What to Do When a UPI Merchant Payment Fails but Money Is Debited

If a UPI payment to a shop, website or other merchant failed but your bank account was debited, first check whether the transaction is failed, pending or successful in your UPI app. Save the transaction ID or RRN and contact the bank linked to the debited account if the refund does not appear promptly.

For the RBI category “Account debited but transaction confirmation not received at merchant location (payment to merchant),” the prescribed auto-reversal limit is T+5 days, where T is the transaction date. RBI specifies ₹100 per day for a delay beyond that limit. This is different from a UPI funds transfer in which a beneficiary was not credited.

First confirm which kind of UPI failure occurred

The correct deadline depends on what failed. A merchant payment is the category in which the merchant did not receive transaction confirmation. A funds transfer is different: the payer sends money to a beneficiary account, but that account is not credited. Check the payment description, the recipient type and the status shown in your app before applying a reversal rule.

Situation What failed RBI auto-reversal limit
UPI payment to a merchant Your account was debited, but transaction confirmation was not received at the merchant location. T+5 days; ₹100 per day for delay beyond T+5.
UPI funds transfer Your account was debited, but the beneficiary account was not credited. T+1 day.

The merchant-payment row applies only when the merchant did not receive confirmation. If the merchant did receive the payment and the dispute is about an order, product or service, describe that fact to the bank rather than reporting it as a failed transaction.

Do these checks before contacting support

  1. Open the UPI app used for the payment. Go to transaction history and open the individual payment. Record the exact status: failed, pending, successful or another label used by the app.
  2. Match the details. Note the amount, date, merchant name or identifier, transaction ID or RRN, and the bank account that was debited. The transaction ID/RRN is the reference support teams use to locate the payment.
  3. Check the merchant’s confirmation. Ask whether the merchant’s system shows a completed payment, no payment, or a pending confirmation. Do not substitute the merchant’s verbal description for the status in your app; keep both descriptions in your notes.
  4. Save the app and bank references. If you have already contacted support, retain its complaint or service-request number together with the transaction reference.

NPCI’s complaint process asks for transaction particulars and provides a way to track a complaint or its status. Keeping the information together avoids a second explanation each time the case is transferred between the UPI app, bank and payment-system member.

Understand the RBI time calculation

For the merchant-confirmation failure category, RBI’s table uses T for the transaction date. The T+5 limit is therefore counted from the date of the payment, not from the day you notice the debit or lodge a complaint. RBI’s framework is for domestic transactions.

If the reversal does not happen within the merchant row’s prescribed limit, RBI specifies compensation of ₹100 for each day of delay beyond that limit. The bank should credit applicable compensation automatically (“suo moto”); you are not supposed to wait for a separate compensation claim before it is applied.

This regulatory framework should not be confused with a particular app’s estimate. A UPI app may show an earlier expected resolution date, but that display does not change the RBI category or its outer limit.

Use the one-hour guidance correctly

NPCI’s UPI FAQ says that, in case of failures, money will be refunded to your account and advises contacting bank support if the refund has not arrived within one hour. That is NPCI FAQ guidance for contacting the bank; it is not the RBI regulatory deadline for every failed merchant transaction.

A payment can still be shown as pending while the payment system reconciles the debit and the merchant response. Record the status and the time you checked it. If the app remains pending or the refund is not visible after the NPCI FAQ’s one-hour point, contact the bank linked to the debited account through its official support channel and provide the transaction details.

Raise the failed merchant issue in the UPI app

Use the support or help option attached to the specific transaction, rather than opening a general banking query. The exact menu names differ by app, but the relevant path is the payment’s details screen followed by Help, Report a problem or Raise complaint.

  1. Select the affected merchant transaction from history.
  2. Choose the failure, refund or debited-but-not-received type of issue offered for that transaction.
  3. Describe that the account was debited and the merchant did not receive transaction confirmation.
  4. Submit the transaction ID/RRN, amount, date and merchant details when requested.
  5. Save the complaint reference and use the app’s status option to track it.

NPCI’s UPI Help interface includes the reason “Customer account not credited back for failed merchant transaction.” Selecting a reason that accurately describes the missing refund gives the receiving member the relevant context.

Use NPCI’s complaint and status route when needed

NPCI also accepts UPI complaints and status checks through its portal. The portal passes the complaint to the relevant member bank or institution; NPCI states that this member is responsible for resolving the complaint. In other words, submitting a case through NPCI does not mean NPCI itself will decide or settle every individual debit.

Enter the same transaction particulars used in the app: transaction ID/RRN, date, amount, merchant information and the bank account involved. Keep the NPCI complaint number separate from the bank’s service-request number. They identify different stages of the same case.

What to tell the bank

Contact the bank that holds the account from which the money was debited. Use the bank’s official mobile-app support, website support or telephone channel, and quote the transaction reference exactly as displayed. A concise description is:

Keep the conversation focused on the payment status and reversal. If the bank asks for an app complaint number or NPCI reference, provide it rather than opening an unrelated dispute category.

When the refund is late

Before the applicable limit

If the merchant transaction is still within the RBI time limit, continue tracking the status through the UPI app and bank reference. A pending label is not proof that the money has been permanently lost; it means the result has not been finalized in the view shown by the app.

After the applicable limit

If the merchant-confirmation failure remains unreversed after the RBI limit, contact the bank again with the original transaction and complaint references. Ask it to check both the reversal and the automatically applicable delay compensation. RBI says the compensation should be credited without waiting for a complaint or claim. If it is missing, include that fact in the follow-up.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not replace the merchant rule with the T+1 rule. T+1 belongs to the separate case where a beneficiary account was not credited in a funds transfer.

BHIM’s timing is app-specific guidance

BHIM’s FAQ says to check a pending transaction after T+2 working days and says a failed transaction for which the account was debited is reversed in T+2 working days. Treat those statements as BHIM-specific guidance. “Working days” in that FAQ should not be substituted for the RBI table’s T-based calculation for a merchant confirmation failure, and the BHIM estimate does not remove the RBI outer limit.

If you used BHIM, follow the status shown in BHIM while retaining the RBI category that matches the actual failure. If you used another UPI app, do not assume BHIM’s timing applies to it.

A practical record to keep

Create one note for the case and update it rather than relying on memory. Include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Transaction date and the time displayed by the app.
  • Amount and currency.
  • Merchant name, virtual payment address or other merchant identifier shown in the receipt.
  • Transaction ID or RRN.
  • Status in the UPI app and any status shown by the merchant.
  • Date and channel used to contact the bank.
  • Bank complaint or service-request number.
  • NPCI complaint number, if you used the NPCI route.
  • Dates on which you checked for the reversal or compensation.

These details let support distinguish a missing merchant confirmation from a beneficiary-credit failure and make it easier to trace the same transaction after escalation.

Common mistakes that slow resolution

  • Using the wrong category: reporting a beneficiary transfer as a merchant payment, or vice versa, can put the case against the wrong timeline.
  • Giving only the debit amount: support also needs the transaction ID/RRN and date to identify the payment.
  • Treating “pending” as “failed”: record the exact label and update the complaint if the app changes it.
  • Assuming an NPCI submission is the final decision: the relevant member bank or institution remains responsible for resolving the complaint.
  • Counting from the complaint date: the RBI T reference is the transaction date.
  • Waiting for a separate compensation claim: RBI says applicable compensation is to be credited automatically.

Decision guide

  1. Merchant did not receive confirmation and your account was debited: record the transaction, raise the issue in the UPI app, and contact the linked bank if the refund is not promptly visible.
  2. The app says pending: keep the pending reference, follow the app’s status route and use the bank’s support channel if the refund does not appear.
  3. A beneficiary account was not credited in a transfer: report it as the funds-transfer category, whose RBI reversal limit is different from the merchant case.
  4. The merchant says payment succeeded: tell the bank that merchant confirmation was reportedly received and explain the remaining dispute accurately.
  5. The merchant case passes its RBI limit without reversal: follow up with the bank using every reference and request review of the prescribed delay compensation.

What outcome to expect

A correctly classified failed merchant payment should move through status checking, reversal and, where the regulatory conditions are met, automatic compensation. Your most useful actions are early: preserve the transaction ID/RRN, use the transaction-specific help option, contact the bank linked to the debit, and retain every complaint reference until the account is corrected.
