If a solar storm makes GPS or radio unreliable, first identify which service is failing and check the latest NOAA Space Weather Prediction Center (SWPC) alert. Treat an implausible GPS position as uncertain, stop or slow in a safe place before changing course, and use a route you planned with a suitable paper map. For radio problems, follow the communications procedure for your role and location rather than assuming another band or network will work.

The right response depends on the event type, its strength, your geography and the technology you use. A sunlit-side radio blackout, a polar high-frequency (HF) disruption and a satellite-navigation error are different situations, even when they are all described casually as a “solar storm.”

What a “solar storm” can actually disrupt

Space weather is not one single failure mode. NOAA separates events into three scales: radio blackouts (R), solar radiation storms (S) and geomagnetic storms (G). The scale describes the space-weather event; the service you notice failing depends on the event’s intensity, location, timing and the equipment involved. See NOAA’s scale descriptions at NOAA Space Weather Scales. That page is marked as a replaced version, so check SWPC for the current scale page when you need a live interpretation.

NOAA category What drives it Potentially relevant effects Geographic qualification
R: radio blackout Solar flares and their enhanced X-ray and ultraviolet radiation HF radio degradation or blackout; other ionospheric effects can make satellite-navigation fixes less reliable Strongest on the sunlit side of Earth; severity ranges from minor degradation to the extreme R5 case
S: solar radiation storm Energetic solar particles HF communication problems and increased radiation risk for spacecraft and high-altitude operations HF effects are especially associated with polar routes and regions
G: geomagnetic storm Disturbances in Earth’s magnetic environment after solar eruptions Can disturb the ionosphere and affect systems that depend on stable space-weather conditions, including some navigation and communications operations Effects vary with latitude, storm strength, local time and the systems in use

These categories overlap in a real event, but they should not be collapsed into “GPS and all radios go out.” NOAA’s descriptions distinguish sunlit-side radio-blackout impacts from polar-region HF impacts during radiation storms. A person driving at mid-latitudes, an aircraft crossing a polar route and a utility operator may receive different warnings and face different failure modes.

Why GPS can show a wrong position

GPS is part of the broader global navigation satellite system (GNSS) family. Receivers calculate position and time from signals passing through the ionosphere. Space weather can change that path in several ways:

  • Increased ionospheric total electron content changes signal delay, which can increase position and timing error.
  • Ionospheric scintillation causes rapid fluctuations in signal strength and phase. A receiver may lose individual satellites, take longer to solve a position or jump between fixes.
  • Very strong solar radio bursts can interfere with reception. In severe cases, a receiver may be unable to obtain a usable GPS signal.

These mechanisms are described in NOAA’s technical GPS Critical Infrastructure Timing Study. A screen that displays coordinates is not proof that those coordinates are accurate: a receiver can produce a plausible-looking fix from degraded or incomplete data. Accuracy also varies by receiver design, antenna view of the sky, augmentation services and local obstructions.

What to do before a storm is affecting you

Preparation is most useful before an alert becomes an operational problem. Build a fallback that does not depend on one satellite signal, one application or one radio network.

Set up reliable information sources

  1. Bookmark the NOAA SWPC Notifications Timeline. It lists alerts, warnings, validity periods and affected-system categories, including GPS systems and HF radio communications.
  2. Know which authority controls your activity. Aviation, maritime, emergency-service, transportation and infrastructure organizations have role-specific procedures that take precedence over a general consumer checklist.
  3. Record the contact method for local authorities, your workplace or an expedition leader. Include an alternate contact and a time-based check-in plan.

Prepare an offline navigation option

  • Carry a paper road map or regional road atlas that covers the entire route, including likely detours.
  • Learn the map’s scale, symbols, grid or latitude/longitude format before you need it.
  • If you use a compass, practice taking a bearing and relating it to the map. A compass is not useful if you do not know its operation or if the map does not cover your area.
  • Save a written route, key intersections, addresses and meeting points. Do not rely on a screenshot that may be unavailable when your phone battery or application fails.

Make communications redundant

List the channels your situation genuinely supports and the procedure for switching between them. Do not assume that VHF, cellular, satellite communications or another service will automatically remain available everywhere. The documented risks are service- and geography-specific; there is no universal fallback channel for every household or profession.

If GPS or a navigation app becomes unreliable

Navigation errors are dangerous because they can look normal until a turn, runway, channel or address does not match reality. Use the following sequence for ordinary travel; professional operators must use their approved procedures instead.

1. Make the immediate situation safe

If you are driving and the map position, heading or spoken instruction conflicts with visible signs, the road layout or known landmarks, slow down and pull over legally before deciding what to do. On a boat, aircraft or other vehicle, maintain the safe state required by your operating rules and notify the responsible authority or control service.

2. Classify the failure

Note whether the problem is a drifting position, a frozen location, repeated “signal lost” messages, a route that suddenly recalculates or a complete receiver outage. Check whether another receiver shows the same result, but do not treat agreement between two devices as independent confirmation if both use the same satellite signals or correction service.

3. Cross-check without blindly following the screen

  • Compare the displayed position with road signs, mile markers, landmarks, a known address or your last confirmed location.
  • Check the receiver’s reported accuracy, satellite count and time of last update when those details are available.
  • Stop following an instruction that requires an unsafe turn, contradicts a physical barrier or places you somewhere you cannot verify.

4. Switch to your planned offline route

Use the paper map and written route to identify your current confirmed point and the next safe destination. If you cannot establish where you are, remain in a safe, known location and contact the appropriate service rather than guessing. A map is an offline reference, not a substitute for local knowledge or professional navigation training.

5. Recheck official information

Review the SWPC timeline for the event type and validity period. Conditions can change while an alert remains active, and an alert does not predict the exact error a particular receiver will show.

If radio communications fail or degrade

Identify the affected service

Write down what stopped working: HF voice or data, a local VHF channel, cellular calling, satellite messaging or a dispatch link. HF effects are not equivalent to a failure of every radio system. During an R-scale blackout, the sunlit side can experience severe HF loss; during an S-scale radiation storm, polar HF paths can be affected. A different band may work, work intermittently or fail for unrelated local reasons.

Follow the communications plan for your role

  • Personal travel: Use the alternate contacts and check-in times you arranged. Move to a location with better ordinary coverage only when it is safe, and do not drive while distracted by repeated connection attempts.
  • Aviation: Follow the aircraft’s approved navigation and communications procedures, dispatch guidance and air-traffic-control instructions. Do not substitute consumer GPS advice for an aviation checklist.
  • Maritime operations: Use the vessel’s navigation, watch-standing and distress procedures and the instructions of the relevant maritime authority.
  • Emergency services and infrastructure: Use the organization’s incident communications plan, designated command channels and continuity procedures. Record message times and acknowledgements so that a delayed transmission is not mistaken for a completed handoff.

Use short, disciplined messages

When a channel is intermittent, send the essential information first: who you are, where you are using the best verified reference available, what is happening, what assistance is needed and when you will try again. Avoid transmitting unverified GPS coordinates as if they were exact. If your plan specifies a relay, scheduled listening window or alternate contact, use it rather than switching randomly among channels.

How geography changes the response

Location is part of the diagnosis. NOAA describes R-scale radio-blackout effects on the sunlit side of Earth, so the same flare can affect different regions as Earth rotates. S-scale HF effects are associated particularly with polar regions, where high-latitude routes can lose or degrade communication even while lower-latitude users continue to communicate normally. GNSS accuracy can also vary by latitude and by the ionospheric conditions over the receiver and satellites it can see.

Do not infer that a clear signal in one city proves that a colleague, aircraft or vessel elsewhere has the same service. Ask for the affected location, the system and the time of the observation before choosing a workaround.

What official alerts can and cannot tell you

The SWPC Notifications Timeline provides event notices and validity periods. Use it to answer three questions:

  1. What type of event is reported? R, S and G labels point to different likely mechanisms.
  2. Which systems are named? An entry for GPS systems is not the same as one for HF radio communications.
  3. Is the notice currently valid? Alerts expire, are updated or are superseded as observations change.

FEMA’s Federal Operating Concept for Impending Space Weather Events describes severe-event planning, including the possibility that satellite navigation and HF communications in polar regions may be degraded or lost. Its notification-time and duration ranges are scenario-planning information from an older federal document, not a live forecast or a guaranteed outage duration. Use current SWPC alerts and your organization’s procedures for decisions.

A practical decision table

What you observe Safest next action Do not assume
GPS position jumps, drifts or disagrees with signs Slow or stop safely; cross-check with visible references and your paper map; use the verified last position That a displayed coordinate is accurate because it looks plausible
Receiver repeatedly loses satellites Check the SWPC alert, antenna view and receiver status; switch to the planned offline method That restarting the app will remove an ionospheric or reception problem
HF contact becomes noisy or disappears Follow the role-specific communications plan, scheduled listening windows and approved alternates That VHF, cellular or satellite service must work in your location
One person reports an outage while others do not Compare location, band, equipment and time before changing the whole plan That a local success or failure represents the entire region

Common mistakes and how to avoid them

  • Treating every event as the same: Read the R, S or G label and the affected-system description before choosing a response.
  • Continuing because the app still shows a map: A usable interface can display an inaccurate fix. Require agreement with physical evidence.
  • Improvising professional procedures: Aviation, maritime, emergency and infrastructure operations have safety rules that a general article cannot replace.
  • Assuming a backup channel is universal: Test your actual alternate method in the places and conditions where you will use it.
  • Relying on a map you cannot read: Practice with the map and compass before an outage, and keep the map dry and accessible.
  • Ignoring time and location: Record when the failure occurred and where; ionospheric effects can be geographically selective and change as Earth rotates.

The NOAA R5 wording in context

For the extreme end of the R scale, NOAA describes the impact this way: “Complete HF (high frequency) radio blackout on the entire sunlit side of the Earth lasting for a number of hours.” Read that sentence as the definition of an R5 category, not as a prediction that every solar storm will produce a worldwide or household radio outage. The wording appears on NOAA’s scale page at NOAA Space Weather Scales.

After communications or navigation returns

Do not immediately discard the fallback plan when a signal comes back. Confirm the receiver’s position against a known reference, re-establish contact using the normal procedure and tell affected contacts whether earlier messages were delayed or missed. Note the time, location, service, equipment and symptoms. That record helps your organization or service provider distinguish a space-weather effect from an antenna, power, coverage or equipment fault.

For future trips, update the route map, contact list and check-in schedule based on what you learned. Keep monitoring official SWPC notices whenever an event remains active, because recovery of one service does not prove that every affected system has returned to normal.
