identify an evacuation zone, shelter-in-place instruction, road or trail closure, route, or other action. Read the time stamp and affected area carefully: a newer message can supersede an earlier one, and instructions may differ on opposite sides of the same volcano. If a social-media post, map, or text message has no date, issuing agency, or affected-area description, do not use it to make a safety decision.

Prepare before an alert

Preparation reduces the decisions you must make while ash, traffic, or evacuation messages are changing.

Map your exposure

Find the official hazard map for the volcano and mark your home, work, school, regular routes, and relatives’ addresses. Note whether each place is in a lahar, ashfall, lava-flow, or other zone. Learn at least one route to high ground if you are near a valley and one approved evacuation route if your area may be closed.

Build a communications plan

  • Save local emergency-management and volcano-observatory alert channels.
  • Choose an out-of-area contact and a meeting place in case local networks are congested.
  • Keep phones charged and consider a battery-powered radio for official emergency broadcasts.
  • Tell visitors, children, and caregivers what a closure, evacuation order, and shelter instruction mean.

Assemble useful supplies

Keep medicines, water, eye protection, a mask or cloth, and basic cleaning materials accessible. Plastic sheeting and heavy-duty tape can protect equipment that cannot be brought indoors. Supplies support the official plan; they do not replace evacuation or shelter instructions.

Special considerations for visitors

Visitors may not recognize local valleys, roads, sirens, or hazard-zone boundaries. Before hiking, camping, or driving near a volcano, check the observatory and local emergency-management information, tell someone your itinerary, and download or carry the official map where phone service may be unreliable. Respect every park, road, and trail closure. If an alert arrives while you are traveling, stop at a safe location, identify your position, and follow local directions rather than continuing toward the volcano or attempting an unfamiliar back route.

Hotel guests should ask the front desk where official notices are posted and which exits lead away from valleys or closed roads. Tour operators, schools, and camps should account for people who may need assistance, including children, older adults, and anyone with mobility or respiratory limitations. Do not assume that a familiar route remains open after an alert; bridges, tunnels, and river crossings can be restricted first.

How official notices fit together

A USGS or observatory notice can explain what scientists are observing and can change the ground alert level. A VAN communicates ground hazards when alert levels change or significant activity occurs. A VONA communicates aviation-specific ash information. Local emergency management translates those hazards into evacuation zones, road closures, shelter locations, and instructions for residents and visitors. Read all three types of information in context; none should be treated as a substitute for the local order that applies to your location.

Common mistakes that increase risk

  • Assuming WARNING always means every person near the volcano must evacuate, without checking the mapped area and local order.
  • Treating an aviation color code as a public evacuation instruction.
  • Waiting for visible lava, ash, or a siren before leaving after an official order.
  • Driving into a closed area or valley to watch the event.
  • Staying in a river channel or low area during a lahar warning.
  • Keeping contact lenses in during ash exposure.
  • Running heating or cooling equipment that draws ash-filled outdoor air indoors when it can safely be shut down or adjusted.
  • Starting roof cleanup while ash is still falling or without considering fall and structural hazards.
  • Sharing unverified maps, old alerts, or rumors that can send people toward a closed route.

Where to verify the next instruction

For a real event, check the latest local emergency-management or civil-defense message and the responsible volcano observatory. Those authorities have the current evacuation boundary, route, shelter, road condition, ash forecast, and water notice. USGS guidance is national and durable, but it cannot provide the live answer for your address. If local instructions differ from general advice, follow the current direction of the authority managing the incident.

Frequently Asked Questions

What should I do when a volcano alert is issued?

Check the latest message from local emergency management and the responsible volcano observatory, identify your location on the official hazard map, and follow the stated instruction. The alert level alone does not tell every person whether to evacuate or shelter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I evacuate during a volcano WARNING?

Read the local order immediately. WARNING means a hazardous eruption is imminent, underway, or suspected, but the evacuation boundary and route are set by local authorities. Leave promptly if your area is ordered to evacuate.

What should I do if volcanic ash is falling?

Unless another hazard requires movement, shelter indoors, close doors and windows, limit outdoor-air intake, keep pets inside, and monitor official updates. Avoid unnecessary driving; if travel is unavoidable, slow down and follow official road directions.

What do I do if a lahar warning is issued?

Move quickly up and away from the valley floor, rivers, streams, and drainage channels. Do not try to cross moving water or debris. After reaching high ground or the designated shelter, remain there and follow further instructions.

Is the aviation ash color code an evacuation order?

No. The aviation color code addresses airborne ash and aviation safety. It is separate from the USGS ground alert system and is not, by itself, an instruction for residents to evacuate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I drive during ashfall?

Do not drive unless necessary or officials direct you to do so. Ash can damage engines and filters, make roads slippery, and sharply reduce visibility. If you must travel, reduce speed, increase stopping distance, and use only an approved route.

When can I clean up volcanic ash?

Wait for local instructions and, where possible, until ashfall has stopped. Wet ash can be heavy and roof work can cause falls. Wear suitable eye and respiratory protection and use trained help for hazardous cleanup.

What if volcanic ash gets into drinking water?

Follow the local water advisory. USGS guidance says to let ash settle and use clear water, but local officials determine whether water is safe and whether additional treatment or alternate supplies are required.

The Bottom Line

Use the alert as a prompt to verify your location and read the newest local instruction. Evacuate when ordered, move up and away from valleys for a lahar, and shelter indoors during ashfall unless another hazard requires you to move. Stay out of closures, avoid unnecessary driving, and keep monitoring local emergency management and volcano-observatory updates.
